  • Katsina State Assembly passes bill for establishment of Fiscal Responsibility Commission

    Katsina, Nov. 8, 2016 (NAN) Members of Katsina State Assembly, on Tuesday passed a bill for the establishment of Fiscal Responsibility Commission in the state.

    Alhaji Shehu Tafoki representing Faskari constituency, presented the report of the bill for the establishment of the commission before the House.

    Presenting the report, Tafoki said that if the bill is accented to by the governor, it would assist the state ensure accountability and adherence to financial best practices in public expenditure.

    “The legislation will serve as check to both the state and local government councils by promoting prudence and probity.

    “The establishment of Fiscal Responsibility Commission is the final stage in the adoption of the Fiscal Responsibility Act.

    “The commission will operate at both the state and local government levels,’’ he said.

    After the lawmakers had unanimously adopted the report, the Speaker, Alhaji Aliyu Muduru, directed the Clerk of the House to forwared a clean copy of the bill to the governor for his accent.

  • We’re on course for Algeria clash — Rohr

    Abuja, Nov. 8, 2016 (NAN) The Super Eagles Technical Adviser, Gernot Rohr, on Tuesday in Abuja said the team was on course for the crucial Russia 2018 FIFA World Cup qualifier against Algeria.

    The News Agency of Nigeria (NAN) reports that Captain Mikel Obi, Ahmed Musa and 18 others on Tuesday took part in the Super Eagles’ first training session at the National Stadium, Abuja.

    Rohr, who spoke to newsmen after the training, said the team was right on schedule ahead of the explosive encounter.

    “My players showed good signs of strength and character today. It was a good test and they are in good spirit.

    “Today is our first training; yesterday we had training with one or two players, who didn’t play during the weekend.

    “We have the time to execute our plan for the game between tomorrow (Wednesday) and Thursday.

    “We know we have to play against the number one team in Africa; they drew their first game, so it’s very important for us to collect all three points from this game.

    “We had 20 players in training today, while three others are expected to join us tonight. So, we will be complete in the evening,’’ he said.

    He, however, explained that the players were trying to recover having played for their various clubs at the weekend.

    “We had a light training this morning because some of the players just played two days ago and had to connect with night flights and barely arrived some hours ago.

    “We also have three injuries, not so serious, but we have to be careful with everybody.

    “Leon Balogun suffered a knock on the knee, while Brown Ideye and Shehu Abdullahi have problems with their ankles.

    “So, I hope they will be fit by tomorrow to train with the rest of the team, while we wait for the three other players to join us tonight.

    “They are two Portuguese players, Oghenekaro Etebo, Goalkeeper Dele Alampasu and Monaco’s Elderson Echiejile,’’ Rohr said.

    NAN also reports that the team will have another training session later on Tuesday. (NAN)

  • 9,000 cattle recovered from rustlers in Katsina State, says official

    Katsina, Nov. 8, 2016 (NAN) The Katsina State Standing Committee on the Improvement of Farmers and Herdsmen Relationship had recovered no fewer than 9,000 cattle from rustlers in the state.
    Alhaji AbdulAziz Lawal, the chairman of the committee, disclosed this to newsmen on Tuesday in Katsina.
    He said that 8,700 animals that were identified by their owners had been released to them.
    Lawal said that cattle rustling had reduced drastically in the state following the efforts of the state government to dialogue with members of the group.
    He said that had also reduced cases of clash between farmers and herdsmen across the 34 local government areas of the state.
    Lawal said that the state government issued grazing permit to herdsmen through their traditional leaders as part of measures to curtail clashes between farmers and herdsmen in the state.
    ‘’The grazing permits make the herdsmen to be law abiding within and outside the state.
    “This is part of the state government’s efforts to curtail clashes between farmers and animal breeders and restore the cordial relationship that used to exist between the two parties,’’ he said.
    The chairman urged the government to re-demarcate grazing lands so as to provide lands for animals and prevent herdsmen from encroaching into farmlands.(NAN)

  • Kano State CPC receives 4 cases of fake food items in October

    Kano, Nov. 8, 2016 (NAN) Malam Abubakar Yusuf, acting Executive Secretary of Kano State Consumer Protection Council says the council receives four cases of fake food items in October.

    Yusuf told the News Agency of Nigeria (NAN) in Kano on Tuesday that the council would continue to increase its monitoring activities in all the markets in the state.

    He said the measure became necessary to protect unsuspecting consumers from consuming fake, expired and adulterated food items.

    Yusuf said the council apprehended some traders re-bagging and re-packaging grains at Dawanau Market, selling fake and adulterated food items such as baking powder and cooking oil in the same market in Kano.

    However, he warned traders to refrain from selling adulterated food items or drugs to members of the public because of its health implications.

    According to him, consumers should always pay attention to the quality of products they are purchasing.

    “They should even inspect and ask questions on the labelling, packaging and expiring date of an item before buying it, if in doubt,’’ Yusuf said.

    He said that the council had conducted regular sensitisation programme to enlighten consumers on what to look out for when buying food items or drugs.

    “Consumers are being sensitised in the state regularly on the consciousness of expiry date of all products they intend to purchase,’’ he said.

    He warned consumers to desist from consuming expired foods items and drugs being part of the initiatives to enhancing their health status. (NAN)

  • Ondo PDP crisis: Jegede knows fate Thursday

    Abuja, Nov. 8, 2016 (NAN) The new Special Court of Appeal Panel constituted to resolve all appeals in the Ondo State PDP governorship candidacy dispute has fixed Thursday  for ruling on preliminary motions brought before it.

    Justice Ibrahim Salauwa, leading the three-member panel, on Tuesday  fixed the date after counsel to parties had argued their applications.

    The News Agency of Nigeria (NAN) reports that Sen. Ali Modu Sheriff, Sen. Ahmed Makarfi, Sen. Ben Obi, Biyi Poroyo, Eyitayo Jegede, and Jimoh Ibrahim are all parties in the matter.

    The Executive of PDP South West Zone and Ondo State Executive members of the party are also interested parties.

    The new  panel had succeeded the Justice Hannatu Sankey’s panel which disqualified itself on Nov. 2 following accusation of fraud against the members.

    The two other justices in the new panel are Igwe Aguba and George Mbaba.

    The panel is expected to determine whether Jegede should be granted leave to appeal the Oct. 29 judgment of the Federal High Court, Abuja.

    It would also determine the legitimate national leadership of the party empowered to conduct governorship primaries of the party among others.

    Mr Beloulisa Nwafor (SAN) asked the court to reverse the administrative decision by its President, Justice Zainab Bulkachuwa, to constitute a fresh panel to hear appeals relating to the dispute.

    Nwafor , counsel to Poroye and eight others,  had sought the dissolution of the panel, saying that it lacked jurisdiction.

    The motion was brought pursuant to Section 36, Order 7 Rule 1 of the Court of Appeal Rules.

    The motion was also supported by a 14-paragraph affidavit.

    “The motion is asking for the dissolution of the special panel constituted by the President of the Court to determine appeals arising from the Ondo State PDP governorship candidacy disputes.

    “The panel has no jurisdiction to entertain the matter as our clients were not served the notice for the constitution of this special panel,” he said.

    He also said Jegede, who contested the governorship nomination of the party, had approached the president of the court for the penal, adding that it was against fair hearing.

    “We therefore want the administrative decision of the court that constituted this panel to be set aside.
    “By extension, we are urging the members of the panel to disband the panel as they have backing of law to adjudicate on these appeals.
    “If this development is allowed to go on, it would amount to disrespect for the rule of law, due process and fair hearing,” he said.
    Mr Olaagoke Fakunle (SAN), counsel to the Sheriff-led faction also asked the court to disband the panel forthwith.

    Fakunle alleged that the panel was set up in breach of the applicant’s right to fair hearing guaranteed under Section 36 of the Constitution.
    According to the appellants, the court lacks the jurisdiction to constitute the panel to hear the matter.
    He equally prayed the court to order the return of the case files relating to all the appeals to the Registry of the court.
    But Chief Wole Olanikpekun (SAN), counsel to Jegede, urged the panel to dismiss the motion.
    “We oppose this motion; we are urging the court to dismiss the motion on the basis of the motion itself and the grounds of the motion which are baseless, ”he said.

    On the submission by Nwafor that no counter affidavit was filed challenging the propriety of the motion, Olanipekun said there was nothing to counter.

    He said the motion was contrived by the applicant and counsel to the Sheriff-led PDP faction to frustrate the hearing of this matter.

    On the allegation that Jegede approached the president of the court for the constitution of a special penal to hear the appeals, Olanipekun argued that the submission should be discountenanced.

    “My noble Lords, the applicant has not attached any letter that proves such fact and therefore, the panel cannot decide on such element.

    “Also, the court should take judicial notice of the applicant’s submission that challenges the capacity of the president of the court from taking administrative decisions.

    “We are of the thinking that the applicant having challenged the powers of the president of the court should have joined her as a party in the application,” he said.

    Olanipekun further argued that the word “decision” in the context of its usage by the applicant was not contemplated by Section 318 of the 1999 Constitution.

    “The court can neither set aside the decision of the president of the court nor bestow powers on the applicant to appeal.

    “This application is simply an attempt to truncate and frustrate judicial process and it must be resisted,’’ he said.
    On the point of law, Nwafor, however, argued that facts submitted needed no proof.

    He said Olanipekun had earlier agreed that his client filed a representation before the president of the court asking for a special panel to hear his appeal.

    “This formal representation filed by Jegede resulted in the constitution of this special panel.

    “ Our contention  is that we were not notified,” Nwafor said.

    On the motion seeking leave of the court to appeal the Oct 29 decision of the Federal High Court as an interested party by Jegede, Olanipekun urged the court to grant it.

    He also prayed the court for an extension of time to file the appeal.

    Olanipekun further sought the permission of the court to depart from the rules of the court and accept the applicant’s appeal.

    He said the objections raised by the respondents were clear attempt to rob his client of his legitimate right, having emerged as the party’s governorship candidate from a primary conducted in Akure.

  • IPOB leader, Kanu, 3 others re-arraigned on amended charges in Abuja

    Abuja, Nov.8, 2016 (NAN) The Federal Government on Tuesday in Abuja, re-arraigned Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOD) on an amended 11-count charge bordering on terrorism, treasonable felony and publication of defamatory matter.

    Kanu, along with Chidiebere Onwudiwe, Benjamin Madubugwu and David Nwawuisi, were re-arraigned before Justice Binta Nyako of the Federal High Court, Abuja and they pleaded not guilty to the amended charges.

    Nyako fixed Nov. 17 to hear the bail applications filed by counsel to all the defendants.

    Nwawuisi, who is the 4the defendant, was added in the amended 11-count charge, as he had not been previously charged with the other three in the earlier six-count charge.

    In the amended charge, in count one, all four defendants were accused of conspiracy to commit treasonable felony, contrary to Section 516 of the Criminal Code Act.

    In count three, they allegedly managed an unlawful society, while count eight borders on possession of unlawful firearms and count 11 hinges on acts of terrorism.

    They allegedly committed the offences in Nigeria and London between 2014 and 2015.

    Counsel to the defendants, Chief Chucks Muoma (SAN), Mr Inalegwu Adoga, Mr E.I Esene and Mr Maxwel Okpara, complained to the judge that the prosecution was bent on frustrating the case by employing unnecessary delay tactics.

    But Nyako said that since the case was before her for the first time, she was not interested in what had happened in the past.

    “The case is coming before me for the first time so let us start on a clean slate, forget what happened previously,” Nyako said.

    The News Agency of Nigeria (NAN) recalls that Nyako would be the third judge handling the case against the IPOB leader.

    The first judge that handled Kanu’s matter was Magistrate Shuiabu Usman of Wuse Zone 2, Magistrates’ Court, Abuja.

    Usman squashed all the charges against Kanu after the Prosecutor, the Department of State Services (DSS) filed a motion challenging the court’s jurisdiction to hear the matter.

    The case was later filed in the Federal High Court, Abuja, where it was assigned to Justice Adeniyi Ademola.

    Kanu, however, during one of sittings told the court that he was no longer confident in the court saying he got information that he would not receive a fair hearing.

    The case file was then returned to the Chief Judge of the Federal High Court, Justice Ibrahim Auta who reassigned it to Justice John Tsoho.

    However, following an alleged conflicting ruling giving on the issue of secret trial in favour of the DSS, Kanu in a petition asked the National Judicial Council (NJC) to investigate Tsoho.

    He also filed an application asking the judge to disqualify himself from the matter.

    Tsoho then hands off the matter on Sept. 26 and sent the case file to Auta, who reassigned it to Nyako. (NAN)

    Lagos, Nov. 8, 2016 (NAN) Microsoft, global multinational technology company, on Tuesday says it has entered into partnership with a recruitment platform, gr8jobsng.com, to find solutions to the rising unemployment among youths.
    The News Agency of Nigeria (NAN) reports that U-Connect recently launched gr8jobsng.com, an online platform, aims to bridge the gap between job-seekers and employers.
    Olusola Amusan, Philanthropies Lead at Microsoft Nigeria, said the partnership was aimed at creating opportunities for job seekers to meet with career experts and recruiters.
    According to him, seekers would also learn to understand the job market and be positioned to take advantage of available jobs.
    “A statistics released by the National Bureau of Statistics earlier this year placed the unemployment rate of Nigeria at 10.4 per cent.
    “The current statistics has revealed that 50 per cent of youths, ages 18 to 35 years, are either unemployed or underemployed.
    “Unemployment is a global issue and its scope is growing with the youth bulge and economic downturn worldwide: Microsoft is committed to finding new solutions to address this problem.
    “Microsoft in a bid to address the problem, organised a “Recruitment Day’’ programme to empower Nigerian youths with job opportunities in Lagos.
    “This is to give job seekers opportunity to learn about important career, related subjects like CV writing, career planning and interviewing, among others,” he said.
    Mrs Omomene Odike, Chief Executive, U-Connect, said that Gr8jobsng and Microsoft partnership were backing employment, improving employability and promoting understanding among job-seekers in the country.
    “Job seekers will be given tips required to understand what it is to be before an interviewer or panel, as well as develop the relevant skills that they require.
    “This would give them an edge in the overall job seeking process, including presentations, interviews and everything leading to the actual hiring,” she said.

  • Speaker assures Nasarawa Utd FC of adequate support despite Federation Cup loss

    Lafia, Nov. 8, 2016 (NAN) Alhaji Ibrahim Balarabe-Abdullahi, the Speaker, Nasarawa State House of Assembly, has assured the state-owned football club of government’s support despite losing the 2016 Nigeria Federation Cup to FC Ifeanyi Ubah.

    Balarabe-Abdullahi (APC Umaisha/Ugya) gave the assurance on Tuesday in a statement by his Press Secretary, Jibrin Gowna and made available to the News Agency of Nigeria (NAN) in Lafia.

    The statement quoted the speaker as saying that “Nasarawa United players played well but lost the Federation Cup to FC Ifeanyi Ubah of Nnewi due to ill luck.

    “Nasarawa United players lost gallantly, they did their best.

    “In every contest, there must be a winner and a loser; that is why I want to encourage the players and the technical crew to remain focused.

    “I also want to assure them of the government’s support at all time considering the importance of sport to societal development.

    “Sport is a valuable tool for national integration apart from physical well-being, sports can play an important role for a safer, more prosperous and more peaceful society through its educational values and worldwide network’’.

    The statement urged Nigerians to continue to support the APC-led government in its policies and programmes to enjoy the much needed dividend of democracy.

    He assured the people of the state of the Assembly’s readiness to continue to enact laws that have direct bearing on their lives and solicited their support to enable it succeed in the task ahead.

    The speaker used the medium to enjoin the people of the state and Nigerians to continue to live in peace and tolerate one another irrespective of ethnic, religious and political affiliations.

  • China film law targets box office fraud, negative content

    Beijing, Nov.8, 2016 (Reuters/NAN) China’s new film law, its first formal legislation for the fast-growing sector, will target fake box-office sales and look to ensure movies reflect the country in a positive light.

    The official Xinhua news agency made the development known late on Monday.

    The legislation, set to take effect in March next year, laid out harsh punishments for producers using box-office fraud to artificially pump up ticket sales.

    A practice which has in-part helped propel huge market growth over the past few years.

    China has been cracking down on ticket fraud that many say is behind a marked slowdown in box-office sales, which dipped almost a quarter in October versus 2015, according to market research firm Entgroup.

    In spite of the slowdown, China is a magnet for Hollywood studios looking to tap into the country’s growing middle class.

    The law, passed by the largely rubber-stamp parliament on Monday, said films should “serve the people and socialism”, Xinhua reported.

    Foreign film makers “damaging China’s national dignity, honour and interests, or harming social stability or hurting national feelings,” were not welcome, it added.

    It also laid out stricter rules for actors and film makers, saying people employed in the industry should have “excellent” moral integrity and “self-discipline”, Xinhua said.

  • He beats me whenever I’m pregnant, divorce-seeking wife tells court

    Ilorin, Nov. 8, 2016 (NAN) A mother of three, Kudirat Ajoke, on Tuesday pleaded with an Ilorin Area Court to dissolve her marriage to Baba Mutairu over persistent battering and lack of care.

    According to the petitioner, a resident of Asalapa compound in Alore, Ilorin, her husband beats her every time she is pregnant.

    “He beats me and forces me to travel whenever I’m pregnant; he also does not allow me to return home until I deliver.

    “He is highly irresponsible and was never involved in the maintenance of the house,” she said.

    Ajoke urged the court to grant her divorce in order to enable her begin a new life.

    In his response, Mutairu objected to the relief being sought by the plaintiff, saying he was still in love with her.

    He also denied the allegation of battery and irresponsibility levelled against him by his wife.

    Mutairu urged the court to grant him an adjournment to seek settlement with the aggrieved wife.

    The presiding judge, AbdulQuadir Ibrahim, adjourned the case till Nov. 30 for report of settlement. (NAN)
