  • C/River Govt. maps out 360 hectares for cassava cultivation

    Calabar, Oct. 2, 2016 (NAN) The Cross River Government has mapped out 360 hectares of land for cassava cultivation  under the Fadama 111 Additional Financing project in the state.

    Mr Bassey Elemi, the state Coordinator of Fadama 111 Additional Financing project, disclosed this in an interview with the News Agency of Nigeria (NAN) in Calabar on Sunday.

    He said: “As I speak to you, a total of 36 business plans covering an area of 360 hectares of cassava farms have so far been approved for the take-off of the project.

    “These farms are located in Akansoko, Akpabuyo Local Government Area; Nyanya Ulim, Bekwarra Local Government Area; and Wonye, Yala Local Government Area (100ha) respectively.’’

    Elemi added that the farms in Akansoko and Wonye covered 100 hectares each, while the one in Nyanya Ulim covered 160 hectares.

    He also said that more business plans covering 970 hectares of cassava farms had been submitted by various cooperative societies and were awaiting approval.

    He said 12 of such business plans were from Alesi/Victoria in Ikom Local Government Area and 40 were from Nyanya Ulim.

    Others were 10 business plans from Wonye and 35 from Bebi/Shikpeche in Obudu Local Government Area.

    The coordinator said each of the business plans covered 10 hectares of land.

    Elemi also disclosed that there were specified conditions for approval of the plans, including availability of contiguous land suitable for cultivation, membership of a cooperative society and a functional current account.

    He also disclosed that N20 million had already been made available for disbursement to beneficiaries, noting that
    the amount was part of the 200 million dollars set aside by the World Bank for the Fadama 111 Additional Financing project.

    He advised beneficiaries to take the project seriously to guarantee the release of additional funds to the state.

    He said “if we do very well in this implementation phase, it will give the state another opportunity to ask for more funds.

    “It is the level of performance by the participating states that determines their qualification for additional funds.” (NAN)

  • NiMet predicts cloudy, rainy weather conditions for Sunday

    Abuja, Oct. 1, 2016 (NAN) The Nigerian Meteorological Agency (NiMet) has predicted cloudy weather conditions over the central states of the country on Sunday.

    The NiMet’s Weather Outlook issued by its Central Forecast Office (CFO) on Saturday in Abuja, said that cloudy  morning  was expected over Abuja,  Kaduna and Lafia axis.

    It added that localised  thunderstorms would prevail over the high grounds of Abuja, Jalingo, Ibi, Lafia, Bauchi and Jos in the afternoon and evening hours and maximum temperatures of 27 to 34 degree Celsius.

    The Agency predicted that the southern states would experience localised rains over the  inland  of  the South-West and coast of Lagos in the morning hours.

    It also predicted afternoon localised rains over Lagos, Delta, Calabar, PortHarcourt, Oshogbo, Ilorin, Ogoja, Ibadan, Enugu, Yenegua, Warri and Benin with maximum temperatures of 31 to 33 degrees Celsius.

    NiMet predicted cloudy conditions over northern states of Sokoto, Gusau and Yelwa and hazy conditions over Maiduguri, Nguru, Dutse and Kano with maximum temperatures of 32 to 39 degrees Celsius.

    According to the prediction, dust plume observed around  southern Chad Republic may affect extreme north eastern part with prospects of weather activities over the central and southern cities in the next 24 hours. (NAN)

  • Enugu State to take over property used by kidnappers

    Enugu, Oct. 1, 2016 (NAN) Enugu State Government is set to amend its Criminal Code to provide for the seizure of any property used as a hideout by kidnappers, the Commissioner for Information, Dr Godwin Udeuhele, has said.

    Briefing newsmen on Saturday in Enugu on the outcome of the state executive council meeting held late Friday,  Udeuhele said the move was to deter kidnappers.

    He said the council had empowered the Attorney- General and Commissioner for Justice to forward an amendment bill of the state’s criminal  law to the state legislature.

    “Approval was given to the amendment of Section 315 of the Criminal Code Law, 2004 of Enugu State that was amended in 2009.

    “The latest amendment provides for additional punishment of demolishing buildings used in the imprisonment of kidnap victims in order to deter kidnappers and their accomplices from this nefarious act.

    “If kidnap victims are traced to a building and you are found guilty upon determination of the case, such building will be demolished and government takes over the piece of land. No compensation,” he said.

    The commissioner said that the move would make developers to be more conscious of their uncompleted projects, which unknown to them, could easily be turned to den of kidnappers.

    “If you built your house and left it porous for kidnappers or connive with them to use such buildings to hide their victims and you are found guilty, government pulls it down and takes over,” he said.

    Udeuhele said that approval was also given for the upgrade of the Institute of Management and Technology (IMT), Enugu to a multi-campus and degree awarding institution to meet the socio-political and economic needs of the state.

    He said that a draft bill to that effect would immediately be forwarded to the state assembly to be passed into law.

    “If IMT becomes a multi-campus system, other branch campuses will be opened in different locations of the state.

    “Instead of concentrating everybody in the metropolis, thereby, increasing house rent, you send them to different locations. Maybe each zone will have one or two faculties,” he said.

    He said that the move was praise-worthy as the state government already had two polytechnics.

    The commissioner said that the State Polytechnic in Iwollo, which currently awarded only OND and HND in agriculture  related areas, had applied for the accreditation of more conventional courses.

    “Council also approved the award of contracts for the rehabilitation of additional 20.9km of roads in the state.

    He said the roads were Opi-Obollo-Affor and 9th Mile Corner internal roads, to be built at the cost of N1.36 billion.

    Udeuhele said that N122.22 million was approved for the supply of 10 new 200 KVA sound-proof diesel generators for street lights.

    He said that the council also approved Oct. 15 as the date for the launch of the 25 road projects, buildings and water projects to be embarked on in the 17 local government areas. (NAN)

    Abuja, Oct. 1, 2016 (NAN) Some Nollywood stars have expressed sadness over the death of veteran actor, Martins Njubuigbo, popularly known as elder Maya.

    The late Njubuigbo was said to have died of a liver-related ailment.

    Speaking with the News Agency of Nigeria (NAN) on Saturday in Abuja, Segun Arinze, popularly known as ‘Black Arrow’, described Njubuigbo as a great actor.

    “He was amiable and very jovial; we will surely miss him.

    “Like Shakespeare said, ‘the world is a stage’; Njubuigbo has come, done his beat and taken his exit and the curtain has fallen.

    “All I can say is good night elder Martins Njubuigbo; may God grant the family the heart to bear the lost,” Arinze said.

    Another veteran actress, Mrs Rita Edochie, said Njubuigbo was a good artist, “too bad that it happened”.

    “May God comfort the family and may his soul rest in perfect peace with the Almighty creator,” Edochie said.

    Mr Babatunde Obalana, the President of National Association of Nigerian Theatre Arts Practitioners, said the demise of the actor was unfortunate.

    “He will surely be missed; may his gentle soul rest in peace. Amen.”

    Mrs Chiwendu Egwu, a house wife and an ardent fan of the late actor, said the deceaed was a perfect character interpreter.

    According to her, the late Njubuigbo could act any character assigned to him and that he would be greatly missed by his fans all over the world.

    “We cannot ask God why it happened; we just pray for his soul to rest in peace and the family to bear the lost,” she said.

    Ibadan, Oct.1, 2016 (NAN) In a bid to fight hidden hunger, increase demand and consumption of nutritious food, Harvestplus, an international organisation, plans to hold nutritious food fair in Calabar.

    The Harvestplus Country Manager, Dr Paul Ilona, who announced the plan in Ibadan on Saturday, described hidden hunger as the lack of necessary nutrients.

    Harvestplus is an organisation that is committed to improve nutrition and  public health by developing and promoting biofortified food crops that are rich in vitamins and minerals.

     

    The organisation which is part of the Consultative Group for International Agricultural Research, provides global leadership in biofortification evidence and technology.

    Ilona said to achieve its goal, the organisation aimed to promote and encourage investment in the nutritious food sector.

    He said the essence of the food fair was to showcase opportunities for youth employment in the nutritious food sector.

    “The Food Fair with the theme ‘Multisectoral Partnerships to Promote More Nutritious Crops and Foods’’,  will hold from Nov.9 to Nov. 11 in Calabar, Ilona said. .

    “Packaged to stimulate robust engagement around nutrition and food security, the fair will bring together stakeholders in the food, agric and input sectors, including government representatives, farmers.

    “Attractions at the event include exhibition of nutrient-rich crop varieties and their food derivatives; commercially processed nutritious foods; local technologies for cassava and  maize processing,” he said.

    Ilona urged Nigerians to eat nutritious foods to reduce hidden hunger, have good health and make more progress.

    “You are what you eat, essential food nutrients such as vitamin A, iron and zinc are very important for the fitness of the body.

    “So all hands should be on deck to fight malnutrition, not only the duty of the government,” he said. (NAN)

  • Umahi commutes death sentences on 14 prisoners, pardons 32 others

    Abakaliki, Oct.1, 2016 (NAN) Gov. David Umahi of Ebonyi has ordered that death sentences on 14 prisoners of Ebonyi origin in various prisons be commuted to life imprisonment.

    The governor gave the order on Saturday in Abakaliki during activities to mark the 56th Independence Day and 20th year of Ebonyi creation.

    According to the governor, 32 inmates from the state have  also been granted unconditional pardon for offences which they were jailed.

    “The order is to the comptrollers of Enugu, Abakaliki and Afikpo prisons and pursuant to powers of Section 212 of the 1999 Constitution, as amended, conferred on me as the state governor.
    “These decisions were reached after due consultation with the state’s Committee on Prerogative of mercy and other enabling powers and this serves as the official warrant,” he said.

    Umahi explained that the effective date of the decisions was  Oct.1.

    He said those whose death sentences were annulled included   Igantius Ochioso, Paul Ominyi, Nnachi Asula, Sunday Ukpai, Onyebuchi Eze and Ikechukwu Nwafor.

    “Those who were pardoned unconditionally include Ogbuzuru Odoh, Ogbonnia Odom, Shadrack Eboko, Ezi Ekum, Nduisi Nwodo, Paul Una, Musa Bako, Chikwu Ndukwe, Mgbeleke Oduma, Ugo Ogbuba, among others.

    “The state Attorney General and Commissioner for Justice, Mr Augustine Nwankwagu, is advised to submit report on the released inmates’ conduct to my office, to ascertain whether they still pose threat to society,” he said.

    The governor also announced a five per cent increase in workers’ salaries with effect from Oct.1 and thanked labour leaders in the state for their understanding and support in reaching the decision.

    “The government has also recalled the sacked workers of the state College of Education, Ikwo, and the 37 workers of the proscribed Ebonyi State Environmental Protection Agency

    “We would also release workers’ promotion results and look into the issue of pension and gratuity which totals over five billion naira,” he said.

    The governor also noted that the government would inaugurate a department ‘of tomorrow’ that would rehabilitate indigenes engaged in various forms of menial jobs across the country.

    “We would be placing advertorials in national media on Tuesday, urging them to return to the state to learn the assemblage, repairs and maintenance of equipment such as tractors, tricycles, among others,” he said.

    Bishop Christopher Edeh, Methodist Bishop of Enugu Diocese and Chairman of the occasion, urged Nigerians to leave in peace to fulfil the aspirations of its founding fathers.

    “Ebonyi people should tow the path of righteousness, rally around its leaders to enable it meet its developmental objectives as a young state,” he said.

    The occasion was witnessed by past leaders of the state, National and State Assembly members, among other  stakeholders.

    The occasion also witnessed march pasts by selected schools, labour unions, security agencies as well as the cutting of the  anniversary cake,.

    The governor also inspected a guard of honour mounted by security agencies. (NAN)

  • Al-Makura pardons nursing mother, 8 others to mark Nasarawa at 20

    Lafia, Oct. 1, 2016 (NAN) Gov. Tanko Al-Makura of Nasarawa on Saturday granted amnesty to a 17-year-old nursing mother and eight other prison inmates on grounds of age.

    Al-Makura granted the pardon when he visited Lafia Prison as part of the activities to celebrate 20 years of the creation of the state and the country’s 56th Independence Day celebration.

    The governor, who was represented on the occasion by the Attorney-General and Commissioner of Justice, Alhaji Yusuf Usman said that the pardon was in accordance with the 1999 Constitution (as amended).

    He said that the gesture was part of the activities lined up for the country’s 56th independence celebration and the 20th anniversary of the creation of Nasarawa.

    Al-Makura added that the exercise was carried out based on the recommendations of the committee on prerogative of mercy.

    The governor said the gesture was to decongest the prisons and give the inmates a sense of belonging and the opportunity to contribute their quota positively to national development.

    “Today, on behalf of the Nasarawa State Government, I am freeing nine inmates from the five federal prisons in the state.

    “This is part of the state government’s support to President Muhammadu Buhari’s efforts in decongesting the prisons as well as to make the inmates responsible members of the society,” Al-Makura said

    He reiterated his administration’s commitment to partner with the ministry of interior in improving the conditions of the prisons.

    The governor said that he was particularly touched by the case of the nursing mother who gave birth to the baby 10 months ago.

    He said that since the offence was committed by the mother, the innocent baby who did not know anything should not be in the prison.

    “The 17-year-old nursing mother, Justina Musa, who was convicted for joining a secret society, was reprieved of her one year sentence under the prerogative of mercy, while eight other inmates are at ages ranging from 12 to 20 years,” he said.

    In her brief comments, Justina Musa said: “I am very grateful to Gov. Al-Makura for setting me free from the prison to go and take care of my baby. I promise not to go back to what brought me to prison.”

    Earlier in his remark, the Comptroller of Prisons in the state, Mr Ekwere Ekanem, said that the Lafia Prison was designed to accommodate 300 inmates but was currently congested with 614.

    He explained that out of the number, only 92 were convicted while 523 were awaiting trial.

    Ekanem appealed to the state government and other relevant agencies, especially the police and the ministry of justice, to speed up the discharge of criminal cases.

    He added that a total of 1,690 inmates were currently in the six prisons in the state.

    Of the nine inmates granted amnesty by the governor, six were serving their terms in Lafia while three were in Wamba. (NAN)

    Gov.Atiku Bagudu made the commendation in Birnin Kebbi on Saturday in a statewide broadcast to mark the 56th anniversary of Nigeria’s independence.

    Bagudu said this was the first time the nation was celebrating the anniversary devoid of fear and uncertainty.

    He said the last six years were characterised by palpable fear and uncertainty due to instances of bomb blasts and explosion in the North-East.

    He said determination, commitment, prayers and political will of present Nigeria’s leadership was the factor responsible for decimating the insurgents’ activities in the region.

    The governor expressed commitment and determination of his government to promote peaceful coexistence in the state as well ensure justice and fair play among the people
    of the state.

    He announced that the state government had engaged the services of medical personnel from India to perform free eye surgery for 5,000 patients suffering from different eye diseases.

    He said another group of medical experts who would perform surgery on heart-related diseases were also engaged from the U.S.

    Bagudu said the major achievements of his administration were regular payment of salaries and allowances of workers and rehabilitation and construction of township roads in Birnin Kebbi, Yauri and Argungu local government areas.(NAN)

  • Nigeria will survive in spite of doubtful circumstances — cleric

    Enugu, Oct. 1, 2016 (NAN) Rev. Innocent Chukwujindu of St. Paul Anglican Church, China Town, Enugu, has said that the country will survive the current economic challenges in spite of the seeming doubtful circumstances.

    Speaking during an Independence Day mass wedding in the church, Chukwujindu said that the current challenges were not worse than most situations that had come and gone.

    He said that Nigerians had proven to be resilient in the face of similar situations, adding that what was needed were clear-cut policies to navigate the country out of the woods.

    The cleric called on Nigerians to support the current administration by embracing its policies aimed at correcting the wrongs of the past.

    “Nigeria is surrounded by so many doubtful circumstances but if we have confidence in God, the challenges we see today will soon be gone.

    “The country is not a mistake. God knows about the creation and He has plans for it but we need to go back to God.

    “In years to come when we must have gotten out of the current situation, Nigeria will be the best because our children will learn from our mistakes,” he said.

    Chukwujindu urged the couples to always remember the importance of the Independence Day in their lives.

    “The wedding is not a coincidence to have been organised today. It is to serve as a memorial for the couples and Nigerians that Independence Day commemorates the joy we have to be free from colonialism,” he said.

    The United Nations (UN) observes the assumption that age discrimination and sometimes neglect and abuse of older persons is an acceptable norm is wrong.

    In addressing this, governments around the world adopted a resolution that recognised ageism as “the common source of the justification for and the driving force behind age discrimination.’’

    Similarly, on every October 1, the world community pauses to commemorate the UN International Day of Older Persons (UNIDOP).

    Analysts note that discrimination shapes how older persons are treated and perceived by their societies, including in medical settings and workplaces, creating environments that limit older persons’ potential and impact their health and well-being.

    In this year’s celebration with the theme: “Take a Stand against Ageism’’, the UNIDOP says it will take a stand against ageism by drawing attention to and challenging negative stereotypes and misconceptions about older persons and ageing.

    In addition to this, a non-governmental organisation, Senior Citizens Care Foundation, observes that the ill-treatment the society has continually meted out to the senior citizens is worrisome.

    Mr Jide Taiwo, the coordinator of the foundation, recently called on the three tiers of government to consider the perceived insensitive attitude towards the plight of the elderly in the country.

    He said senior citizens who, due to age, are now very fragile and vulnerable to such inhuman treatments of constant abuses, exploitations and in some cases, outright killings by those expected to protect them.

    “Government at all levels ought to ensure that retirees and the aged, who have dutifully and sincerely committed a greater part of their youth in serving their fatherland are not abandoned in their old age or at their point of need.

    “The acceptable standard as enshrined in the charter of the World Assembly on ageing over three decades ago must also be the standard in Nigeria,’’ he said.

    Taiwo also cited a case in Edo State in which a young tenant allegedly killed his 83-year-old landlord because the old man wanted to know why the young man had decided not to pay his rent.

    Also 13 aged persons were recently picked up from a street in Calabar allegedly thrown out by their respective families that accused them of practising witchcraft.

    To address this, Yvonne Nwankwo, a reverend sister-in-charge of the elderly peoples’ home in Calabar, said adequate protection and care for the aged were required from the appropriate authorities.

    According to her, a recent UN report placed Nigeria as one of the worst countries in the world that pays less attention to the care of the elderly.

    On the challenges the elderly persons face, Mr Richard Uwakwe, President, African Association of Psychiatry and Allied Professions, noted that elderly persons in Nigeria were among those with the highest rates of depression in the world as a result of non-payment of pensions and other related entitlements.

    Citing a report of Help Age International, London, he observed that Nigeria was rated 85 in a list of 91 nations.

    In the view of Prof. Bem Angwe, the Executive Secretary, National Human Rights Commission (NHRC), more than three million aged people died annually as a result of societal neglect.

    “There is a need for government at all levels and relevant stakeholders to come up with a framework and palliative measures to assist the elderly in this country.

    “I say this because most aged people, particularly those in the rural areas, are poor, lonely and sick because they don’t have people to take care of them.

    “The sustained migration of youths from rural to urban areas in search of better opportunities worsens the situation,’’ he observed.

    Similarly, Mr Folasayo Abioye, a psychologist based in Osogbo, said from the age of 60 years, people begin to fear and plan about growing old, perhaps because of loneliness and depression associated with it.

    Abioye added that ageing was also scary because the elderly thinks of how to get adequate care even when families and other caregivers were there to help.

    Besides taking physical care of the elderly, the psychologist insisted that “when one is taking care of elderly in one’s home, it makes them feel at home.

    “When you are taking care of your elderly parents, you want them to feel at home and you bring their home with them.

    “The elderly feel uncomfortable when they are not involved in trendy scheme of things in the society; like leadership positions; they want caregivers to always listen to their old stories and experiences.

    “If you ignore them or you wave aside their folktales, views and shared their experiences as outdated or useless, you are sending them to their graves gradually.’’

    Abioye said that neglecting the elderly would make them feel less important in the society thereby causing them to feel unloved and unwanted.

    “But if you take interest in what they have to say, they feel important and lively,’’ he said.

    Besides Abioye’s view, an Ikorodu Customary Court judge in Lagos, Mrs Omolara Abiola, noted that ignoring the welfare of the aged had both spiritual and psychological implications.

    She called on religious organisations to intervene in the care for aged people, adding that the neglect of the older members of the Nigerian society had become rampant.

    “You will be surprised that there are so many old people, who their grown up children have abandoned.

    “The intercession of religious organisations in the wellbeing of our senior citizens is necessary now that young people no longer see the neglect of their parents as immoral,’’ she said.

    The judge noted that her court usually got complaints from parents that their children or wards had neglected them.

    Abiola said religious organisations were in the right place to eradicate such attitude from the society because of the respect they command from the public.

    She added that Christian and Muslim leaders should admonish their followers on the need to care for their aged parents as failure to care for them could attract the wrath of God.

    All the same, analysts opine that failure to tackle ageism undermines older persons’ rights and hinders their contributions to social, economic, cultural and political life.(NANFeatures)
