  • Broaden your horizon, Yemi-Esan charges civil servants

    Abuja, June 23, 2024, (NAN) Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF) has charged civil servants to broaden their horizon through training while in active service.

    Yemi-Esan gave the charge on Sunday at an Inter-denominational thanksgiving service at Exousia Church of God, Mabushi, Abuja, to mark the 2024 Civil Service Week.

    While attributing the successful celebration of the week to God’s guidance, she advised civil servants to endeavour to train themselves as it is the required key to ascend any position in life.

    “We’ve come here this morning to thank God for His presence with us in the civil service and especially for the success of a week-long celebrations.

    “We’ve come to cap it up with thanksgiving to God.

    “My final words to civil servants is that, just like the theme of the week and what we actually heard this Sunday morning from the Cleric, is that, we cannot stop training ourselves.

    “Knowledge, learning are  keys for us to ascend to the positions God has for us and also to live up to expectations of Nigerian citizens.

    “We must train ourselves with requisite skills, and we can only do this by continuous training and learning, ” the HOS advised.

    She said achieving the objectives of upgrading the nation’s civil service sector was the reason behind the introduction of Federal Civil Service Strategy and Implementation Plan (2021 to 2025.), aimed at learning and capacity development of workers.

    “We have strategic plans that we are running which has six objectives and one of those objectives is learning and capacity development.

    “ So, we have gone all out to ensure that we meet the Key Performance Indicators (KPIs) on that objectives and I thank God that we have signs to show for that, ” she said.

    Earlier, the Senior Pastor in the Church, Kunle Shoyele, who spoke on the theme, ‘Dominion through knowledge’, tasked civil servants to rededicate themselves to change through consistent learning.

    He said that civil servants needed more exposure to wisdom, learning, to obtain more transformation in service.

    “Skill is required to execute all human endeavour and as a people, we must daily seek out to gain understanding

    “The scripture in Proverbs 4 says; ‘In all you are getting, get wisdom and with it, get understanding.

    “Wisdom is the principal thing. So, if you don’t have it, there is nothing else that you can have because that is the foundation to all, “ he said.

    He, therefore, encouraged civil servants to be skillful and bring positive development to the nation.

    The cleric, observed said the civil service  had improved tremendously in the last four years under Yemi-Esan as the HOCSF.

  • Tinubu orders sanction of civil servants drawing salaries after relocating abroad

    Abuja, June 23, 2024 (NAN) President Bola Tinubu has directed that all civil servants who are drawing salaries from the government after relocating abroad should be made  to refund the money.

    The President also directed that the supervisors and department heads of the culprits must also be punished for aiding and abetting the fraud under their watch.

    Tinubu’ gave the directive on Saturday at the award night  organised by the Office of the Head of the Civil Service of the Federation (HOCSF), to commemorate the 2024 Civil Service Week.

    The event was also to honour some outstanding civil servants in core ministries.

    Represented by Sen. George Akume, Secretary to the Government of the Federation (SGF), the President expressed dismay over the attitude of the ghost workers.

    “”During my recent visit to South Africa, I kept abreast of the week’s activities.

     “I was particularly struck by the revelations shared by the Head of the Civil Service, regarding employees who had relocated abroad while drawing salaries without formally resigning.

    “It is heartening to hear that measures have been taken to address this issue, but we must ensure those responsible are held accountable and restitution is made.

    “The culprits must be made to refund the money they have fraudulently collected.

    “Their supervisors and department heads must also be punished for aiding and abetting the fraud under their watch,” Tinubu said.

    He reiterated that government would take appropriate measures to ensure they were punished and the money refunded to government treasury.

    The President acknowledged the challenges in the civil service sector and reiterated his commitment to address them for optimal performance.

    “Our administration acknowledges the challenges the civil service is facing.

    “I want to give you the assurance that we are committed to ensuring the welfare and development of all civil servants to deliver optimal performance for the growth of our nation.

    “Over the past year, I have provided all the necessary support to the Head of the Civil Service of the Federation to ensure the continued stability of the civil service.

    “I also supported the office in implementing far-reaching policies and reforms capable of improving efficiency and service delivery, ” the president said.

    The News Agency of Nigeria (NAN) reports other activities to mark the night was the presentation of top three prizes to the winners and additional N500, 000 cash prizes to 40 workers.

    Making the presentation, Dr Folasade Yemi-Esan, the HOCSF announced the top three  prizes won by three lucky officers at the event.

    “The Star Prize is a Brand New 2023 JAC JS4 Luxury Model SUV; the second is a 2 Bedroom semi-detached bungalow; and
    the third top prize is a serviced plot of land measuring 400sqm.

    “I am also pleased to announce that the Nigeria Customs Service has graciously committed to donating 6 Toyota Camry Cars in support of the 2024 Civil Service Week.

    ” The office has started receiving the vehicles, and these will be presented as prizes to the next set of runner-up best performing officers,” she said.

    NAN reports that Dr Mercy Ilori, a staff of Ministry of Transportation, who won the star prize.

    She appreciated Yemi-Esan, the Federal Government on behalf of other awardees for the gesture and the honour done to them. (NAN) (www.nannews.ng)

  • Nigeria’s civil service best in the world – Yemi-Esan

    Abuja, June 22, 2024 (NAN) Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF), says Nigeria has the best civil service in the world.

    Yemi-Esan stated this on Saturday in Abuja during a sporting event organised for workers as part of activities to mark the 2024 Civil Service Week.

    According to her, Nigerian civil servants are hard working, intelligent, adding that, “they can look after their own health for greater productivity in the course of discharging their duties.

    “You know I am always proud of civil and public servants because Nigeria has the best civil service in the world and I can say that confidently anywhere”.

    She expressed satisfaction with high turnout of the civil servants from various Ministries, Departments and Agencies at the events.

    “I recall three or four years ago, we only used to have a handful of civil servants and today, the numbers that are here have increased tremendously.

    “Thank you for a very good turnout today, you know this sporting activities, you don’t have to take it for granted because if we are not healthy, we can’t give the country the best that we have.

    “And please this exercise is very important for us to be productive and to give our very best, our body system must be healthy enough.

    “Apart from today’s sporting exercise, always ensure to visit our wellness centre to exercise yourself. I am sure a lot of civil servants don’t even know where the centre is. Some people are taking advantage of the centre, some are not,” she said.

    Yemi-Esan said the government invested a lot of resources at the wellness centre towards ensuring healthy civil servants with sound mind to offer their best.

    Also speaking, Minister of Sport Development, Mr John Enoh, lauded Yemi-Esan for sustaing the initiative since assuming office, especially during the annual Civil Service Week.

    According to Enoh, the required results are always achievable with the an active administrator put in place whether elective or appointive office, adding that the HoS has made a remarkable legacy in the sector.

    “When you have an active administrator in an office, whether the officer is elected, appointed, you would see the required results.

    “In the course of my journey here this morning , I was just reflecting and I imagined the great initiative that started these programmes on physical fitness, the programme on exercises for the public servants.

    “And I think that the head of service has done a great job for everyone who is here, and I will like to commend her for such initiative.

    “And I thank the Head of Service for succeeding this tradition looking at the kind of excitement that I find, it appears that there are some of you that wish that this took place everyday just to keep you physically fit,”  Enoh said.

    The initiative, she said, was an added advantage to keep civil servants alert mentally for productivity, stressing that, “its sustainability is very necessary and vital”.

    Earlier, Dr Deborah Bako, Permanent Secretary, Service Policy and Strategies Office (SPSO) office of HOCSF, said the inclusion of sport activities as part of events to mark civil service week was imperative to acquire mental ability.

    Also, Mr Aliyu Tajudeen, Sport Manager, Ministry of Education, said that involving civil servants in sporting activities was highly recommended to promote productivity.

    Abuja, June 20, 2024 (NAN) Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF), says that there were plans to launch e-learning platform, to fasttrack training of more civil servants for quality service delivery.
    Yemi-Esan made the disclosure at a public lecture on Thursday in Abuja, as part of activities to commemorate the 2024 Civil Service Week.
    According to her, this unprecedented resource will ensure that we are able, significantly, to increase the number of civil servants, who can undertake induction and Structured Mandatory Assessment- Based Programme (SMAT-P) module.
    She also said that civil servants could also undertake other specialist trainings at the same time.
    “The objective of the e-learning platform is to train many more civil servants at the same time. We have modules that would ensure that civil servants are well trained,” she explained.
    According to her, the Information and Computer Technology (ICT) initiative also contains modules that can enable civil servants train themselves, to gain more knowledge on the new Performance Management System (PMS), while preparing for any promotion examination.
    The HOS said the government was fully prepared to reposition the nation’s civil service to global standards, adding that it could only be achieved through training and retraining of officers.
    “This entails equipping of the next generation with the skills and knowledge needed to navigate and thrive in an increasingly complex world of work.
    “In this light, the Nigerian Civil Service, in collaboration with its partners, and stakeholders and the most prominent is the AIG-Imoukhuede Foundation, has invested massively in the training, retraining of the workforce,” she said.
    Yemi-Esan also said the Federal Government would identify mentors among the civil servants, and strategically deploy 500 civil servants to various sectors of the service.
    According to her, this is to make them the future leaders, service wise by the end of 2025.
    “Previously, the absence of structured and targeted training programmes for civil servants in the Nigerian civil service was a major challenge.
    “Training across the MDAs was carried out without considering the actual competencies lacking in the service,” she said.
    She emphasised the need for continuous self development by the public officers, as Nigeria was focusing on the reposition of the sector.
    Also, Prof. Peter Okebukola, the Guest Speaker, who described the present crop of civil servants as “the best in the African continent”, commended Yemi-Esan for her efforts.
    Okebukola spoke on the topic, “Education Fit For The 21st Century: Preparing Nigerian Public Servants to Address Global Challenges While Fostering Employee Engagement, Retention and Satisfaction”.
    According to him, if Nigeria fails to plan well 25 years from now (2050), It might not meet with the required global standard in terms of quality service delivery on expected mandates.
    “So this lecture is about painting the scenarios of the future of Nigerian civil service by 2050, ” he said.
    Okebukola advised the government to engage the civil servants in ICT training, so as to fill the gaps in service delivery.

    The News Agency of Nigeria (NAN) reports the theme for 2024 celebration is ‘Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa’.
    Yemi-Esan said salary harmonisation would go through gradual processes because it would be a difficult task to bring down those who were already receiving higher pay.
    NAN reports that civil servants in some federal parastatals agencies have been agitating over higher salaries being received by some civil servants in some other government agencies.
    The situation had caused some civil servants to demand  harmonisation, so as to balance the gap, especially looking at the economic realities and the fact that they all go to the same market.
    The HoCSF explained that in addressing the issue, the first step they took was the approval of peculiar allowance, which was being paid to civil servants, receiving low salary.
    “It is going to be a continuous thing because, it is difficult to bring down people that are already receiving  higher salary.
    “What we will continue to do, is to increase the take home of those on the lower rank untill we have the very needed balance.
    “We have started working on this, that was why the 40 per cent peculiar allowance was given, in an effort to close that gap, ” she said.
    NAN recalled that there was an increase in salary, tagged ‘Consequential Allowance’, that led to a 40 per cent rise in the pay of certain low income earners in civil service during former President Muhammadu Buhari’s government. (NAN) (www.nannews.ng)

    Abuja, June 19, 2024 (NAN) Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation (HOCSF), said the recent physical verification exercise by her.office, exposed workers living abroad but still earning salaries from the service.

    Yemi-Esan revealed this during a chat with media executives on Wednesday in Abuja, being part of activities to mark 2024 Civil Service Week.

    The News Agency of Nigeria (NAN) reports the theme for 2024 celebration is ‘Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa’.

    The HoCSF said many of the civil servants, who were caught up in their games, had to resign their appointments, following their failure to carry out the physical verification exercise.

    According to her, the verification exercise was one of the measures by her office, to check corrupt practices, run a smooth civil service and reposition the sector.

    “Recently, there was a circular that went out to all Ministries, Departments and Agencies (MDAs) that, they should do a physical headcount in their MDAs.

    “That means, everybody on the nominal roll, that is receiving salaries, should appear physically and the names of those who did not show up for the exercise should be forwarded.

    “In the circular, I cautioned that Permanent Secretaries and CEOs that give wrong information will be held liable if anything is discovered outside of the information that was given,” she said.

    The HOCSF added that the decision by the government was that, after the exercise, they would stop the salaries of those, in one way or the other, had left the service without proper documentation, but still earning renumeration.

    “From what I saw, the number of people that have gone out of the country and are still earning salaries, is more in the parastatals than in the core ministries.

    “I actually called one of the heads of the agencies and queried why there is such a number of people earning salaries and are not on their desks.

    “I asked how the agency come about such a huge number of the purported workers,” she said

    Yemi-Esan said the reply she got was that some of the civil servants even returned from the UK for the verification exercise.

    Yemi-Esan said: “The Head of that agency told me that he discovered that, a week after the verification exercise,  some of them rushed from the UK to the country, with the intention to do their own verification

    “He said they came to him saying,  aah! Oga, we are around; we heard they did verification.

    “The agency head, asked them to come back in two weeks time for their verification; knowing fully well that  nobody working in the UK, will be able to have such luxury of time,” she said.

    The HOCSF said from the incident narrated to her, most of the affected workers had to resign their appointments because they knew that the game was over.

    She decried the situation, where civil servants who did not have official permission to be out of their office, would travel out of the country for years, and still earning salaries.

    Yemi-Esan added that such development was unacceptable, when there were millions of Nigerians waiting to be employed.

    She also used the opportunity of the event, to appreciate media partners whom she described as “backbone for the successful reforms carried out” by her office since her assumption of duty.(NAN) (www.nanews.ng)

    Abuja June 14, 2024 (NAN) Dr Folasade Yemi-Esan, Head of the Civil service of the Federation (HOCSF), says Nigeria’s transformative processes in the civil service has placed the sector worthy of emulation among other nations of the world.
    Yemi-Esan stated this at a special Juma’at prayer, being part of the activities to mark 2024 Civil Service Week.
    The week is with the theme, ‘ Educate an African fit for the 21st century: Building resilient systems for increased access to inclusive, lifelong, quality and relevant learning in Africa’.
    Represented by Dr Sani Gwarzo, Permanent Secretary, Ministry of Police Affairs, Yemi-Esan said the ongoing reform was a reality which would transform the service to a different standard from what it used to be.
    “The reform is the reality, believe me, if you come to see the civil service of today as it is, it’s totally different from civil service that you knew before and the trajectory is upward and the speed in which we are moving is a phenomenal.
    “I believe that very soon Nigerians will see a civil service that is not only transformative but is worthy of emulation by any civil service in the world, ” she remarked.
    According to her, the civil service has undertaking the bold steps toward reformation and has reached a critical stage in the reform processes.
    “This is the right time to celebrate the success so far recorded as it has realigned with the renewed hope agenda of President Bola Tinubu.
    “The African civil service day is also celebrated around the same time, we have harmonised our theme not only relevant to Nigeria but also aligned with the global efforts being made by civil servants all over the world and in Africa  particular.
    “The civil service is reforming and whatever Mr president is trying to achieve with the renewed hope agenda, we are ready to support him in that direction,” she said.
    Also, Prof. Ibrahim Maqari, Chief Imam of the National Mosque Abuja, commended the civil servants and the government in their efforts to reposition the sector to meet the global standards.
    Maqari said the nation’s civil service sector had contributed immensely to the present stage of the country, hence it’s transformation had influenced the greater part of the nation building.
    “Civil service is an integral part of  nation building without whom Nigeria would not be what it is today.
    “So our role as Muslims Umar in Nigeria is to do whatever we can’t to support the Nigerian civil servants in delivering their responsibilities.
    “We remained prayerful that Allah continues to guide our leaders to help them in all the transformational agenda they have in transforming the civil service to become a better civil service to Nigeria and for the whole world at large, ” Imam prayed.
    The News Agency of Nigeria (NAN) reports that the ‘Civil Service Week’ is celebrated yearly in Nigeria, in compliance with the 1999 Tangier Declaration by African Ministers for Public Service, which is set aside every June 23 as African Public Service Day (APSD).

    Abuja, June 12, 2024 (NAN) Some Nigerians on Wednesday expressed gratitude to God for the sustainable democracy in the country, being uninterrupted for  25 consecutive  years.
    They spoke to the News Agency of Nigeria (NAN) on the way forward at the Eagle Square in Abuja,  the venue of the anniversary 2024 Democracy Day.
    They urged the citizens to remain patient and continue to seek the face of God to turn things around for good in the country.
    They, however, said Nigeria was growing democratically among other nations of the world.
    Mrs Sandra Anani, said she was delighted over uninterrupted democracy in Nigeria, adding that for the country to continuously mark such events from 1999 till date it was worth celebrating colourfully.
    “We can’t go backward in spite of all odds the country and the citizens are facing. Our solution lies in the hand of God, hence the need to seek the Almighty and remain patient for advancement.
    “And I believe that we are moving forward in spite of what we are going through in the country, ” she said.
    Anani, however, used the occasion to further appeal to President Bola Tinubu to reconsider the plight of Nigerians as the labour leaders were still negotiating for the new minimum wage.
    She said that 80 per cent of Nigerian families were well represented in the civil service, hence, ”the need to treat the workers well as it will go a long way to reflect in the life of other people.
    “When the government talks about fighting poverty, except you are a selfish human being, if you receive better pay, you will think of others too.
    “I am convinced that if the workers are treated well, it will remain historic in Tinubu’s time.
    ”So,  I am appealing that as we are celebrating 25 years of uninterrupted democracy, the president should also use it to put a smile on the face of Nigerians, ” she appealed.
    Mr Ajunga Elijah, another participant, said it was a thing of joy for Nigeria, among other countries of the world, to witness such a great day.
    He said, “It is a great day in the history of Nigeria to mark 25 years of  uninterrupted democracy. “
    Nevertheless, Elijah said the citizens were celebrating with deep feelings of hardship in the land, adding that Nigerians would appreciate it if the Federal Government could use the period of the celebration to pay a reasonable minimum wage.
    “I feel deeply within me that this is such a period that the Nigerian government could use to appreciate its citizens for standing by to endure the suffering in the country.
    “Let the government use this period to reduce the burden of hardship in Nigeria particularly, to resolve the issues of the minimum wage so that there will be money in circulation and Nigerians would be happy to enjoy the 25 years of democracy, ” he said.
    Similarly, Mrs Faith Johnson, in her contributions, said marking 25 years of uninterrupted democracy was a thing of excitement for all Nigerians.
    “This is a time for the Nigerian government to show love to its citizens, especially at this time the workers are looking forward to a new minimum wage, ” she said.
    NAN reports that the theme for the celebration is: ’25 years of Enduring Democracy: Prospects for the Future.’

    Abuja, June 9, 2024 (NAN) President Bola Tinubu has approved terms of reference for the pioneering Office of the Special Presidential Envoy on Climate Action (SPEC).

    Mr Segun Imohiosen, Director, Information, office of the Secretary to the Government of the Federation, said this in a statement on Sunday in Abuja.

    The statement said the President approved the terms of reference for SPEC to bring clarity to the functions of the office within the climate and green economy ecosystem.

    “By the President’s directive, the Office of the Special Presidential Envoy on Climate Action shall be the lead negotiator on climate-related matters on behalf of the Federal Government, reporting directly to the President,” said the statement.

    It also said the office shall be the lead negotiator on carbon market and management initiatives on behalf of the Federal Government.

    It added that the office had a mandate to integrate the work of the Intergovernmental Committee on National Carbon Market Activation Plan (NCMAP) into the climate action plans of the Federal Government, reporting directly to the President.

    The terms of reference also include, “Supervising interface between the Secretariat of the National Council on Climate Change (NCCC) and the NCCC Supervising Council, which is chaired by the President.

    “Coordinating all climate action-related activities across Federal Ministries, Departments, and Agencies, legislative, and subnational entities which directly impact the President’s climate action and green economic agenda.”

    The statement said the supervisory function included a mandate to directly engage other nations, international organisations, and non-governmental entities to build coalitions and advance global climate goals in accordance with Nigeria’s national interest.

    It said it shall be the focal point of the Federal Government’s engagement with the United Nations Framework Convention on Climate Change (UNFCCC), Conference of the Parties (COP) meetings, and other related international meetings on climate-related and green economic matters.

    The SPEC shall also be the coordinator of activities of all relevant Federal Ministries, Departments, and Agencies towards the successful fulfilment of Nigeria’s Nationally Determined Contributions (NDCs).

    Amongst others, it shall be, “The secretary of the Presidential Committee on Climate Action and Green Economic Solutions, which is chaired by the President.

    “The chief diplomat and lead representative of the Federal Republic of Nigeria on all climate-related engagements and negotiations while supervising the Energy Transition Office.

    “The focal-point authority on all non-executive activities related to the operations of NCCC with delegated authority to oversee the activities and operations of the NCCC secretariat for frequent reporting to the President in between meetings of the NCCC Supervisory Council.”

    It shall also act as the lead interface on engagements with the Central Bank of Nigeria, Federal Ministry of Finance and Federal Ministry of Power, Federal Ministry of Environment.

    This includes other critical Federal Government institutions concerning the administration and coordination of climate-related donor finance, renewable energy finance and green industrial growth management.

    The statement further said the office of the SPEC shall be chair the Presidential Steering Committee on Project Evergreen.

    Furthermore, the statement said the President approved the expansion of the membership of the Presidential Committee on Climate Action and Green Economic Solutions (P-CAGE).

    The committee comprises representatives of Federal Ministry of Budget and Economic Planning, Federal Ministry of Foreign Affairs and Federal Ministry of Petroleum Resources (Gas).

    Others are: Representatives of  Federal Ministry of Innovation, Science & Technology, Nigerians National Petroleum Corporation Limited (NNPCL), Special Assistant to the President on Energy Transition, Ms Yasmin Mohammed and representative of Energy Transition Office, Mr. Somkele Awa-Kalu.

    According to the statement, the Presidential Committee on Climate Action and Green Economic Solutions will be inaugurated in July.

    It added that the President emphasised diligence, dedication, and patriotism in the execution of this critical national assignment.

    This is with a view to realising his administration’s agenda on climate action and green industrial growth for the long-term benefit of the Nigerian people and Africans at large. (NAN) (www.nannews.ng)
