Ibadan, Oct. 24, 2016 (NAN) Mr Abayomi Akinjide, Co-Founder of Christianah Foundation, on Monday in Ibadan urged students to imbibe reading culture to resuscitate the falling standard of education.

The News Agency of Nigeria (NAN) reports that the late Elizabeth was the wife of a former Attorney General and Minister of Justice, Chief Richard Akinjide (SAN).

The younger Akinjide said that efforts were being put in place by the foundation to revive reading culture among Nigerian students.

“What the Christianah Foundation is doing now is to encourage book reading and writing and you cannot be writing without having people to read them.

” A lot of efforts are being made to encourage people to read. Government too must also be able to invest more in education.

“We are doing this as a foundation to sustain the legacy of our late grandmother, Mrs Elizabeth Akinjide, who has so much passion for education,” he said.

He urged parents to ‎encourage their students to read from childhood, adding that the best gift parents could give their children was qualitative education.

The family, he said, would ensure the foundation was sustained to build future leaders and improve the standard of education in the state.

In his remarks, Mr Kunle Lawal, the ‎Principal of Elekuro High School, commended the foundation for the gesture, saying absence of reading habit was a major problem facing secondary school education.

“This has made most youths of today academically backward, socially deficient, morally unbalanced and politically uninformed and misinformed.

“The importance of reading culture cannot be over emphasised in educational institutions,” he said.

Lawal said the renovation of the school library would help develop reading culture among the students in the school. (NAN)

  • Road repair: Nyanya, Mararaba residents criticise FERMA

    NAN-H-53

    Repair

    By Kate Obande

Abuja, Oct. 24, 2016 (NAN) Some residents of Nyanya, FCT, and Mararaba, Nasarawa State,  have criticised the Federal Road Maintenance Agency (FERMA) for carrying out the ongoing road rehabilitation work along the Abuja-Keffi at day time.

The respondents told the News Agency of Nigeria (NAN) in separate interviews that FERMA’s approach to the work was causing a lot of traffic and further inconveniencing residents of that axis.

Mr Ekoja Odeh, a Civil Servant, suggested that doing the work at night when road users were few would be ideal and ensure a more effective and efficient job.

“ In those days when we were growing up, road construction and repair were done at night and people just wake up to a good road in the morning.

“They should time their repair to the night hours like 11p.m. to 2 a.m. when the road is less busy.

“FERMA knows very well that this Abuja-Keffi road is very busy and they still came and block the road, creating only one lane for people to pass.

“We are already suffering too much on this road; so, FERMA should not add to our plight.”

Odeh further advised the agency to always create the necessary awareness whenever they wanted to engage in road repairs, to enable people to plan their movement in order to avoid traffic.

Also, Mrs Funmi Adewale, another resident, also FERMA to be proactive in attending to bad portions on roads.

Adewale said that roads should be repaired when little cracks were noticed, to avoid traffic chaos.

“This Keffi-Abuja road is terrible a journey of 45 minutes takes three hours and FERMA came and blocked road again due to repair.

“The roads should be regularly monitored and maintained frequently, to prevent a deplorable state of the roads.”

Adewale appealed to the Federal government to adequately fund the agency, to enable it to effectively perform its function.

She also called on the government to speed up the construction of another road to link the suburbs to the city centre, to ease traffic on the Abuja-Keffi road.

She observed that travelling during to forthcoming festive period would be compromised, if the deplorable roads across the federation were not speedily repaired.

Meanwhile, Mrs Caroline Opara, while commending FERMA for its efforts in alleviating the sufferings of the people, appealed to the FCT authorities to complement the agency.

Opara also advised that road repair should be done at a time when users were less, particularly at night, instead of causing unnecessary traffic that could lead to the loss of productive time during the day.

She noted that the effect of  gridlock was enormous as it impacts negatively on human health as well as car engines. (NAN)

  • Communications Ministry to partner other agencies to curb cyber crime—Shittu

    NAN- H-47
    Crime
    By Constance Athekame
Abuja, Oct 24, 2016 (NAN) Nigeria is currently losing about N78 billion annually to the activities of cyber criminals who target financial institutions, and government’s Ministries, Departments and Agencies (MDAs) as well as their affiliates. Minister of Communications, Mr Adebayo Shittu,

The minister added that recently, an agency under his ministry, the National Information Technology Development Agency (NITDA) informed the public that Nigeria lost about N159 billion to cyber crime.

Mr Victor Oluwadamilare, Special  Assistant Media to the  minister made this known in a statement on Monday in Abuja.

He expressed the readiness of his Ministry to partner with other agencies to develop world-class human and institutional capacity in Cyber security.

Shittu said this in an address delivered at the National Computer Science Conference on Cyber Security and the Emerging African Economies at the Igbinedion University, Okada in Edo.

The minister stressed the  need for other frameworks across all strata of public and private sectors to arrest the spread of Cyber crime.

Shittu said that the ministry started sensitising, raising awareness and impacting skills on cyber protection by creating the Computer Emergency Response Team (CERT), to handle computer security incidents.

He said that the team was to also examine the implementation framework of the Cyber security Act with amendments where necessary in collaboration with the Office of the National Security Adviser (ONSA).

The minister emphasised the need for the enactment and enforcement of policies to ensure cyber security within the ICT and financial institutions.

He said such policies should address the framework of cyber risk management, enforcing security through a “defence in-depth” strategy as well as enforcing vigilance through early detection and signaling system.

“Cooperative arrangements between law enforcement and communication service provider across the nation and a criminal justice system that facilitate the efficient prosecution of cases of cyber crime are very germane,” he said.

On the indispensability of the cyberspace to global development, Shittu said the internet and digital technologies remain the biggest transformation forces in the world.

He said that over five billion internet-connected devices globally generated over 10 billion dollar to the global economy in 2015.

In comparison to physical space, he noted that “cyberspace is virtually co-ubiquitous, operationally more efficient, socio-politically more vibrant, and economically as resourceful and information-wise more integrated and has become a fundamental feature.

‘’The changing nature of economic and territorial threats has become a major concern. The growing role of cyberspace has opened up new threats as well as new opportunities as a country.

“We have to find ways to confront and overcome these threats if we are to remain functional as a sovereign entity in an increasingly competitive and globalised world, ” he said.

He said the ministry was leveraging on the active support of the ICT stakeholders by building all requisite ICT and cyberspace capacities in the country.

According to him, this is in line with the repeated assertion of President Muhammadu Buhari’s administration that ICT is the envisaged bedrock of Nigeria’s Change Agenda.

He therefore, appealed to African countries to urgently scale up efforts to combat cyber crimes through a multi-stakeholders approach.

He said  this approach should involve government, industry and civil society organisations within the context of the AU Convention on Cyberspace Security and Protection of Personal data to stem the threats posed by cyber criminals to their national economic security.

Shittu, who was optimistic that effective strategies to curb the menace of cyber crime would evolve from the conference, said such strategies should include; cyber resilience by preparing for the known, unknown, predictable and unpredictable risks.

He urged organisers of the conference not to hesitate in furnishing him with blueprint emanating from the conference for his dispassionate consideration and immediate implementation. (NAN)

  • FG blames low budget implementation on capacity gaps

FG blames low budget implementation on capacity gaps

    NAN-HE-17

    Capacity

    By Lucy Nwachukwu

Abuja, Oct.24, 2016 (NAN) The Federal Government has blamed the low level implementation of annual budgets and national development plans in the public service on capacity gaps in the country.

The Permanent Secretary of the Ministry of Budget and National Planning, Mrs Fatima Mede, said this in a statement on Monday after a training for budget and planning officers of federal MDAs in Kano.

The training was organised and conducted by the Centre for Management Development (CMD).

CMD was established by the Federal Government as the operational arm of the Nigerian Council for Management Development (NCMD).

The Centre commenced operations in 1973, although it only derived its legal backing by an Act of 1976.

It is also actively involved in the regulation of standards, development of managerial manpower for the country and a broad range of skills to enhance the quality of management and leadership for the attainment of national economic goals.

Mede, who was represented by Mr Aminu Yargaya, also blamed some government agencies for not being able to effectively formulate or implement sector plans or annual budgets.

She said that countries like China, Malaysia and Indonesia were growing successfully and sustaining rapid developments because of their consistent implementation of National Development Plans.

She said that in order to contend the gap, the ministry embarked on a capacity training for budget and planning officers in Ministries, Departments and Agencies (MDAs).

“The Federal Ministry of Budget and National Planning is conducting a rigorous capacity building programme on planning, plan formulation and effective linkage to the budgeting process for Budget and Planning Officers

“This would be done for officers of Federal Ministries, Departments and Agencies as part of the process in the preparation of the 2017 Budget as well as the 2017/19 Strategic Plan,’’Mede stated.

Mede said due to the present economic crises that was resulting in negative consequences on revenues, there was the need for effective planning and budget implementation to achieve value for money.

She explained that expenditures were now tied to the country’s needs for maximum impact on the lives of the citizens.

“This is buttressed by the introduction of such economic and fiscal policies as Zero-based-Budgeting (ZBB), Treasury Single Account (TSA), Bank Verification Number (BVN) and the Restructuring of the Budget Framework.

“This is in favor of capital expenditure among other policies,’’ she said.

She further said that the training was imperative as it would enable government to derive ways of reducing economic wastes and technical challenges.

Dr Kabir Usman, Director-General, CMD, said the Federal Government was working diligently to ensure a knowledge based society to create opportunity in the culture of strategic planning and planning for implementation.

He said that when this was done, it would help ensure that “we put every Kobo into a good use”.

“This requires directors of planning, research and statistics across the Federal Ministries, Department and Agencies to have the rudimentary skills to be able to craft the 2017 budget for the change agenda.

“It informed the decision of the Federal Government to assign the CMD to add skills and create capacity of directors responsible for preparation of budget and planning.

“Ours is to train the planners of the budget to enable  them to articulate the priority areas of the government for maximum economic growth and development in the country,’’ he added.

Usman expressed optimism that the participants would utilise the knowledge they acquired as well as extend same to their colleagues who had no opportunity to attend the programme.

The News Agency of Nigeria (NAN) reports that no fewer than 250 Budget and Planning Officers from Federal the MDAs attended the Kano workshop.

The first batch of the training was held earlier in the month in Lagos.(NAN)

    By Suleiman Shehu
Ibadan, Oct. 24, 2016 (NAN) Mr Musbaudeen Adeyemi, the Chairman  of the Tricycle Owners Association of Nigeria (TOAN) in Oyo State on Monday alleged that the National Union of Road Transport Workers (NURTW) was victimising members.

Adeyemi, who addressed newsmen in Ibadan, said his members were being attacked following their refusal to pay for NURTW tickets.

He insisted that his members would not pay for the tickets as they were not members of the NURTW, adding that TOAN was an independent body duly registered by government.

“ NURTW members are disturbing TOAN members from plying the roads and insisting that TOAN members should be under the supervision of NURTW.

“ I was tortured on Sunday by NURTW members and taken to the union’s chairman house, Alhaji Taofeek Oyerinde.

“But I was rescued through  the prompt intervention of the police,’’ he said.

Adeyemi appealed to the state government to urgently call NURTW member in the state to order so as to sustain the existing peace in the state.

He also called on the Oyo Police Command to do the needful in order to avert a future occurrence.

Alhaji Taofeek  Oyerinde, the Chairman of NURTW in Oyo State, however, denied the allegation, saying his members would not torture anybody.

Oyerinde, however, said that the misunderstanding between NURTW and TOAN started two weeks ago when TOAN brought a certificate from the Corporate Affairs Commission and attempted to create their own garage.

He said that the matter had been reported to the police station at Ojoo, Bodija and Moniya.

The NURTW chairman said tricycle owners were desirous of taking over motor parks without permission from NURTW.

He also said that TOAN was yet to get approval from local government authorities to work in motor parks.

The Oyo State Police Public Relations Officer, Adekunle Ajisebutu, said that the force was aware of the situation, adding that efforts were on to prevent breakdown of  law and order. (NAN)
