    Ibadan, Sept. 19, 2016 (NAN) The B Zone of the Muslim Students’ Society of Nigeria (MSSN) says its annual symposium would focus on the state of the nation and the challenge of providing social security.

    Billed for the Federal University of Technology, Akure, this year’s edition would hold on Saturday and had as theme: “Social Security and Responsibility.’’

    A statement issued in Ibadan on Monday by the group’s Zonal Coordinator, Alhaji  Alaran Mushafau, said the annual symposium was aimed at reviewing the state of the nation and proffering positive solutions that would move the country forward.

    He said that the symposium which was now in its fifth edition had been recording a large turnout of members and non members.

    Mushafau also said that the current edition would have Chief Jamiu Ekungba, the Ekon Odo-Agbara of Owo Kingdom, as the Chairman of the occasion. (NAN)

  • Kachikwu, others identify strategies for economic recovery

    Abuja, Sept. 19, 2016 (NAN) The Minister of State for Petroleum, Dr Ibe Kachikwu, has identified seven key implementation strategies to boost the petroleum industry and enable export of refined products by 2019.

    He announced this at the Presidential Quarterly Business Forum between the Private Sector and the Economic Management Team (EMT) in Abuja on Monday.

    Represented by Mr Johnson Awoyemi,, the Senior Technical Adviser of the ministry, the minister identified peace and security in the Niger Delta region as crucial in the programme.

    Kachikwu mentioned policy and regulation; business environment and investment drive; transparency and efficiency; stakeholder management and international coordination as primary concerns of the ministry.

    The others, he said, were engaging in gas revolution as well as increasing refineries and local production capacity.

    “Oil and gas will drive diversification but the drop in oil production to 1.56 billion barrels per day from the annual estimate of 2.2 billion barrels per day will negatively affect growth.’’

    The minister stressed the need to empower the Niger Delta region and ensure peace in the region by stopping militancy in enhancing the attainment of national aspirations in oil and gas production.

    Kachikwu said that a lot of companies in the sector were indebted in payment of royalties, adding that the companies were in default to the tune of about four billion dollars.

    He said there was need for policies on oil, gas, downstream and fiscal reform, adding that the proposed petroleum industry bill (PIB) had become very imperative.

    Kachikwu said there were challenges in the oil and gas sector which led to drop in the nation’s GDP growth from 6 per cent to 4 per cent.

    The minister said that this had led to shortage of funds for providing critical infrastructure.

    He explained that there was 29 per cent decline in oil production amount to loss of 700,000 million barrels per day.

    Accordingly, there was 32 per cent decline in gas production from 8,000 million cubic feet per day to 5,500 million cubic feet.

    He announced that 3,000 pipeline vandalism incidents were recorded from 2010 to 2015, while 643 million litres of petroleum products amounting to N51.28 billion was lost in 2015 alone.

    The minister explained that between January and June 2016, the ministry recorded 1,600 vandalism incidents in spite of efforts to boost local production and refining of products.

    “Until we are able to locally refine what we produce, we won’t be able to go forward.

    “It is the plan of the ministry that by 2019 the country has to export Premium Motor Spirit (PMS).’’

    Kachikwu advised investors to embrace the ministry’s policy for creating modular refineries and asked them to come up with proposals.

    He noted that some successes were recorded in the oil and gas sector since Nov. 2015, including the elimination of subsidy payments yielding N15.4 billion monthly savings.

    Kachikwu had started the liberalisation of downstream sector with 47 per cent reduction in PMS truck loads and signing of 80 billion dollar MOUs at the China Investors Roadshow in June 2016.

    The minister said that plans were on to increase oil production to 1.8 billion barrels per day by October and to two billion barrels by December.

    Also, the Minister of Finance, Mrs Kemi Adeosun, said that the Federal Government had released N720 billion into the economy so far.

    According to her, the administration has released N420 billion for capital projects, will release additional N350 billion to ministries, departments and agencies this week and ready to release another N350 billion in November.

    Adeosun said the administration was targeting real GDP growth in 2017, rapid infrastructure development to drive the economy as well as diversification and growth of non-oil sector.

    She added that government was concerned about improving the overall business environment as well as key socio-economic indicators.

    In another paper, the Minister of Industry, Trade and Investment, Dr Okechukhu Enelamah, said Nigeria remained the best industrial hub in Africa.

    Represented by Mrs Aisha Abubakar, the Minister of State, Enelamah, said that the country plans to move from 169 to 100 in the ease of doing business ranking in three years.

    The Minister of Budget and National Planning, Sen. Udoma Udo Udoma, said the administration was making efforts to pull the country out of recession through injection of funds into the economy.

    He said the funds would come through asset sales, advance payment for licence renewals, infrastructure concessioning, use of recovered funds and other means to reduce funding gaps.(NAN)

  • Konduga, former Boko Haram spokesman, still in psychiatric hospital—Police

    Maiduguri, Sept. 19, 2016 (NAN) The Borno Police Command said on Monday that it had placed the former spokesman of the Boko Haram sect, Ali Konduga, under psychiatric investigation.

    This, the police said, followed Konduga’s display of abnormal behaviour since his arrest last week.

    Mr Victor Isuku, the spokesman of the command, said this in a statement he issued in Maiduguri.

    Isuku said that Konduga was arrested after a complaint by one Muhammadu Kala.

    “On Sept. 14, one Muhammadu Kala lodged a complaint at the GRA Police Station, Maiduguri, that Mallam Ali konduga of Gwange ward had trespassed into the premises of the house of Senator Muhammed Ndume.

    “The DPO led a team of policemen to arrest the trespasser where he had gone to receive treatment for injuries he sustained as a result of a mob action,” Isuku said.

    The police spokesman said that investigation, however, revealed that the suspect was of unsound mind.

    “On investigation, he was behaving abnormally and was not responding rationally to questions put to him, a situation that suggests that he is of unsound mind.

    “Hence, he was taken to the Federal Neuro Psychiatric Centre, Maidguri, to ascertain his sanity.

    “Meanwhile the suspect is still under observation at the hospital,’’ he said.

    Isuku, who said the suspect was sentenced to three years imprisonment for complicity in Boko Haram activities, added that the police had commenced investigations into his case and would take necessary action once discharged.

    “It is note worthy that in line with our constitutional mandate which includes protection of lives and properties, any complaint received must be properly investigated to determine culpability or otherwise.

    “In this instance, a case of trespass was reported and in pursuance of our mandate, we are bound to investigate it regardless of the status of the complainant,” he said.(NAN)

  • Kidney theft: Patient responding to treatment – Adamawa Govt.

    Yola, Sept. 19, 2016 (NAN) Commissioner for Health in Adamawa, Dr Fatima Atiku, on Monday said Isa Hamman, the patient who lost his kidney in an operation at a private clinic in Yola, was responding to treatment.

    Atiku, in a statement made available to News Agency of Nigeria (NAN) in Yola, said that the patient was referred to Malam Aminu Kano Teaching Hospital, Kano, where he was improving.

    According to her, Gov. Muhammadu Bindow personally intervened in the matter.

    She said that Hamman was taken to Malam Aminu Kano Teaching Hospital personally by the governor in good faith and that his kidney transplant will be conducted soon.

    ”Available reports show that Isa Hamman condition is stable, and he is responding to treatment, while clinical examinations are still ongoing,” Atiku said.

    She dismissed alleged online publications criticizing government for taking the patient to Kano “just to die’’, saying that the publication was misleading and false.

    ” This publication is not only false, but a figment of the thinking of the writer aimed at tarnishing the image of the Adamawa State Government.

    “It is also intended to spoil the good relationship between the patient’s family and the government,” the commissioner said.

    It would be recalled that a doctor in a private clinic conducted a surgery on Hamman, a 23-year-old herdsman from Fufore Local Government Area of the state where he removed his kidney after mistaken it for tumour.

    The doctor’s conduct was described as unprofessional by a committee constituted by the ministry of health that investigated the incident.

    Meanwhile, a man, who promised to donate one of his kidneys to the victim, accompanied them to Kano for the transplant following the donation of N5 million by Gov. Bindow for the treatment of the victim. (NAN)

    Enugu, Sept 19, 2016 (NAN) A group, Volunteer Peace Advocate Project, on Monday urged Nigerians to embrace peace for optimal development of the country.

    Speaking to the News Agency of Nigeria (NAN) in Enugu, the Coordinator, Enugu chapter of the group, Mr Chibuike Igwe, advised all Nigerians to be good ambassadors of peace wherever they found themselves.

    Igwe said that no nation could achieve maximum development without peace, adding that group was working hard to bring peace among communities and individuals  in one conflict or another.

    According to him, the group’s mission statement is “ Think Peace, Talk Peace and Make Peace’’.

    he advised that people should always think before saying anything in order not to cause violence in any community.

    The coordinator noted that security and justice were essential elements of peace all over the world, adding that without security and justice, communities would find it difficult to have and maintain peace.

    “We have found out that there is no way we can have peace in our society without security and justice.’’

    Igwe said that the group had organised skill acquisition programmes for the youths in order positively engage them and take their minds away from crime.

    “We help in sustaining peace as we are currently training people, especially youths in skills acquisition in order to make our society a peaceful place.

    “We also collaborate with security agencies and the human rights commission to see that there is peace in our communities,’’ he said. (NAN)

    Abuja, Sept. 19, 2016 (NAN) The News Agency of Nigeria (NAN) has pledged to partner with a Non-Governmental Organisation (NGO), “Project Know Thyself International Limited’’ on its planned concert to support the change agenda of the present administration.

     

    Alhaji Lawal Ado, NAN Editor-in-Chief  made the pledge when he received the Country Project Director of the organisation, Mr Phil Robert at NAN Headquarters on Monday in Abuja.

     

    Ado said that NAN was always ready to partner with any organisation that was out to support the progress and development of the country.

     

    He, however, said that the country’s current economic challenges could only be addressed with the involvement of youths, adding that the agency was poised to support any project that encourages the youth.

     

    Ado added that NAN was always ready to partner with organisations that had the interest of the nation at heart and would ensure that the NGO`s project was successful.

     

    He commended the NGO for taking up the challenge which he said could help get the country out of its present state.

     

    According to him, the youth are in a better position to take the country out of its present challenges, as the “Project Know Thyself’’ is the process.

     

    Earlier, the Project Director of the NGO, Robert called on NAN to partner with it by helping to promote its upcoming event tagged; “Nigeria Rise Concert’’ with the theme; “A Bright Future’’.

     

     

    Robert said that the concert, slated for October 8 in Abuja, was aimed at making Nigerians believe in a better future.

     

    He added that the concert would feature a number of young Nigerian celebrities from the entertainment industry, who would challenge the minds of young Nigerians on national development.

     

    The Project Director added that the organisation, was in search of a strategic partnership to promote its programmes, saying that partnering with NAN would help it achieve its objectives.

     

    He stated that the organisation was banking on the support of NAN to succeed in the programme, because of its strategic importance in information dissemination.

     

    “For this year, we are doing our biggest project in Nigeria and part of the reasons we came to Nigeria is because we are looking for a country with more black population.

     

    “The reasons for the Nigeria Rise Concert is that we want to pass a message to the Nigerian people that no matter what Mr President does, we still have a role to play and to support him.

     

    “The concert is designed to see how we can challenge the minds of Nigerians, especially young people because if you want to preach corruption, you have to catch them young.

     

    “If you get these children to understand what corruption is at their young age, by the time they get to secondary school, they would have better understanding’’.

     

    He added that the concert was to let Nigerians know that it was time to wake up, adding that because the organisation could not do it alone, it was seeking partnership with NAN. (NAN)

  • 2016/2017 FCT WAEC result will be better — Education Secretary

    Abuja, Sept. 19, 2016 (NAN) Alhaji Musa Maikasua, the Acting Secretary, FCTA Education Secretariat,  has expressed optimism that the 2015/2016 WAEC result of the FCT will be better than that of the previous session.

    Maikasuwa said this when he paid an unscheduled visit to some primary and secondary schools as students/pupils resumed for the 2016/2017 academic session on Monday in Abuja.

    “I think for this year, the result is sorted and released to the secretariat but I am sure anytime from now, we will receive it from WAEC office.

    “But certainly, it is going to be better than that of last year and I believe everybody is set now to make sure that the sky will be the starting point not  the limit.’’

    He said he was very pleased with what he had seen on the turnout of the students/pupils at the various schools visited.

    “Because when you look at the situation early this morning, it was very disturbing; it rained heavily but in spite of that, students and pupils were able to come to school.

    “At the primary schools, children were seen moving around and at the secondary schools, even though the classes were not filled up, the turnout was impressive.

    “This shows that everybody is fully ready for academic activities.

    “The change agenda is moving into our system and I believe we should be able to move with  the time; if you did not change, change will change you.’’

    The acting secretary urged teachers to, as a matter of urgency, get set as the students were ready.

    He noted that as teachers had pre-resumption meetings in all the schools, they were expected to have prepared their lesson notes and scheme of work, indicating their readiness too.

    “You can see some of them already in the classes, and they should of course be more serious.

    “FCT is the Centre of Unity and we are always ready to accept pupils anytime they come.

    “Change must begin with everybody; so, the principals must start it and we believe at the end of the session, there is going to be an excellent result.’’

    He said that the visitation would be sustained, adding that the same exercise was ongoing on at the various zonal levels simultaneously.

    Maikasuwa also said that the secretariat would organise learning at communities in the various zones.

    Meanwhile, most of the students and pupils  who spoke with the News Agency of Nigeria (NAN) said they were happy to resume school.

    The schools visited included Junior Secondary, Wuse, Festival Road Primary School and Government Secondary School, Garki all in Abuja. (NAN)

  • Commissioner defends proposed Gov’s office; says not a waste of money

    Ado-Ekiti, Sept.‎19, 2016, (NAN) Mr Lanre Ogunsuyi, Ekiti State Commissioner for Information, Youth and Sports, has defended the proposed construction of a new governor’s office, saying it is not a waste of public funds.

    Ogunsuyi told the News Agency of Nigeria (NAN), on Monday in Ado-Ekiti, that the new office is being constructed to provide security for Gov. Ayodele Fayose.

    He explained that the current governor’s office was congested and could not accommodate the governor’s personal aides and security personnel.

    He said ‎that the office of Secretary to the state government, Chief Press Secretary to the governor and their personal assistants were located in the governor’s office complex which was not supposed to be.

    Ogunsuyi said: “the governor’s security is very important; that is why the state House of Assembly agreed to include the construction of a new governor’s office in the 2016 budget.

    “The 2016 budget is open to the public to access in order to inform and educate the residents, civil servants and opposition party members about the various government policies and plans.

    “The proposed office is to also create an exclusive environment for the governor and his immediate security contingent.

    “‎Those unpatriotic people who are critisising the ongoing projects of governor Fayose are mere political jobbers.

    “I wish to say with all sense of responsibility that we are not building the governor’s office, overhead bridge and market with bank loan.

    “The projects will be completed at end of the tenure of governor Fayose.”

    The Commissioner said ‎that past administration in the state executed projects with loans from banks, adding that the incumbent governor would not emulate them.

    He appealed to the opposition party and the people of the state to be patient with Fayose’s administration to enable him transform Ekiti into a model state. (NAN)

    Abuja, Sept.19, 2016 (NAN) The Supreme Court has said it entertained 1,489 matters in the 2015/2016 legal year.

    The Chief Justice of Nigeria (CJN), Justice Mahmud Mohammed, disclosed this in his speech at a special session to commence the 2016/2017 legal year in Abuja on Monday

    Mohammed said the figure consisted of 908 motions and 581 substantive appeals and 268 judgments.

    “Indeed, during this period we received about 10 new appeals per week, most of which were interlocutory in nature.

    “Consequently, we have taken the historic step towards the expansion of the single track of justice delivery in the court by allowing for appeals to be mediated where the parties and issues permit.

    He therefore said: “on behalf of the Supreme Court of Nigeria, I wish to extend our sincere welcome to the opening of the 2016/2017 legal year’’.

    “With these statistics given above, I dare to say that in the 2015/2016 legal year, our court confirmed its status as arguably the most overworked Supreme Court anywhere in the World,’’ the CJN said.

    He also said: “I am proud to say that by the will of Almighty, I am leaving the Supreme Court in a better shape than I met it’’.

    “Indeed, in the past year, this court has witnessed numerous improvements both in terms of physical infrastructure and statutory functioning that will no doubt put us on the cusp of greater accomplishments.

    “This legal year has certainly been an eventful one. We have rowed against the proverbial tides and withstood the blistering winds and gale forces.

    “Indeed, we must appreciate and commend the efforts made by our justices, and all judicial officers and staff of the various strata of our judiciary towards enhancing the administration of justice,’’ he said.

    The CJN further said the landmark achievements were recorded despite the various attacks and challenges to the independence of this arm of government.

    Mohammed said last legal year witnessed transition in the ranks of the justices of the court with the appointment of Justice Amiru Sanusi to join the ranks of the court.

    “While we are waiting for the confirmation of the appointment of two justices of the court by the Senate, the NJC is expected to consider and recommend the appointment of two additional justices at its meeting on Sept.28

    “We also held valedictory sittings on the retirement of two of our brothers, in the persons of Justices Afolabi Fabiyi and Sailfullahi Muntaka-Coomasie into well deserved life of leisure and rest.

    “I thank these tow distinquished jurists and gentlemen for their invaluable contributions to the jurisprudence of the court and rest assured, they are sorely missed by us all,’’ Mohammed said.

    On administration of justice, the CJN said the judiciary had once again had to address the perennial issue of delays.

    “While we all rush to rehash the age-old rhetoric that justice delayed is justice denied, the actions of our key stakeholders, particularly members of the bar have often proven to be far from the words.

    “Although new laws and practice directions have been enacted with the aim of speeding up the administration of justice, incessant delays remain.

    “Sadly, certain members of the bar are conspicuous in utilising unethical, frivolous applications and appeals, multiplicity of actions in courts of coordinate jurisdiction and other acts of calumny to frustrate the speedy dispensation of justice,’’ he said.

    According to him, these abuses of court process not only occasion delays, but also diminish the standing of the justice system and the legal profession in the eyes of the public.

    “My Lords, distinguished guests and gentlemen of the bar, as I wind down this legal year speech, I must confess that I do so with a certain sense of nostalgia.

    “I also do so in the firm knowledge that since my elevation to this noble court, I have put my hands to the proverbial plough in contributing my quota to the decisions of the court.

    “I am satisfied that the initiatives introduced by my predecessors and I have steadily led to an improvement in the procedures and business of the court,’’ the CJN said.

    He further said: “I am similarly confident that this will continue to be improved upon when the baton is transferred to my successor-in-office’’.

    “On a particularly encouraging note, I am glad to have also walked the talk in the establishing the first court-connected ADR facility in the Supreme Court.

    “I feel rewarded to be departing the court, safe in the knowledge that our court is now a beacon to other jurisdictions in the use of a multi-modal justice delivery system

    “I therefore urge you to be part of the success of the Supreme Court mediation centre,’’ he said.

    The News Agency of Nigeria (NAN) reports that the CJN is due to retire from service this year.

    The outgoing CJN used the occasion to swear-in 22 senior lawyers promoted to the rank of Senior Advocate of Nigeria (SAN).

    Those who benefitted are: Mr Olanrewaju Onadeko (D.G Law School); Nnamonso Eminem; Prof. Muhammed Tabiu; Dr. Valerie-Janette Azinge; Olufunke Agbor; Olusola Ojutalayo; Richard Akintunde; Oyesoji Oyeleke; James Njeze Ikeyi and Elisha Kurah.

    The other wer; Adewunmi ‎Ogunsanya; Olatubosun Olanipekun; Chief Kalu Umeh; Adewale Adesokan; Andrew Igboekwe; Fredson Okoli; Olaseni Adio; Olasheni Ibiwoye; Abdulhakeem Mustapha; Mba Ukweni; Edward Gyang Pwajok (former Attorney General Plateau State) and Prof. Chukwu Omaka.

    NAN reports that this position established by law in 1975 now has a total of 451 SANs.

    The CJN urged them to be exemplary and committed to their legal duties, adding that the country’s justice system must be jealously guarded.

    “I congratulate you on your formal elevation to the rank of Senior Advocate of Nigeria’’, Mohammed said.

    In his goodwill message, Mr Abubakar Mahmud (SAN), President of the Nigeria Bar Association (NBA) said it was customary to use the occasion to reflect, took stock and charted the way forward.

    Onadeko, who spoke on behalf of the new SANs expressed profound appreciation on their elevations, adding that the attainment of admission to the inner bar came with special feelings.

    “The attainment of admission to the inner bar, by members of our profession, is a special recognition of our humble endeavours in craving for excellence at the bar,’’ he said.

    Chief Onomigbo Okporo (SAN), speaking on behalf of the Body of Senior Advocates of Nigeria said the country’s judiciary was at a cross road.

    “In our nation as it stands today, no one needs to be told that the bar and the bench are at a cross road.

    “For the judiciary, the nation in the recent past has witnessed the show of shame brought about by court of coordinate jurisdiction assuming jurisdiction to hear the same dispute between parties.

    “They also go ahead to deliver verdicts that are totally in conflict with one another,’’ he said.

    He, therefore, said it was the collective duty of the bar and the bench to reverse the ugly trend.

    Okporo said that the profession was relying on the new Senior Advocates to breed fresh ideas into the profession.

    Also, Mahmoud expressed delight on the ongoing reform of the sector, adding that it must be sustained.

    “It is not only the judiciary that requires reforms. Indeed the bar is an eminent candidate for reform.

    “I am referring to the reform of the regulation of the legal profession.

    “The recent public concern about the profession has forced many of us to think deeply on the current state of the legal profession and indeed how the profession is being regulated,’’ he said.

    The event was attended by retired and serving justices, senior legal practitioners, politicians, traditional rulers as well as families and friends of the new Senior Advocates. (NAN)

    Lagos, Sept. 19, 2016 (NAN) A 28-year-old man arrested for alleged pick-pocketing, has committed another crime of stealing N1,200 belonging to a police officer at the station where he was detained in Lagos.

    The spokesperson of the Lagos Police Command, SP Dolapo Badmos,  said the suspect, Deji Ayoola, who was arrested by operatives of Rapid Response Squad (RRS) for pick-pocketing, allegedly stole N1, 200 during an interrogation.

    Badmos said that the suspect was arrested at Ojodu Berger  when he allegedly stole a commuter’s money while trying to board a commercial vehicle to the Redemption Camp.

    She said the suspect was sighted removing the wallet containing about N14,500 from the commuter’s purse, stressing that the police team pursued  and arrested him.

    ”During his interrogation at the RRS’s headquarters in Alausa, the suspect stylishly stepped on  N1,200 which fell from a police woman’s pocket while removing her cell phone from the pocket.

    ”When the money dropped on the floor, he picked it and pocketed it.

    ”Unknown to him, another suspect had seen him when he was hiding the money, and immediately alerted the officer that the money she was looking for was with the suspect,” Badmos said.
