  • Communities say dredged River Niger yet to bring benefits

    Abuja, May 24, 2017(NAN) On Feb. 5, the Minister of Transportation, Mr Rotimi Amaechi, disclosed that the dredging of River Niger had been completed and added that work would soon commence on  the dredging of River Benue.

    Amaechi made the disclosure while fielding questions from members of the Senate Committee on Maritime.

    He said what the River Niger currently needed was constant maintenance work to allow for unhindered flow of goods to different parts of the country.

    In 2009, former President Umaru Musa Yar’Adua, in a bid to boost socio-economic activities through the waterways, launched the dredging of the lower River Niger and construction of seven additional seaports across the country.

    The ports were to be located in Agenebode in Edo, Idah in Kogi, Yenagoa, Baro in Niger, Lokoja, Aguata in Anambra and Ogbabe.

    According to Amaechi, former President Goodluck Jonathan awarded the project contract in the sum of N47 billion out of which N34 billion was paid the contractors.

    In spite of the sums the government spent on the job, the people living on the bank of the river say they have yet to benefit from the investment.

    Some stakeholders have urged government to utilise the dredged channel to enable the country to reap benefits of the N36 billion spent on the project.

    They say the 572km channel of the lower River Niger from Baro in Niger to Warri in Delta had not been put to use since its completion in 2014.

    They blamed the situation on the non-involvement of stakeholders and experts in the project.

    Baro served as one of the prominent river ports used by the colonial masters for shipment. The river port was linked to the railway line that the colonialists used to transport goods.

    Activities at Baro Inland Port located in Agaie Local Government Area of Niger have been grounded because of the lack of access roads.

    A resident of the community, Malam Abdugani Aliyu, said that the road leading to Baro was constructed during the colonial era.

    The idea of rebuilding  Baro Port was conceived  in 2009 by the late President Musa Ya’radua’s to link five states through the river.

    Aliyu said that the railroad which linked Minna to Baro town has been overtaken by forest as it was not being used.

    He said the road was “extremely bad” for motorist to use and  called on the Federal Government to rehabilitate it.

    Aliyu said that a journey of 27lm on the road took more than two hours because of the poor state of the road.

    He said only one commercial vehicle plied the road daily from Katcha to Baro and anyone who missed the chance of travelling on it would have to wait for the next day.

    Aliyu said facilities and structures in the port were on ground, including the warehouse, had been constructed but there was no access road to transport a crane to the port.

    “If the port is completed, it will surely boost commercial activities and generate employment opportunities for our youths,” he said

    Mr Ibrahim Shuaibu, Technical Officer of China Gezhouba Group Company Limited in-charge of the construction of the port, said 98 per cent of the work had been executed.

    He added that the dredging and construction of the shed had been completed.

    Shuaibu said what remained for business activities to start at the port was the arrival and installation of the crane for lifting goods.

    “Only articulated vehicles can transport the crane to this destination but because the road is bad, even the bridges constructed by Lord Fredrick Lugard, are collapsing,” he said.

    He said once the road was constructed and the crane  installed, economic activities would start at the port.

    Meanwhile, the Chairman of River Transport Association in Kogi, Alhaji Bala Yusuff, told NAN that no single barge had been seen on the channel since the dredging  was completed.

    He called on Nigerian Inland Waterways Authority (NIWA) to act quickly to ensure investment on the project was not wasted.

    Yusuff said that NIWA should immediately acquire at least four W3 passenger boats that would ply the dredged channel.

    He also suggested that the agency should buy tug boats and barges to encourage corporate organisations and individuals to start using the channel.

    “The dredging is important but more important are tug boats, barges and passenger boats .

    ‘’The money required is not much. All these can be sourced locally in Port Harcourt,” Yusuff, a boat operator, said.

    He also called on the government to complete the inland port under construction at Jamata to promote marine  transportation.

    The chairman said operators in Kogi were ready to partner  the government to achieve its aims of dredging the river.

    He said government must adopt a business approach to succeed on the project.

    Some residents living along the river bank said they had yet to derive benefits from the project.

    A resident, Malam Inusa Abu, said that they still relied on local craft to navigate through the river.

    He said he was aware that the river was dredged but it had  not translated to any benefit for the people.

    Another resident of Ganaja village riverside, Mrs Rahmatu Nda, also said the people still used local crafts on outboard engines to cross River Niger and River Benue.

    Meanwhile, some people in coastal communities of Anambra  said they were not aware that the river had been dredged.

    Mr Vincent Okei, the President-General of Odekpe, a riverside community in Ogbaru Local Government Area, said he was not aware of the dredging.

    According to him, if the river is dredged, transportation and economic activities will increase on the route.

    He said the only form of marine transportation on the route  were a canoe and a speed boat provided by the state government for ferrying pupils to school.

    Okei decried the unprofessional manner sand excavation was being carried out in the river by individuals.

    Mr Obiora Oba,  Commander, Odekpe Youth Development Association, also said no work had been carried out on the river.

    “This is Odekpe, where did they dredge? If it was dredged, it would have created jobs for over 200 unemployed youths,” Oba said.

    The youth leader added that the non-dredging of the river might be the reason erosion had claimed many buildings along the river over the years.

    Oba appealed to government to assist the people with more speed boats, a hospital or healthcare centre and a secondary school, especially at Obawagwu-Odekpe village.

    Dr Nwike Okwuosa, the President-General of Atani community, said: “the dredging is a far cry from reality of opening up communities on the River Niger route.

    “If it was executed, nobody will question the economic value it would have brought to government and the people of the area.”

    The President-General of Osammala community, Mr Patrick Ugboma, said: “I was not around in 2014, but my people told me that there was virtually no dredging of the river.

    “By now, we expected ships will be passing through the river to berth at the Onitsha Inland Port but we are yet to feel any impact, if actually any dredging took place.

    “It is a waste of natural resources not to dredge such river that would have generated a lot of revenue and promoted socio-cultural lives of the people.

    “Our major concern now is for the Federal Government to dredge the river to help control the coastal erosion ravaging most communities.”

    Mr Lucky Amiwero, a member of the Shipowners Association of Nigeria (SOAN), said the dredging of the river would bring immense economic benefits.

    ”It is a project that has a lot of economic benefits for the host communities, in particular, and the country, in general.

    ”Maritime and fishing activities in those areas will be better as well as synergy and inter relationships among the communities.

    ”However, first thing must be done first, the impact  assessment of the dredging on the host communities to avoid any community being submerged into the sea in future,” he said.

    Amiwero, who is also the President of National Council of Managing Directors of Licenced Customs Agents, said not much had been achieved since the dredging started,

    He said that none of the ports earmarked to be built in some of the host communities in the master-plan had been built.

    According to him, if the dredging is properly done, the hinterlands will be opened for bigger vessels to off-load containers nearer the destination ports.

    He said that the Federal Government should make the dredging a top priority as a way of creating a favourable  environment  for maritime activities to thrive.

    ”The dredging should be likened to the Federal Government constructing a super-highway.

    ”It will increase sea transportation and create employment as well as increase fleets of boats and sea going vessels in the area,” he said. (NAN)

  • Police arrest 27 kidnap, armed robbery suspects in Kogi

    Lokoja, May 24, 2017 ( NAN) The Police in Kogi on Wednesday said it arrested 27 persons suspected to be behind the kidnap of two businessmen and recent armed robbery incidents in the state.

    The Deputy Commissioner of Police in charge of Operation, DCP Edward Ebuka, who paraded the suspects at the Police Command Headquarters in Lokoja, said they were arrested at their different hideouts.

    He said six of them, Ugbodaga Wada, Abdul Mudi, Adamu Faruna, Nuhu Usman, Abaji Awor and Abdulahi Sule were arrested for the kidnap of Alhaji Musa Oseni and Alhaji Buba in April at Ayingba.

    Ebuka said that 17 suspects were also being held for their alleged involvement in various armed robbery incidents on the highways and other parts of the state.

    He said that four guns, including two AK47 rifles, a locally made pistol and a Bareta Pistol with number 21244 and 27 rounds of live ammunition were recovered from the suspects.

    Also recovered from them are two cars, a white Nissan Sunny with registration number Abuja YAB 980 AL and an ash colour Toyota Carina car with registration number Kwara AA 479 FFA.

    Ebuka added that two of the suspects, Bashiru Aminu and Zanyanu Mohammed were arrested on May 5 at Adavi by the police while vandalizing armored cables belonging to the Abuja Electricity Distribution Company.

    He also said that one other suspect, Eneji Bamidele, was arrested in connection with the death of his friend, Livinus Simon.

    He explained that Bamidele without provocation killed his friend and tried to conceal the crime but was arrested in the process, adding that the offence was committed on May 11.

    Ebuka attributed the arrest of the suspects to the strategies rooted in intelligence-led policing employed by the police in its fight against crime.

    According to the deputy commissioner of police, all the suspects will be charged to court soon.

    He appealed to residents of the state to continue to partner with the police by giving useful information that may lead to the arrest of criminals. (NAN)

  • FADAMA provides support for 14,495 tomato, sorghum, rice farmers in Kano

    Abuja, May 24, 2017 (NAN) The Federal Government, through the Fadama III Additional Financing AF Programme, has provided support for 14,495 tomato, sorghum and rice farmers in Kano State.

    Alhaji Shuaibu Suleiman, Kano State Fadama Project Coordinator, made the disclosure in an interview with News Agency of Nigeria (NAN) in Abuja on Wednesday.

    Suleiman said that 14,495 farmers from Kano had benefitted from the project on production group and 340 farmers on asset acquisition.

    He said that the project registered 972 groups across the three value chains supported by the project – rice, tomato and sorghum-  while it supported 34 groups with assets.

    The coordinator added that the project constructed an agricultural equipment hiring centre, and provided five tractors and farm implements.

    “Fadama has also constructed 50km of roads across six local government areas, 35 tube wells, 27 boreholes and  six aggregation centres.

    “The success record review shows an average of 61 per cent increase in the income among 14,495 farmers and an average of 73 per cent increase in yields.

    “Out of the beneficiaries, 75 per cent adoptees of the technology transferred and 95 per cent expressed satisfaction on operation, maintenance and utilisation of assets acquired,” he told NAN.

    NAN reports that Kano State is one of the six core states of Fadama III AF Programme and the only state participating in the three value chains of rice, sorghum and tomato. (NAN)

  • Don’t delay signing of 2017 budget– Bishop Kupolati urges Osinbajo

    Iyara (Kogi), May 23, 2017 (NAN) The Bishop of Ijumu Anglican Diocese, Dr Ezekiel Ikupolati, has advised the acting President Yemi Osinbajo to quickly scrutinise and sign the the 2017 budget into law.

    Kupolati gave the advice on Tuesday at Iyara, Ijumu Local Government Area of Kogi, during a press conference as part of activities marking the 9th anniversary of the creation of the diocese.

    He said the budget was long over due for implementation, saying Nigerians are yearning for improved living standard.

    While decrying the delay in the passage of the budget by the National Assembly, the cleric pleaded with the presidency to quickly commence its implementation.

    “Accent to the budget should not be delayed; full implementation must commence.

    “I want to advise the Federal Government to constitute post budget committee to monitor and supervise the implementation of the budget,” he said.

    The bishop urged Kogi government to pay the outstanding salaries and pensions of civil servants to reduce poverty and stem untimely death among pensioners.

    He charged churches in the country to live up to expectations by contributing their quota to nation building, stressing that churches should not be found wanting in critical areas of development.

    Kupolati also urged Christians to avoid discrimination and live in peace with members of other faith.

    “The church now is too conscious of denomination. There is one God, one spirit and there is need for us to come under one umbrella and speak with one voice,” the cleric said.

    On the 9th anniversary of Ijumu Anglican Diocese, the bishop noted that though several successes were recorded, financial challenges had hindered progress.

    “The Bishop’s Court is yet to be completed but very soon, our pure water factory will commence production,” he said.

    Kupolati said that steps were being taken to boost the spiritual and physical growth of children, youths, women and men in the diocese to enable them contribute to the growth of Christianity and the society.

    He said that a stakeholders meeting would hold on May 26 as part of activities marking the 9th anniversary of the diocese.

    He said that fund raising for the completion of Bishop’s Court and Pure Water factory would hold on May 27. (NAN)

    Abuja, May 23, 2017 (NAN) Dr Adetunji Oredipe, Task Team Leader (TTL), FADAMA 111 Additional Financing (AF), on Tuesday expressed willingness to tackle challenges facing farmers with more support from state governments.

    Oredipe said this in an interview with News Agency of Nigeria (NAN) on Tuesday in Abuja.

    According to him, talks were on-going with the governments on the importance of counterpart funding to make them work as a team to reduce poverty and also boost the economy.

    “The programme prepared a project worth N150million and the World Bank has agreed to contribute N120million of which N30million is expected from state government but if the state is not forthcoming, it is difficult to achieve its aims and objectives.

    “We are appealing to the state government even in the face of recession in the country, they should be able to prioritise their activities and attach the necessary importance to the development of the agriculture as they claimed its their primary area of focus.

    “ If the state government is able to do this and project resources available, jointly we can work together to achieve the objectives set out in the project document,’’ he said.

    Oredipe said that the programme would not follow the idea of giving deadline or force the state to pay but they would continue to appeal to the state sense of judgement and tell them while it is important to pay the fund as at when due.

    “ If the counterpart fund is not forthcoming, we might not achieve the objectives of the project.

    “ Since the states have committed some funds and World Bank has committed a lot of fund to work jointly to make sure that the excess results are achieve,’’ he said.

    “The clearing of land is a major challenge facing farmers because the cost of clearing is high and the project did not cover it, but they had discussed with the government on it.

    He said “we are happy because it is coming at a time when some states government have acquired new set of equipment that can be used to help these farmers in land clearing,’’ Oredipe said.

    NAN reports that the project began disbursement in Feb. 2014 and proposed to end on Dec.2019.
    It aimed at scaling up the impact and development effectiveness of the well performed FADAMA 111 project.(NAN)

    Kano, May 22, 2017 (NAN) No fewer than 15,000 farmers have benefited from  Fadama III   additional  Financing (AF) Project’s intervention on agriculture in Kano state in the past two years.

    The National Coordinator of the project, Mr Tayo Adewuni, disclosed this on Monday during the mid-term review mission organised for stakeholders in Kano.


    According to him, the project has been able to empower the farmers, especially on modern techniques of rice farming, sorghum and tomatoes in the state.

    He said the essence of organising the mid-term review mission was to access the level of progress made and address necessary challenges.

    The coordinator pointed out that the performance of the project in the state has been very commendable.

    He explained that the state was among the leading states that were currently benefitting from the project.

    Adewumi commended the efforts of the state government in setting mechanism to ensure regular feedback, which led to the spread of the project to 44 from initial seven local government areas.

    In his remarks, the Kano State Commissioner for Agriculture, Dr Nasir Gawuna, applauded the efforts of the Fadama III additional financing project in the state.

    The commissioner, represented by the Managing Director, Kano State Agricultural and Rural Development Authority (KNADA), Prof. Mahmud Daneji, said a lot of farmers have benefitted from the project.

    Gawuna assured farmers of the state government’s collaboration with the project to boost agriculture in the state.

    Earlier, the representative of World Bank in the project, Dr Adetunji Oredipe, said the bank was highly impressed with the performance of the state farmers.

    According to him, the target of the project is to empower 30,000 farmers in Kano alone within the four years of the project. (NAN)

  • 18 years of democracy: Dogara laments low awareness of legislature’s role by Nigerians

    Lokoja, May 20, 2017 ( NAN) In spite of the country’s 18 unbroken years of democracy,  the Speaker, House of Representatives, Mr Yakubu Dogara, said on Saturday in Kabba, Kogi, that many Nigerians were still ignorant of the role of the legislature as a vital arm of government.

    Dogara said the glaring ignorance on the part of many Nigerians had continued to put the legislature under “tremendous pressure and challenge”.

    “Constituents inundate legislators with requests and demands that are clearly outside the functions of the parliament,” said Dogara, who was in Kabba to inaugurate some projects initiated by Rep. Tajudeen Yusuf.

    He urged Nigerians to be abreast of the constitutional duties of the parliament, saying its role is purely law making, oversight and representation.

    Dogara said the 8th Assembly would continue to intervene in critical areas of infrastructural across the country.

    “It is in realisation of this national call to service that many legislators through the Zonal Intervention Initiative provide some incentives and projects that are expected to drive the economic activities in our various constituencies.

    “As a parliament, we are fully committed to making laws that will improve the well-being of Nigerians, ensure meaningful growth and development as well as promoting peace, unity, fairness, equity and justice,” the speaker said.

    Dogara lauded Yusuf for initiating the projects which, he noted, would impact on the lives of the people at the grassroots and urged residents of the communities where the project are located to make the best use of them.

    The News Agency of Nigeria (NAN) reports that Dogara inaugurated three skill acquisition centres and information communication centres.

    Yusuf, who represents Kabba/Ijumu Federal Constituency in the House, said the facilities and the empowerment tools were provided in fulfillment of his electoral promises to the people.

    “I have always had a pro-people approach to issues. For me, my passion and commitment to the general well-being of the people is non-negotiable. I have kept faith with this principle.” ( NAN)

  • Reissue: Agency distributes relief materials to 4,000 IDPs in Katsina State

    Daura (Katsina State), May 19, 2017 (NAN) The Katsina State Emergency Management Agency (SEMA), has begun the distribution of foodstuffs to 4,000 Internally Displaced Persons (IDPs) in order to ease their hardship.

    Alhaji Mannir Abdullahi, the SEMA Director, Administration and Supplies, made this disclosure in Daura on Friday at the distribution ceremony for Sandamu and Zango Local Government Areas.

    He said that the items included, 300 bags of beans, 450 bags of rice, 90 bags of salt, 300 bags of gaari and 550 gallons of cooking oil.

    Abdullahi said the items were donated by the National Commission for Refugees and Internally Displaced Persons.

    The director explained that the items were being distributed according to the number of affected households.

    He said the IDPs were from the 11 Local Government Areas of  Daura, Baure, Sandamu, Zango, Dutsin ma, Rimi, Katsina, Kafur, Kankiya, Ingawa and Jibia.

    Mallam Isah Mohammed, who spoke on behalf of the beneficiaries, lauded the agency for the timely distribution of the items.

    He said that the items would help them address some of their needs, now that  the Ramadan period was fast approaching, urging the beneficiaries to desist from selling the items.

    In a related development, Abdullahi disclosed that  the State Government had procured N30 million worth of relief materials for distribution to the IDPs.

    He also said that SEMA had last week distributed relief materials including beddings, foodstuffs and clothings to 700 IDPs in  Katsina  Local Government Area. (NAN)

  • Kebbi Government closes hotel over alleged accommodation of criminals

    Birnin Kebbi, May 19, 2017 (NAN) The Kebbi State Government has ordered immediate closure of  the Na Kowa Guest Inn and Restaurant in Birnin Kebbi over alleged accommodation of criminals.

    The state Commissioner for Information, Alhaji Musa Kalgo, told newsmen in Birnin Kebbi on Friday that Gov. Atiku Bagudu directed the closure.

    Kalgo said that Bagudu also directed that all occupants of the inn should be arrested and interrogated.

    According to him, any occupant suspected to be a criminal would be charged to court.

    “Some nefarious activities have been taking place in the area. It was alleged that the hotel is the hideout of criminals that pose threat to the security of the people in the area.

    “Government has directed immediate closure of the hotel and arrest and interrogation of all its occupants,” he said.

    Kalgo said that suspected armed robbers who attacked commercial motorcyclists on Wednesday were traced to the hotel.

    “The attackers were traced to the hotel but the guards in the hotel refused to open the gate until security personnel forced their way into the hotel where two of the suspected attackers were arrested.

    “This is a serious security concern; it is the main reason the hotel was closed,” he said.

    The News Agency of Nigeria (NAN) reports that the proprietor of the hotel was not available for comments. (NAN)

    Lokoja, May 19, 2017 (NAN) Kogi State Government has presented 10 pick-up vans and 260 motorcycles to the state vigilante service to strengthen security in the state.

    The Director -General, Media and Strategy to the governor, Mr Kingsley Fanwo, disclosed this in a statement in Lokoja on Friday,

    He said that the Gov. Yahaya Bello of Kogi made the presentation to the vigilante group on Friday in Lokoja.

    Bello said at the event that the vehicles were to further strengthen the service to deliver on its mandate.

    According to him, the action shows the total commitment of the state government to peaceful coexistence and safety of the people of the state.

    The State Security Adviser, Navy Cmdr Jerry Omodara (Rtd.), who represented the governor at the event, said government was satisfied with the returns on its huge investment in security since the assumption of office.

    “The significant improvement in security witnessed in the last 14 months in the state was a testimony to the considerable investment the new direction government has made in the sector.

    “The development of the state will be built on a firm foundation of peace and security,” he said.

    According to him, one motorcycle will go to each of the wards in the state, while the Commanders at the local government level will get an extra motorcycle each.

    “This is to enhance community policing, which we believe is a vital part of our security architecture,” he explained.

    The Commander, Kogi State Vigilante Service, Col. Hassan Aliyu (rtd), in his response, promised to ensure judicious use of the vehicles.

    He said that they would be deployed appropriately, saying that it would enhance the operational mobility of operatives.

    Aliyu reminded the governor that the service will ultimately need to recruit and train 3,000 able bodied men for effective policing of all the 21 local governments. (NAN)
