Expert enjoins quantity surveyors to adopt PPP scheme

Lagos, July 5, 2017 (NAN) A Quantity Surveying Consultant, Mr Adewumi Akinpelu, on Wednesday urged quantity surveyors and the private sector to adopt the Public-Private Partnership (PPP) scheme to address the nation’s housing and infrastructural challenges.

Akinpelu, a Chief Quantity Surveyor, Strategic Business Development, Julius Berger Nigerian Plc, gave the advice at the opening of a two-day national workshop organised by the Nigerian Institute of Quantity Surveyors (NIQS) in Lagos.

Theme of the workshop is: “Finance and Development of Capital Projects – Emerging Solutions.’’

Akinpelu spoke on the topic: “Alternative Methods of Infrastructure Delivery: The Quantity Surveyor’s Perspective.’’

He said that PPP remained the viable alternative methods of housing and infrastructure delivery which quantity surveyors could apply to excel in their profession and be relevant to the society.

Akinpelu said that the scheme was necessary particularly during this period of economic recession.

“Obviously, there is no money anywhere in the economy and it is not limited to the Nigerian economy; it is a global challenge.

“As a result, the private sector and quantity surveyors need to look inward to identify viable PPP project ventures to explore and execute.

“To get a PPP contract can be easy when necessary preparations are made.

“All that is required is meeting the responsible authority with a well-prepared proposal to reach a concessional contract agreement,’’ he said.

Akinpelu said that the success of PPP scheme depend largely on availability of effective funding, control, maintenance and management measures.

He said that for PPP scheme to yield good result, the anticipated profit of the project should be reboot enough to offset the cost of the project.

“There is need to examine the PPP project in order to determine that the project is economically justifiable by analysing its costs and benefits,’’ he said. (NAN)
