    Enugu, Sept. 20, 2016 (NAN) The first Southeast Youth Economic Summit will hold in Enugu on Oct. 6, according to the organisers, Diamond Youth Transformation Initiative of Nigeria (DYTIN).  

    The President of the group, Mr Paul Uchechukwu, said in an interview with the News Agency of Nigeria (NAN) in Enugu on Tuesday that no fewer than 2,000 youths were expected to attend the conference.  

    Uchechukwu said the event was aimed at addressing the harsh economic situation in the country and in line with the diversification policy of the government.  

    He said that the current challenges, especially the growing rate of youth unemployment, had made it imperative for all to think outside the box.

    Uchechukwu said DYTIN, a non-governmental organisation,  was collaborating  with  Enugu State Ministry of Youth and Sports and  Skills4africa on the conference.

    He said the partners aimed to leverage on the innovativeness of the people to develop an enduring framework for growth in the agriculture sector in the region.

    Uchechukwu said another aim of the conference was for the zone to raise leaders of integrity and accountability in private and public organisations.   

    He further said that the conference would serve as an investment forum by the partners from Israel and the UK.

    Uchechukwu said that the forum was open for graduates, business people, artisans and the public and would attract experts in different fields.

     “Our partners are from Israel and the UK.

    “These are people who have made it in their chosen fields, such as agriculture and information communication technology.

    `They are coming to transfer knowledge.  `

     “Our aim is to raise responsible entrepreneurs and leaders who will model integrity, accountability and love with a view to transforming the nation,” he said.  

    Uchechukwu said the conference was strategic and would fill the void left by educational institutions.  

     “The event revolves around the ultimate industrialisation of the region within the shortest possible time,” he said.

     He appealed to the state governors in the zone to embrace the conference with a view to addressing some of the social challenges facing the people.  NAN)

  • Stakeholders call for harmonisation of port charges

    Lagos, Sept. 20, 2016 (NAN) Some stakeholders in the maritime industry on Tuesday in Lagos called on Lagos ports managers and operators to harmonise dues payable by port users to stop incessant crises.

    The stakeholders, who spoke to the News Agency of Nigeria (NAN) on operational charges at the ports, said that they were constantly being harassed by numerous revenue collectors.

    Mrs Cline Amadi, a transporter, said that the situation was becoming worrisome as port users were being subjected to many charges to put down or drop cargo at the second gate of Tin-Can.

    “The cost of doing business in the port keeps on increasing by the day, making it traumatic to engage truck drivers for haulage.

    “The Lagos State agents always come with different charges in different names and force people to pay,’’ Amadi said.

    Mr Solomon Abari, the Logistics Manager with Advance Motor Logistics (AML), said some of the charges included parting, gate and traffic disruption fees, adding that harmonisation was the only remedy.

    “We are advocating for a regime that will bring all these charges under one umbrella.

    “On a daily basis, we are meant to pay for services not rendered by organisations being represented by these agents who extort money from us,’’ Abari said.

    Mr Wale Shittu, a freight forwarder, said that he had incurred demurrage because his cargo, laden trucks, was impounded for not having a particular sticker.

    “The existence of the sticker was unknown to the driver and I.

    “When the Lagos State agents approached us on the sticker, they did not give us the opportunity to air our views, they impounded the trucks for days,’’ he said.

    NAN reports that Chief Remi Ogungbemi, the President of Truck Owners Association, has been appealing to the appropriate authorities to dismantle frivolous extortion points around the ports. (NAN)

  • Edo 2016: Obaseki unveils plans for health sector

    Benin, Sept. 20, 2016 (NAN) Mr Godwin Obaseki, All Progressives Congress (APC) governorship candidate in the Sept. 28 Edo election, says he is committed to turn Edo to the medical hub of Nigeria if he wins the election.

    Obaseki made the pledge on Tuesday in Benin at an interactive session with the state chapter of Nigeria Medical Association (NMA).

    “If the people of the state elect me as their governor, the health programme of my administration will be targeted at the less privileged,’’ he said.

    He added that the measure would go a long way to discourage the people of the state from embarking on medical tourism to foreign countries.

    To achieve the objective, Obaseki said that five star hospitals in Benin would be equipped with the best medical equipment and personnel.

    “I will build and equip specialised departments at the Central Hospital in Benin for the treatment of ailments that make Nigerians seek medical attention abroad,’’ he said.

    While promising to restore faith in the health sector, the APC candidate promised that his administration would consider the medical needs of the poor.

    Obaseki however noted with satisfaction that the incumbent administration in the state had invested substantially in the health sector.

    “What we have done basically in these past years is to improve on infrastructure in government hospitals as well as equipping some of them.

    “Now, while we will be focusing more on human capacity building, we will also focus on equipping hospitals with modern health facilities,” he added.

    The APC flag bearer said he plans to build and equip emergency care centres at strategic locations across the state to admit emergency cases, especially accident victims.

    He assured the medical practitioners who attended the interactive session of  good working relationship with them to enhance healthcare delivery in the state.

    He expressed concern at the strain relationship between the government and members of the NMA in the state.

    He said that the demands of medical doctors are usually about compensation, incentives and standard, adding that these are issues which the government could handle through negotiation.

    Obaseki solicited the support and cooperation of members of NMA to enable him win the election so that he could actualise his plans for the sector.

    In his remarks, Dr Emmanuel Osigbofo, the chairman of the state chapter of the NMA, assured the candidate of the support and cooperation of the association to enable him realise his ambition.

    He, however, appealed to the APC candidate to give more attention to the medical practitioners if he wins the election. (NAN)

  • Agency donates 400 sacks of grains to victims of Quelea birds

    Dutse, Sept. 20, 2016 (NAN) The Jigawa Emergency Management Agency has distributed over 400 sacks of assorted grains to victims of Quelea birds in Guri Local Government Area of the state.

     

    The Executive Secretary of the agency, Alhaji Sani Yusuf, made this known to newsmen on Tuesday in Dutse.

     

    Yusuf said that each of the victims was given one sack of rice, maize, millet and sugar.

     

    He said that the gesture was to assist farmers suffering from damages done to their crops by the birds.

     

    The executive secretary gave the assurance that the gesture would be extended to victims in other local council areas of the state.

     

    The News Agency of Nigeria (NAN) reports that Quelea birds have ravaged rice and millet farmlands in seven local government areas of Jigawa.

     

    The other local government areas are Auyo, Kirikasamma, Miga, Birniwa, Kaugama and Malammadori.

     

    To contain the situation, the state government on Sept. 15, commenced a nine-day aerial spraying of pesticides to control the birds in the affected areas.

     

    The spraying will end on Sept. 24. (NAN)

    Lagos, Sept. 20, 2016 (NAN) Three friends — Idowu Olarenwaju, Segun Adebore and Nuru Sanni — charged with stealing a hire purchase motorcycle  valued at N170,00, were on Tuesday brought before an Ikeja Magistrates’ Court.

    The trio — Olarenwaju, 19; Adebore, 28; and Sanni, 40 — is being tried for conspiracy and stealing.

    The prosecutor, Sgt. Micheal Unah, told the court that the accused committed the offences on Sept. 12 at Meiran on Lagos-Sango/Ota-Abeokuta Expressway.
    He said that the accused conspired to steal a motorcycle valued at N170,0000, property of Mrs Adebukola Adegoke.

    Unah said  the complainant gave her motorcycle to the first accused, Olarenwaju, on hire purchase at the rate of N250,000, and he later came to tell her that the motorcycle had been stolen.

    “Olanrewaju, also said he gave the motorcycle to his friend, the second accused, Adebore, and when the second accused was summoned, he said  he gave it to the third accused, Sanni, who said the motorcycle had been stolen.”

    The offences contravened Sections 285 and 409 of the Criminal Law of Lagos State, 2011.

    Section 285 provides that the accused may be sentenced to a three-year imprisonment if found guilty.
    The accused pleaded innocence of the offences and were  granted a bail of N50,000 each with one surety each in like sum.

    The Magistrate, Mrs O.A. Gbajumo, adjourned the case to Oct.10 for mention. (NAN)

  • SDGs: AMCOW wants member-states to adopt web-based monitoring, reporting system approach

    Abuja, Sept. 20, 2016 (NAN) The African Ministers Council on Water (AMCOW) has called on member-states to adopt the web-based Pan-Africa water sector monitoring and reporting system to meet the Sustainable Development Goals.

     

    Dr Canisius Kanangire, AMCOW Executive Secretary, made this call in a statement at the AU Commission and made available to the News Agency of Nigeria (NAN) in Abuja on Tuesday.

     

    NAN reports that AMCOW recently launched a web-based Pan-Africa water sector monitoring and reporting system in Stockholm, Sweden during the 2016 World Water Week.

     

    According to him, this measure is necessary in recognition of the critical role of monitoring and reporting in evidence-based decision-making in the water and sanitation sector at national, basin and regional levels.

     

    “The web-based Pan Africa Monitoring and Reporting System represents AMCOW’s innovative response to addressing the data challenge in Africa.

     

    “We don’t want a situation where member-states use different data management methodologies and standards which do not permit effective comparison of countries’ efforts in achieving regional commitments.”

     

    “The M&E framework aspires to assist member-states, working in collaboration with AMCOW Secretariat and AUC, adopt and perfect a common reporting format that will facilitate annual reports to AU.

     

    “This will, in the long run, result in a continent-wide credible monitoring and reporting system that will regularly provide critical and strategic information on the status of water development and its uses,’’ he said.

     

    The statement quotes the AU Commissioner for Rural Economy and Agriculture, Rhoda Peace Tumusiime, as expressing optimism that the web-based monitoring and reporting system will significantly reduce the reporting requirements across Africa.

     

    The AUC commissioner restated the need for Africa to stay on course towards realising the target of the Africa Water Vision 2025 which envisaged an Africa where there was an equitable and sustainable use and management of water resources.

     

    “Translating that vision of the Africa, we want in reality to make it incumbent upon us to consolidate the gains of our achievements to-date by utilising the opportunity presented by this web-based Monitoring and Reporting System.

     

    “Doing this would revitalise our ongoing efforts at developing, managing and utilising our water resources in a way that unleashes Africa’s development potential,” Tumusiime added.

     

    Organised by the AMCOW in collaboration with the AU commission, the series of workshops comprise Monitoring and Evaluation Focal Persons from Water Resources Ministries in Anglophone countries in East, North and West Africa. (NAN)

  • Last batch of Oyo pilgrims to arrive Sept. 30, says official

    Ibadan, Sept.20, 2016 (NAN) The Chairman, Oyo State Muslim Welfare Board, Alhaji Taofeek Akewugbagold, has said that the last batch of pilgrims from the state will on Sept. 30 arrive from Saudi Arabia.

    Akewugbagold said this on Tuesday in a phone interview with the News Agency of Nigeria (NAN) in Ibadan.

    The chairman said that the first batch of 176 pilgrims arrived the state on Tuesday around 6.00 a.m.

    According to him, the second batch of pilgrims from the state will arrive on Wednesday with 450 pilgrims.

    NAN reports that a total of 1,358 pilgrims from the state participated in this year’s Hajj operation.

    Akewugbagold said that the Board recorded success in the 2016 hajj operation compared to last year, adding that no casualty was recorded.

    He said that the state government had been very supportive, adding that this contributed to the success recorded. (NAN)

    Sydney, Sept. 20, 2016 (dpa/NAN) Amnesty International on Tuesday criticised the Australian border control policy describing it as “shameful,” urging countries “to reject the model of abuse” that Prime Minister Malcolm Turnbull is promoting.

     Graham Thom, Refugee Coordinator for Amnesty International Australia, made this known in a statement that was issued to the media.

    “Instead of doing its fair share for the world’s most vulnerable people, the Australian government is trapping thousands on remote Islands and promoting these abusive practices as a solution to the world.

     “Since 2013, Australia has intercepted all asylum seekers travelling by sea and either turns their boats back or processes their claims offshore in places such as Papua New Guinea or on Nauru,’’ he said.

    On Monday, during an address to the first-ever high-level UN summit on migration, Malcolm Turnbull, the current Prime Minister of Australia defended his country’s strict border controls.

     He said that kind of control over irregular migration creates the “confidence” needed for governments to “mitigate risk and focuses humanitarian assistance on those who need it the most.”

    Turnbull said that every country needed to create its own border security measures, noting, that “not every country is an island.

    “The unregulated movement of people globally is growing fast. We need measures to create order out of the resulting chaos if we are to provide safe pathways for refugees and target those who are most in need.”

    Turnbull said it was “absolutely shameful to see the prime minister stand on the world stage and champion the systematic abuse of thousands of women.

     “Children and men on remote Islands as a model others should follow. This is completely the wrong pathway for the world to follow at a time with record global displacement.

     “Cruelty and shirking responsibility will not solve this global situation and it shows just how out of step is with global reality,” ,” he said.

    The statement also called on Australia to bring those in detention to Australia for processing and settlement and urged the government to increase its annual humanitarian refugee intake to 30,000.

    “Australia is one of the richest countries in the world, yet our government is failing to play a fair part in providing sanctuary for those fleeing conflict and persecution,” he said.

    News Agency of Nigeria (NAN) reports that last week, a report by UNICEF and Save the Children said Australia, since 2013, spent 9.6 billion Australian dollars (7.2 billion dollars) on its asylum policy, including spending on mandatory detention, boat returns and offshore processing.

    The report also said that offshore processing in Nauru and Papua New Guinea cost 400,000 dollars per asylum seeker per year.

    Also, an estimated 1,300 asylum seekers are currently languishing in the two offshore detention centres in the Pacific. (dpa/NAN)

    Abuja-Kaduna by rail: the thrills, the fears

    Excitements, hope and expectations are the expressions on the faces of some Nigerians who recently visited the Kubwa terminal of the Abuja-Kaduna railway line to have a ride to Kaduna.

    As early as 6 a.m., hundreds of passengers queued up at the station to buy tickets sold at N600 and N900 for economy class coach and first class coach respectively.

    At 7:15 a.m., the train arrived in Kubwa station from the take-off station – Idu — and boarding began.

    Some concern commuters, nonetheless, expressed concern about the arrangement in boarding.

    They observed that passengers shoved and squeezed themselves into the train while those that paid for economy class got seats in the first class coach and vice-versa.

    Worried by this, the train service officials started to identify those who were sitting where they ought not to sit, sorting them out accordingly.

    The poor boarding arrangement notwithstanding, passengers observed that they sat comfortably with enough leg rooms, watching the movies on the television sets hanging at the roof.

    At 70-kilometre speed per hour on route Kubwa-Jere-Rigana-Rigasa stations, the passengers said the journey really thrilled them.

    A passenger, Mr Kayode Emmanuel, said he was thrilled by the rail service, saying that the coaches were serene, neat and properly air-conditioned.

    He, however, said that the boarding system was not well organised, adding that the security situation was also, somewhat, loose.

    “Some people bought tickets and ended up standing in the train because the seats were exhausted.

    “The security checks were not thorough and a potential criminal or terrorist can easily sneak in with a weapon,’’ he said.

    Emmanuel said that the management should know the number of passengers each coach could contain and sell tickets accordingly to avoid crowded coaches.

    Another passenger, Mr Isa Yusuf, said that he expected that passengers on board the first class coach would be given light refreshment.

    “Beside this, passengers that bought first class tickets could not get seats in the first class coach which led to altercations with the officials of the train.

    “They should stop manual ticketing; with electronic ticketing, each passenger will easily identify his seat number and seat accordingly.

    “I bought tickets at same time for me and my wife but we ended up sitting separately and that is not ideal,’’ he said.

    Miss Abigail Peter, another passenger, said that the issue of living in Kaduna and going to work in Abuja daily was not tenable with the speed of the train.

    “If the train leaves Kaduna at 7a.m., it will arrive in Abuja at Kubwa between 9:15a.m. and 9:30a.m., and perhaps arrive in Idu between 10a.m. and 10:15a.m.

    Irrespective of these noticed gaps, the Managing Director of Nigeria Railway Corporation (NRC), Mr Fidet Ikhiria, said that the Abuja-Kaduna train service had recorded N5 million within the first two weeks of operation.

    “On the first week of operation, we made N2.2 million; on the second week, we made N2.9 million.

    “We have capacity for 320 passengers per trip; for now, the maximum we can carry per trip is 320.

    “So, for a day, the maximum number of passengers we can have for a day is 1,000,’’ he said.

    He said that efforts were being made to start fencing of the tracks, admitting that there were operational lapses but the management was working towards addressing them.

    He said that some of the staff had yet to get used to the seat numbering as it was different from what was obtainable in the previous trains.

    According to him, the coaches are overwhelmed by the number of people coming on board.

    “We are going to do more enlightenment at the station and communities levels on operations,’’ he said.

    He said the train moved at 90-kilometre speed per hour from the initial 70-kilometre speed per hour but would get to 150-kilometre speed per hour in due course.

    According to him, the slow speed of the train is to avoid accidents as people living close to the tracks have yet to get used to the movement of train.

    Okhiria said that efforts were being made to beef up security at the stations and on board train.

    The managing director said that efforts were also being made to install internet facilities in the train.

    Sharing similar sentiments, Mr Niyi Alli, Director of Operations, NRC, said that the services would improve with time.

    He, nonetheless, argued that there was nothing wrong in passengers standing in a train as it was obtainable in many countries on the world.

    “What is required is that we need to have more trains so that as one is moving, in few minutes; another one is coming.

    “Irrespective of the challenges, Nigerians have demonstrated that they are willing to travel by road and NRC has to improve on its services.

    “If we have 14 coaches spread out, people will go to different coaches and there will not be rush but because we have five coaches, everybody wants to get and there would be rush,’’ he said.

    He said that the Idu, Kubwa and Rigasa stations had the highest number of passengers so far.

    Fears and concerns expressed by Nigerians on the rail service notwithstanding, the Managing Director of News Agency of Nigeria (NAN), Mr Bayo Onanuga, who was in the trip, said that the train service was a laudable project.

    He said that Nigerians were beginning to enjoy train services the way they did in the 60s and 70s.

    The NAN boss said, however, that NRC needed to do more work.

    “Apparently, NRC underestimated the interest of our people in boarding train.

    “They need to acquire more trains; they need to increase the capacity and increase the frequency of movement.

    “They need to provide food and other services such as internet; it is a good one; we made it to Kaduna in two and half hours,’’ he said.

    Similarly, the Editor-in-Chief of NAN, Mr Ado Lawal, who was also on board of the train, said that there was need to rehabilitate the access road to the Rigasa and Kaduna stations.

    According to him, seats should also be provided at the Rigasa station where passenger would wait before boarding.

    However, perceptive observers are of the view that the train service will create more jobs, boost commercial activities and contribute to economic growth.

    They observe that the lapses identified will be corrected as the services progress.

    President Muhammadu Buhari recently inaugurated the N1.46 billion dollars Abuja-Kaduna train service.

    The railway modernisation project began with the signing of the contract for the construction of the Abuja (Idu) to Kaduna (Rigasa) rail line in 2009.(NANFeatures)

    Dutse, Sept. 20, 2016 (NAN) The Jigawa chapter of the Peoples Democratic Party (PDP), on Tuesday called on the state government to dissolve the caretaker committees it appointed for Local Government Councils in the state.

    The PDP, in a statement issued in Dutse by its Publicity Secretary, Malam Musa Abdullahi, described the caretaker committees as “illegal”.

    The party said that the government must also conduct elections into the 27 Local Government Councils in the state.

    “The PDP wishes to announce its position on the illegal management of the 27 local governments of Jigawa state by caretaker committees with expired tenures.”

    The party said it had since gone to court to challenge the decision of the state government not to conduct elections into the councils as provided by the Constitution.

    It said that the suit was also “challenging the legality of forming an ad hoc arrangement called “Caretaker Committees” to run the affairs of local governments in the state.”

    The statement noted that the six months tenure of the caretaker committees as approved by the state Assembly had since expired.

    “The said illegal mandate has already expired, which translates into illegal administration of Jigawa local governments even by the standards established by the Jigawa House of Assembly.

    “The Jigawa state PDP will not accept further extension of tenure of the LG caretaker councils by either unilateral executive decision or the usual adhoc law of the state House of Assembly.”

    It said that such action was in breach of the Constitution and an impeacheable offence.

    The PDP, therefore, advised the Assembly to call the state governor to order, and direct him to stop operating institutions without legal backing.

    The party said it would go back to court to force the government conduct local councils election in the state.

    The News Agency of Nigeria (NAN) recalls that the state Assembly approved names of caretaker committee chairmen for the 27 local councils on Feb. 23.(NAN)
