    Abuja, Oct. 5, 2016 (NAN) The Nigerian Meteorological Agency (NiMet), has predicted cloudy weather conditions over the central states of the country on Thursday morning, with possibilities of localised thunderstorms over Abuja, Kaduna, Lafia and Yola axis.

    The prediction is contained in NiMet’s Weather Outlook issued by its Central Forecast Office on Wednesday in Abuja.

    It added that localised thunderstorms would prevail over the high grounds of Abuja, Bauchi, Jos and Lafia in the afternoon and evening hours with maximum temperatures of 31 to 34 degrees Celsius.

    According to the agency, the southern states will experience cloudy conditions with chances of localised thunderstorms over the inland cities of south-east in the morning.

    It also predicted prospects of localised thunderstorms over Ibadan, Oshogbo, Ilorin, Iseyin and rains over the coast during afternoon and evening hours with maximum temperatures of 30 to 33 degrees Celsius.

    NiMet predicted that northern states would experience hazy conditions over Maiduguri, Nguru and environs with partly cloudy to cloudy conditions over Sokoto, Gusau, Kano and Yelwa later in the day.

    It added that the region would have maximum day time temperatures of 32 to 38 degrees Celsius.

    According to NiMet, there are prospects of weather activities to affect most cities especially the central and southern parts of the country in the next 24 hours. (NAN)

  • World Court rejects Marshall Islands suit seeking nuclear disarmament

    Amsterdam, Oct. 5, 2016 (Reuters/NAN) The International Court of Justice in the Hague, on Wednesday rejected suits filed by Marshall Islands against the world’s nuclear powers that sought to force them to do more to disarm.

    Though the suits failed on procedural grounds, India, Pakistan and Britain were brought to the court to answer the complaint at public hearings in April.

    In its ruling in the country’s case against India, the first of the three to be decided, the court said it had accepted Indian arguments that the ICJ should not have jurisdiction in the case.

    Judges said that while the Marshall Islands might not be satisfied with progress on nuclear disarmament, it had failed to show that it had any ongoing legal dispute with India fit for the court to adjudicate.

    The court later rejected Marshall Islands’ suit against Pakistan on the same grounds. The third suit, against Britain, was still to be decided.

    The other nuclear powers including China, France, Russia and the U.S., as well North Korea and Israel yet to publicly declare they possess nuclear weapons, did not respond to the suit the islands filed in 2015.

    The Marshall Islands, with a population of 53,000, was the site of dozens of atomic-bomb tests by the U.S. after World War II.

    The leadership of the country had argued that nuclear powers failed to adhere to the 1970 Treaty on Non-Proliferation of Nuclear Weapons by developing a new generation of “tactical” nuclear weapons.

    In 1996, at the request of the UN General Assembly, the ICJ issued an advisory opinion on nuclear weapons.

    It said that the countries were obliged “to pursue in good faith and bring to conclusion negotiations leading to nuclear disarmament in all its aspects.

    But the court ruled that given its lack of jurisdiction, it would not consider the Marshall Islands’ arguments on their merits. (Reuters/NAN)

  • Association to honour 8 Nigerians for safeguarding environment

    Lagos, Oct. 5, 2016 (NAN) The Board of Trustees, Society for Environmental Toxicology and Pollution Mitigation (SETPOM) says it will confer fellowship awards on eight eminent Nigerians for their outstanding contributions to safeguarding of the environment.
    The president of SETPOM, Dr Olufunmilayo Doherty disclosed this to newsmen ahead of the association’s international conference on Oct.19, at the University of Lagos.
    She said the award would be presented to the beneficiaries at the opening ceremony of the conference.

    The theme of the conference is “Environmental Management and Economic Crises: Challenges, Opportunities and Innovations’’.

    The awardees include: Dr Esther Williams, Institute of Safety Professionals of Nigeria; Mr Bamidele Mafimidiwo, Director, Epe Campus, Yaba College of Technology; Prof. Mike Adebamowo, Department of Architecture, University of Lagos, and Prof Victor Olatunji Ajibola, Department of Chemistry, Ahmadu Bello University (ABU), Zaria.

    Others include; president, Society of Environmental Toxicology and Chemistry (SETAC), Prof. Ikechukwu Onwurah; Mr Attahiru Usman, Managing Director, Allot Nigeria Ltd.; and Prof Olubukola Oyawoye, Chief Executive, Aleeph Environmental Services Ltd.

    SETPOM is a not-for-profit organisation made up of academics, consultants, regulators, industrialists and other environmental stakeholders whose goals are to promote sustainable environmental practices. (NAN)

    Katsina, Oct. 5, 2016 (NAN) The Katsina Road Maintenance Agency (KASROMA).has said that the immediate past administration allegedly misappropriated the agency’s N14.2 billion

    The KASROMA’s Managing-Director, Alhaji Abdulaziz Mohammed, made this known when he presented a memo before the Katsina State Judicial Commission of Inquiry on Wednesday.

    Mohammed said that when he assumed duty one year ago, he discovered that N14.2 billion in the agency’s account had either been stolen, diverted or missing.

    He said that he had relevant details to substantiate his claim before the commission.

    After presenting the memo, the counsel to the commission, Mr Hassan Liman, (SAN), urged the commission to adjourn the sitting for proper hearing.

    The Chairman of the commission, Justice Muhammad Surajo, adjourned the sitting to Oct. 26 for hearing.

    The state government mandated the commission to investigate funds allegedly misappropriated during the ex-governor Ibrahim Shema’s tenure

    It is mandated to investigate alleged misappropriation of over N10 billion Subsidy Reinvestment and Empowerment Programme fund and diversion of N11 billion from the Local Government Joint Account to ALGON account by some officials of the previous administration.(NAN)

  • Group urges entrepreneurs to proffer solutions to economic recession

    Lagos, Oct. 5, 2016 (NAN) Mr Emeka Ugwu-Oju, Founder of the  Nigerian Entrepreneurship Summit and Honours (NESH), has called on entrepreneurs to develop strategies that would lead the country out of the current economic recession.
    Ugwu-Oju made the call at a news conference in Lagos on Wednesday on the group’s forthcoming maiden summit tagged, “Nigerian Entrepreneurship Summit and Honours.
    He said the recession should not be seen as a hindrance but rather as a spur to bring out the best in entrepreneurs.
    According to him, entrepreneurs should ensure their products and services could compete favourably with other nation’s at the international market.
    He said the summit to be held from Nov.16 to Nov.17 would address the state of the Nigeria economy from January 2016 to date and its impact on entrepreneurs.

     

    Ugwu-Oju said the summit would feature plenary session, roundtable, presentation of 10 key projects initiated by Nigerian entrepreneurs, inaugural lecture and honours for outstanding entrepreneurs of the year, among others.

     

    He said the objective of the discussion was to ascertain government policies that had worked as planned and those that had failed and needed to be discarded.

     

    He said NESH would be an annual event to provide thought leadership and engagement, knowledge exchange, networking, benchmarking and appreciation of the contribution of entrepreneurs to national development.

     

    Ugwu-Oju said, “It is fortuitous that NESH will be commencing when Nigeria is in an economic recession.
    “NESH as a platform will be in the vanguard to mobilising Nigerian entrepreneurs to lead the country out of the current recession.

     

    “NESH will also be in the forefront of promoting the patronage of made in Nigeria goods and services by the governments and people of Nigeria.

     

    “This will be on the condition that the goods and services will be made in Nigeria for the world and not for Nigerians alone.”

     

    A partner of the group, Mr Peter Bankole said the summit would afford Nigerian entrepreneurs the opportunity to suggest those to be nominated as ‘Entrepreneurs of the Year.’

     

    Bankole, Director, Enterprise Development Centre, said the organisation would provide at least five year data on some of the young entrepreneurs operating in Nigeria.

     

    The News Agency of Nigeria (NAN), reports that late M.K.O Abiola, late Alhaji Alhassan Dantata, Late Alhaji Wahab Folawiyo, and Late Mr Micheal Ibru would be honoured posthumously as outstanding entrepreneurs in their various fields.

  • EFCC quizzes FUTA VC, bursar for alleged fraud, corruption

    Ibadan, Oct. 5, 2016 (NAN) Prof. Adebiyi Daramola, Vice Chancellor, Federal University of Technology (FUTA) Akure and the Bursar, Emmanuel Oresegun were on Wednesday quizzed by the Economic and Financial Crimes Commission (EFCC).

    The News Agency of Nigeria (NAN) reports that the duo were quizzed at the Ibadan office of the anti-graft agency on allegation of abuse of office and misappropriation of funds.

    Mr Ayo Oyewole, Head of Public Affairs, EFCC, Ibadan Office, told NAN on Wednesday that the commission quizzed the two men based on the petition it received against them.

    He said that the duo were alleged to be involved in corruption, fraud, criminal breach of trust, unlawful enrichment, conversion of millions of naira belonging to the university.

    Oyewole said that the Vice Chancellor allegedly received furniture allowance annually instead of once in four years as approved.

    He added that Daramola was also accused of paying himself housing allowance while residing in the University’s Vice Chancellor’s Quarters.

    He said that the petition also alleged that the VC diverted funds from various unrelated subheads to finance other projects without the appropriate approvals for such virement.

    NAN reports that the duo are still being interrogated at the time of this report. (NAN)

  • Afghanistan offered 15.2 bn dollars in aid till 2020

    Brussels, Oct. 5, 2016 (dpa/NAN) The international community pledged 15.2 billion dollars for Afghanistan in the next four years at talks in Brussels on Wednesday, falling slightly short of aim to renew the current level of support for the country.

    “The EU and its member states pledged a total of 5.6 billion dollars over the four-year period, according to foreign policy Chief Federica Mogherini.

    Afghanistan remains one of the world’s poorest and politically unstable countries, despite several multi-billion-dollar aid packages over the last 15 years.

     Corruption is rife; while security remains a concern after NATO ended an anti-terrorist combat mission in 2014.

    The aim of the conference, hosted by the European Union, was to keep funding for Afghanistan for the next four years on a par with the four billion dollars annually pledged in 2012.

    Wednesday’s funding pledges were coupled with promises to continue supporting the country politically.

    The aid is contingent on reforms by the Afghan government in areas such as strengthening democracy and the judiciary, combating corruption and strengthening the economy.

    Mogherini said that by 2017, the bloc will be the largest donor of development aid to Afghanistan, European Council President Donald Tusk noted.

    However, the EU has been slammed in recent days for a deal struck with Kabul on the return of economic migrants who have no right to stay in Europe.

    Migration is highly sensitive in Europe, following the arrival of more than 1 million people last year.

    Afghans were the second largest group, behind Syrians.

    Almost half of them have been denied asylum in Europe according to the most recent figures.

    Mogherini said that there was “no link” between EU funding and Kabul’s migration pledges.

     “ Tusk, although noted that “we do expect countries to take back irregular economic migrants” and thanked Afghanistan for its “courage” on the issue.

    German Foreign Minister Frank-Walter Steinmeier whose country pledged 480 million dollars annually till 2020 as part of the EU funds said he expected “fair cooperation” on migrant returns from Kabul.

    He said this was necessary after the two countries had signed a bilateral deal.

    Trading migrant refugees for vitally needed funding is “sordid and immoral”, said Horia Mosadiq of Amnesty International.

    She accused the EU of a “bullying manoeuvre to wash their hands off their responsibilities to Afghans.”

     U.S. Secretary of State John Kerry promised that his country would keep its civilian aid “at or very near the current levels” until 2020.

    In view of next month’s US elections, he said the new administration would remain “as committed as we are today. We will not abandon our Afghan friends”, Kerry added.

    He specifically called on Russia, China, Pakistan, India and Iran to do their part.

    He said the countries could play a special role, not only economically but also in reaching peace between Afghanistan and the Taliban insurgency.

    The start of the conference on Tuesday was overshadowed by an ongoing Taliban offensive on the northern Afghan city of Kunduz that began on Monday.

    On Wednesday, NATO Secretary General Jens Stoltenberg said Afghan forces had regained control of the city, but fighting was continuing into the evening.

    “Conflict remains the main obstacle to the prosperous future that the people of Afghanistan deserve,” UN Secretary General Ban Ki-moon told the Brussels conference.

    “The terrorist threat was likely to remain for the medium-term future,’’ Afghan President Ashraf Ghani said.

    He said that poverty was the largest challenge, with more than a third of the population living on less than 1.35 dollars a day.

    “That means one or two meals a day, and low probability of their children ever attending school”, he said.

    The Brussels conference included officials from 75 countries and 26 international organizations. The last pledging conference was held in Tokyo in 2012. (dpa/NAN)

  • Akwa Ibom seeks private partnership in tourism devt.

    Uyo, Oct. 5, 2016 (NAN) The Akwa Ibom government says it is willing to partner with private investors in the development of the tourism sector in the state.

    The Permanent Secretary, Akwa Ibom Ministry of Culture and Tourism, Mr Offiong Udofe, said this on Wednesday in Uyo while speaking with the News Agency of Nigeria (NAN).

    Udofe said that the state was endowed with abundant tourism potentials and traditional cuisines peculiar only to the people of the state.

    He said that the state was willing to partner with private investors in the development of tourist sites like Lord Lugard House in Ikot Abasi and the Mary Slessor Tomb project.

    “This state is rich in cultural artifacts, scenic landscape, beaches,  hospitable people and cuisines,” Udofe said.

    He said that with the dwindling financial resources from the Federation Account, the state was poised to diversify by promoting indigenous crafts and creative industry.

    Udofe said that the hosting of NAFEST 2016 in Akwa Ibom shortly after the 2010 hosting was an eloquent testimony of the rich cultural endowments of the state.

    The permanent secretary commended the National Council of Arts and Culture (NCAC) for choosing Akwa Ibom as the host of this year’s festival.

    Udofe, who expressed satisfaction with the progress made at the festival since its official opening on Tuesday, said that the state had provided all facilities needed for the fiesta.

    In a separate interview with NAN, Prof. Effiong Johnson of the University of Uyo, said that no meaningful development could take place in human society without the people’s culture.

    Johnson, who was the Chief Judge at the Poetry segment of the NAFEST 2016 competition, said that Nigeria was endowed with enormous cultural potentials that could yield revenue if properly harnessed.

    The don, who teaches Theatre Arts, called on the Akwa Ibom government to woo private investors for the proper development of the state’s tourism sector.

    He noted that the country’s youths would be properly employed if the creative industries were given priority by the different tiers of government.

  • FG approves N3.5bn for purchase of 320 vehicles for prisons service

    Abuja, Oct. 5, 2016 (NAN) Federal Executive Council (FEC) on Wednesday approved N3.5 billion for the purchase of 320 vehicles for the Nigeria Prison Service (NPS).

     

    The Minister of Interior, retired Lt.-Gen. Abdulrahaman Dambazau , made this known while   briefing State House correspondents on the outcome of the weekly FEC meeting presided over by President Muhammadu Buhari.

     

    Dambazau stated that the vehicles will be procured from Nigerian automobile companies to boost employment opportunities in the country in line with the present government’s policy.

    “In our efforts to strengthen the Criminal Justice System and to contribute towards decongesting the prison system, we presented a memo for the procurement of 320 operational vehicles for the prison service at the cost of N3.5 billion.

     

    “This procurement will be from local manufacturers, assemblers and vendors within Nigeria, and the effort is to follow through government’s policy to ensure that most of the procurement for equipment and vehicles are done locally.

     

    “That will also provide opportunity for job creation and things like that.’’

    The minister said the ministry was exploring the best way to improve the movement of the inmates to court so that their chances of getting justice would not be jeopardised.

     

    According to him, many prisoners remain in prison longer than necessary due to lack of operational vehicles that should convey them to the courts.

     

    Dambazau said that there are about 65,000 prisoners in various prisons across the country with more than 70 per cent of them awaiting trial.

     

    In his contribution, the Minister of Power, Works and Housing, Mr Babatunde Fashola, said the council approved the purchase of three 150 MVA transformers for power substations at Shiroro, Oshogbo and Kumbotso in Niger, Osun, and Kano states respectively.

     

    He said the equipment, when installed, would enhance the evacuation of generated power by the Transmission Company of Nigeria. (NAN)
