    Auchi (Edo State), Sept. 29, 2016 (NAN) Auchi, the administrative headquaters of Estako West Local Government Area of Edo, on Thursday evening,
    came alive as hundreds of supporters of the All Progressives Congress (APC) lined the streets in celebration of the party’s victory in the Wednesday governorship poll.

    A News Agency of Nigeria (NAN) correspondent who went round the locality reports that supporters, with trumpeters, danced through major streets, singing victory songs.

    Some APC chieftains who spoke to NAN described the victory as a confirmation of the people’s trust and belief in the Gov. Adams Oshiomhole-led APC government in Edo.

    Mr Yakubu Musa, an APC Chieftian, said “the APC victory is as a result of the good foundation laid by Gov. Oshiomhole in infrastructure
    development in the state.

    “I can tell you that the incoming government of Godwin Obaseki and Philip Shuaibu will make the difference.

    “This difference is to build on the foundation of Oshiomhole as with Tinubu, Fashola and Ambode in Lagos State. The transformation will be monumental.”

    Another APC Chieftain, Hajiya Mariam Abubakar, advised the incoming government to hit the ground running as the people were anxious to see massive developments.

    She said “my message to the party is to hit the ground running after the swearing of the governor because it is not just about winning and celebrating.

    “It is about putting smiles on the faces of Edo sons and daughters as is with Oshiomhole.

    “And because Obaseki is the engine room of Oshiomhole, I dont have any doubt; I know the governor-elect will not disappoint the people who
    gave him this mandate.” (NAN)

  • Kano Market project: Danpass assures traders of fairness

    Kano, Sept. 29, 2016 (NAN) Alhaji Gambo Danpass, the Caretaker Committee Chairman of Kantin Kwari Market in Kano, has assured traders that nobody will lose his shop after the construction of access roads in the market.

    He gave the assurance while addressing with newsmen in Kano on Thursday.

    NAN reports that the state government has concluded arrangements to construct access roads within the market to ease human and vehicular movement, especially during emergency.

    Some of the traders had recently protested against the state government’s plan for fear of losing their shops.

    Dan-pass, who is a traditional title holder of Dansaran Kano, said providing access roads in the market was necessary in view of the way and manner some traders erected their shops in the market.

    “The intention of the state government is to make the market a modern one and boost revenue generation.

    “I also want to allay the fears of the traders that after the project, nobody will lose his shop, “ he said.

    On the forthcoming election of the market officials, Danpass said the caretaker had inaugurated the electoral committee to conduct an election before the end of October.

    In addition, he said the caretaker had inaugurated two sub committees for the review of the union’s constitution, while the other one had been mandated to investigate allegation of financial mismanagement by the former officials.

    “The investigation committee has forwarded its findings to the Economic and Financial Crimes Commission (EFCC) for necessary action.

    “All we are doing is aimed at sanitising the system to boost business activities in the state for economic growth and development of the state. (NAN).

    Benin, Sept. 29, 2016 (NAN) Mr Adjoto Kabiru (APC-Akoko Edo) in the Edo House of Assembly has congratulated Mr Godwin Obaseki on his victory in the just-concluded governorship election.

    Kabiru told the News Agency of Nigeria (NAN) on Thursday in Benin that the victory would give the people the opportunity to continue to enjoy ongoing developments in the state.

    The Independent National Electoral Commission (INEC) had on Friday in Benin declared Obaseki as winner of the gubernatorial election.

    Obaseki polled 319,483 votes to defeat his closest rival, Pastor Osagie Ize-Iyamu of the Peoples Democratic Party (PDP), who polled 253,173 votes.
    He said “I want to thank Edo people for not changing the change. The change will remain in the state and in the country.

    “It takes time to get the dividends of democracy, but with time, things will get better. The 200,000 jobs Obaseki promised will be realised.

    “And there will be more red roofs, hospitals and road construction across the 18 local government areas of the state.”

    He further said that himself and his Deputy Governor-elect, Philip Shaibu, would build on the foundation laid by Gov. Adams Oshiomhole. (NAN)

    Abuja, Sept. 28, 2016 (NAN) Gov. Rauf Aregbesola of Osun on Thursday in Abuja thanked Edo electorate for voting Godwin Obaseki of the All Progressives Congress (APC), saying “thank you for not changing the change’’ .
    Aregbesola said this when he broke the news of Obaseki’s victory as Edo governor-elect to newsmen at the “National Day of Solidarity with Cuba’’.
    The event is a roundtable discussion on strengthening International Struggle against all forms of Blockade and Isolation against Cuba.
    “I am happy that my party has won in Edo. I thank the Edo people for not changing the change. This change is here to stay,’’ he said.
    He appealed to Nigerians to continue to bear with the administration in the face of economy recession.
    “Please bear with us, it will soon be and the nation will come out in victory,’’ he said.

  • FG tasks Nigerians on environmental friendly activities to drive the economy

    Abuja, Sept. 29, 2016 (NAN) Mrs Fatima Mede, the Permanent Secretary, Ministry of Budget and National Planning, has called on Nigerians to be friendly to the environment, saying “environment drives the economy.”

    Mede made this call at the Nigeria UN Development Assistant Framework (UNDAF) Formulation Process Consultation and Validation of the Draft Common Country Analysis (CCA) and Visioning Exercise on Thursday in Abuja.

    She said Nigerians could contribute to keeping the environment safe by involving in environmental friendly activities.

    “The prediction we had when I was the Permanent Secretary in the Ministry of Environment, showed that Nigerians are very vulnerable to the impact of climate change.

    “ It is predicted that by 2030, Nigeria will be one of the third countries in the world that will suffer from poverty – disaster induced poverty- if we failed to take actions.

    “We already had issues with the environment, security challenge-social security- we see the herdsmen moving from the North to the south.

    “It is because about 43 per cent of our landmass has become a desert. There is no longer food for social security,’’ the official said.

    Mede further said that 43 per cent of the land was not arable again, saying “when you look at the forest cover for Nigeria is 25 per cent.

    “What we have is less than 6 per cent. Also, you see the impact of erosion on our farm lands.

    “What is the future of this country? So, we should take it as a challenge, and I hope we will not fail to address the challenges,’’ she said.

    The Permanent secretary, however, said President Muhammadu Buhari joined world leaders at the UN assembly last week to sign the Paris Agreement, to combat climate change agreement.

    Mede appreciated the UN System for supporting Nigeria to prepare the then Intended Nationally Determined Contributions (INDCs) to the reduction of green houses gases, which contributes to climate change.

    “They assisted us, they provided the consultants, when President Buhari was signing the agreement in New York few days ago; I just smiled to myself and prayed for the UN system.

    “The issues of the environment are very critical and I want all of us to begin to think that the environment actually drives the economy,’’ she said.

    Also speaking, Mr Samuel Eloho, Director, International Cooperation in the ministry of Budget and National Planning, said he appreciated the partnership between the Government of Nigeria and the UN System.

    Eloho said the formulation of UNDAF IV was coming at a momentous period, following the launch of Agenda 2030, Sustainable Development Goals (SDGs).

    “Also, the launch of other key global initiatives, including the 3rd Financing for Development Conference and the Paris Climate Change Agreement.

    “The successes recorded in the implementation of the first three UNDAFs gives the optimism that the UNDAF IV was well formulated.

    “It will also addressed some of the country’s economic challenges and complement Government’s development recovery agenda,’’ he said. (NAN)

  • Women Rights Bill scale second reading in the Senate

    Abuja, Sept. 29, 2016(NAN) A Bill for an Act to incorporate and enforce certain provisions of the UN Convention on the Elimination of all forms of Discrimination against Women passed second reading in Senate on Thursday.

     

    The Bill, sponsored by the Deputy Minority Whip, Sen. Biodun Olujimi, also seeks to incorporate and enforce the protocol to African Charter on Human and People’s Rights on the rights of women in Africa.

     

    Leading debate on the bill, Olujimi said the bill sought to elimination of all forms of discrimination against women.

    She added that the bill further made provision for the adoption of temporary special measures to eliminate discrimination and ensure equal opportunities for majority of Nigerians.

     

    The lawmaker said that though Nigeria was a signatory to UN Charters on rights of women in Africa, most of the charters had not been domesticated.

     

    According to her, the law also proposes some modifications to some of the country’s socio-cultural practices that promote discrimination and gender-based inequality.

     

    “The bill, when passed into law, will also make it the responsibility of all public or private institutions and all entities in Nigeria to modify the social and cultural patterns of conduct of men and women.

     

    “This is with a view to achieving the elimination of gender stereotyping and prejudices.

     

    “The bill helps eliminate customary and all other practices which were based on the idea of the inferiority or the superiority of either of the sexes, or the roles for men and women.

     

    “These special measures cover political and public sphere in offices, positions, or appointments, employment opportunities, credit or other economic sphere in the public or private.’’

     

    According to her, the bill will ensure that a minimum of 35 per cent be reserved for women.

     

    “In the case of educational placement and school enrolment, including award of scholarships, bursaries, or such allocations‚ parity will be ensured for boys and girls, men and women.

     

    “And in the case of primary school enrolment, mechanisms should be put in place to ensure parity in enrolment and retention of boys and girls,’’ she said.

     

    Olujimi, who lamented the rejection of the bill earlier in the year, had accused some male members of the Upper Chamber of killing the bill.

     

    She said women in Nigeria had suffered discrimination in all spheres of life, ranging from lack of appointment to decision making positions to lack of right to inheritance.

     

    She urged her colleagues to ensure that the bill scaled through to protect their rights including 35 per cent affirmation.

     

    She said that other nations of the world were waiting to see what Africa would do to utilise potentials inherent in their women.

    Contributing, the Deputy President of the Senate, Ike Ekweremadu, urged the Senate to pass the bill for second reading.

     

    He, however, cautioned that it should be thoroughly scrutinised at the committee level during public hearing to ensure that its provisions did not conflict with the Constitution.

     

    He recalled that he had “warned against passing the Freedom of Information Act because what it sought to achieve were duly covered by the Constitution, resulting in unnecessary duplication of laws in the country’’.

     

    Sen. Oluremi Tinubu (APC-Lagos Central), appealed to her colleagues to review the Constitution and ensure adequate accommodation and protection of women in the scheme of things.

     

    She decried that only few women were elected to the Senate in the last National Assembly elections, adding that the situation was intimidating to the womenfolk who found themselves there.

     

    Sen. Binta Garba, (APC-Adamawa North), said that Section 147 (3) of the 1999 Constitution (Amended) provided for federal character principle to be applied in every form of sharing in the country.

     

    She urged that affirmative action should also be adhered to in the distribution of political offices and other things, saying, “Women are partners in progress and not rivals”.

     

    The Chief Whip, Sen. Olusola Adeyeye, regretted that the worst form of discrimination in human society was discrimination against women.

     

    He said that the Senate would continue to promote equality of women in the distribution of positions and in all other issues for sharing in the country.

     

    According to him, women are naturally 50 per cent of men’s population, hence, discrimination against them under any guise is a discrimination against God.

     

    Adeyeye added that culture had oppressed women for long and urged the Senate to ensure the protection of Women’s rights.

     

    “Mr President, I rise to enthusiastically support this bill, the worst form of discrimination is gender discrimination.

     

    “The Senate must ensure their rights, we have federal character; let’s also have gender character,’’ he said.

    In his remarks, the Senate President, Bukola Saraki, assured of Senate’s strong support for equal rights for women.

     

    The News Agency of Nigeria (NAN) reports that the bill received overwhelming support and passed for second reading.

     

    It was then referred to the Senate Committee on Judiciary, Human Rights and Legal Matters, for further legislative action. (NAN)

    Benin, Sept. 29, 2016 (NAN) Mr Godwin Obaseki, the Edo governor-elect, has promised to transform the economy of the state and empower the people.

    Obaseki, who was declared winner of the Sept. 28 governorship election in Edo by INEC, made the promise in his victory address in Benin on Thursday.

    He said that his administration would create jobs, secure the state and ensure the welfare of the people.

    He said the victory of the All Progressives Congress (APC) in the poll, underscored the people’s preference for the continuity and consolidation of the programmes of the party in the state.

    “Let me say that new future beckons. I pledge to work tirelessly for the good of all Edo people, irrespective of gender, social status, ethnicity, religion or political affiliation.

    “I want to call on the sons and daughters of Edo all over the world and all the friends of the state to join forces with me to build a great and economically strong state.

    “The success of Edo State does not depend on government alone but on everyone of us,” he said.

    The governor-elect also enjoined other contestants in the poll to join hands with him to build a more prosperous state.

    “I salute my fellow contestants for putting up a gallant fight. This competitive campaign has helped us to sharpen our focus on some of the important issues affecting our people.

    “The election is over and it is time to bury the hatchet and close ranks for the good of our dear state.

    “Our state is superior to all other interests and we must, as individuals, subordinate our personal ambitions to that of the entire state,” he said.

    He commended INEC for the transparent manner it conducted the election and also the security agencies for maintaining peace and order during the election.

    Obaseki commended President Muhammudu Buhari and Gov. Adams Oshiomhole for their support.

    NAN reports that Obaseki got 319, 483 votes, to beat his closest rival, Mr Osagie Ize-Iyamu, of the Peoples Democratic Party (PDP), who polled 253, 173 votes. (NAN)

    Abuja, Sept. 29, 2016 (NAN) Mrs Fatima Mede, the Permanent Secretary, Ministry of Budget and National Planning,  says the Federal Government is working on Project Continuity Bill to address abandoned projects in the country.

    Mede said this at the Nigeria UN Development Assistant Framework (UNDAF) Formulation Process Consultation and Validation of the Draft Common Country Analysis (CCA) and Visioning Exercise in Abuja on Thursday.

    She said that the ministry was working with the National Assembly to fast track the passage of the bill into law to ensure policy consistency.

    “The problem we have is inconsistency in our policies; once a government comes and leaves, another government will not complete those projects started by the precious government.

    “You see that this administration has started to complete some of the projects started by the former President Jonathan’s administration; a good example is the railway project.

    “Once the bill is passed now, it will be on record that no administration can abandon any project again.’’

    The permanent secretary said UNDAF Nigeria had evolved through the first UNDAF that spanned the period 2002 – 2006; UNDAF II covered 2009 – 2013.

    The permanent secretary said the implementation of UNDAF III, which started in 2014, would terminate in 2017.

    She said the UN Country Team in Nigeria had commenced the process of formulating and engaging with relevant partners in the preparation of a successor UNDAF tagged UNDAF-IV to cover the period 2018 – 2022.

    “In the perspective of SDGs, the CCA 2016 is envisioned to provide analytical basis for joint visioning and planning process for UNDAF-IV by the UN system, the Federal Government of Nigeria and other stakeholders.’’

    Mede said the CCA was prepared from June to September 2016 with extensive review and inclusive consultation with government and non-state actors at the national and sub-national levels, UN agencies and selected Delivery as One (DAO) modality.

    “The ministry’s appointed consultants have just concluded country wide consultations across the six geo-political zones of the country.

    “Cross-River, Benue, Oyo, Anambra, Gombe and Kaduna states expected to harvest inputs into the CCA.’’

    Acting UN Resident Coordinator, Ms Angele Dikongue-Atangana, said the workshop was the final stage of the consultations after which the CCA would be completed.

    “ Following the completion of the CCA, we will then proceed to formulate priorities for UNDAF for the period 2018 to 2022.

    “I therefore encourage all of you to make open, frank and candid comments about this draft CCA.

    “We count on your wealth of experience to get inputs that will enrich this document and thereby the entire process,’’ she said.

    According to her, the UNDAF IV roll-out has come at a very historic time.

    Dikongue-Atangana said it came at a time the world agreed to the 2030 development agenda and the 17 Sustainable Development Goals in 2015 and Nigeria had recently signed the Paris Agreement on Climate Change.

    She said that Nigeria was strongly represented at the recent UN Summit on Refugees and migrants held in New York.

    All the developments will guide the process of the new UNDAF for Nigeria.

    Abuja, Sept. 29, 2016 (NAN) The Ministry of Science and Technology, Dr Ogbonnaya Onu, says a nation’s intellectual property assets, inform of technological innovations can be the basis for global classification of development.

    Onu made this remark at the opening of a one-day sensitisation workshop for chief executive officers of agencies under the ministry.

    He said that intellectual property rights and its management had become one of the critical conditions for global trade and determinant of investment destinations by foreign investors.

    “Indeed intellectual property in the form of technological innovations have today become the basis of global classification of nations into developed, developing, least developed countries.

    “The speedy industrialisation of any country and its growth depends largely on the efforts of its researchers and innovation coupled with friendly economic environment.

    “Therefore, our innovation system managers should be conversant with intellectual property issues both at national and international levels.’’ Onu said.

    According to the minister, the workshop became imperative for the heads of the different agencies because most lack sufficient understanding of the socio-economic benefits of acquiring intellectual property rights.

    Onu said that in the bid to commercialise research and development findings, about 90 per cent of research outputs end up losing their values as intellectual property assets to the nation.

    “What we are doing today is very important in our journey toward a sustainable economy; we want to make sure that our researchers’ works do not end up in the lab.

    “You need to have patent because that is the only way you can protect your intellectual property, our inventors should make money for their inventions by protecting them,’’ he said.

    The minister therefore charged the National Office for Technology Acquisition and Promotion (NOTAP), the organisers of the workshop to patent any research findings that have reached the commercialisation level.

    He said that every research institute, university and polytechnic should establish a NOTAP desk office to enable them be guided adequately on how to commercialise their research findings.

    Mrs Belewa Wakama, the Permanent Secretary of the Ministry of Science and Technology said that the aim of the workshop was to embark on commercialisation of Research and Development results available in the agencies.

    She said this was to ensure that they contributed to the Federal Government efforts toward diversifying the revenue base of the country through wealth creation to reduce unemployment and its menace in the country.

    “Intellectual Property Rights of (IPRs), to an inventor is like Certificate of Occupancy of a landed property.

    “It enhances commercial value and attracts investors quickly, encourages technological generation and its commercialisation as it guarantees reward for excellence, return on investments and wealth creation,

    “IPRs also encourages generation of new hi-tech products or services and facilitates development of new start-ups,’’ she said.

    Dr Dan-Azumi Ibrahim, the Director-General, NOTAP, said that the economic prosperity of any nation was not judged by the contents of the raw materials it had but by the quality of the knowledge it had.

    He said that it was in the realisation of this fact that the minister directed that all heads of the agencies be brought together and be sensitised on the importance of IPs “and how to turn inventions into products and services’’.

    “When you invent something that has the potential of producing products and services, and if you don’t protect it, someone can take it and make money from it without you getting anything out of it.

    “That is why this workshop is organised to make all realise that when an inventor invents a product,  he may not have the money to commercialise it but an entrepreneur who can see the opportunity in it will acquire it,’’ he said.

    NAN reports that the highpoint of the event was the presentation of patent certificates to inventors in 2016.

    They include Air Force Institute of Technology, Nigerian Air Force, Kaduna, for the production of Hydraulic Accumulator Diaphragm and Federal Institute of Industrial Research, Oshodi for its Animal Feed Production using okara and cassava.

    Abuja, Sept. 29, 2016 (NAN) President Muhammadu Buhari has assured the Manufacturers Association of Nigeria (MAN) that his administration will eradicate bottlenecks and create an  environment that can boost manufacturing.

     

    The President stated this at the 44th Annual General Meeting of MAN in Abuja on Thursday.

     

    According to him, the need to boost manufacturing has become imperative in view of the fact that the “manufacturing sector is well positioned to be a major driver of Nigeria’s economic growth’’.

     

    He maintained that government was focused on implementing necessary policies and strategies aimed at unleashing the full potentials of manufacturing in Nigeria.

     

    According to him, his administration will rely heavily on the association’s ideas and inputs at all stages of formulation and implementation of new industrial policies.

    “The manufacturing sector is well positioned to be a major driver of Nigeria’s economic growth because of our immense natural resources and the entrepreneurial spirit of Nigerians.

     

    “Government is therefore focused on implementing necessary policies and strategies aimed at unleashing the full potentials of manufacturing in Nigeria.

     

    “We will rely heavily on your ideas and inputs at all stages of formulation and implementation of new industrial policies.

     

    “For our part, we will remove bottlenecks and create a more business friendly environment.

     

    “Our strategic plan to boost manufacturing activities in the country is supported by the Nigeria Industrial Revolution Plan (NIRP) and the National Enterprises Development Programme (NEDEP).

     

    “These programmes, present a clear road map towards an industrialised Nigerian economy.’’

    Buhari stated that his administration is convinced that the key to the nation’s economic diversification and subsequent survival lies in the agriculture and manufacturing sector.

     

    He said that a strong manufacturing sector would create more jobs and wealth for the citizens, adding that it would usher in sustainable economic prosperity “because we will produce what we consume as a nation and generate foreign exchange by exporting any surplus’’.

     

    The President said that his administration was working on improving the patronage of locally made goods, bridging the gap between skills required by industry and those provided by the educational institutions and access to finance for the Small and Medium-Scale Enterprises (SMEs).

     

    He added that the Federal Government recognised that MAN and other members of the Organised Private Sector (OPS) were key stakeholders in the journey.

     

    He said, “we will continue our engagement with you.’’

     

    The President stated that he was inspired by the association’s commitment to a great Nigeria.

     

    He, therefore, urged them to join hands with government in making the ongoing efforts by government to revive the nation’s economy a success.

     

    He also urged them to ensure that the outcome of their deliberations would be to the benefit of all Nigerians, adding: “I look forward to receiving a communiqué of the deliberations from this meeting.

     

    “As events unfold in the coming months, many of you will be called upon to play critical roles in the implementation of this administration’s agenda.

     

    “I implore you to avail us your wealth of experience so that together we can uplift our nation’s economy and social well-being.’’

     

    In his remarks, the President of MAN, Dr Frank Jacobs, commended the government for its new forex policy of allocating 60 per cent of all available foreign exchange to the manufacturing sector for the importation of raw materials and machinery.

     

    He also praised the Buhari-led administration for the efforts it is making towards improving infrastructure across the country.

     

    Jacobs also saluted the government’s efforts to end insurgency in the North Eastern part of the country.
