    The Comptroller-General of the Nigeria Customs Service (NCS), Adewale Adeniyi, has commended Nigerians for their enduring support to democratic principles as the country marks 25 years of Democracy.

    Adeniyi hailed Nigerians in his special message to celebrate the country’s Democracy Day, which was posted on the official Twitter handle of the NCS on Wednesday.

    “Today, we celebrate the power of the people and the enduring strength of democratic principles.

    “Let us honour the sacrifices made by those who fought for our freedom.

    “As we continue to stay compliant and steer clear from smuggling and other forms of trade misconduct, let us renew our commitment to ensuring that every voice is heard and every individual is treated with dignity and respect,” he said.

    According to him, Nigerians united can build a more just and inclusive society.

  • Pay attention to our generation – Youth leader urges

    Abuja, June 12, 2024(NAN) Hon. Dayo Israel, the National Youth Leader of the All Progressives Congress (APC), has urged Nigerian leaders to pay attention to the youth, as the future leaders of the country.

    Israel made the call in Abuja, at the youth programme organised by the Federal Government, as part of activities to mark the 25th Democracy Day Anniversary.

    The programme was themed, “25 years of Enduring Democracy: Prospects for the Future”.

    He described Nigerian youths as resilient, noting that in spite of the difficulties they were experiencing in fulfilling their future aspirations, they were still excelling in their various endeavors.

    He said that the future of Nigeria’s democracy lies in the hands of the youth, who must be engaged i n governance.

    “The future of our democracy is in our hands (youths), and so the leaders of today must be conscious of the attention they give our generation.

    “It is important to know that the Nigerian youths are ripe and ready for leadership, however we have to ensure, it is not by guns,” he said.

    According to him, Nigerian youths have demonstrated a level of decorum by not using guns to force themselves into leadership, as seen in some other African countries.

    He, however, said that leaders should not be complacent about the situation, but should be driven to providing enabling environment for youths participation in all their activities.

    Also speaking at the event, Abdulmumuni Abiola, the son of the late MKO Abiola, winner of the annulled June 12, 1993 elections, said it was an honor for the date to be marked as Nigeria’s Democracy Day.

    He said that even at a young age, he knew his father was determined to make a difference in Nigeria, as he regarded the country as his special place.

    In his presentation on the Prospects of the Future, a political consultant, Mr Samuel Martins, said that youth must be patriotic and be advocates of value reorientation to man the leadership of Nigeria. (NAN (www.nannews.ng)

    Abuja, June 11, 2024 (NAN) The Minister of Solid Minerals Development, Dr Dele Alake, says generating big data in the solid minerals sector is critical in attracting investors to the sector to boost Nigeria’s economic profile.

    Alake disclosed this in an interview with the News Agency of Nigeria (NAN), on Tuesday in Abuja.

    He underscored the importance of big data in guiding investors to make informed decisions on the sector, while helping Nigeria to markets its vast minerals.

    “You must know the type of minerals, the volume of these minerals and the longevity in terms of tenure. The combination of geophysical data, geo science data, geological is what we call big data.

    “We had a very low amount of big data, it covered only five per cent of our land area and five minerals out of 44, leaving 39 unexploited, unknown,’’ he said.

    He explained that the ministry proposed N200 billion to generate data to market its minerals, as the procedure required series of stages but eventually only N2billion was approved.

    “There is aero magnetic exploration, there is drilling-underground exploration and it is an expensive business.

    “When we came in, we found out that Nigeria has over a hundred minerals and out of it 44 are internationally sought after.

    “All previous efforts to explore to generate data on the minerals only amounted to data generated on five out of 44.

    “And even all the exploration efforts done in the past only covered about five per cent of the land of Nigeria,’’ he said.

    He said that for Nigeria to diversify its economy, it must invest in generating big data, as smaller countries with fewer mineral resources than Nigeria, were spending more on the exercise.

    “For example, Senegal has a land area of 71,000sqkm and spent about eight to nine million dollars on exploration annually.

    “Nigeria in contrast has about 93,000SqKm, more than about 12 times the size of Senegal, and last year we spent about N2.5billion on exploration.

    “In the same period, Ivory Coast spent about 146 million dollars on exploration, Congo spent 133 million dollars, and we have more minerals than these countries that are spending so much on exploration.

    “Because it is the data that will attract the investors, they will want to know the data in your sector so that they can make informed investment decision, ’’ he said.

    The News Agency of Nigeria (NAN) reports that the Federal Government on May 14, unveiled the Nigerian Minerals Resource Decision Support System software, aimed at helping investors make informed decision in the sector.

    The Minister at the unveiling, explained that the software serves as a one stop shop for investors seeking geoscience data and other credible information to make informed decisions.(NAN)(www.nannews.ng)

    Abuja, June 11, 2024 (NAN) The Trade Modernisation Project(TMP), of the Nigeria Customs Service (NCS), is designed to ease the transfer of technological knowledge to NCS personnel, its General Manager, Mr Ahmed Ogunshola, has said.

    Ogunshola told the News Agency of Nigeria(NAN), on Tuesday in Abuja that the project was applying technology to ease export and import clearances, and payment of duties and the release of goods.

    “We are deploying modern technology for its implementation; we are working with NCS personnel from the beginning of the process until its completion, to ensure sustainability.

    “Our feeling is that if there is no sense of ownership, honestly, at the end of the day, it will be jettisoned.

    “We jointly designed and developed these solutions, so there is 100 per cent knowledge transfer in everything that we are doing.

    “From the day the first code of the software was written, NCS officers were in the room with us. It was designed, developed and is being deployed from this room (modernisation hub). This has been on since July 2023,” he said.

    NAN reports that TMP Ltd is the concessionaire of the NCS trade project.

    It is a 20-year concession agreement which has three phases with phase one covering year one to six; phase two, seven to 13, and phase three from 14 to 20.

    The agreement was signed on May 27, 2023 between the Federal Government of Nigeria, represented by NCS Board, and the Trade Modernisation Project Ltd.

    TMP is the automation of the business processes of the NCS to simplify, and enhance, the experience of stakeholders in the trade value chain.

    Ogunshola said that during the third phase of the project’s implementation, the concessionaire would step back from management it, leaving NCS to handle it for full six years.

    “NCS will continue to perform all its activities and operations; none of its statutory mandate has been concessioned to anyone, and they will continue to man all their stations.

    “All we are doing is to provide systems and platforms as well as services that enhance those functions and activities of NCS.

    “ We believe that by the end of the project, NCS will be a pride among its peers,” he said.

    NAN reports that the project is expected to generate in excess of 250 billion dollars for the Federal Government over the life of the concession.

    The concessionaire is expected to invest 3.2 billion dollars to deliver the project over the 20-year period.(NAN)(www.nannews.ng)

    June 9, 2024(NAN) The Nigeria Customs Service (NCS) Trade Modernisation Project (TMP), will create more than 15,000 jobsU, its General Manager, Mr Ahmed Ogunshola, has said.

    Ogunshola told the News Agency of Nigeria (NAN) on Sunday in Abuja, that the TMP, which has three phases, is a 20-year concession agreement signed on May 27, 2023, between the Federal Government of Nigeria, through the NCS Board, and the Trade Modernisation Project Ltd.

    The TMP is the automation of the business processes of the NCS to simplify the experience of stakeholders in the trade value chain.

    It is expected to ease export and import clearances, payment of duties and the release of goods.

    The GM said that more NCS personnel would be engaged for the implementation of the project.

    He added that its investment would require local expertise and skills, which would, in turn, develop the local economy.

    “More NCS personnel will be required. For the concession agreement, an additional 15,000 personnel will be needed to fully implement it

    “ TMP will bring in investments in billions of dollars that will require local expertise and skills.

    “As concessionaire, we are building a national operation that will be required to ensure the efficient and effective functioning of all the technology platforms,” he said.

    Ogunshola further explained that with the introduction of any disruptive technology, new jobs would be created through the new service points required for the project to function effectively.

    He said that the project would also facilitate professionalism, especially in technical and information technology skills, as those involved in the implementation were being exposed to the use of modern technology infrastructure.

    According to him, it will provide organisation-wide capacity building for NCS, to ensure the sustainable implementation of the project.

    “The project will create a new set of professionals who will help end users navigate the system.

    “Studies of similar projects around the world have shown that the ripple effects lead to creation of new jobs across many industries.

    “The project also grows businesses which, together, contribute to wealth generation and sustainable developments,” he said.

  • Niger mine collapse: Association wants more manpower for regulatory bodies

    Abuja, June 8, 2024(NAN) The Miners Association of Nigeria (MAN) says there is need to beef up manpower for regulatory bodies deployed to mining sites to ensure compliance to safety standards.

    The National President of the association, Mr Dele Ayanleke, made the call in an interview with the News Agency of Nigeria (NAN) on Saturday in Abuja, in reaction to a collapsed mining site in Niger.

    NAN reports that a mining site in Galadima-Kogo village of Shiroro Local Government Area of Niger, operated by African Minerals and Logistics Ltd, collapsed on Monday, killing one person and trapping several others.

    NAN further reports that the Minister of Solid Minerals Development, Dr Dele Alake, had announced on Tuesday that seven persons had been rescued so far from the collapsed pit.

    The MAN national president urged the government to invest more in improving the human and logistic capacities of the regulatory bodies.

    “We counsel mine owners to adhere to the principles of mining best practices in their operations and avoid the temptation to hurriedly get to the levels of the ores without observing minimum operational standards and procedures.

    “It is also imperative for the Federal Government to listen to our passionate appeals on the need to invest more to improve the human and logistic capacities of the regulatory bodies.

    “In a situation where you have one federal mines officer in a state like Niger which is equal in size to about five others, with almost zero facilities and field staff for site inspection that would have nipped impending disasters in the bud, what do we expect?

    “It is also important that Nigeria small scale mining lease holders need affordable and purposely structured funding interventions to upscale their games.’’

    According to the president, with the magnitude of the operations in the affected mine site, such an intervention will have enabled the mine owner to hire necessary professional hands.

    He added that the funding intervention would help miners acquire equipment to make their operations compliant with minimum operational standards to avoid disasters.

    Ayanleke described mine collapse as one of the major risks in the mining fields even in advanced mining jurisdictions.

    He, however, said that strategic measures could be put in place to stem the tide of such occurrences to safeguard lives and assets.

    He commiserated with the families of the victims of the disaster, the Government and the people of Niger.

    “May the Lord grant repose to the souls of the departed; heal the wounded and help rescue those who might still be trapped.

    “We also sympathise with our colleague, the mine owner, for the collateral human and material losses arising from the unfortunate incident,” he said.

    NAN reports that the minister of solid minerals development visited some of the victims rescued from the pit on Friday in Niger.

    He said that insurance policies for miners would be enforced across the country to ensure their safety and facilitate prompt relief for them and their families in similar incidents.

    The minister also emphasised the Federal Government’s stance–that remediation plans must accompany mining license applications.

    He said that irresponsible mining operations posing threats to the environment and communities would no longer be tolerated.(NAN)(www.nannews.ng)

    NCS’ bold steps to ease trade operations in Nigeria

    With its poverty rate hitting 38.9 per cent in 2023, Nigeria has continued to battle several social and economic problems, throwing up an avalanche of concerns for both the leaders and the populace.

    The populous African nation has continued to battle food shortages, poor infrastructure, unemployment, while striving to make quality health care and education affordable.

    It is also confronted with security challenges ranging from banditry, militancy, separatist agitations, among others.

    With these challenges getting more serious by the day, experts say that the prospects of overcoming them may not be so bright with the nation’s monolithic economy that depends substantially on oil.

    They say that short and long term measures must be initiated if the nation is to be salvaged from its many woes.

    One recurrent suggestion has been the need to diversify the economy, especially with the global upsurge in energy transition, which is expected to reduce the demand for oil.

    Relying on the oil sector, in spite of the transition, will diminish the nation’s revenue base, the experts have always pointed out, while emphasising the need to build resilience to navigate the situation by leveraging opportunities in other sectors.

    Sectors that provide such revenue options include agriculture, mining, manufacturing, among others.

    In line with this, President Bola Tinubu’s administration has continued to focus on reforming the economy to deliver sustained growth that would have multiplier effects on all aspects of life.

    To this effect, government has continued to develop and implement policies and initiatives designed to generate revenue from the non-oil sector.

    One of such policies focuses on trade reforms.

    The idea is encapsulated in the Trade Policy Of Nigeria(TPN) 2023 to 2027, designed to promote trade as a tool for economic growth and development. It aims at using trade as a catalyst to develop a diversified and competitive economy.

    While it hinges on government’s commitment to an open and transparent trade policy, one of its key objectives is to address constraints limiting Nigeria’s potential to participate effectively in international trade.

    As part of efforts to address these constraints, the Nigeria Customs Service(NCS), in 2022 embarked on a journey to reposition and ease trade operations in the country through its Trade Modernisation Project(TMP), which has three phases.

    The project is a 20-year concession agreement signed on May 27, 2023 between the Federal Government of Nigeria, represented by the NCS Board, and the Trade Modernisation Project Ltd.

    The TMP is the automation of the business processes of the NCS. It seeks to simplify and enhance the experience of stakeholders in the trade value chain.

    It is aimed at making it easy to obtain export and import clearances. It will also ease the payment of duties and the release of goods.

    Shortly put, it is a long term rescue plan aimed at ensuring predictable and transparent processes and procedures for imports, exports and transit trade.

    According to the General Manager of the Concessionaire, Mr Ahmed Ogunshola, the project creates the basis for improving NCS’ services which include improving revenue generation, facilitating trade development and minimising corruption in trade facilitation.

    The project is aimed at automating trade operation processes using a software described as the Unified Customs Management System(UCMS), to be deployed by NCS, which would soon be inaugurated by the Federal Government.

    The UCMS is the core of the operational activities and underpins the decision chain and command of goods clearance for release, in line with the requisite taxes and waivers of the Federal Government.

    The automation aims to address leakages in the revenue collection of customs duties and includes Electronic Cargo Tracking System.

    This system gives traders access through the UCM to comprehensively monitor their transactions from the beginning of the process until the delivery of their goods, and act appropriate where they experience hiccups.

    The system also facilitates Electronic Port System, Logistics Monitoring System, Mobile Enforcement System and Intelligent Gate System.

    In addition to providing further ease of cross border trading, its major advantage is the significant long-term impact it would have on the social and economic development of the country.

    At the end of the 20 year period, the project is expected to generate in excess, 250 billion dollars as revenue for Nigeria.

    This is because automating the process helps to increase revenue collection due to improved trading experiences, which would increase trading frequency and, therefore, revenue from chargeable duties.

    While Nigeria gets to use the revenue to fund its infrastructure development, create jobs, address its security challenges, it would also develop other non-oil sectors to ensure sustainable development.

    On the current stage of the development of software to be deployed to drive the modernisation process, the Head of the  Business Section of the Project, Usman Abba, a Chief Supritendent of Customs, said that all internal sytems had been completed, and final touches were being made on stakeholders’ integration.

    While this is the first phase of the process spanning year one to six, with two more phases to go, it is expected that at a stage, all systems must be deployed to hardware, software and technology services.

    The reform, through the project, is expected to streamline customs processes, reduce delays and cut down on corruption. As a result, businesses can operate more efficiently, and government can collect more accurate and timely revenues from trade activities.

    Additionally, aligning trade policies with international standards can attract more global partners and increase Nigeria’s share of global trade.

    As the implementation of this project gets to its peak, excited analysts say that Nigeria can look forward to a more dynamic, efficient and profitable trade sector, driving sustainable economic growth and prosperity.(NANFeatures)

    Abuja, June 6, 2024(NAN) The Trade Modernisation Project (TMP) of the Nigeria Customs Service (NCS), will check the extortion of traders by facilitating the comprehensive tracking of their goods from the beginning of the trade process until delivery.

    This is through its Unified Customs Management System(UCMS), a software that would be deployed to monitor all stages of the transactions by traders.

    The News Agency of Nigeria(NAN) reports that the TMP is the automation of the business processes of the NCS, to simplify and enhance the experience of stakeholders in the trade value chain.

    It is also aimed at making it easy to obtain export and import clearances, and in paying duties and obtaining release of goods.

    NAN further reports that customs modernisation project, which has three phases, is a 20- year concession agreement.

    It was signed on May 27, 2023 between the Federal Government of Nigeria, represented by NCS Board, and The Trade Modernisation Project Ltd.

    Chief Superintendent of Customs, Usman Abba, Head, Business Analyst for the project, told NAN in an interview on Thursday in Abuja that  by using the software traders would be able to know when and where there were hitches in their transactions for redress.

    Abba said the system would eliminate fraudulent intent and expose those who take advantage of clients who cannot properly track their goods with the current system to extort them.

    “ This is the platform where the trader has access and is able to track all the stages of transactions, and know where the challenge or exactly the issue is untill the goods are delivered,“ he said.

    He said that the service had received numerous reports of agents attempting to extract additional funds from their clients, by falsely claiming that their goods had not been cleared by customs when the process had already been completed.

    According to him, the software, which will soon be inaugurated, is designed to have information on all transactions, including payments and goods clearance, to enable the trader to act as required.

    “ So the trader can log in and see where exactly the goods are, also after he makes payment, he can see through the system that the payment has been done, and even how much has being paid.

    “He can even see that the consignment have stepped out from the port, because we have the gate acknowledgement.

    “ It means that when the truck is moving out, the system will update that the consignment has been gated out because the system allows integration with the terminal operator ,“ he explained.

    He added that other agencies were also being integrated into the system to examine goods according to their constitutional mandates

    On the current stage of the development of the software, Abba said that all internal systems had been completed, and final touches were being done on stakeholders integration.

    “ What we are working on basically is the stakeholders integration. We are done with customs part and are just on the aspect of few stakeholders, just to show them the system and how to have them integrated.

    “ We have engaged the Central Bank of Nigeria,National Agency for Food and Drug Administration Control,just a bit to finish up the system,“ he said.

    NAN reports that the TMP is targeting generating more than 250 billion Dollars in revenue over the 20 year concession.

    The project is aimed at bringing Nigeria at par with the rest of the world in the deployment of technology to facilitate international trade.

    Abuja, June 4, 2024(NAN) The Nigeria Customs Service (NCS)’s Trade Modernisation Project (TMP), has been built foolproof against cyber-attacks, its General Manager, Mr Ahmed Ogunshola, has said.

    “It is built with the latest security network gadgets to ensure its safety and integrity,” Ogunshola told newsmen during a media tour of the project’s office on Tuesday in Abuja.

    He said that the system’s software, described as the Unified Customs Management System (UCMS), has seven layers of security built to resist cyber attacks.

    The News Agency of Nigeria (NAN) reports that the customs modernisation project, which has three phases, is a 20-year concession agreement.

    It was signed on May 27, 2023 between the Federal Government of Nigeria, represented by NCS Board, and the Trade Modernisation Project Ltd.

    TMP is the automation of the business processes of the NCS to simplify and enhance the experience of stakeholders in the trade value chain.

    It is expected to ease export and import clearances in paying duties and obtaining releases of good.

    Ogunshola said that the project was incorporating high level of security for its operations.

    “We are operating seven layers of security in terms of building the software to be deployed.

    ” We are working with one of the leading cyber security firms in the world to ensure the safety of the software.

    “ We are doing code level cyber security analysis of the software as well.

    “Before any code that is written for the software is pushed into the software, it analyses and assesses it.

    “We are working towards the ISO 27001 information security standard; that is the highest you can get in the world,” he said.

    He expressed confidence in its cybersecurity framework and other security measures put in place to ensure the safety of the software.

    He added that the measures were also extended to its hardware and other reporting systems, to guarantee their safety.

    According to him, the UCMS is an interactive platform that will help in checking fraudulent activities in trade operations, as traders can monitor all the processes using the software.”

    “ We have made significant progress with respect to the deliverables of the project.

    “ We believe that by the end of the project, NCS will be a pride among its peers.

    “This will bring Nigeria Customs fully into the 22nd century to ensure that it earns its place of pride among customs administrations around the world,” he said.

    Also speaking, the National Public Relations Officer of NCS, Abdullahi Maiwada, said that the media tour was aimed at showcasing the efforts of the service in implementing its modernisation project.

    He said that the move was to update the media and other stakeholders on the efforts of NCS in facilitating ease of doing business through the project.

    Abuja, June 4, 2024 (NAN) The Federal Government has rescued seven persons at a collapsed mining site, which occurred on Monday in Galadima Kogo, Shiroro Local Government Area (LGA) of Niger State

    The Minister of Solid Minerals Development, Dr Dele Alake, said this in a statement issued by his Special Assistant on Media, Segun Tomori on Tuesday in Abuja.

    He said that first responders had already been deployed to the scene of the incident, adding that the rescue mission was in collaboration with the mining company.

    The News Agency of Nigeria (NAN) reports that 30 people were said to be trapped in the pit in a mining site operated by African Minerals and Logistics Ltd.

    NAN further reports that Alhaji Abdullahi Arah, the Director-General of the Niger State Emergency Management Agency (NSEMA), had said that the cause of the collapse was as a result of the heavy downpour which softened the soil.

    The minister said that the swift action was a demonstration of the commitment of the government to mitigate the adverse impact of the incident, and rescue those still trapped in the rubble.

    “Upon learning of the incident, we mobilised our Federal Mines Officer (FMO) and officials of the Mines Inspectorate to the site.

    “In collaboration with the mining company, we have rescued seven victims, some with injuries. Rescue operations with excavators are ongoing to ensure we avert loss of lives,” he said.

    According to the statement, the minister recently announced a policy on the mandatory arrangements of remedial measures for mining pits as part of the criteria for applying for mining licences.

    The move was aimed at minimising incidents such as the collapse of the mining site in Niger.

    It said that the minister was actively monitoring the situation at the mining site

    He assured Nigerians of the Federal Government’s resolve to investigate the remote causes of the disaster to prevent a recurrence. (NAN) (www.nannews.ng)
