    Osogbo, June 23, 2024(NAN) Olatunbosun Oyintiloye, a Chieftain of the All Progressives Congress (APC), says the release of N260 billion Primary Healthcare Centres (PHCs) revitalisation fund by the Federal Government is timely following recent cholera outbreak in the country.

    Oyintiloye, in a chat with newsmen on Sunday in Osogbo, said that with the recent outbreak of cholera in the country, primary healthcare centres must be well equipped to rescue the situation.

    According to him, many PHCs in the country lack the capacity to provide essential health care services with the challenges of inadequate equipment, poor conditions of service, lack of essential drugs, among others.

    The News Agency of Nigeria reports that the Coordinating Minister of Health and Social Welfare, Prof Muhammad Pate, had on May 24, said N260 billion had been earmarked for the revitalisation of PHCs across the country.

    According to Pate, the N260 billion is currently available at the state level “for the revitalisation of their primary healthcare centres.”

    Oyintiloye, however, appealed to state governors not to divert the money, but to use it wisely to equip the PHCs in their states to curb the spread of cholera outbreak and other diseases.
    He said with the recent report that death toll from cholera outbreak has hits 40, PHCs which is always the first point of call for people in the period of emergency, must be strengthened.

    The APC chieftain said the disclosure by the minister that plans were underway to expand the PHCs from 8,300 to 17,000 through the National Primary Health Care Development Agency and make them functional to deliver essential services, was also commendable.

    Oyintiloye, however, expressed worry that, if the fund, which is already at the state level, is not monitored, it could be diverted and the PHCs might not have the needed capacity to tackle the cholera outbreak in the country.

    He, however, urged President Bola Tinubu to ensure that a strict measure was put in place for the effective utilisation of the money to tackle the outbreak of diseases.

    “I commend the president for prioritising the health of Nigerians with the release of N260 billion to revitalise the dilapidated PHCs in the country.

    “The only fear I have now is how this fund will not be diverted by the governors at this critical period of cholera outbreak.

    “The PHCs in the country is currently at its worst level and that is why the fund released for its revitalisation must not be allowed to be messed with.

    “Since all the states of the federation have been mobilised for the revitalisation of the PHCs, governors should not allow greed to prevent them from doing the right thing to tackle the scourge of the cholera outbreak,” he pleaded.

    Oyintiloye, a member of the defunct APC Presidential Campaign Council (PCC), said that for Nigeria to improve its poor health indices, there is need to prioritise and improve the PHC facilities to be able to withstand sudden outbreak of diseases such as cholera.

    He also urged Nigerians to cultivate habits of cleanliness, especially at this period when Nigeria Centre for Disease Control said the country does not have enough vaccines against the disease.

    Oyintiloye said in the same vein, government must start educating people on hand washing and also to desist from open defecation, among other measures. (NAN) (www.nannnews.ng)

    Abuja, June 23, 2024(NAN) “Laws without enforced consequences are merely suggestions” Ron Brackin, an Investigative journalist and author of international bestseller, “Son of Hamas’’, once said.
    The quote by Brackin translates to the fact, any law made with no effective mechanism to ensure its compliance is like a toothless bulldog that can bark, but cannot bite.
    Organised labour and Nigerian workers are anxiously awaiting President Bola Tinubu’s executive bill on a new minimum wage to the National Assembly amidst the refusal of some state governors to implement the N30,000 minimum wage signed into law in 2019.
    It is pertinent to note that workers, in no fewer than 15 states across the country and 70 per cent private organisations are yet to implement the old wage of N30,000.
    The states yet to implement the minimum wage, in defiant of the 2019 Act, are, Abia, Bayelsa, Delta, Enugu, Nasarawa, Adamawa, Gombe, Niger, Borno, Sokoto, Anambra, Imo, Benue, Taraba and Zamfara.
    While the N30,000 minimum wage law was not implemented, a report by BudgiT, a Civil Society Organisation, revealed that the 36 states of the federation grew their revenue by 28.95 per cent from N5.12 trillion in 2021 to N6.6 trillion in 2022.
    “Put together, the Internally Generated Revenue of the 36 states appreciated by 12.98 per cent from N1.61 trillion in 2021 to N1.82 trillion in 2022 denoting a strengthened domestic revenue mobilisation capability,” BudgiT’ report says.
    Similarly, since the inception of  President Tinubu’s administration and the removal of subsidy on petroleum products, revenue accruing to the states have witnessed tremendous growth.
    Specifically, statutory allocations from the Federal Account Allocation Committee to the 36 states and 774 local government areas from July 2023 to Dec. 2023, increased to N3.34 trillion post-fuel subsidy era.
    In 2024, the statutory allocations to states, from the budget approval for the year, is projected to increase by 65 per cent.
    With the unprecedented huge increase in revenues accruing to states and local government councils, stakeholders have said that the excuse of paucity of fund for non-payment of minimum wage, by the recalcitrant states was not tenable.
    They contended that the argument by governors that most of the states were heavily indebted, due to loans taken by their predecessors, was also not acceptable.
    According to the stakeholders, with the untold hardship brought about by fuel subsidy removal and floating of the Naira, the state governors should see the justifications for implementing the minimum wage.
    They challenged the state governors to justify the increased allocations by ending the hardship and widespread pains of Nigerians
    In a recent interview, human rights lawyer, Femi Falana, SAN, said that both the federal and state governments have the ability to pay the minimum wage provided looted funds are recovered.
    “The state governments that are saying they have no money to pay, the money is there.
    “All they need, including the Federal Government, is to muster the political will to collect and recover money either looted or withheld from the Federation Account,” he said.
    Corroborating Falana, an academia, Dr Olabode Ojoniyi told the News Agency of Nigeria (NAN) that the governments and even, the private sector can pay any minimum wage, if corruption is tackled and wastages minimised
    Ojoniyi, the Director, Centre for Wole Soyinka Studies, University of Abuja, said governors should put in place cost-cutting measures to enable them pay new minimum wage to their workers.
    According to him, spending on frivolities and the bogus and unnecessary advisers, special advisers, senior special advisers and personal assistants must be cut down.
    Ojoniyi stressed that the governments cannot waste their resources on frivolities and turn around to claim they do not have money to implement what concerns the ordinary man on the street.
    He also challenged the governors to think outside the box, by identifying and investing of ventures that will boost the internally generated revenues of their states.
    “There should be deliberate policies to revolutionise agriculture and related ventures where states have comparative advantages.
    “In some of the states where there are natural resources deposit, mining should be regulated in such a way that revenue should accrue to the states’ coffer,” he said
    Ojoniyi also stressed the need for a conscious workforce that are ready to protect their rights, at all cost.
    “The problem is that we don’t have a conscious workforce and citizens that can take decisive but legitimate actions to compel the states to pay the minimum wage that will benefit the citizens.
    “Even, when they are fully aware that billions of Naira is being stolen by government officials on daily basis, they are too docile to take actions that will make the states to pay their legitimate wages.
    “The only solution is for the workforce and the citizens to rise and fight for their rights. Until they do so, politicians will continue to take them for granted,’ he said.
    A civil servant, Mrs Sarah Uwem said, if the governors priotise the interest of workers in their states, paying a minimum of, at least N100,000, should not be a challenge.
    According to her, no governor has accounted for the security votes running into billions of naira which they receive monthly.
    She noted that, if governors could spend so much on their personal and immediate family members’ security, it is insensitive for them to refuse to pay a wage that can only put food on the tables of workers.
    Uwem noted that in other climes, there is no fixed wage. Rather, worker’s wage is attached to the purchasing power.
    She said it is done in a way that, If the inflation has gone up, worker’s wage is adjusted automatically to sustain purchasing power.
    Uwem, however, rejected the call in certain quarter, that the federal government should withhold the monthly allocations of states that refused to pay minimum wage.
    “Yes, I learnt of the call for the seizure of their allocations. That might aggravate the hardship the people are already facing.
    “Seizing allocations to the state is not a wise idea, let the government take other steps to stop it or find ways to punish those governors,” she suggested.
    Speaking on other options available to compel states to pay the statutory minimum wage, a senior lawyer, Mr Oba Maduabuchi, SAN, said
    the organised labour can approach the court for redress.
    Maduabuchi said minimum wage is guaranteed by constitutional provision and it is not optional for any state when a figure is legislated upon by the national Assembly.
    “You will see that, anytime the labour wants to go on strike, the Federal Government will run to Industrial Court to get a restraining order.
    “When workers disobeyed such injunction, we have seen instances where they were sanctioned with,  no work, no pay.
    “It is the same thing, when a state government fails to pay, the labour unions can go to court and also get judgment and execute the order of the court when it is given,” he said.
    Citing Section 6 of the 1999 Constitution (as amended), Maduabuchi said the judiciary is set up to determine the rights and liabilities of all persons.
    “Government also include persons, and the court hears those cases whether it is against individuals, corporate body, government or National Assembly. You can take them to court.”
    He said the minimum wage law is in No. 34 of the Exclusive Legislative List, which only the Federal Government can legislate on it.
    The lawyer said the issue of immunity cannot stop the governors from being sued for refusal to comply with the law.
    “It is not that you cannot sue a governor, but you cannot bring a personal suit against a governor.
    “You can file a legal action against a governor of a state; but not against him in person,” he explained.
    Another Senior Advocate of Nigeria, Mr Abdul Ibrahim, said it was high time the organised labour rose up to the occasion, if any governor decided not to implement the minimum wage.
    Ibrahim said some of the governors get away with their non-compliance with the wage law because they are not being held accountable for wrongdoings
    He said one of the ways to ensure its implementation is to vote out any governor who fails to comply with the payment, during election year.
    “This is because most citizens are not alive to their responsibilities because if you hold government accountable and our votes actually count, then you will remove any governor that is not paying and vote in who is ready to come and pay.
    “But between you and I, you also know that most of the time, during elections, they buy votes and that is why this has been difficult.
    “So, these are some of the challenges of the kind of democracy we are practising in this country, where vote buying is the order of the day.
    “They manipulate  documents and figures and at the end of the day, the court will say, well, it is for you to proof,” he said.
    No doubt, the enforcement of minimum wage laws in Nigeria is at best, weak.
    Therefore, to rescue the nation’s minimum wage law from being ineffectual, the national assembly must legislate a realistic wage and tighten the noose of the Act from being flouted without consequences.(NAN) (www.nannews.ng)

  • Chief of Moro’a buried in Manchok, Kukah says life exemplary

    Manchok (Kaduna State), June 22, 2024 (NAN) Tears and tributes poured on Saturday in Manchok, Kaura Local Government in Kaduna State, when the remains of the late Chief of Moroa, Mr Tagwai Sambo, were laid to rest.
    The first class traditional ruler was 88 and had spent 58 years on the throne when his death was announced on June 15.
    In her tribute at the funeral, the Deputy Governor of Kaduna State, Dr Hadiza Balarabe, stated that Sambo served the state with extraordinary integrity and compassion.
    She added that the late Chief worked tirelessly to promote peace in his domain and beyond.
    “He was not only a custodian of tradition but a beacon of peace. His immeasurable contributions to our dear state will remain indelible in our hearts.
    “His legacies will endure in the minds of those who knew him.”
    Also in her tribute, wife of the deceased, Alisabatu Sambo, described her late husband as a humble man who always put the needs of others before his own.
    “His life was a beautiful journey, marked by the love he gave and the lives he touched.
    “As we honour his memory, I find solace in the incredible moments we shared and the profound impact he had on our lives,” she added.
    She said her husband taught her the true meaning of contentment and love.
    Also speaking, Sen. Sunday Katung, said Sambo led his people with the fear of God, dedication and courage.
    Katung stressed that he would be remembered for his laudable contributions to the growth and development of Kaduna State.
    For Bishop Mathew Kukah, Catholic Bishop of Sokoto Diocese, Sambo lived an exemplary life.
    Kukah appealed to the young people of Southern Kaduna to honour the late Chief’s memory by sustaining his legacy of love, peace, faith and unwavering principles.
    On his part, former Gov. Ahmed Makarfi, said the late Chief was a leader whose life had been about the people and peaceful co-existence among them.
    Makarfi explained that Sambo was an epitome of decency, comportment, calm and peaceful mien who performed creditably in all of his responsibilities.

    Enugu, June 22, 2024 (NAN) Gov. Peter Mbah of Enugu State on Saturday advised youths to embrace leadership, entrepreneurial and innovative spirit to move the state and Nigeria forward.

    Mbah gave the advice in Enugu during the 2024 Enugu Leadership and Business Summit, organised by Enugu Innovative Youths (EIY).

    The summit is themed, “The Role Of Youths in Building A New Enugu”

    The governor encouraged the youths to pursue greatness and cultivate the mindset of life-long-learning to enable them achieve their dreams in life.

    Addressing the youths at the summit held at University of Nigeria, Enugu Campus, the governor extolled the energy the youths brought to the submit, saying that the gathering showed incredible power that lied within the youths.

    The governor, represented by the Secretary to the State Government, Prof. Chidiebere Onyia, added that the theme resonated deeply with their collective aspirations.

    According to him, this underscores the pivotal role youths play in reshaping the destiny of Enugu State whether through entrepreneurship, advocacy or public service.

    He urged them to embrace leadership which, he said, was not title or position but something that inherent what one works toward.

    According to him, leadership is not confined to boardroom or legislative chambers but begins with self awareness, commitment to integrity, empathy and ethical conduct.

    “It is defined by the courage to take initiative, resilience to navigate challenge and compassion to uplift those around you.

    “True leaders inspire trust, empower others and champion inclusivity.

    “Remember to uplift those around you when ascending the ladder of success.

    “This is because true greatness is not measured by personal accolades you receive but by the positive impact you have on others.

    “Your contribution matters and you have power to make a difference. The time to lead is now and the world is waiting for you,” Mbah added.

    A member representing Enugu North and South Federal Constituency, Mr Chimaobi Atu, in a lecture titled “A Limitless Potentials of Enugu Youth” urged the youth to embrace innovation and acquire digital skills and networking.

    This, he said, would help them to solve complex challenges facing the society as well as discovering their hidden potentials.

    Also, the member representing Nkanu East and West Federal Constituency, Mr Nnolim Nnaji, while speaking on “Youths And Drug Abuse”, noted that drug abuse posed socio-economic effect and endangered the future of youths.

    He, however, advised them to shun any form of drug abuse in order to build the desired and sustained society the state and country craved for.

    Earlier, the Director of EIY, Rev. Chimaobi Aninwene, said the summit aimed at gathering youths together to educate them on the need to be part of the happenings in Enugu and the country.

    He said: “Before this time many youths think that to be a youth is just about a particular age. Youth need to understand who they are to value themselves.

    “We want to be part of innovation and creativity going on in the country as well as partnering with Mbah because of his developmental strides within one year in office,” he said.

    He explained that the youths were drawn across the 17 Local Government Areas of the state to participate in the summit, to hear and learn from incredible leaders, who would speak to them on various topics.

  • Presidency urges Nigerians to embrace farming

    Abuja, June 22, 2024 (NAN) The presidency has called on Nigerians to embrace subsistence farming to address the challenge of rising cost of food.

    The Special Adviser to the President on Information and Strategy, Mr Bayo Onanuga, made the call at a meeting with a group of online editors, under the aegis of the Association of Corporate Online Editors (ACOE) in Abuja.

    A statement on the meeting was made available to newsmen by ACOE’s Chairman, Mr Martins Odiete, on Saturday in Abuja

    “In 1976, former President Olusegun Obasanjo introduced ‘Operation Feed the Nation,’ promoting farming.

    “In 1984, when former President Muhammadu Buhari came in, there were shortages of rice, milk, and sugar, and the government had to open warehouses to make these items available to people.

    “This is not the first time we are going through this kind of crisis.

    “The government is investing in agriculture to make things available and affordable, and as individuals, we also have a role to play,” he said.

    Onanuga acknowledged that, things were not working as President Bola Tinubu’ wanted.

    He, however assured that in the next twelve months, Nigerians will begin to see the results of the government’s efforts for the country’s benefit.

    “Though people complain about hardship, I told the BBC that cost of living crises exist globally.

    “Maybe what is happening in the world is a cycle, and countries will have to go through certain difficulties.

    “We are going through it, but this government is making serious efforts to reduce the hardships faced by our people,” he said.

    Onanuga assured the association of robust relationship towards dissemination of news in line with global best practices.

    Earlier, Odiete emphasised the importance of partnership with the presidential media team, at a time Nigerians are eager for essential information from their government.

    “In an age where information flows ceaselessly across digital platforms, this partnership is pivotal for ensuring accurate, responsible and effective dissemination of news and information.

    “By working together, we can ensure that the information reaching the public serves the greater good of society,” he said.

    Lafia, June 22, 2024 (NAN) A Nasarawa-based youth organisation, known as Activista, has called for a robust collaboration with the state Ministry of Agriculture toward offering agricultural support services to end hunger and poverty among youths.

    Anna Envoh, the state Coordinator of the group, which is an offshoot of the ActionAid, made the call on Saturday at a news briefing in Lafia, as part of its hunger-free Nigeria campaign.

    According to Envoh, the campaign is a youth-led initiative being championed by Activista, with support from ActionAid toward ending hunger and poverty in Nasarawa.

    She said that several other civil society organisations, like Young Men’s Christian Association, Civil Society Scaling Up Nutrition in Nigeria, Girls Get Equal and Advocacy for Women with Disability, all came out to lend their voices to the campaign.

    She listed possible areas of collaboration with the Ministry of Agriculture to include: agriculture support services to small-scale farmers and formation of youth-friendly agricultural policies.

    Other areas, she said, were increased investment in agriculture, improved food security and strengthening relationships with civil society organisations and youth movements, like Activista, to ensure that their voices were heard.

    “We commend the efforts of the Nasarawa Government, particularly the Ministry of Agriculture, toward food security.

    “However, we are seeking more collaboration in the following areas to benefit youths and achieve their goals.

    “We demand that the ministry provides affordable fertiliser and support small-scale farmers, who are the backbone of our system, to increase productivity and income.

    “We demand increased investment in agriculture, in the areas of irrigation, mechanisation and extension services, to increase productivity and efficiency of our farmers,” Envoh said.

    She urged the State Government to make policies that would support youth participation in agriculture, including access to land, credit and markets to encourage young people to see farming as a viable career option.

    “We demand that the ministry prioritises initiatives that would improve food security and nutrition, particularly for groups, such as women, children and the elderly, to ensure that everyone has access to safe and nutritious food,” she said.

    Responding, the Permanent Secretary of the ministry, Umaru Abdullahi, represented by Deputy Director, Extension, Lydia Kyari, said that the ministry was ready to support young people, who would want to venture into farming.

    Abdullahi said that the State Government, under the leadership of Gov. Abdullahi Sule, had placed high premium on agriculture and food security.

    He also said that the government had been supporting farmers with farm inputs.

    “What I want to tell you is that you have come to the right place.

    “We can assist you in so many ways, through the supply of farm inputs, like fertilisers and seedlings, as far as you are ready for farming,” he said.

    The News Agency of Nigeria (NAN) reports that the campaign featured a roadwalk from Lafia City Stadium to the ministry’s office complex.

    Participants carried placards with various inscriptions, such as “Increase funding for agriculture”, “Everyone should have access to healthy food” and “Let’s build a nation, where no one goes to bed hungry”, amongst others. (NAN)(www.nannews.ng)

  • Lawyer advises Nigerians to embrace home gardening practices

    Ilorin, June 22, 2024 (NAN) An Ilorin-based legal practitioner, Mr Kazeem Musbau, on Saturday advised Nigerians to embrace home gardening practices as a means of relieving themselves from the country’s current harsh economy.
    Musbau, who gave the advice in Ilorin while speaking with the News Agency of Nigeria (NAN), said embracing gardening practices by individuals would help a lot.
    ”This will soften the effect of the harsh economic situation on each family and the country.”
    He pointed out that gardening practices should be everybody’s priority and not only farmers.
    “The economy is harsh. Each individual in every family must practise home gardening as a way to survive. This is not time to underrate the impacts of home gardening.
    “We can plant our vegetables, tomatoes, okro, bitter leaf, yam, pepper, melon, maize and other supportive foods will go a long way to reduce spending.
    “We cannot continue to rely on the core farmers to produce food for us every time. Everybody can practise agriculture within their capacity.
    “Let us take the step and start something small in our backyard. It will feed many and save us the cost of spending on purchasing food items,” Musbau said.

    Ibadan, June 22, 2024 (NAN) The Bishop of Ibadan Diocese in the Anglican Communion, Most Rev. Joseph Akinfenwa, has urged the Federal Government to immediately start the process of subsidising the movement of food items.

    Akinfenwa made the remark on Saturday in Ibadan at the Collation, Institution and Induction of Ven. Samuel Oluwagbade as the Archdeacon of Asi Archdeaconry and Vicar of Immanuel Anglican Church, Asi.

    He said this subsidy would help to reduce high cost of food items and others in the country.

    ”One of the reasons the prices of food items skyrocket daily is the high cost of their movement from the place of production to that of consumption.

    “This is due to the high cost of diesel and fuel,” Akinfenwa explained.

    He went on to advise government to bring back the Price Control Board to monitor the increase in prices of food items in the entire country.

    “The situation in our land now calls for urgent action by all, so that the hunger level will not reach the point of people eating the flesh of others.

    “Local Governments should also stop levying food stuffs to reduce high cost, because there is an urgent need to control prices of items so that charlatans will not be exploiting people,” the Anglican bishop said.

    Akinfenwa also enjoined Nigerians to cultivate the habit of paying taxes at all times to encourage government.

    He further advised all Nigerian families to begin to plant vegetables, pepper, tomatoes and spices in their gardens.

    “The time has come for that really. Plant even in sacks, bottles, and the backyards so that you can eat and sell too to make ends meet.

    ”Moreover, plant also prayers and continue to pray for the nation to be better,” Akinfenwa said.

    He described the newly-inducted Archdeacon Oluwagbade as a man of great and impeccable manners, peaceful, humble and prayerful.

    The Bishop advised him to avoid nepotism and Godfatherism, and never to belong to any camp in the Church but be a father of all in all fairness.

    “Have a heart of the shepherd that will multiply seeds, lead the church to progress and expand God’s kingdom, and also mobilise all age categories in the Church to work for God.

    “Don’t be deceived by the fashion of the new age of Christianity in the world, uphold the godly heritage and doctrine of the Anglican Church.

    “Authority and boldness have been given to you today, so we challenge you to arise and begin to build,” he said.

    The Bishop further urged Oluwagbade’s wife to always support her husband and play the big motherly role expected of her by the Church.
