    Osogbo, Sept. 10, 2018 (NAN) Osun Government has announced Tuesday as public holiday to commemorate the new Islamic year, 1440 after the Hijrah.

    This was contained in a statement signed by Mr Adebisi Obawale, the Commissioner for Home Affairs, on Monday in Osogbo.

    Obawale said Gov. Rauf Aregbesola’s administration had since inception celebrated Hijrah as a public holiday.

    He urged Muslims and people of different faiths to imbibe the lessons of the Hijrah by abstaining from sinful practices for a new life and conduct that would add value to the state and the country at large.

    Obawale also enjoined residents of the state to continue to live in harmony and peace, with religious tolerance and understanding.

    He said, “the government wishes Muslims in the state and across the world a happy New Year celebration and enjoins residents of the state to continue living harmoniously and peacefully with religious tolerance and understanding.

    “As we enter the Islamic New Year, we must not only celebrate but also strive, as part of what Allah commands us, to internalise the lessons and essence of the Hijrah as exemplified by the uncommon patience and endurance of Prophet Muhammad (SAW) in the face of hardship.

    “We pray, and there is no doubt that the New Year would usher the state into another era of economic prosperity, stability and peace and continuation of good governance.’’

    Obawale also urged Muslims to use the occasion to pray for peaceful conduct of Sept. 22 governorship election in the state.

    He commended Islamic faithful for their unalloyed support to the administration since inception and urged them not to relent. (NAN)

    Kaduna, Sept. 10, 2018 (NAN)The 1 Division, Nigerian Army inter Brigade combat proficiency competition has began in Kaduna with 50 participants.

    The News Agency of Nigeria (NAN) reports that the competition involving officers from the rank of 2nd Lieutenant to Major, will end on Sept. 14.

    The participants, drawn from 3 Brigade, 31 Artillery Brigade and the Garrison Brigade, will seek for glory in Swimming, Map reading Obstacles crossing, Shooting, Weapon handling among others.

    The General Officer Commanding (GOC) 1 Division, Maj.-Gen. Mohammed Mohammed said while declaring the competition open, that it was to develop the young officers combat proficiency and leadership skills.

    “It is also to improve your mental fitness and combat readiness, so that the subordinates that will follow you will have the confidence of following.

    “A lot is required from you in terms of weapons handling and ability to lead troops,” he stressed.

    The GOC reminded the troops that the competition was in line with the vision of the Chief of Army Staff, Lt.-Gen. Tukur Buratai, of having a professional and responsive army capable of discharging its constitutional roles.

    “So, whatever training activities to be embarked upon are geared towards two aspect of the vision, professionalism and responsiveness.

    Mohammed urged the umpires to be fair.

    “And you the participants remember this is a competition, if you don’t have, you don’t have it, if you have it exhibit it.” (NAN)

    Dutse, Sept. 10, 2018 (NAN) The Jigawa Government, has declared Tuesday Sept. 11 as work-free day to celebrate the beginning of the Islamic New Year, 1440 After Hijrah (AH).

    Alhaji Isma’il Ibrahim, the spokesman, office of the State Head of the Civil Service, announced the holiday in a statement in Dutse on Monday.

    The statement said the government felicitated with Muslim faithful in the state and around the world for witnessing the New Year.

    “The state government, therefore, urged the citizens to reflect and live their lives based on the teachings of Islam and practice of Prophet Muhammad (SAW).

    “During this day, it is also expected that all public servants and entire citizens will pray to Almighty Allah for the continued peace and economic prosperity of the state and Nigeria.

    “They are also reminded to be law abiding,’’ Ibrahim added. (NAN)

  • Non-conclusion of electoral amendments threat to credibility of 2019 elections -YIAGA-Africa

    Abuja, Sept. 9, 2018 (NAN) The Youth Initiative for Advocacy, Growth and Advancement (YIAGA-Africa) on Monday said the non-conclusion of electoral amendments constituted a major threat to the credibility of the 2019 elections.

    Mr Ezenwa Nwagwu, a board member of  YIAGA Africa made this known at press conference of Watching The Vote (WTV), a project of YIAGA Africa on the status of the electoral amendment bill.

    Nwagwu said that the YIAGA Africa WTV was concerned with the secrecy of the electoral amendment process.

    He described the situation as worrisome because of the failure of the National Assembly to inform the public on the amendments transmitted to the President Muhammadu Buhari for assent.

    He said the group was also worried with the silence on the part of the president when a modified version of the electoral amendment bill omitting key amendments was transmitted to him.

    Nwagwu said that YIAGA Africa WTV was also concerned that some proposed amendments in the electoral law had implications for ongoing electoral activities conducted in line with the extant electoral law.

    He said that this might be a subject of litigation if not properly managed.

    “The Electoral (Amendment) Act, 2018 Bill forwarded by the National Assembly to President Muhammadu Buhari for assent in August 2018 contained only 15 clauses as opposed to 41 clauses in the original version of the bill.

    “What happened to the remaining 26 clauses?

    “In the version of electoral amendment bill transmitted to the president for assent in August 2018, the amendment to Section 49, legalising the use of Smart Card Reader or any other technological device for accreditation of voters was omitted. ‘’

    Nwagwu said that the group observed that in line with its statutory mandate, the National Assembly proposed and passed amendments to the 2010 Electoral Act as amended.

    He said that these amendments were transmitted to the president for assent three times.

    He said the president declined assent to the bills sighting interference with INEC constitutional powers, drafting irregularities, cross referencing errors and competence of the National Assembly to legislate on local government elections.

    He said that the proposed Electoral Act, 2018 amended 42 clauses of the Electoral Act. No 6, 2010.

    Nwagwu said that the goal of the electoral amendment as enunciated in the explanatory memorandum to the bill was to restrict the qualification of elective office to relevant provisions of the constitution.

    He said that it was also to recognise the use of Smart Card Readers and other technological devices in elections and provide for sequence of elections and party primaries among others.

    Nwagwu said that the National Assembly however deleted some controversial sections highlighted by the president in the subsequent versions of the bill it transmitted to him.

    He said that these sections included Section 25 on sequence of elections and Section 152 on local government elections.

    He said that the National Assembly also redrafted some clauses of the bill to address concerns expressed by the president.

    “The latest rejection of the electoral amendment bill by the president was communicated to the National Assembly on Aug.  30.

    “This is the third time the president is declining assent to the electoral amendment bill, ‘’ he said.

    Nwagwu said the group recommended that the executive and the National Assembly should work together to conclude all the electoral amendments by the end of September.

    He said that this included ensuring key amendments that would deepen the integrity of the electoral process such as legal recognition for the use of card reader for elections.

    Mr Samson Itodo, the Execurive Director of YIAGA Africa also urged the president to fulfill his promise of promoting electoral reforms by expediting the assent of the electoral amendment bill when transmitted to him by the National Assembly.

    Itodo called on the executive and the National Assembly to rise above politics and conclude all amendments to the electoral act to safeguard the integrity of the 2019 elections.

     

    He said that YIAGA Africa WTV issued the statement because of the present status of electoral amendment bills.

    He said that this was in line with its firm commitment to electoral integrity and responsibility of providing citizens oversight on the electoral process. (NAN)

  • Jail term: Yobe Govt. approves life imprisonment for rapists

    Damaturu, Sept. 10, 2018 (NAN) The Yobe governor, Alhaji Ibrahim Gaidam, on Monday, signed into law; life imprisonment and 25 years jail term for rape of minors and adults respectively.

    Gaidam while signing the law in Damaturu, said that government took a proactive action in view of the rampant cases of rape, kidnapping and unnatural offences being reported across the country.

    “Whoever commits rape, where the victim is a minor, shall be punished with imprisonment for life and where the victim is an adult, shall be jailed for a term of 25 years,” he said.

    He said that any kidnapper arrested in the state would face a 14-year-jail term.

    “Anyone who is ascertained to have carnal knowledge against the order of nature with any man, woman or animal is said to have committed unnatural offence and shall be convicted with a prison term that may extend to 25 years or not below 14 years.

    “The law stipulates that whoever takes, entices, confines any person by means of force, threat or deceives such person without his consent or lawful authority with intent to deprive him of his personal liberty will be construed to have committed the offense of kidnapping,” he said.

    According to the governor, the court shall also award appropriate compensation to the survivors of rape as it deems fit in the circumstance.

    Gaidam said his administration was committed to speedy dispensation of justice to attain a peaceful, egalitarian, disciplined and prosperous society. (NAN)

  • UN urges improved funding for agencies to combat trafficking in Nigeria

    Abuja, Sept. 10, 2018 (NAN) The UN has called for improved funding for law enforcement and other relevant agencies to effectively combat the menace of human trafficking in Nigeria.

    UN Special Rapporteur, Maria Giammarinaro,  made the call on Monday in Abuja while briefing newsmen on her preliminary observations after a week  visit  to assess issue of trafficking in persons in Nigeria

    The envoy who commended the Federal Government for the efforts made so far in the fight against trafficking in persons in the country however, said a lot still needed to be done.

    She also called on the international community to increase their support and cooperation with Nigeria in ensuring implementation of viable projects that would enhance jobs provision and poverty reduction.

    “I advocate for improved funding for the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Civil Society Organisations (CSOs), law enforcement and  relevant agencies.

    “I also advocate for the establishment of functioning trust fund that will be solely dedicated to the fighting of trafficking in the country and to compensate the victims.

    “I have to say that NAPTIP is underfunded, the law enforcement agency is underfunded, that shows very clearly why they provide poor services,” she said.

    According to her, a lot has been done in the country to combat trafficking, NAPTIP has been doing a lot but what has been done is not enough.

    “The Nigerian government needs to redouble efforts to achieve better results; unfortunately there is no indication of decrease in the trafficking trend.

    “My main suggestion and recommendation to the government is to establish a dedicated fund to financing CSOs’ activities to prevent trafficking and assisting in rehabilitating victims.

    She said that root causes of trafficking which are mainly poverty and unemployment must be addressed by providing jobs through skill acquisitions and trainings to the vulnerable.

    “I have to say that the causes of the problem are mainly poverty and unemployment; although the country is one of the fastest growing economies in Africa.

    “However, 64 per cent of the population live below the line of poverty about 40 per cent of the population is where unemployment is rampant,” she said.

    She said that prevention was one of the areas that the international donors should cooperate with their Nigerian partner and improve initiatives that focus on projects implementation.

    “Prevention has been considered mainly as key area to focus on by raising awareness about the risk of migration to inform that regular channel of migration is the better way,” she said.

    Giammarinaro also advocated that there should be compensation to victims through the established fund which she said would enable them to live a better life after their return to the country.

    She called on the Federal Government to pay more attention to the people in the Internally Displaced Persons (IDPs) camps saying they are the most vulnerable.

    “IDPs relied heavily on humanitarian support to survive and they are vulnerable to sex exploitation and trafficking, particular attention should be paid to them.

    “Another issue is the children released after being used by Boko Haram, those liberated by the Nigeria army have been subsequently detained.

    “CSOs sources indicated that they are in appalling condition, these children have been forced to commit atrocities, they need intensive counseling and rehabilitation,” she said.

    She also called on the Federal Government not to relent in its efforts at ensuring that the girls in Boko Haram’s detention are safely released.

    “I don’t want to forget the girls that have been abducted by the Boko Haram whose fate still unknown they might have been trafficked for the purpose of sexual exploitation  or other purposes.

    “I urge the Nigerian government to continue to operate and ensure their release,” she said. (NAN)

    Abuja, Sept 10,2018(NAN)  Dr Eno Kufre, a Psychiatrist with a Private Psychiatrist centre in Gwagwalada on Monday said that depression was the major cause of premature death.

    Kufre said this in an interview with the News Agency of Nigeria (NAN) in Abuja to commemorate the World Suicide Prevention Day.

    The theme for the Day is “Working together to prevent suicide”.

    She called on Nigerians to be more conscious on likely predispositions to the act of suicide.

    According to her, Suicide is the act of intention to cause one’s own death.

    She said: “Though suicide is an intentional act of man, it is jolting to realise that it is the 10t leading cause of death globally.

    “Approximately 12 in 100,000 people deliberately end their lives.

    “Suicide is not inevitable, if we are more conscious of the signs and symptoms of depression.

    “If we are all ready to stick out our necks and be Good Samaritan’, we will help not a few people avert untimely death and lifetime complications through suicide and failed suicidal attempts.

    “Suicide is not inevitable, we only need to be more sensitive and helpful,” Kufre said.

    She said that although more women tend to attempt suicide, men are more likely to succeed in ending their own lives.

    Kufre said men are more decisive and tend to complete whatever they fix their hearts on.

    Women on the other hand are more emotional and are more likely to try to seek attention by attempting to kill themselves than actually being determined to do so.

    “Most people who commit suicide have lived with depression for a while and the cause of depression varies  from sudden tragic life events such as accidents leading to a physical disability and loss of livelihood.

    “Others are loss of loved ones, loss of jobs, prolonged periods of hardship, contracting or being diagnosed with a chronic or terminal disease, among other causes.

    “A significant proportion of others who commit suicide may not necessarily have been depressed for a while, but may have suffered very disgraceful events of life and incurred shame and loss of their self-dignity,” she said.

    She also said that some suicide happen when a person with certain psychiatry illnesses that cause them to have auditory hallucinations.

    Kufre said these voices of unseen persons sometimes instruct the victims to go and kill themselves by varying means, and some recorded acts of complete suicide and others of attempted suicide have been from victims’ obedience to these unseen voices.

    “Some other factors that predispose to suicide include substance misuse; alcohol dependence has been linked to higher risk of suicide and genetics (though the link is poorly understood).

    “Some signs to committing suicide are loss of interest in previously pleasurable activities, Loss of appetite or excessive eating, unusual with the person and disturbed sleep pattern.

    “Others are expressions of despair, hopelessness, helplessness,
    pulling away from friends and family, increased alcohol or psychoactive substance abuse, increased risk taking behavior, rage and irritability, ” she said.

    Kufre said many victims of suicide had in one way or the other expressed their suicidal intents to their close buddies or on the social media, but were not taken seriously.

    She, however, said that most people don’t want to die but want the pain of the moment to stop, saying that if we get a hint of the tendency to commit suicide in a person, one should offer advice or help to such person, in resolving his problems.

    Kufre said the theme for the world suicide day captures the holistic approach to stemming the rising tide of suicide rates in the world.

    “Everyone has a role to play in preventing suicide. In a situation where a person’s life is at stake it is better to do too much than not enough.

    “We all need a high index of suspicion and awareness to be able to recognize persons with such tendencies. Offering a listening ear, advice and aids, may be all you need to do to give him a reason to rethink.

    “Also remember, that it will be imperative to get such persons to see a mental health physician (a Psychiatrist), for proper evaluation, psychotherapy and possibly medications,” she said.

  • FG ’ll support Unilorin in building world class sports centre, says Dalung

    Ilorin, Sept.10, 2018 (NAN) The Federal Government on Monday promised to support the University of Ilorin (Unilorin) in the building of new world class sports centre to boost sporting activities in the university.

    The Minister of Youths and Sports, Solomon Dalung, made the promise when he visited Unilorin, the venue of the ongoing 4th National Youth Games in Ilorin.

    The News Agency of Nigeria (NAN) reports that Unilorin had hosted the 2nd and 3rd editions of the games.
    Dalung told the Vice-Chancellor of Unilorin, Prof. Suleiman Abdulkareem that the support was to enable the institution to meet the growing number of athletes participating at the games every year.

    ”Owing to the fact that the number of athletes keep increasing with every edition, we know that Unilorin may not be able to meet up structurally.

    ”In this edition, we have over 3,800 athletes compared to over 2,000 we had last year, so we know it may not be easy.

    ”So, we are supporting the initiative by the institution to request for funding to support improvement of the facilities.

    ”The facilities will not only be used for games like this, but by your students to enable you to produce healthy graduates,” Dalung said.
    The minister commended the institution for hosting the games in the last three years.

    ”We commend the management and staff of this institution for supporting the laudable initiative of giving children the opportunity to showcase their talents.

    “The importance of sports cannot be overemphasized as it is the only sector with highest number of job opportunities,” Dalung said.

    He added that if 10 or 30 per cent of the country’s budget was directed to sports, there would be stability in the country.

    ”Globally, sports have been identified as a means of conflict resolution.

    ”So, if we are battling with crises and conflicts in Nigeria, it is suggestive that we have not used the proper tools.

    ”Neglecting sports is like neglecting the future of our youths, because there is no investment suggesting that we are reforming their future for them,” Dalung said.

    The minister urged the university management to introduce sporting engagements for senior members of staff.

    ”You need to set the pace, not only in producing academics, but healthy academics,” Dalung said.

    In his remarks, Prof. Sulyman Abdulkareem, thanked the minister for offering to help before asking.

    Abdulkareem urged the Federal Government to make provisions to reward athletes that had made the country proud.

  • ACI team embarks on security audit of Abuja airport

    ABUJA, Sept. 10, 2018 (NAN) A Team of Aviation Security Experts from Airport Council International (ACI), on Monday, embarked on a week long security audit of the Nnamdi Azikiwe International Airport, Abuja, to examine its safety standard.

    NAN reports that the ACI, is an non-profit organisation representing the world’s airports.

    The Team, led by an Aviation Consultant, Mr Brahim Lakhlifi, has representatives from African Civil Aviation Commission (AFCAC) and some member countries such as South Africa, Mauritius and Jamaica.

    The Leader of the team, Lakhlifi, said the exercise was aimed at improving security standards in the airport through best practices as laid down by ACI and to also identity areas of needs.

    He said the team had last week, carried out similar exercise at the Murtala Muhammed International Airport, Lagos before coming to Abuja.

    Accordi9ng to him the team will work to identify if there is any risk and to know what will be the best mitigation measure against such risk.

    “I am here with our team which has members from Atlanta International Airport, Jamaica, Mauritius, South Africa, as well as representatives from AFCAC to work together with our colleagues from FAAN in Abuja.

    “This is to see whether there are areas of improvement and to share experiences.

    “This exercise is aimed to improve the existing system in the airport.

    “It is also to assist our members on how we can improve through the best practices that we developed at the ACI, as well as through the best practice implemented by our members,’’ he said.

    The Regional General Manager, North Central, FAAN Abuja Airport Manager, Mahmud Sani, said the exercise was a follow up to the certification of the airport by the Nigerian Civil Aviation Authority (NCAA) in 2017.

    Sani said the certification of NAIA meant that the airport had conformed with the acceptable standards of airport operations, adding that security audit was a regular exercise.

    He however assured that Abuja airport was one of the safest airports in the country in terms of security and safety infrastructure

    “The (Abuja) airport was certified in November 2017 by the NCAA, which means that we have conformed with the acceptable standard of airport operations.

    “It is on this basis that we’ve continued to follow up and to ensure that we remain afloat and that explains the visit by the ACI on airport security.

    “The ACI team is going to X-ray every part of security in the airport. They were invited by FAAN.

    “They have already done that of the Murtala Muhammed Airport in Lagos last week and are now in Abuja airport and for now it is strictly security inspection of the airports.

    “At the end of the day we want to reassure our esteemed passengers and airport users that Abuja airport is safe,’’ he said.

    Sani disclosed that the airport had recently been visited by inspectors from the UK, which according t0 him is not a regular activity for them and they gave FAAN a pat on the back.

    According to him, Abuja airport is secured and we don’t have any issue with our perimeter fence and all the security agencies conform with the norms. (NAN)

    Katsina, Sept. 10, 2018 (NAN) Not less than 4.7 million Long Lasting Insecticidal Nets (LLIN’s) will be distributed free to the people of Kastina State as part of measures to eliminate malaria scourge in the state.

    The Director, Malaria and Sickle cell Control in the state, Dr Lawal Rabe, disclosed this during an orientation for the distribution of the nets in Katsina on Monday.

    Rabe said that the LLIN’s were provided with the support of some development partners in the country.

    The director urged the people to always sleep under the net to prevent malaria, which, he said, accounted for high mortality, particularly among pregnant women and children below five years.

    In his remarks, Mr Emmanuel Ekpor, representative of the National Malaria Elimination Programme (NMEP), said the distribution would be done in collaboration with the Catholic Relief Services (CRS).

    According to him, the exercise is aimed at replacing the ones distributed in 2014.

    ‘’Malaria remains a major public health challenge in Nigeria; the use of LLIN’s has been proven to reduce the contact of mosquitoes with human beings,’’ he said.

    He said that malaria accounted for 70 per cent of the Out Patients Department (OPD) attendance in Katsina state.

    Ekpor said that the exercise would be conducted in October across the state.

    “A phone-like device will be used to mobilise households and the net cards will be scanned before they are issued to the households.

    ‘’Distribution of the nets to the registered households will take place from the Oct. 13 to 17, 2018,’’ he said. (NAN)
