Benin, June 26, 2024 (NAN) The Center for Citizens with Disabilities (CCD) has called for a comprehensive database of Persons With Disabilities (PWDs) in Edo.
The centre also charged state governments to develop and implement budgetary policies that put PWDs into consideration.
CCD acting Director, Mr Godwin Unumeri, gave the charge in Benin on Wednesday at a two-day training for PWDs on rights advocacy and advocacy action plan.
Unumeri called on the Joint National Association of Persons with Disabilities (JONAPWD) in Edo to work with the government to come up with a comprehensive database of PWDs.
The database, he said, would aid planning.
According to him, state governments must ensure that PWDs are carried along in their budgets, right from planning to the implementation stages.
“They should also provide them with easy access to all public infrastructure.
“As of today, there is a gap; the prejudice is still there. The various state governments have to address this gap.
“They must ensure that budgets are addressed in a way that will affect persons with disabilities; the male, the female and everything about PWDs.
“Budgets are tools that affect your lives. So, PWDs-inclusive budgets need to involve them right from planning to implementation.
“If you leave it to the governments alone to do it, they might be inclined to budget for only those visible to them at the planning stage.
“Insist that everything you need is included in the budget,” he said.
On her part, the Chairperson of JONAPWD in Edo, Ann Ojugo, thanked CCD for the training.

Lagos, June 26, 2024 (NAN) The Lagos Bus Services Ltd. (LBSL) has unveiled a policy to reduce carbon footprint of its mass transit system and ensure a greener and more sustainable future.
The Managing Director/Chief Executive Officer of LBSL, Mr Idowu Oguntona, made this known at the fifth anniversary of the organisation’s existence, on Wednesday in Lagos.
Oguntona said that the LBSL Sustainability Policy was a strategic framework developed on the Lagos State Climate Action Plan and Lagos State Transport Policy.
According to Oguntona, the policy represents a significant milestone in the organisation’s journey toward a greener and more sustainable future.
“By integrating environmental, social and governance principles into every aspect of our operations, we are not only enhancing the quality of our services but also contributing to the overall well-being of our dear Lagos State and Nigeria at large.
“Currently, the transport sector is responsible for generating about 20 per cent of the state’s greenhouse gas emissions.
“In response to this challenge, we are determined to lead by example in reducing the carbon footprint of our bus mass transit system,” he said.
He said that the policy was driven by the organisation’s mission statement – to provide smart and sustainable bus transportation solutions to meet the needs of a modern city.
He added that the organisation introduced a state-of-the-art sick bay which reflected its dedication to the health and well-being of employees.
He said that some achievements that had shaped LBSL’s path included more than 52 million passengers and over 27 million kilometres coverage across over 30 routes.
“Our driver training academy has produced over 1,862 graduates,” he said.
The managing director said that LBSL had a total of 850 employees, of which 216 had spent more than five years with the company.
Mrs Abimbola Akinajo, Managing Director/Chief Executive Officer, Lagos Metropolitan Area Transport Authority (LAMATA), which is LBSL’s regulator, appluaded the organisation for the policy.
Akinajo said that Lagos believed in sustainability of the transport sector.
She said that the achievment of LBSL within five years demonstrated the commitment of its staff.
“As your regulator, we see what you do and we can say that the LBSL is the one that carries the largest numbet of passengers daily in Lagos.
“You are doing something right that we are proud of, Lagos residents appreciate your job. Please do keep it up,” she said.
Mr Olawale Musa, Permanent Secretary, Lagos Ministry of Transportation, said: “We are aware of your pains and sufferings. Your CEO writes concerning the complaints, and we shall surely overcome.”
The state Commissioner of Transportation, Mr Oluwaseun Osiyemi, said that the achievements of the organisation in the last five years depicted consistency and good leadership.
“What you do is provide service, you have direct interface with passengers, you are doing something good to have the ridership.
`’Please, do not drop your service level, it is extremely important.
“High capacity buses are used for many reasons: one is to reduce the number of cars on the road; secondly, it is for environmental issues.
“The more the number of bigger buses, the less the number of cars and the less carbon emissions. LBSL plays a role in this space,” he said.

Ibadan, June 26, 2024 (NAN) Academic Staff Union of Universities (ASUU) has called on the Federal Government to complete the ongoing renegotiation of the agreement earlier reached with the union to avert another strike.
ASUU Chairman, University of Ibadan (UI) branch, Prof. Ayoola Akinwole, made the call during a town hall in Ibadan on Wednesday.
The News Agency of Nigeria (NAN) reports that the town hall was organised by ASUU to sensitise parents, students and the general public on the need for government to address the issues affecting university education in Nigeria.
Akinwole listed ASUU’s demands to include: logical conclusion of the renegotiation of 2009 FGN/ASUU agreement, funding for revitalisation of public universities based on the FGN-ASUU MoU of 2012, 2013, and the MoA of 2017.
Others are: reinstatement of the governing councils in universities, release of unpaid salaries of staff on sabbatical, release of deductions, payment of Earned Academic Allowances, proliferation of public universities, implementation of UTAS in place of IPPIS and implementation of visitation panels’ reports.
“There are templates on ground that we expect this government to implement. All that need to be done are already in the template.
“We are holding similar town hall meetings at Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, and other schools to make our position known to the public.
“Government should not wait till when another industrial action is declared before looking at our demands.
“Government has not sat down with ASUU and concluded discussions on what led to the industrial crises in the 2020 and 2022.
“We want government’s response expeditiously because the patience of our members is getting thinner and thinner by the day,” he said.
Akinwole said that the union had written an open letter to the government on its demands through newspapers, as all the letters previously written had neither been acknowledged nor replied.
“What we are saying in the open letter is that we are giving government another period of four weeks, starting from June 8.
“If, at the expiration of the four weeks, government fails to take any positive steps toward addressing the outstanding issues, the union will be forced to look for other means of expressing its grievances,” he said.
On the issue of minimum wage, the union leader said that it was unfortunate that government chose to step it down for another round of consultations.
Akinwole wondered how long it took the federal government and the national assembly to sort out the re-introduced national anthem.
He decried a situation whereby government had to continue consulting when it comes to issues concerning the masses, the workers and the downtrodden.
In his remarks, the Students’ Union President, University of Ibadan, Bolaji Aweda, pledged the union’s support to ASUU.
According to him, ASUU’s demands will lead to improvement in the standard of university education in Nigeria.
A parent, who was also one of the speakers at the meeting, Mrs Oluwakemi Ademola-Aremu, called for more investment in education so as to positively train the minds of the youth who would become leaders in the future. (NAN) (www.nannews.ng)

Gombe, June 26, 2024 (NAN) Women Rights Advancement and Protection Alternative (WRAPA), has held three days training, aimed at building the capacity of its newly recruited volunteers for effective documentation of Gender Based Violence (GBV) Cases.
Mr Mohammed Maifada, Community Mobilisation Officer of WRAPA, disclosed this in an interview with newsmen in Gombe on Wednesday.
Maifada said WRAPA, as a non-profit organisation, was committed to increasing women’s access to justice through legal means.
He said the organisation recruited 60 volunteers across the six states in the North East.
“In this region, Borno, Yobe and Taraba states were not as effective as Bauchi Gombe and Adamawa, hence the need for us to strengthen their capacity for effective coverage.
” This is because the volunteers are the ones to identify problems at the community level to support survivors and victims of Gender-Based Violence to secure justice.
“ Also to ensure that women and girls are not left behind in decision-making, peace building, Social and gender inclusion,” he said.
Hajiya Lami Buba, the Zonal coordinator of WRAPA, said the meeting was made possible by the grant given to the organisation by the Ford Foundation, to assess its progress and challenges.
Buba said even youth volunteers had joined the meeting.
” This is because we want them to mobilise the public to create awareness and ensure acceptance of WRAPA activities in their communities.
“ From the beginning, the organisation had hurdles from mainly males because of their domination of women.
“We want the participants to understand WRAPA very well so that they will mobilise support from the communities;” she said.
According to her, discrimination against women and girls starts from birth, because most families choose to send only male children to school, while on the other hand, some men also prevent their wives from working to earn a living.
She said some of the achievements recorded were the establishment of women centres in various places to take care of women who were being discriminated against by their husbands or in-laws.
Buba said WRAPA also took legal measures to ensure that no girl was prevented from going to school.
Mrs. Anita Dogo, Gombe State coordinator of WRAPA, said the organisation was doing well and making impact in Gombe.
” We have fought Violence Against Persons Prohibition (VAPP), and now working on Violence Against Women and Girls,” Dogo said.
The coordinator said WRAPA had sponsored and won legal cases for victims of rape in the state. (NAN)
Abure/Apapa reunion: LP wants NLC to resolve differences with Chairman

Lagos, June 26, 2024 (NAN) The decision of the Alhaji Lamidi Apapa-led faction of the Labour Party to back Mr Julius Abure as the National Chairman is a commendable step.
National Deputy Chairman of LP, Dr Ayo Olorunfemi, said this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Lagos.
He said the faction had taken the path of wisdom by recognising Abure.
According to him , LP is waiting for the party’s parent body, Nigeria Labour Congress (NLC), to resolve its differences with stakeholders in the party,particularly the chairman.
“It (Apapa/Abure reunion) is a welcome development and we are expecting NLC to also take the same path of wisdom.
“Now ,Nigerians can now understand that all the allegations levied against our National Chairman are politically motivated.
“I must tell you that some of the elements fighting him (Abure) from NLC are doing so on the strength of that same allegations.
“It is now over and the need for a united front is now,” Olorunfemi, the Ondo State LP governorship candidate in the forthcoming gubernatorial poll, said.
On the transition committee set up by NLC, the LP chieftain described it as an exercise in futility.
Olorunfemi, a former labour union leader, said ,”The union is guided by its constitution and there is no provision in the LP constitution that grants NLC any power to do what it is doing.”
“Concerning the national convention, NLC, just like TUC, has only 3 delegates out of over 200.
“Everything before and during the convention were done in line with the party ‘sconstitution and the Electoral Act.
“It will be good for NLC too to follow the path of honour and nominate its statutory representative to join the NWC.”he said
NAN recalls that the LP was engulfed in leadership crisis shortly after the 2023 general elections,leading to the factionalisation of the party along the Apapa-led National Working Committee (NWC) and the incumbent Abure-led NWC.
A court later restrained Abure and three others from parading themselves as national officers of the party.
Abure ,supported by the NLC ,fought fiercely to reclaim his seat and was later affirmed as the party Chairman .
However, Abure later fell out of favour with the NLC, following a contentious national convention held in Anambra, that returned him and all loyal members of his faction to office on March 27. (NAN) (www.nannews.ng)

Court remands 2 who allegedly strangled, dismembered woman

Ibadan, June 26, 2024 (NAN) An Iyaganku Magistrates’ Court, Ibadan, on Wednesday, remanded two men – Temitope Arinola, 45, and Mufutau Kola, 42 – who allegedly strangled and dismembered a woman.
The defendants, who have no fixed address, are charged with conspiracy and murder.
The Magistrate, Mrs Adebola Adeola, did not take their pleas for want of jurisdiction.
She directed the police to return the case file to Oyo State Director of Public Prosecutions for advice.
She adjourned the case until July 30 for mention.
The prosecutor, Insp Iyabo Oladoyin, told the court that the defendants committed the offences on May 17, about 1.30 p.m. on Akinyele- Ojoo Expressway, Ibadan.
She alleged that the defendants unlawfully caused the death of one Mrs Eniola Shakirat by strangling and dismembering her.
She said that the offences contravene Sections 516 and 324 of the Criminal Laws of Oyo State, 2000. (NAN)(www.nanews.ng)

Minna, June 26, 2024 (NAN) Mr Michael Ohiani, Director-General of Infrastructure Concession Regulatory Commission (ICRC), says Nigeria requires N348 trillion to address infrastructure deficit in the country.
He said this during a presentation at the 2nd Quarter 2024 Nigeria PublicPrivate Partnership Network (NPPN) meeting in Minna on Wednesday.
The theme of the meeting was ‘Using PPPs in Infrastructure Delivery in the States to ensure National Food Security and Economic Growth’.
Ohiani disclosed that going by the Medium-Term Development Plan, the country required over N348.1 trillion investment in infrastructure.
He said the private sector would be able to provide the chunk of this investment to the tune of about N298.3 trillion while the sub-national governments can provide N49.7 trillion.
“This goes to show the importance of the private sector in infrastructure development,” Ohiani said.
He added that the revised National Infrastructure Investment Master Plan for the next 23 years envisaged that the country would require $2.2 trillion to bridge the infrastructure deficit in the country.
Ohiani said the various options available through which the government can raise funds were through borrowing, further repatriation of national funds and seeking further foreign intervention.
Other options, he added were to raise more bonds, Sukuk, tax credit schemes, Public-Private Partnership (PPP), both through solicited and unsolicited proposals.
In his keynote address, Sen. George Akume, Secretary to the Government of the Federation (SGF), commended state Governors for embracing the benefits and opportunities of PPP as an alternative procurement method.
Akume, represented by Simon Tyungu, a Director in his Office, said the meeting was timely given the infrastructure deficit in the country and government’s efforts to invest in renewal and modernisation.
In his remarks, Gov. Umaru Bago, said his administration was focusing on farming, thereby taking advantage of the vast arable land in the state.

Abuja, June 26, 2024 (NAN) President Bola Ahmed Tinubu has pledged more support for the National Drug Law Enforcement Agency, NDLEA, in its fight against substance abuse and illicit drug trafficking.
The President made the pledge as Special Guest of Honour, at the International Day Against Drug Abuse and Illicit Trafficking, otherwise known as World Drug Day, on Wednesday in Abuja.
Speaking on the theme, “The Evidence is Clear: Invest in Prevention,” President Tinubu, represented by the Secretary to the Government of the Federation, Sen. George Akume, enjoined all and sundry to support the War Against Drug Abuse (WADA) initiative launched by NDLEA three years ago.
“I commend and urge everyone to redouble their efforts to combat drug abuse and trafficking in the country.
“On this score, I wish to reassure you of this administration’s support. The Renewed Hope Agenda places the youth at the centre of its focus. Therefore, we ensure that our young people are protected from anything that could derail their future or destroy their potential,” he said.
He noted that illicit drugs and substances had wreaked havoc on individuals, families, communities and countries worldwide.
“In the face of such a formidable challenge, prevention is the most potent weapon that we can deploy. Prevention not only saves lives; it also saves resources that would otherwise be spent on treatment and rehabilitation.
. “It empowers individuals to make informed choices, promotes healthy lifestyles and creates resilient communities capable of withstanding the pressures of drug abuse.
“Investing in prevention is not merely a moral imperative, a prudent way of safeguarding our future.
“By allocating resources towards evidence-based prevention programmes, we can break the vicious cycle of drug abuse and protect our youth from falling prey to the menace,” said Tinubu.
He stated that, “the assignment before us as a country requires that we prioritise evidence-based prevention strategies, allocate adequate resources and foster partnerships for greater impact.
“This government will support NDLEA to build on the success recorded in the past few years. We shall work with all relevant stakeholders to ensure that we have positive statistics from the next national drug use survey that will be conducted in the country.”
He urged all Nigerians to join hands in this noble cause, saying it is an assignment for all patriotic citizens, including religious leaders, traditional leaders, educational institutions, opinion leaders, and civil society organisations.
“NDLEA has created a formidable platform for cooperation vis-à-vis its War Against Drug Abuse (WADA) social advocacy initiative,” he said.
Brig.-Gen. Mohamed Buba Marwa (Rtd), Chairman/Chief Executive Officer of NDLEA, said the ‘Save Our Families’ social advocacy campaign launched at the ceremony by the President, was designed to prevent and tackle drug use through early detection and intervention.
He said the newly produced special drug test kits was a necessity in every home, school and workplace, and that the Drug Integrity Test initiative would metamorphose into an anti-drug culture for every Nigerian.
“The test is intended for secondary school students, students seeking admission into tertiary institutions and returning students, workers in government and private offices and individuals seeking political offices as well as prospective couples before taking their marriage vows.
“The drug test will serve as a tool for the prevention of drug use and early detection of the individual’s status of drug use for the purpose of appropriate intervention including treatment and rehabilitation.
“Let me also add that our drug integrity test, which has been adopted by some government institutions and tertiary institutions in the country, is a preventive mechanism,” said Marwa.
He said the Agency had produced tens of thousands of special test kits capable of detecting 15 different substances, which were available in all its commands across the country.
“This is for use in homes, schools, workplaces and others. Apart from helping in early detection of drug abuse especially by our youths so that we can get them help in form of treatment, this will also create some deterrence effects,” he said.
Speaking on the theme for this year’s World Drug Day, Marwa said drug use prevention lied at the heart of NDLEA’s strategy in addressing the drug problem because it was far more effective and cost-efficient to prevent drug abuse than to deal with its consequences.
“In this regard, we have used our WADA social advocacy initiative to campaign vigorously at the grassroots and create awareness for our people to shun illicit substances.
“WADA is a sensitisation and advocacy initiative that employs the whole of society approach to engage all stakeholders including the government sectors, institutions, and Non-Governmental Organisations.
“This is with emphasis on youths in and out of school, community gatekeepers including traditional and community leaders, as well as religious leaders among others.
“I am proud to state that the programme has been a tremendous success as an effective tool of advocacy for social action and an awareness driven vehicle for public engagement and collaboration against the drug scourge,” he explained.
He stated that between 2021 and 2024, the Agency embarked on 6,423 sensitisation and education programmes targeting young people in school and 987 programmes for Out of School youths in order to create awareness on the dangers associated with drug use.
“This is in addition to the millions of homes reached with our anti-substance abuse messages through our aggressive and impactful media campaigns using various traditional and new media platforms,” he said.
The outgoing United Nations Office on Drugs and Crime (UNODC) Country Representative, Dr Oliver Stolpe, also made a number of recommendations.
“After the exceptionally successful testing of the school-based drug prevention programme UNPLUGGED involving half a million secondary school children in Nigeria, the programme should be rolled out to all 28, 000 public and private secondary schools.
“We need to enhance the resilience against drug use among the millions of out-of-school children, for example through sports-based initiatives such as Line Up Live Up (LULU).
“Furthermore, we need to strengthen families in their ability to recognise and address drug use in effective and constructive ways,” he said.
Stolpe further said: “Most importantly, there is an urgent need to repeat the 2018 national drug use survey. Without up-to-date data, there is no way in which we can assess whether our collective efforts have long-term impact and address the actual priorities.”
The Minister of Education, Prof. Tahir Mamman, who emphasised the importance of testing in schools expressed the ministry’s support for NDLEA drug test campaign.
According to him, the most important place where this prevention fight should start is the education sector.
“And we will do our own part, even last week, it was something we considered and promised to review the existing policies so that we can work with NDLEA to take it to secondary schools and primary schools.
“To establish at all levels compulsory and sustained testing, it has to be compulsory and sustained, right through the years and period of their education,” he said.
Chairman, House of Representatives Committee on Drugs and Narcotics, Rep. Abass Adigun, called for more budgetary provisions for NDLEA in the face of its multi-faceted mandate.

Ekiti Governor’s wife seeks stakeholders’ collaboration to curb drug abuse

Ado-Ekiti, June 26, 2024 (NAN) Dr Olayemi Oyebanji, the wife of Ekiti Governor, has called for stakeholders’ collaboration on prevention strategies to curtail the menace of drug abuse and illicit trafficking.
Oyebanji made the call on Wednesday at the commemoration of the 2024 International Day Against Drug Abuse and Illicit Trafficking in Ado Ekiti.
The News Agency of Nigeria (NAN) reports that the Day, with the theme “The Evidence is Clear: Invest in Prevention,’’ is observed annually on every June 26.
Speaking in her capacity as the state champion against drug abuse and the state ambassador of War Against Drug Abuse (WADA), the governor’s wife urged the stakeholders to take action for a healthier and safer future.
She said that drug abuse and illicit trafficking had become a global menace, emphasising that education, awareness creation and early prevention remained the powerful tools in the fight against the scourge.
“Drug abuse and illicit trafficking pose significant threats to our society, affecting our youth, families, and communities.
“Evidence shows that investing in prevention will not only reduce the prevalence of drug abuse but also foster healthier, more resilient societies. Education, awareness, and early intervention are powerful tools in this fight.
Mr Sunday Aina, the Ekiti State Commander of the National Drug Law Enforcement Agency (NDLEA), said that the war against substance abuse should not be left to NDLEA alone.
Aina called for more vigorous involvement of governments, educational institutions, corporate bodies and civil society organisations for the preservation of the future generation.
“Ekiti is among the states in Nigeria where cannabis sativa, known as Indian hemp, is cultivated in commercial quantity, hence the need to support the agency to arrest and prosecute producers and sellers of the drug.’’
The NDLEA commander disclosed that the state command discovered and destroyed cannabis plantations in locations including Efon Alaaye Forest, Ara Forest reserve, Ise Forest, Isinbode Forest, Ijesa Isu Forest and Okatedo Forest in Imesi Ekiti.
He called on members of the public to always offer NDLEA information that would lead to the arrest and prosecution of suspected drug abusers, traffickers and growers of drug plantations.
Dr Adedotun Ajiboye, a resource person at the event, solicited the support of traditional rulers, religious leaders, leaders of thought and other influential persons to save the young generation from abuse of psychoactive substances.
Ajiboye, a clinical psychologist, also canvassed the regulation of sale of pharmaceuticals in open shop and the implementation of evidence based programmes deliberately primed to curb abuse of drugs in the society especially among the youths.
Present at the event were the representatives of Nigeria Correctional Centre, Department of Security Service and Nigeria Police force.

Kano, June 26,2024 (NAN) Vice-President Kashim Shettima says President Bola Tinubu is not working against the interests of Northern Nigeria.
Shettima spoke on Wednesday in Kano while receiving a Federal Government’s delegation led by the Chief of Staff to the President, Femi Bajabiamila, on a condolence visit over the death of his mother-in-law. Hajiya Maryam Abubakar.
A News Agency of Nigeria (NAN) Correspondent in Kano quoted Shettima as praising Tinubu’s goodwill toward the region.
The vice-president cited the appointment of the two Ministers of Defence, the Chief of Defence Staff, and the Chairman of Police Service Commission, among others, all from the North, as evidence of the president’s commitment to the region’s growth.
He, therefore,urged Nigerians to support Tinubu’s efforts to make Nigeria great, emphasizing that governance transcends political party affiliations.
Shettima stressed that the country’s unity and progress were more important than party differences.
He cited the support he received from the Kano State Government, led by Gov. Abba Yusuf of the New Nigeria Peoples Party (NNPP), during his time of bereavement.
Shettima said that the country has moved beyond politics and was now in the act of governance, emphasizing the need for collective efforts to achieve greatness.
