Reps to investigate renewable energy investments performance

    Investigation

    By Constance Athekame

Abuja, June 27, 2024 (NAN) The House of Representatives says it plans to conduct a thorough investigation on the underperformance of investments in renewable energy.

Rep. Afam Ogene, Chairman House Committee on Renewable Energy, said this in Abuja on Thursday at the workshop on aligning strategies across the Nigeria Energy Transition Plan’s five key sectors with net zero commitments.

The workshop is with the theme, ’’Aligning Energy Transition Programme (ETP) Sector Strategies with Net Zero Commitments’’ organised by the Renewable Energy Association of Nigeria (REAN).

Ogene said that the House had mandated the committee on renewable energy to conduct a comprehensive investigation into government agencies involved in renewable energy investments, procurement, and grant management since 2015.

He said that the resolution followed a motion sponsored by Rep. Okey-Joe Onuakalusi, representing Oshodi/Isolo Federal Constituency, Lagos State.

The motion according to him was on the urgent need to investigate government investments and grants received in the renewable energy sector from 2015 till date.

“In spite of significant investments and grants, including a 750 million dollar World Bank facility approved in Dec. 2023, and over 2 billion dollar received as investments and grants in the past decade.

“The sector has failed to show tangible progress or contribute meaningfully to the national grid, “he said.

According to him, the House is concerned about the seeming lack of transparency and accountability in the management of these funds.

Ogene said that as chairman of the committee on renewable energy, he would conduct a thorough investigation, leaving no stone unturned, to uncover the truth behind the sector’s underperformance.

He also said that the committee would ensure that the House’ mandate was fulfilled, and appropriate action taken against individuals or organisations found to have mismanaged funds or engaged in unethical practices.

“The investigation aims to hold accountable those responsible for the sector’s poor performance and release the sector from dullness and stunted development.

“Promoting in the process, sustainable economic development and addressing Nigeria’s persistent electricity challenges, ‘’he said.

Ogene appealed to REAN as stakeholders in the renewable energy sector to provide relevant information about the investments and grants in the sector within the period.

“The National Assembly is committed to supporting the renewable energy sector through legislation and oversight.

“This we must do to ensure that we move forward in our commitment to the net zero emissions journey as a nation.

“I urge REAN to continue its excellent work in advocating for policies and programmes that support the growth of the renewable energy sector.

“Let us work together to create a sustainable energy future for Nigeria, “he said.

Earlier, President of REAN, Mr Ayo Ademilua, said that the workshop was to track how Nigeria had fared in its commitment in the energy transition programme plan.

He said that the commitment of REAN to Nigerian Energy Transition Programme (NETP) was the reason the association monitored the progress so far.

“So this particular event is to measure the tracks across different sectors, the cooking sector, the transport sector, the industrial sector, to see how much we have done concerning energy transition in Nigeria.

“We are moving forward but a bit slowly. I believe that there is room for improvement in terms of the speed towards our commitment.

“But I see that there is the willpower on the government side to see how the ETP can move forward, but we need to move a little bit faster, “he said.

Ademilua said that one of the challenges of the transition programme was funding adding that more commitment by the nation was needed to make it work.

“Our people need a paradigm shift because the energy transition plan and commitment is not just a government commitment alone; all of us are in it.

“We have to plan to make sure that we do all that we are supposed to do,” he said (NAN)(nannews.ng)

  • Rep to establish complaint desk to address electricity issues

    Desk

    By Constance Athekame /Khadijat Ahmed

Abuja, June 26, 2024(NAN) Rep Joshua Obika, representing Abuja Municipal (AMAC)/Bwari Area Councils in the House of Representative says he plans to establish a legislative complaint desk to address electricity issues in his constituency.

Obika said this on Wednesday at the AMAC/Bwari Legislative Intervention Workshop on Electricity Consumer Protection in Abuja.

The theme of the workshop titled “Applying Legislative Instrument to Enhance Implementation of Electricity Consumer Protection Provisions of Electricity Act 2023 in AMAC/Bwari Federal Constituency.

“It is my duty as a representative of the people to channel people’s complaints to the Abuja Electricity Distribution Company (AEDC) to do the needful as we can no longer accept disservice to the people.

He said that the complaint desk would enable his office to have all complaints and make sure the issues are taken up with AEDC whose responsibility is to solve the problems.

“There is a signed contract that gives AEDC the powers, so AEDC has to meet up its obligation to the people and that is why I am here to make sure it happens.

“All the laws are already in place and in this country; our problem most times is not the law but the implementation. So, the people saddled with the job to ensure proper implementation must do it.

“I am giving the AMAC and Bwari constituency the opportunity to come up with their complaints in time pass, maybe their complaints were not attended to but this time around it will be different, ‘’ he said

Obika urged all community leaders to encourage their people that have electricity challenges to submit written complaints to the office for proper handling of the issues.

He said that legislative representation was better achieved through regular consultation with constituents.

According to him, this will enable the lawmaker to understand details of the matter by hearing from the institutions whose responsibilities are to carry out oversight and investigation.

“And to also hear from his constituents who are on the demand side of the governance curve. This process will enable the lawmaker to make informed decisions on the right legislative action to follow.’’

The lawmaker said he received numerous complaints concerning electricity billing, metering, disconnection, handling safety standards and absence of electricity in some rural communities due to infrastructural challenges, amongst others.

Obika said that he had consulted with stakeholders in the power sector to find a way of resolving these complaints.

In his keynote address, Prof Sherif Ibrahim, Head of Department, Political Science and International Relations, University of Abuja, emphasised the need to protect the rights of consumers.

Ibrahim said, “that is why there is the need for perpetual monitoring and evaluation of laws to ensure they are checked and implemented.

“Members of the legislature can synergise with the members of the executive as well as the institutions of judiciary in making sure that these legislations are implemented.

“They should also ensure punitive measures or penalties are imposed on those who fail in their responsibilities.’’

Ibrahim said that it was good that the members of the legislature have an obligation in terms of oversight function to ensure the protection of right of consumers as it relates to power consumption.

He said that areas through which the consumers should maintain and fulfill all their obligations had also been identified.

“Especially at protecting the power installations as well as payment of their monthly or quarterly bills.

“As well as cordiality in their relationship with their officials who come to supervise or inspect power facilities and installations, ‘’ he said.

On his part, Mr Dalahatu Musa, the Commissioner, FCT  Public Complaint Commission, said that his office was partnering with the legislature to ensure that the right thing was done.

Musa said that the era of government and private agencies going away without doing the right thing was gone.

“We are joining hands with Rep Obika and other government agencies to check some of these abnormalities.

` I have told him that my office is ready to partner with his office to make sure people get the services they paid for. The worst is that these services are not free. We paid for these services, so they must be rendered,’’ he said.

Mr Princewill Okorie, Special Adviser, Consumer Affairs and Public Complaints to Rep Obika, said that the workshop was a pilot one.

According to him,   it is expected that members of the House of Representatives going by the section 88 of the constitution that gave them the power of oversight and investigation function would be able to carry out consumer engagement in their constituencies.

He said that this would enable the lawmakers to know the way consumers are served in their various constituencies.

“By so doing, legislative activities that will improve the sector based on consumer information,’’ he said.  (NAN)(www.nannews.ng)

  • FG approves N21bn for purchase of meters-NERC

    Meters

    By Constance Athekame

Abuja, June 21, 2024(NAN) The Nigerian Electricity Regulatory Commission (NERC) has announced the approval of N21 billion for 11 electricity Distribution Companies (DisCos) to provide meters for customers.

This announcement was made in NERC’s ORDER NO: NERC/2024/072 on The Operationalisation of “Tranche A” of the Presidential Metering Initiative Under the Framework of Meter Acquisition Fund.

”The order signed by NERC Chairman, Mr Sanusi Garba and Commissioner Legal,  Dafe Akpeneye, shall become effective From June 2024 and may be amended or revoked by subsequent orders issued by the commission.

“The commission hereby approves the  sum of N21 billion apportioned pro rata to contribution by the DisCos as Tranche A of the MAF scheme.

”Attached to this order as Schedule 1 is a breakdown of the funds available for each DisCo for the purchase of end-use customer meters.

”All the meters to be procured and installed under the MAF framework shall be at no cost to the customers of the DisCos,” it said.

According to NERC, it introduced the Meter Asset Provider (“MAP”) Regulations 2018 and subsequently, the Meter Asset Provider and National Mass Metering (“MAP&NMMR”) Regulations in 2021 to address metering challenges in the Nigerian Electricity Supply Industry (“NESI“).

NERC said that the regulations provided several options for metering end-use customers but the interventions, though significant, had not resulted in the closure of the national metering gap which currently stood in excess of seven million customers.

”The inability of distribution companies (DisCos) to raise financing in the form of debt or additional equity was identified as the major constraint in the acquisition and deployment of end-use meters and other capital investments.

”The Meter Acquisition Fund (MAF) scheme was therefore, developed and approved by the commission, primarily to address the challenges of DisCos creditworthiness inhibiting the deployment of end-use meter in NESI.

”By creating a credible revenue stream from the market funds on the back of which long term financing may be secured by the utilities,” it said.

NERC said that the management of Fund Manager (FM) based on terms and conditions, negotiated by the DisCos and approved by the commission.

According to the commission, the federal government approved the Presidential Metering Initiative (PMI) with the overarching objective of closing the metering gap in the NESI within three years leveraging on smart metering technologies for data analytics.

The MAF shall form one of the revenue streams for the repayment of the long tenor financing for metering.

The order also revealed that the commission approved the deregulation of meter prices under the MAP scheme vide Order NERC/2024/040 to ensure an efficient pricing of meters while responding more quickly to changes in macroeconomic parameters.

“The order provides that all prices of meters under the MAP scheme shall be determined through a transparent and competitive bidding process by eligible MAPs.

“A competitive bidding process was held on  May 21, 2024 based on the provisions of Order NERC/2024/040 where a total of 24 ( MAPs participated across the 12 DisCos.

”A total of 44 bids were submitted for 10meters specifications,” it said.

NERC said the deployment of funds under the MAF scheme would accelerate the deployment of meters and a closure of the current metering gap.

”Thereby reducing commercial and collection losses to DisCos, enhancing quality of service and improvement of customer satisfaction,” it said.

NERC also noted that while the NESI is expected to leverage on the revenue stream under the MAF framework to raise substantial capital funding for metering, there was an imperative to accelerate a closure of the metering gap for all customers.

”Currently classified under tariff Band A for the purpose of revenue protection and facilitating demand side management for the affected customers.”

NERC said that the DisCos should utilise the first tranche (Tranche A) of disbursement from the MAF scheme based on contributions made by DisCos as at the April 2024 markets settlement.

It said that attached to this order as Schedule 1 was to procure and install meters for unmetered Band ‘A’ customers within their franchise areas.

The commission said DisCos shall, within 14  days from the effective date of the order, conduct a transparent and competitive procurement process, for meter price determination, selection and engagement of MAPs/LMMAs for the metering of end-use customer meters under the MAF scheme.

”The order also directed that a report containing details of the process undertaken for the selection of MAPs/LMMAs including meter price, meter specifications.

”And the list of customers to be metered shall be sent to the commission for approval, within 20 days from the effective date of this Order.

” Upon approval of the commission, the DisCo shall enter into contracts with selected MAPs/LMMAs on one of the following terms,”it said.

The commission said that where an Advance Payment Guarantee (APG) issued by a commercial bank in the country is provided by a qualifying MAP/LMMA, 30 per cent of the contract sum shall be paid by the FM on behalf of the DisCo to the MAP/LMMA.

” Upon execution of the contract. A further two milestone payments shall be made upon the completion of 60 per cent of contracted quantities and 100 per cent of the contract respectively, with the funds advanced against bank guarantee amortized over the payments.

“Where the MAP/LMMA do not request an advance payment, the milestone payments shall be made upon the verified installation of 20, 60 and 100 per cent respectively of the contracted volume of meters.

”A vendor may, at his option, defer payment until the completion of the installation of the contracted volumes.

“DisCos shall ensure that all the necessary resources and network clearance required by the MAP/LMMA to install meters based on installation plans are provided and/or completed,” it said.(NAN)(www.nannews.ng)

  • Ensuring reliable, sustainable power supply under Tinubu’s administration

Ensuring reliable, sustainable power supply in Tinubu’s administration

By Constance Athekame: News Agency of Nigeria (NAN)

The power sector has been struggling with limited distribution networks, limited transmission line capacity, a huge metering gap and a fall in gas supply.

The country’s power problem did not start today; the power sector under previous administrations had a lot of challenges ranging from transmission to generation and distribution.

The sector is also suffering from low generating capacity, poor system maintenance, and vandalism of electricity installations

In spite of the privatisation of the power sector, which produced six generation companies and 11 Electricity Distribution Companies (DisCos), much improvement had not been achieved.

With President Bola Tinubu taking over power on May 29, 2023 and with his “Renewed Hope Agenda” there was the belief that the power situation would change.

However, experts are of the opinion that if proper reforms are put in place, the sector will be able to achieve stable and reliable power supply.

The power sector under Tinubu has witnessed some reforms as he is poised to ensure that he delivers electricity to the people.

The Minister of power, Mr Adebayo Adelabu, said that the reforms in the power sector were part of the “Renewed Hope Agenda’’ of Tinubu towards transforming the sector in the pursuit of reliable and sustainable electricity for a better Nigeria.

Adelabu, speaking on the achievements of the Tinubu-led administration in tackling the power sector issues across the National Electricity Supply Industry value chain in the last one year, said that the achievements have set the sector on the path of recovery and prosperity.

The minister said that the structural reform of the industry through legislation was a significant stride of the administration in the power sector with the signing of the 2023 Electricity Act into law by the president.

“This law alone has seen the devolution of regulatory powers to three states, ” he said.

” In June 2023, the president officially signed the 2023 Electricity Act into law, marking a significant milestone in Nigeria’s electricity sector.

“The new law focuses on enhancing the regulation and management of the electricity value chain with the active participation of the sub-national governments.

“This has resulted in the process of devolution of regulatory powers to three states – Enugu, Ekiti and Ondo to set up their electricity market,”he said.

According to the minister, there is an advance effort in the development of a National Electricity Policy and Strategic Implementation Plan to provide a comprehensive framework for the nation’s electricity sector.

He said that this would signify a concerted effort towards addressing longstanding challenges and charting a sustainable path in Nigeria’s electricity industry”.

Adelabu said that he also got the presidential approval to resolve and defray legacy debts to gas companies, and also to allow efficient gas supply for the sector, as well as payment mechanism to address GenCos’ debts.

“Resolution of the sector obligations with presidential approval to defray legacy debts to gas companies to allow efficient gas supply for the sector.

The ministry of power has also overseen the infrastructure development with additional 463MW transmission evacuation capacity to the national grid through the Presidential Power Initiative.

” This was made possible through the signing of an accelerated performance agreement in November 2023 supervised by Tinubu and German Chancellor Olaf Scholz.

“Additionally, the government has put in place required framework to achieve an injection of 3.5 million meters into the power sector .

“About 1.5 million meters through the World Bank Distribution Support Recovery Programme and two million meters through the Presidential Metering Initiative has been injected into the industry. ”

Adelabu listed the improved grid generation capacity with additional 700MW added through the newly commissioned Zungeru hydro power plants as part of efforts to improve power supply.

He also spoke on the regulatory plan that led to the unbundling of the Transmission Company of Nigeria to Independent System Operators and Transmission System Provider.

He said that the distribution segment of the sector had also been encouraged to guarantee improved service level for the Band A customers with introduction of cost-reflective tariff.

“A key liquidity conditions suitable for driving investment and improved monitoring and enforcement of service delivery by the Electricity Distribution Companies (Discos) with necessary sanctions set in place for erring operators.

The minister said that the conclusion of the 550 millon dollars Nigeria Electrification Plan (NEP) has provided energy access to more households, Micro, Small and Medium Enterprises (MSMEs), educational and healthcare facilities in rural communities.

Adelabu said that the government was committed to achieving the Nigeria Energy Transition Plan with the conclusion of the 550 million dollars NEP.

“This has bridged the energy access deficit by providing electricity to over 1.1 million households, MSMEs, educational and healthcare facilities in unserved and underserved rural communities.

Adelabu said that Nigerians were beginning to see some progress from the outcome of the reform process and the key achievements of the administration in the last one year.

“However, we will not relent until we have a resilient and efficient electricity sector that meets the needs of all Nigerians. And we call on the different stakeholders to play their part.

Some experts, who spoke on the issue said that Tinubu’s administration had brought a lot of reforms to the power sector but however, said that there was a need for improvement.

Mr Kunle Olubiyo, the President, Nigeria Consumer Protection Network (NCPN), said that from May 2023 to date, there had been a lot of reforms by the Tinibu’s administration in the power sector.

Olubiyo said that giving power to states to operate their own electricity sector was a good development and a welcome idea.

“Before now, it was only the Federal Government that had the power to generate, transmit, and distribute power.

“But now due to the fact that Tinubu assented to the Electricity Act, 2023, which has now given the state the power to establish their own electricity agencies.

.This is a major mile stone and game changer, ‘’ he said

According to him, the recent deregulating of metering process by the Nigerian Electricity Regulatory Commission (NERC) is the right step in the right direction.

“Most of the problems we have been having had to do with metering, there have been a lot of leakages or gaps in the process of acquiring meters.

“By deregulating the meter sub-sector, it is going to help and improve the issues of liquidity challenges in the sector and aggregate technical collection and commercial losses.

He also said that the recent unbundling of TCN by the government and granting licence for establishment of the Nigerian Independent System Operator of Nigeria Limited (NISO) was a welcome development.

“The president has demonstrated some commitment in doing that so we are looking at it in the second year of the Tinubu’s administration.

“Government as much as possible should fashion out a model that would make sure that TCN operates in an unbundled form in a commercially viable form. ”

Olubiyo urged the government to look at the area of multiple taxation in Tinubu’s second year in office as the tax burden was strangulating small businesses and the average man on the street.

“Government should look at those businesses that have a multiplier effect on job creation and productivity and create tax holiday.

Mr Princewill Okorie, the Executive Director, Electricity Consumer Protection Advocacy Centre commended the Federal Government on the reforms they being put in place to move the power sector forward.

He said ’’I commend the Federal Government on the efforts they are putting in place to reform the sector, especially the Minister of Power, Mr Adebabayo Adelabu.

“I have been privileged to participate in the African Energy Market Place Forum held recently.

“And I saw the effort the minister is putting in place to develop a strategic implementation plan in order to meet up with the provisions of the Electricity Act 2023 .

“So that is a commendable effort to see that they develop policies that will drive the sector as a follow-up action to the Electricity Act that was signed into law,” he said.

Okorie, however, said that there were areas that the government was supposed to look into as it affects consumers.

According to him, the increase in tariff at this time that fuel has been increased is not a welcome idea as Nigerians are suffering.

He said that increasing tariffs at this time was not a good initiative as this would add to problem of the consumers.

“As the executive director of Electricity Consumer Protection Advocacy Centre, I am concerned about consumers’ interest in the sector.

However, Analysts think that if all these reforms are carried out effectively, it will translate to a stable and sustainable power supply. (NAN Features)

  • Expert seeks joint electricity safety committee establishment to prevent quacks

    Committee

    By Constance Athekame

Abuja, June 16, 2024 (NAN) Mr John Etim, an expert in the power sector, has appealed to the National Assembly (NASS) to enact a law that will ensure the setting up of a joint electricity safety, security and standards enforcement committee.

Etim, who is the National President, Licensed Electrical Contractors Association of Nigeria (LECAN), made the appeal in an interview with the News Agency of Nigeria (NAN) in Abuja on Sunday.

He said that enacting such a law would guard against quackery which had seen quacks carry out installations within and outside Electricity Distribution (DisCo ) staff.

According to him, the law will also enhance job creation, promote local made products, enhance compliance as well as help in realising the local content.

Etim said that the committee should comprise members of LECAN, Federal Fire Service, Nigeria Police Force, Standards Organisation of Nigeria, Nigeria Security and Civil Defence Corps (NSCDC) and the Nigeria Governors Forum.

Others are; the Association of Local Government of Nigeria (ALGON) and representatives of Civil  Society Organisation (CSO) .

Etim listed part of the functions of the proposed committee to include ensuring that fake electrical materials in the markets are confiscated and dealers prosecuted.

“The committee will also monitor electricity installations to ensure that Nigerian Electricity Management Services Agency (NEMSA) criteria for practice are complied with.

“To identify quacks that carry out installations within and outside Disco Staff and ensure that they are prosecuted.

”The committee will ensure that new installations are inspected and tested before connection to the grid,” he said.

Etim said that the overall goal of LECAN was to ensure the safety of lives and property of Nigerians from electricity accidents such as fire outbreak and electrocution.

He said that LECAN members were worried and saddened by some ugly experiences which hindered them from performing their role as safety standards and regulation partners.

Etim said that efforts made by members of LECAN to ensure that certified electrical installation personnel or contractors comply with the terms and conditions for practice approved by NEMSA were being frustrated.

“We appeal to NEMSA to make it mandatory for all certified electrical contractors to join LECAN for proper monitoring and discipline.

“With our wide coverage in each state and the 774 local government areas in the country, we can assure you that if this law is adopted, we can curb sub-standard materials and bad installations,” he said.

Etim also said that the introduction of corporate certificate competency certificates has worsened the safety and standards in the country.

“Every cable seller, bub seller and the woman selling tomatoes has a corporate competency certificate. It is a menace to the Nigeria Electricity Supply Industry (NESI),” he said. (NAN)(www.nannews.ng)

Mrs Ndidi Mbah, TCN’S General Manager Public Affairs said this in a statement in Abuja on Wednesday.
According to Mbah, the incident happened at about 10:15 p. m. on Tuesday night, when the 150 Mega Volt Ampere (MVA) power transformer at Molai Substation tripped.
She said that the tripping happened at the same time as the 330kV transmission line supplying bulk power to Maiduguri from Damaturu Transmission Substation.
‘After the line tripping, efforts were made by TCN engineers to close the Mulai – Damaturu line to enable bulk transmission of electricity, which failed repeatedly.
”Early Today, TCN lines engineers along with security operatives patrolled the line and discovered that towers 193 and 194 along the 330kV transmission line were brought down using an explosive device, which fragments are scattered at the site of the incident.
”The area affected by this incident is Maiduguri and its environs, ” she said.
Mbah recalled that on Dec, 28, 2023, towers T193, T194 and T195, were destroyed using similar improvised explosives.
She said that two out of the towers in question were the towers affected by Tuesday vandalism attack, which were rebuilt after that incident.
According to her, TCN is currently assessing the situation with a view to deciding the best approach at ensuring temporary restoration of the power supply while a contractor is mobilised to rebuild the two transmission towers.
”We will continue to do everything possible with the assistance of security operatives to protect our transmission towers.
”We are also calling upon the government and well-meaning Nigerians to join in the fight against the destruction of our collective national assets, ”she said. (NAN) (www.nannews.ng)

  • Expert urges comprehensive review of power sector privatisation

    Privatisation

    By Constance Athekame

Abuja, June 12, 2024 (NAN) An expert in power,  Mr Uket Obonga  has called for a comprehensive review of the  privatisation of the power sector.

Obonga, who is the National Secretary,  Nigeria Electricity Consumers Advocacy Network (NECAN), said this in an interview with the News Agency of Nigeria (NAN) in Abuja on Wednesday.

Obonga said that the privatisation of the power sector was a good idea but was not properly done.

“Handing over the power assets to those who don’t have the capacity to run them is why we are in this mess.

”The idea of privatising the power sector is a good one,  but the modalities that were used in the privatisation is where the error is.

”If you say you don’t have the capacity to run the sector and you are calling on private investors to take over, those you are handing over the assets do they have the financial capacity to handle them.

“The managerial and technical capacity that is lacking do these current players or operators have the capacity, my answer is no,” he said.

According to Obonga, Electricity Distributions Company (DisCos)  are still unable to meter consumers.

He said that the metering of  electricity consumers was  a revenue assurance tool in the market.

“ The more meters you deploy, the more you are assured and guaranteed that you are going to sell electricity and get your money back,” he said.

According to him, the power sector is experiencing liquidity in the market because of low metering.

He said that electricity was  a viable venture, adding that the problem were models that were adopted in the privatisation process.

According to him, electricity consumers are saddled with the responsibility of providing distribution infrastructure.

He said that communities and  individuals are made to buy poles,  conductors or wires and even sometimes they buy transformers.

”Even when a transformer gets bad,  the Discos are reluctant to repair it and this falls back to the communities to repair or replace these infrastructure,” he said.(NAN) (www.nannews.ng)

  • Power: Expert wants FG to address multiple taxation

    Taxation

    By Constance Athekame

Abuja, June 9, 2024 (NAN) An expert in the power sector, Mr Kunle Olubiyo has appealed to the Federal Government to  address multiple taxation in the sector.

Olubiyo, who is also the President, Nigeria Consumer Protection Network (NCPN),  said this in an interview with the News Agency of Nigeria (NAN) in Abuja on Sunday.

According to him, government need to reduce the multiple bullet being fired at the end users as taxes.

“All taxes that manufacturers are made to pay are being transferred to the end users.

“Businesses that have multiplier effect on job creation and production in the sector should be looked into.

“Taxes are making it difficult for us to breathe, so this is the area we want government to look at, particularly the manufacturing sector.

“When the physical and non-physical incentive is granted to the manufacturing sector, it translates into multiplier effect and productive activities,” he said.

Olubiyo said the issue of multiple taxation if not properly addressed would lead to the country losing the required competition, especially in the power sector.

According to him, most of the businesses that are supposed to be in Nigeria will be diverted to other West African countries.

Also speaking on the poor state of electricity, Olubiyo said government should henceforth ensure that Electricity Distribution Companies (DisCOS) should not be placed in the hands of individuals’ control.

“Most DisCos belong to two or three people, they should be properly restructured and listed on the stock exchange for public equity.”

He said by so doing, the issue of good governance, discipline and corruption would be checked. (NAN) (www nannews.ng)
