    When stakeholders converged on Banjul to affirm nuclear test rejection

    Stakeholders gathered in Banjul, The Gambia, for a two-day African regional workshop organized by the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) from May 31 to June 1, 2024.

    The workshop brought together 27 attendees from 23 countries, including both diplomatic and technical representatives.

    During the two-day event, participants emphasised the significance of African countries’ adherence to the Comprehensive Nuclear-Test-Ban Treaty (CTBT) for ensuring peace and security across the region.

    Topics discussed included strategies to increase support for and achieve universal adoption of the CTBT in Africa, as well as ways to build momentum towards its entry into force.

    There was call to Africa Heads of State and Governments to advance the ratification and national implementation of the Treaty.

    The CTBT, a multilateral agreement opened for signature in September 1996, has since been signed by 187 nations and ratified by 178, prohibiting any nuclear weapons test anywhere in the world by anyone.

    The workshop also focused on ensuring that all States Signatories benefit from Treaty membership, whether through using the data collected by the organization’s state-of-the-art verification regime or accessing capacity building and training opportunities.

    It followed other regional and sub-regional outreach events held in Cairo, Egypt; Nairobi, Kenya; Rabat, Morocco; Niamey, Niger; Abuja, Nigeria; Dakar, Senegal; Pretoria, South Africa; and Tunis, Tunisia, among others.

    During the workshop, suggestions were made on how to better contribute to the International Monitoring System (IMS), a technical platform of CTBTO’s verification regime that detects nuclear test explosions globally.

    Others called for capacity building programmes and training initiatives to promote States signatories’ access to IMS data and International Data Centre (IDC) products for civil and scientific applications, such as earthquake warnings and climate change research.

    CTBTO Executive Secretary Robert Floyd emphasised the importance of the ban on nuclear testing for the African region, highlighting the Treaty’s International Monitoring System’s capability to detect any nuclear.

    He disclosed that the CTBT has not yet formally entered into force, requiring ratification from 9 remaining countries from a list of 44, including China, the United States, and Russia.

    He said that entry into force would unlock the Treaty’s full verification tools, including the ability to conduct on-site inspections to confirm the nature of any suspected nuclear test.

    Floyd emphasised the devastating impact of nuclear weapons, citing the Hiroshima bombing as an example, and encouraged African countries to ratify the CTBT, noting that Africa’s 35 IMS stations are actively monitoring global seismic activity.

    He praised Africa’s role in building consensus for the Treaty’s adoption by the UN General Assembly and highlighted the importance of complete adherence to the CTBT for realising a nuclear-weapon-free zone in Africa.

    Similarly, Mr Dawda Jallow, Attorney-General and Minister for Justice of The Gambia, said the regional workshop would help the stakeholders to discuss and advance the nuclear testing ban policy objective within the region.

    He said The Gambia’s ratification of the Treaty in 2022 demonstrated commitment to nuclear non-proliferation and disarmament, as well as dedication to a safer and more peaceful world.

    According to him, the challenges Africans faced today required collective efforts through dialogue and diplomacy with relevant support to the CTBT.

    Jallow said: “The CTBT’s primary aim is to prevent nuclear testing, but it can also have civil and scientific applications.”

    “The verification regime established by the CTBT offers valuable data and tools that can be utilised for purposes, such as climate change research, disaster prevention, including Tsunami warning.”

    “These capabilities provide additional benefits to countries like The Gambia and also have the potential of generating positive outcomes across various sectors of economy.”

    Dr Oumar Touray, President of the Economic Community of West African States (ECOWAS) Commission, said Africa has been a driving force in nuclear non-proliferation and disarmament.

    He said this was particularly through the Treaty of Pelindaba, which established a Nuclear-Weapon-Free Zone (NWFZ) in the region.

    “This workshop is important to uniting African countries towards achieving a shared future, advancing the CTBT and reinforcing our collective resolve to prevent nuclear proliferation and promote global security.”

    “Today, we are gathered to contribute to a cause that not only affects our continents, but the entire world.”

    “This workshop is a testament to our shared dedication towards achieving sustainable peace and cooperation in Africa and beyond”, Touray said.

    Mako Sitali, a senior Geo-scientist at Namibia’s CTBT National Data Centre (NDC) extolled the workshop to have provided platform for knowledge sharing on gains of nuclear testing ban.

    “I believe in teamwork. Being in a room with so much regional expertise was a fantastic opportunity to learn from each other and collaborate. This is a crucial first step towards realising our vision of a world without nuclear tests”, Sitali said.

    The stakeholders agreed that the proposed 2025 workshop scheduled to be hosted in Latin America and the Caribbean or the Pacific will benefit all signatories to the Treaty.

    This, they agreed, will be achieved through capacity building, especially those interested in engaging in dialogue against nuclear weapons testing.

    This will also ensure the safety and protection of the environment from nuclear weapons tests, aid in disaster management.

    It will also serve various other civil and scientific purposes. It aims to establish a world without nuclear tests and create barriers against further development and proliferation of nuclear weapons. (NANFeatures)

    Tehran, June 27, 2024 (dpa/NAN) A candidate in Iran’s presidential election has announced that he was dropping out of the race in an effort to unite support among hard-line voters heading to polls on Friday.

    The departure of Amirhossein Ghazizadeh Hashemi, an arch-conservative politician, leaves five contenders in the election to replace Ebrahim Raisi, who died in a helicopter crash in May.

    Ghazizadeh Hashemi was one of Raisi’s vice presidents and the chairman of the Foundation of Martyrs and Veterans Affairs.

    He belongs to the Front of Islamic Revolution Stability, a political faction loyal to Islamic Republic’s hard-line leadership.

    He announced in a Wednesday night post on X that he was withdrawing from the race.

    He urged others with a similar political bent to follow suit in order for support to unify around a single hard-line candidate.

    Around 61 million voters are being called upon to elect a successor to Raisi.

    The Guardian Council, an extremely conservative supervisory body, had only authorised six candidates for the election.

    In the hard-line camp, a power struggle is raging between Saeed Jalili, ex-negotiator in the international nuclear talks, and parliamentary speaker Mohammad Bagher Ghalibaf.

    It was unclear whether another candidate from the camp would also withdraw.

    Former health minister Masoud Pezeshkian was the only moderate candidate seen as having a chance at the presidency.

    Brussels, June 27, 2024 (dpa/NAN) European Commission President Ursula von der Leyen has slammed Bolivia’s military for trying to storm the country’s government palace in La Paz in what appeared to be an attempted coup.
    “I firmly condemn the attempts to overthrow the democratically elected government of Bolivia,” the head of the EU’s executive wrote on X.
    “The European Union stands by democracies. We express our strong support for the constitutional order and rule of law in Bolivia.”
    European Council President Charles Michel also took to X to condemn the military’s action.
    “I strongly condemn the military uprising against the Bolivian constitutional order and the democratically elected government of President Luis Arce,” he wrote.
    “The European Union supports democracy and the Bolivian people.”
    The EU’s chief diplomat, Josep Borrell, said that “The European Union condemns any attempt to undermine the constitutional order in Bolivia and overthrow democratically elected governments, and expresses its solidarity with the Bolivian government and people.”
    NAN reports that Bolivian armed forces pulled back from the presidential palace in La Paz on Wednesday evening and a general was arrested after President Luis Arce slammed a “coup” attempt against the government and called for international support.

    Earlier in the day, military units led by Gen. Juan Jose Zuniga, recently stripped of his military command, had gathered in the central Plaza Murillo square, home to the presidential palace and Congress.(dpa/NAN)(www.nannews.ng)

    Abuja, June 27, 2024(NAN) The Nigeria Governors’ Forum (NGF) has assured workers of a better new minimum wage from the ongoing negotiations between the government, private sector and organised labour.

    The governors gave the assurance in a communiqué signed by Gov.  AbdulRahman AbdulRazaq of Kwara, chairman of the forum after a meeting in Abuja on Wednesday.

    The forum promised continued engagement with key stakeholders to reach a mutually agreeable solution.

    “We remain dedicated to the process and assure that better wages will result from the ongoing negotiations,” the forum said.

    It expressed its willingness to continue to provide the much-needed support to the World Bank to ensure programme effectiveness across the country.

    This, according to the forum, followed a presentation received from the acting Country Director of the World Bank, Mr Taimur Samad and his team.

    The presentation has to do with the bank’s programmes currently being implemented in states across Nigeria.

    The forum listed the projects to include Nigeria human capital opportunities for prosperity and equality, food and nutrition security, and Nigeria For Women Project Scale Up (NFWP-SU).

    Others included Nigeria Community Action (for) Resilience and Economic Stimulus Program (NG-CAREs), State Action on Business Enabling Reforms Program (SABER), and Sustainable Power and Irrigation for Nigeria Project (SPIN).

    It said that the governors also received a briefing from Mr Taiwo Oyedele, Chairman, Presidential Fiscal Policy and Tax Reforms Committee, highlighting the progress made regarding the ongoing Fiscal Policy and Tax Reforms.

    The forum quoted Oyedele as seeking the input and support of the governors on a number of proposals that would directly impact the sub-national level of government.

    “Members pledged their support for the committee to ensure the successful implementation of these reforms and to collaborate closely in addressing challenges that may arise.

    “The forum received a presentation from the Minister of Women Affairs on the World Bank–Nigeria for Women Project Scale-Up, along with other activities of the ministry.

    “Members noted the importance of the project and emphasised the need to implement it at the state level as initially conceived, as the states are the primary obligors of the project.

    “The governors acknowledged the work and contributions of the Ministry of Women Affairs in promoting gender equality, empowering women, and advancing social development across Nigeria,” it said.

    Earlier in an interview with newsmen, Gov. Dauda Lawal of Zamfara, said that  governors would continue the discussion on minimum wage and local government autonomy.

    On, Lawal said that his administration had put in place strategies to ensure that lives and property in the state were safe and secured

    He also said that his administration had put in place measures to promote investment in agriculture in Zamfara.

    “Generally, northern Nigeria is an agrarian economy. All the governors are making conscious efforts to make sure there are changes in agriculture.

    “One of which is making adequate provisions for fertilisers, seedlings as well as new technologies in agriculture, rather than the subsistence farming that we are used to,” he said.(NAN)(www.nannews.ng)

    Rio de Janeiro, June 27, 2024 (dpa/NAN)  The Bolivian army’s general commander, Juan José Zúñiga, has been arrested following a failed coup attempt.
    It comes after the Bolivian military occupied the square in front of the government palace in La Paz with armoured vehicles and tried to breach doors, live images on Bolivian television showed.
    Zúñiga, who is believed to have led the attempt to storm the government palace, has been accused of terrorism and armed insurrection against the security and sovereignty of the state.
    The public prosecutor’s office had previously issued an arrest warrant and launched investigations into Zúñiga and fellow putschists.
    Left-wing President Luis Arce dismissed the top general, replacing the entire leadership of the armed forces.
    The new army chiefs then ordered the withdrawal of troops from around the government palace in central La Paz.
    As the putsch unfolded, with a tank ramming the doors of the seat of government, Zúñiga addressed the media, saying: “Enough of the impoverishment of our homeland.
    “Enough of the humiliation of the military. We have come to express our displeasure.”
    Speaking to media representatives, he spoke of “attacks on democracy” without elaborating.
    The attempt to topple the left-wing government was met with immediate resistance from the country’s leadership.
    “We denounce the irregular mobilisations by some units of the Bolivian Army,” President Luis Arce wrote on X as events were unfolding. “Democracy must be respected.”
    Former Bolivian president Evo Morales also condemned the military’s actions on the Murillo square, calling them a “planned coup d’état” in a post on X.  (dpa/NAN) (www.nannes.ng)

    Brussels, June 27, 2024 (dpa/NAN) EU leaders are set to agree on a package deal to divide up the European Union’s top jobs at a two-day summit in Brussels on Thursday and Friday.
    The pre-packaged pact, informally agreed among EU leaders, would see current European Commission President Ursula von der Leyen nominated for a second term.
    Former Portuguese prime minister António Costa should be the next European Council president and Estonian Prime Minister Kaja Kallas is to be the EU’s new foreign policy chief.
    The agreement on the top jobs was negotiated among the centre-right European People’s Party (EPP), the centre-left Socialists and Democrats (S&D) group and the liberal Renew Europe group.
    The EU’s top jobs are shared out after European Parliament elections in an intricate process that is meant to account for the results of the vote, according to the EU treaties.
    In practice, the path to power is more complicated, and national and European politics take over, with EU leaders haggling over their preferences to fill the bloc’s most important policy positions.
    Italian Prime Minister Giorgia Meloni has pushed hard for her far-right party’s results in the European elections to be recognised and has harshly criticised the process to divide up the jobs.
    Hungarian Prime Minister Viktor Orbán also hit out at the deal.
    In a post on X, the conservative prime minister said “EU top officials should represent every member state, not just leftists and liberals.”

    Kingston, June 27, 2024 (Reuters/NAN) Double Olympic sprint champion Elaine Thompson-Herah has withdrawn from the Jamaican trials due to an Achilles injury.

    With this injury, he will not defend her 100m and 200m titles at the Paris Games in August.

    The Jamaican, who will celebrate her 32nd birthday on Friday, is one of the greatest sprinters of all time and was the first woman to win a back-to-back Olympic sprint double in Tokyo in 2022.

    Thompson-Herah last competed in the 200m in April 2023 and sustained the injury during the 100m at the New York Grand Prix earlier this month as she finished in 11.48 seconds.

    “It’s never fun sharing news like this but at the New York Grand Prix, I felt something in the race and still insist to push, couple steps to the line I realise something is really wrong,” the Jamaican wrote in an Instagram post.

    “I sat on the ground because I couldn’t apply any pressure to the leg whatsoever as I was carried off the track. I went quickly to get a medical check-up, and to find out that I have a small tear on my Achilles tendon.

    “I got back home with a strong mindset to keep pushing and prepare for my national trials … but the leg wouldn’t allow me to.”

    Thompson-Herah was also dogged by an Achilles injury after her astonishing sprint double at the 2016 Rio Olympics, and she missed out on medals at the 2017 and 2019 world championships.

    The three-times Diamond League winner stormed back with her second double at her second Games in Tokyo, also claiming a relay gold to take her tally to five.

    Thompson-Herah said she would be cheering on her compatriots in Paris — hopefully on site — and was not giving up on her sprint career.

    “It’s a long road but I am willing to start over and keep working and to make full recovery and resume my track career,” she wrote.

    “I am hurt and devastated to be missing the Olympics this year but at the end of the day, it’s sports and my health comes first. I will be back.”

    Thompson-Herah had already decided not to defend her 200m title having missed the deadline to compete at the Jamaican Athletics Championships from June 27 to June 30.

    Abakaliki, June 27, 2024 (NAN) The United States Agency for International Development Momentum Country and Global Leadership (USAID-MCGL) said it  trained 1,105 persons on Gender-Based Violence (GBV) response in Ebonyi.

    The Team Lead of the project, Mrs Nneka Chijioke-Dikeocha, disclosed this on Wednesday in Abakaliki, during stakeholders meeting to mark the end of the project in the state the theme “Consolidation, Sustainability and Ownership.”

    Chijioke-Dikeocha said the project was meant to address maternal mortality and morbidity by preventing and mitigating the consequences of Violence Against Women and Girls (VAW/G).

    She said the project was also designed to tackle possible drivers of early and forced marriages.

    She explained that MCGL had also trained 394 healthcare workers in collaboration with the Ebonyi Ministry of Women Affairs and Social Development.

    “Others include the agencies on first line response, concerning postpartum family planning and adolescent response care.

    “The project from its inception in 2021, captured the training of multi-sectoral taskforce members and key stakeholders on smart advocacy, resource mobilisation and child safe guarding approaches.

    “Others include capacity development of local partners, establishment of women savings and loans group.

    “Also, integration of GBV services into routine Ante-Natal Clinic/Family Planning services through a study in 20 selected MCGL supported sites, among others.

    “The collaboration with the ministry and other development partners was to facilitate cross learning between Ebonyi and Sokoto states and provide support.”

    The wife of the Governor, Mrs Mary-Maudline Nwifuru, through her foundation, Better Health for Rural Women, Children and Internally Displaced Persons (BERWO), applauded the organisation for changing the narrative, where GBV was viewed as part of people’s culture.

    Nwifuru, represented by Mrs Nkechi Echiegu, the Team Leader of BERWO, disclosed that the foundation was currently using trained members of the multi-sectoral taskforce across council areas for sustainability of the project.

    He added that “concerning maternal mortality and newborn, I have taken it upon myself to enroll 4,076 women into Healthcare Insurance Scheme to enable them to access free ante-natal and free child birth.

    “And the scheme is reducing child mortality, I equally enrolled children between zero to five years old, with all this, we are reducing infant mortality in the state.

    “I really commend the organisation for establishing the community structure aimed at enhancing the objective of MCGL.”

    Nwifuru also disclosed that her foundation plans to build a standard GBV centre with rehabilitation section in the state before 2027.

    Mrs Felicia Nwankpuma, the Commissioner for Women Affairs and Social Development, represented by the Permanent Secretary, Mrs Joy Mbam, described the project from USAID as “transformative with profound impacts on the lives of many women and children.

    “Over the past four years, USAID-MCGL has demonstrated exceptional commitment, expertise and support, together, we have launched and implemented numerous initiatives that have advanced gender equality, strengthened responses to GBV.”

    The Commissioner for Grants and Donor Agencies, Mr Solomon Azi, acknowledged the impact of the GBV training.

    He said “GBV survivors have been equipped with temporary shelter, while men were educated on the need to support their wives.

    Kaduna, Jun. 27, 2024 (NAN) Mr Musa Mada, the Publicity Secretary of the All Progressives Congress (APC), North-West zone, is optimistic that President Bola Tinubu’s pragmatic policies will place Nigeria on the path of economic recovery.

    Mada said this in an interview with the News Agency of Nigeria (NAN) in Kaduna.

    He also lauded the performance of state governors elected on the platform of the party from the zone.

    “The president and the governors have all it takes to set the nation on the path of recovery.

    “This is evident in the pragmatic policies that will, in no time, begin to yield fruits.”

    He said that the APC has a focused leadership that values the place of feedback from the  public on the activities of government and their impact.

    Mada urged Nigerians to regard the current economic hardship as temporary.

    Mada said: “The APC leadership of today is different from what it used to be as what we have today are people with vast experience and intellectual capacity to deliver the party to the right path.

    “President Bola Tinubu has set the country on the path of economic revival and I believe, with time, people will smile. Let’s keep hoping and praying for our leaders.”

    He explained that the party’s leaders had never hesitated to tell themselves the truth, especially on the activities of governors and others elected on the ticket of the party.

    Mada said, ”We usually sit down to examine ourselves and tell ourselves the truth.

    “Where an office holder performs well, we hail him and where his performance is poor, we tell him to adjust.

    “We are not a party that deceives ourselves because the moment you become contented with what you are doing to people, you will start neglecting your responsibility; you start becoming arrogant to the people.

    “That’s what chased the Peoples Democratic Party (PDP) out of power. They did not value their members.

    Abuja, June 26, 2024(NAN) Rotary Club of Abuja Aso-Golf, on Tuesday awarded scholarships to 111 indigent pupils of the Science Model Primary School, Garki 11, Abuja.

    Mr Clement Chinaka, President of Rotary Club of Abuja Aso-Golf, made this known at the club’s outreach with the theme ‘Create Hope in the World’ ’in Abuja’.

    Chinaka said that the club has also donated school bags to 380 pupils and it was carrying out other projects as part of its contribution to address the out-of-school menace.

    According to him,rotary is a worldwide humanitarian organisation with the ideals of impacting  on the immediate community.

    He said that part of the ideals of the rotary was to help humanity, to make impact where it’s most needed.

     Chinaka said, “That is what we have come here to do today .Leading to this , our investigative team came to inquire and  discovered that some students could not pay sundry fees.

    ” As such they were not going to continue with their studies and probably would be stopped  from writing exams.

     “So we have paid that today for about 111 students, and also donated  school bags to them  because we know that  times are hard and parents are struggling.

    “So, this is our way of reaching out to the children, by necessary implication ,their families, to be able to assist them with what we have brought today.”

    He said that the club had to step in for the children so they could continue  schooling because education is the bedrock.

    He encouraged other well-meaning Nigerians to help indigent children adding that,” Whatever anyone can do to impact the next person positively,please we urge that it be done,”he said

    Also speaking ,Mr Ehi Uwaifo, President-nominee of Rotary Club of Abuja Aso-Golf,said the club was impacting the community through the Water Sanitation and Hygiene programme (WASH).

    “We sponsor projects in water, health, hygiene, children’s health, education,among others .

    “This is because education is the leveller,it is the only way that the son of a rich man and that of a poor man can bridge the gap in development.

    “This is just one of the projects that the club has earmarked to execute over a period,” he said.

    Uwaifo said that the club also intervenes in other schools to assist them in one way or the other.

    He added , “We have looked  at the  sanitation of the Model science primary school  and discovered that there are issues there.

    “Both the boys and girls are using the same toilet. So it is the next step of our intervention to separate them and make it more hygienic.”

    Mr Kasimi Karshi,Head Teacher,,Garki Model Science Primary School,commended the club for their intervention.

    Karshi said that the intervention was apt and it would go a long way to support their education.

     “I am very glad particularly because this project  happened in my school out of the about 160 schools within the municipality.

    “On behalf of the school authority, we are happy indeed for the programme. May God continue to bless you in abundance.,” he said.

    Some of the beneficiaries of the intervention thanked the club  for the kind gestures.

    Miss Azizzat Mustapha,a 12-year-old, Primary six pupil,said that the scholarship given to her would help her to graduate without stress.

    “Thank you for helping us to pay our school fees because some of our parents cannot pay.

    “This will help us further our education,”she said.
