Lawmakers warn Osun varsity against violation of appropriation law

Osogbo, Jan. 30, 2017 (NAN) The Osun House of Assembly has warned the management of the state-owned University (UNIOSUN) against violating the state’s  appropriation law.

Mr Kamil Oyedele, the House Committee Chairman on Finance and Appropriation,  gave the warning when the  management of the institution appeared before the assembly over  its 2017 budget defence in Osogbo on Monday.

Oyedele  said   extra budgetary spending by the university and other government agencies  was criminal, adding that such action was not acceptable to the assembly.

”  The appropriation law should be strictly followed  for you not to run against the law.

” Many of the MDAs violated the appropriation law in 2016 due to the restructuring of ministries but we have forgiven them.

“But whosoever that violates  the 2017 appropriation law or spends  money that is not approved  will be handed  over to the Independent Corrupt Practices and Other Related Offences Commission( ICPC) for necessary action.

Also speaking, Mr Timothy Owoeye, the Leader of the house, said the university’s  fiscal  proposal  failed to capture the accurate tuition fee being expected in the year.

An accurate budget, he said,  was supposed  to spell   out all tuition fees and other charges for the year.

Owoeye, who noted that budget must be prepared with accuracy, transparency and accountability, maintained that the assembly would not tolerate  any form of lawlessness.

In his remarks, Mr Folorunso Bamisayemi, the House Committee Chairman on Education, said it was wrong for the university to still be accessing grant from local government areas in the state when the law to that effect had stopped it  since 2012.

Bamisayemi  urged  the institution’s   management to stop the collection of five per cent grant from local councils  in the state  until the law  was reviewed, adding that such act was criminal.

In his response,  Prof. Olabode Popoola, the acting  Vice Chancellor  of the University, said that the university would look inwards  to increase its IGR through application of its research work  to productive venture.

Popoola said the university would continue to promote excellence in character moulding and academic excellence.

He added that the management of the institution would look into all the issues raised by the lawmakers in the budget.

The News Agency of Nigeria (NAN) reports that a budget estimate of N 6.5 billion was proposed by the institution.(NAN)
