  • How to promote transparency in port operations–EFCC

    Lagos, Sept. 12, 2018 (NAN) The Economic and Financial Crimes Commission (EFCC) has urged government agencies at the ports to intensify collaboration in order to promote transparency and integrity in port operations.

    The Chairman of EFCC, Mr Ibrahim Magu, made the plea when a delegation from the commission visited the Nigerian Shippers’ Council (NSC) headquarters in Lagos on Wednesday.

    Magu, who was represented by the commission’s Director of Public Enlightenment, Mrs Rashidat Okowa, said the collaboration had started in 2013.

    The collaboration, he said, followed a research conducted by the Independent Corrupt Practices and other related Offences Commission (ICPC) on Corruption and Risk Assessment.

    He said that the ICPC had released a report in collaboration with the Technical Unit on Governors and Anti-Corruption Reforms (TUGA) and Bureau for Public Procurement (BPP) which recommended development of  Standard Operating Procedures by the agencies.

    “The procedures should be transparent to enable stakeholders to hold government agencies accountable if they failed to comply with their own procedures,’’ he said.

    Standard Operating Procedures, Magus said,  would check arbitrariness.

    “It was also stated in the recommendations that government agencies at the ports should have anti-corruption policies while there should be greater synergy among them,” Magu added.

    The EFCC boss also said that there was the need for government agencies at the ports to engage in joint cargo clearance to avoid accumulation of demurrage that could be incurred as a result of delay.

    He said that the follow- up of the continuous implementation of Port Service Support Portal (PSSP) was in line with the Presidential Order on Ease of Doing Business at the Ports.

    The Executive Secretary of the NSC, Mr Hassan Bello, said that the council had constituted a committee to ensure that operators complied with the presidential order.

    Bello,  who was represented by the Director of Legal Services of  NSC, Samuel Vontau, pledged the council’s readiness to cooperate with the EFCC in order to reduce the time of doing business in Nigerian ports.

    He, however, urged  government to increase the council’s budget to enable it to achieve its target of making Nigerian ports user- friendly. (NAN)

    Court remands 3 men docked for alleged cables theft

    Ilorin, Sept. 12, 2018 (NAN) An Ilorin Magistrates’ Court on Wednesday ordered the remand of three men docked for allegedly stealing cables.

    The accused persons: Ibrahim Ismail, 25; Ibrahim Babangida, 20, and Nasiru Yakubu, 32, had pleaded not guilty to a four-count charge of criminal conspiracy, criminal trespass, mischief and theft levelled against them.

     

    The Magistrate, Mr M.K. Aluko, ordered their remand, after listening to the submissions of the prosecutor, Insp. James Odawudu.

     

    Aluko ordered that the defendants should be remanded in prison and adjourned the case until Sept. 25 for further mention.

     

    Odawudu had told the court that on Sept. 3, the case was transferred from Afon Division, Ilorin, to Criminal Investigation and Intelligence Department, Ilorin.

    Odawudu said that on Sept. 1, Ismail and Babangida trespassed into the

    premises of the Kwara State Water Corporation at Afon, Eiyenkorin Road, Ilorin and vandalised cables and industrial meter.

     

    He said that during the course of investigation, Ismail confessed that Babangida and himself used to steal cables and sell them to Yakubu.

    The prosecutor said that Yakubu confessed that he bought some wires valued at N8,000 from Ismail and Babangida.

    He said that the offences violated the provisions of Sections 97, 348, 326 and 286 of the Penal Code. (NAN)

    Abuja, Sept. 12, 2018 (NAN) The National Coordinator, Zero Hunger Nigeria Commodity Association, Dr Tunde Arosanyin, on Wednesday advised the Federal Government to purchase and store farm produce from farmers to enhance the nation’s food security.

    Arosanyin gave the advice in Abuja during an interview with the News Agency of Nigeria (NAN).

    He stressed the need for the Federal Government to purchase the produce in order to minimise post-harvest losses and motivate the farmers.

    He added that essential excess commodities like rice, beans, maize, sorghum, millet, cowpea among others should be mopped up and put in silos to be sold to the public in times of scarcity.

    ‘‘If Government fails to do this, it means the farmers would be exposed to sell directly to people that are coming from Niger, Chad, Cameroon, Benin Republic and other neighbouring countries.

    ‘‘Though, we have been supporting them (neighbouring countries) over the years; but it should be regulated so that we do not sell all our produce and then starve as a nation.

    ‘‘We should work with precise and accurate data on our population.

    ‘‘We must know our consumption capability, and if we are able to meet up our capability we can now sell our surplus,” Arosanyin said.

    The national coordinator told NAN that the measure would cushion the effects of the current inflation rate, which the National Bureau of Statistics put at about 18.3 per cent.

    He urged stakeholders to use the opportunity of the ongoing harvest period of crops by farmers to plan for the time when food is likely to be scarce, to forestall hunger. (NAN)

    Abuja, Sept. 12, 2018(NAN) The African Export-Import Bank (Afreximbank) says the 850 million dollars donated to it by two Chinese financial institutions will enable the bank expand its support to African businesses.

    Mr Obi Emekekwue, head of Media, Afreximbank, said on Wednesday in Abuja that the bank’s President, Benedict Oramah, made the remark at a recent China-Africa Cooperation Forum (FOCAC 2018) in Beijing.

    The News Agency of Nigeria (NAN) reports that the bank signed agreements for a 500 million dollar facility with the China Development Bank and a 350 million dollar facility with Bank of China.

    According to Oramah, the China Development Bank facility will enable Afreximbank support trade enabling infrastructure projects across Africa.

    He said the 350 million dollars from the Bank of China was targeted at direct bank-to-bank loans, participation in syndicated loans and trade finance, among others.

    He said: “The Bank of China agreement followed the signing of a Memorandum of Understanding (MoU) between the Chinese bank and Afreximbank.

    “Under the terms of the MoU, the two institutions committed to collaborating in the identification of co-financing and co-investing opportunities; cooperating in projects and transactions to enhance trade and investment between China and Africa.

    “They also agreed to support projects under the ‘Belt and Road’ initiative in order to bring shared development opportunities to China and Africa.’’

    The President said Afreximbank took advantage of the forum to meet with several high-level personalities to discuss on areas of collaboration.

    He listed the personalities to include, Presidents Macky Sall of Senegal, Faure Gnassingbé of Togo, Denis Sassou-Ngueso of the Republic of Congo and Zhang Qingsong, the new President of China Exim Bank.

    “That meeting made the Afreximbank delegation the first to be formally received by the China Exim Bank President in his new role.

    “Similar meetings were held with Liqun Jin, Chairman and President of the Asian Infrastructure Investment Bank and Liu Liange, President of Bank of China.

    “The Afreximbank delegation also met with Jack Ma, Chairman of the Alibaba Group, to hold discussions on areas of possible collaboration,’’ Oramah said, in a statement by Emekekwue. (NAN)

    Lagos, Sept. 13, 2018 (NAN) Stakeholders in Lagos have decried the “frivolous things’’ done by most people addicted to cell phones, saying the addiction is dangerous to life.
    The stakehoilders, including educationists, religious leaders and Information Communication Technologists (ICT), express their views in separate interviews with the News Agency of Nigeria (NAN).
    Dr Sola Afuye, a Lecturer in the Department of Kinetics and Health Education, University of Lagos, said that most people, especially students addicted to cell phones, use the phones for frivolous things.
    Afuye told NAN that even with the cell phones, which could be used to access the internet, most students were still “academically shallow’’.
    He decried the high level of decay which cell phone addiction had brought into the academic lives of students, saying that “phone addiction is a distraction in the class’’.
    Afuye said: “Unless a lecturer goes round, he may not know that a large number of students are pinging while lecture is on.
    “A lot of students snap the notes of their friends.
    “How do you imagine a student reading other student’s handwriting for examination? It makes them to be lazy academically.’’
    According to him, cell phones are supposed to assist the students in doing their assignments but because they use the phones for frivolities, they are shallow intellectually.
    “Even though the internet is supposed to be useful and resourceful academically, the reverse is the case. They use it for more of frivolous things.
    “A lot of them, you will wonder whether they are musicians. You see them putting on ear piece all the time.
    “Engage them in any discussion they will fail because they do not read. They have nothing to offer.
    “Do you hear most of them (students) engaging in either political or economic discussions?
    “The phone now becomes something like a “demigod’’ for the young folks. Instead of waking up in the morning to pray, they want to check the Instagram, WhatsAPP and other messages on their phones.’’
    Dr Emmanuel Akinyemi, Chief Medical Director, Gowon Estate Hospital, Egbeda, Lagos, said that regarding the health hazards of hand phones, it had always been a controversial topic.
    “Opinions defer but it is generally agreed that the microwave lengths do cause very minor neo-plastic changes to the brain cells. Not proved fully,” Akinyemi, an Associate Fellow, Family Medicine, said.
    A retired teacher, Dr Ngozi Osemenam, said that using phones in the classrooms led to distractions.
    She said that the benefit a student could derive from using phones was to do assignments, noting that this should not be done during class hours.
    Mr Jide Awe, an Information and Communication Technology (ICT) expert, attributed the high level of phone addiction to the growth of social media in the country.

    According to him, the growth is seen mostly in the urban settlements where one can easily have access to the internet.

    “The percentage of phone addiction is really high in the country,
    mostly in the urban areas than in other areas and this is due to
    social media.

    “Social media enables one to do a lot of things like chatting, `news on the go’, entertainment and so many others things.

    “Those mostly affected are the younger ones, who are glued to the
    social media,” Awe said.

    “As regards who is mostly addicted, I will say female but of recent, because of sports and `news on the go’, men are equally hooked to their phones,’’ he said.

    Awe suggested that government could play advisory role by creating
    an enabling environment and encouraging people to be more productive while using their phones and the internet.

    “People should also be educated that sitting in one place and becoming addicted to phones is not too good for health; thus the need for physical activities,’’ he said.
    A Medical Doctor, Dr Uzoma Amadi, said that addiction to cell phone could cause brain tumour.
    “People are also advised to use the phones on the left ear and not to make use of phones when the batteries are too low because of radiation. The other thing is the effect on the eyes,’’ Amadi warned.
    Rev. Fr. Emmanuel Olewuezi of St. Anthony Catholic Church, Alagbado, Lagos, said that using phones as apps and hymnal in churches also distract the service.
    Olewuezi said that it was usually printed on the doors of churches that all parishioners should switch off phones in order to avoid distractions.

    According to the cleric, there is the tendency of using a phone for
    other things in the church aside from reading the bible lessons from
    it.
    “In our local churches, though people use phone due to technological
    age but it is advisable that using bible apps on phone should not be
    totally encouraged.
    “Everybody should have a bible which is meant to be read,’’ the
    cleric said.
    Mr Adeniyi Ojikutu, President, Computer and Phone Dealers Association of Nigeria (CAPDAN), says cell phone addiction is eroding social and family values.

    Ojikutu told NAN that families were no longer relating well
    with each other because of gap in physical contact created by phone addiction.

    According to him, most couples when at home preferred to connect with friends on social media rather than having quality time with each other and their families.

    “Phones are killing our social values. Husband and wife can be at
    home glued to their phones connecting their friends through social
    media, with little or no time for the other.

    “This is eroding the cultural and family values. Therefore, in as
    much as technology is very good, we should not allow it to disrupt our social, family and cultural values,’’ he said.

    Ojikutu noted that phone addiction was predominantly among women and also people within the ages of 15 and 35.
    Mr Hyginus Omeje, Lagos State Federal Road Safety Corps (FRSC) Sector Commander, said: “The issue of phone addiction while driving distracts driving and if you are apprehended, you will either be prosecuted by any of our mobile courts or fined N4,000.’’

    According to Omeje, if we decide to prosecute you, the magistrate has the right to impose a fine on you and at the same time send the offender to six months imprisonment or any of the options available.
    “If it’s just issue of issuing a ticket, it is N4,000.

    “The matter of getting the statistical data of crashes of people using phone while driving is very difficult because it would happen and the driver may not be alive to tell the story, except there is a camera that caught him instantly.

    “Then you could say that in the course of accident, investigation revealed that it was as a result of making use of phone while driving.

    “My advice to the motoring public is that is that the issue of phone addiction is a very serious one. If your phone rings while driving, the best thing to do is to look for a convenient place and park to answer your call.
    “That’s if you must answer the call; otherwise you could as well continue,’’ he said. (NAN)

  • Court remands 2 brothers for alleged robbery

    Ilorin, Sept. 12, 2018 (NAN) An Ilorin Magistrates’ Court on Wednesday ordered the remand of two brothers, Musa Usman, 33 and Abdulrazaq Usman, 25, both of Iporin village in Kwara, for alleged criminal conspiracy and armed robbery.

    The Prosecutor, Insp. Zacch Funsho, told the court that on Sept. 9, 2018, Abubakar Aliyu of Osin-Gada village in Kwara , reported the case at Oke-Ovi Police Division.

    Funsho said that on the same date, the complainant’s younger brother, Sahabi Umar, went to the complainant’s house to demand for his money.

    The prosecutor said that the complainant gave his brother, N20,000 and promised to pay the remaining N80,000 later in the day.

    According to Funsho, the brother insisted on collecting the whole N100,000 to enable him take his child to the hospital.

    He said that just as the complainant was about to give his brother the money, two armed bandits appeared with a gun and a cutlass behind his brother.

    The prosecutor said that the complainant dropped the money on the floor and ran away, shouting thieves.

    He explained that this alerted the people around the area and led to the arrest of one of the thieves.

    Funsho said that during police interrogation, the arrested thief, Musa Usman, confessed that he and the second accused person and one other person, now at large, had been robbing people before now.

    The accused persons pleaded not guilty to the offences.

    The prosecutor said that the offences contravened Sections 2 and 6 of the Robbery and Fire Arms Act.

    The Magistrate, Mr Ibrahim Bello, ordered the remand of the accused persons in Mandala Prison yard.

    The case was adjourned until Oct. 3, for further mention. (NAN)

    Court remands teenager for attempting to steal

    Minna, Sept. 12, 2018 (NAN) A Magistrates’ Court in Minna has ordered the remand of a teenager, Samson Eze, for allegedly attempting to steal.

    Eze, 17, whose address was not provided had, however, pleaded not guilty to a two-count charge of criminal conspiracy and attempt to commit an offence.

    The Prosecutor, Insp. Ahmed Ali, had told the court that on Sept. 9, one Saidu Mudi arrested and brought the accused to the station.

    Ali said that the accused conspired with one other person, now at large, and entered the house of one Sunday Okoli with intent to steal.

    The prosecutor, thereafter, prayed the court for adjournment as investigation into the matter was still going on.

    The offence, he added, violated Sections 97 and 95 of the Penal Code.

    In her ruling, Magistrate Sa’adatu Gambo, ordered that the accused should be taken to a remand home.

    Gambod adjourned the matter until Sept. 24 for further mention. (NAN)

    Driver docked for criminal breach of trust, stealing

    Abuja, Sept. 12, 2018  (NAN) A driver, Frank Aneh, was on Wednesday arraigned in a Kado Grade 1 Area Court in Abuja for alleged criminal breach of trust and stealing.

    Aneh, 33, of Sauka Village along Airport Road, Abuja was arraigned on a two-count charge of criminal breach of trust and theft of wrist watch.

    The Prosecutor, Mrs Judith Obatomi, said that one Paul Akeh of Life Camp in Abuja reported the case at the Life Camp Police Station on Sept. 1.

    Obatemi said that Aneh was working for Akeh as a driver and that on Aug. 24, the complainant had given his house key to the accused when he scheduled to travel out of the FCT.

    Obatemi alleged that Akeh, subsequently, used the key and criminally opened the complainant’s house, stealing the wrist watch.

    She told the court that the offences contravened Sections 322 and 289of the Penal Code.

    The defendant, however, pleaded not guilty to charges.

    Judge Ahmed Ado granted Akeh bail in the sum of N250, 000 with a surety in like sum.

    He ordered that the surety must be a salary earner working in the FCT or any registered cooperative member in the FCT.

    The judge adjourned the matter until Oct. 10 for hearing. (NAN)

  • Resumption: ENSUBEB pledges quality education, renovates schools

    Enugu, September 12, 2018 (NAN) The Enugu State Universal Basic Education (ENSUBEB) has expressed its commitment at ensuring quality education in all its public primary and secondary schools as new academic session begins Sept. 17.

    The Chairman of ENSUBEB, Chief Ikeje Asogwa through his Public Relations Officer, Mrs Nkiru Onuora, gave the assurance in Enugu on Wednesday while speaking with the News Agency of Nigeria (NAN) on its activities for resumption of schools.

    Asogwa said as schools across the state prepared to resume on September 17, the Quality Assurance Department of ENSUBEB would go round schools to monitor academic activities of each school.

    He added that the Social Mobilisation and School Services Departments had been equipped with the necessary tools to effectively carry out their duties.

    “These departments will ensure that schools resume on Sept. 17 and see if the number of students does not exceed the registered students in such schools.

    The ENSUBEB boss said that facilities in schools had been upgraded, renovations made and new schools constructed before the end of the just concluded session.

    “All these were done before the end of the just concluded session.

    “ A total of 13,000 chairs and teachers’ desks were also distributed to all schools last session and learning materials were also given to students and teachers alike.

    “We will not relent after achieving this feat. We will do more in the coming academic session,’’ Asogwa said.

    He said that the board would also ensure that teachers were trained and retrained to update their knowledge as new development arose.

    “Remunerations will also be paid as at when due to serve as a source of encouragement in order for them to put in their best while in the business of impacting knowledge,’’ he said.

    The chairman said the board was currently gathering data from all schools so as to give an informed opinion on whether there was need to employ more teachers.

    He said they were careful in appointing teachers because employing incompetent teachers would defeat the quality education the government was striving to ensure.

    Asogwa noted that all these were important to ensure that education in Enugu State became the best such that its products could compete favourably with their counterparts within and outside Nigeria.

    The chairman said the current government was giving education adequate attention hence, the reason for committing enough resources to the sector.

    He concluded that the local and international laurels won by schools and students in the state were a pointer that education in the state had witnessed rapid transformation (NAN).

    Abakaliki, Sept. 12, 2018 (NAN) Chief Austine Edeze,  former Chairman, Ebonyi Universal Basic Education Board (UBEB), says he will address decay in the education sector if elected governor of Ebonyi in the 2019 governorship election.

     

    Edeze, a governorship aspirant on the platform of the All Progressives Congress (APC), stated this on Wednesday in Abakaliki, during his formal declaration to contest the governorship election.

     

    Edeze who picked the nomination form on Tuesday, Sept. 11, decried the neglect of the education sector by the present state administration under Gov. Dave Umahi.

     

    He vowed to reposition the education sector if elected governor in 2019.

     

    According to him, education is the foundation and key to all human development.

     

    He said that the eight local government areas in the old Abakaliki zone produced only eight medical doctors before the creation of Ebonyi in 1996.

     

    Edeze, who was a former Local Government Education Secretary for Izzi Local Government Area, noted that the former Gov. Sam Egwu’s administration changed the sad narrative through strong and solid educational programmes.

     

    He stressed that Ebonyi under his administration would spare no efforts in ensuring that the sector received a pride of place.

     

    “No nation develops without a very sound and solid educational policy and programmes because education develops the total man.

     

    “Because the people can never develop without a solid foundation in education, and that is why I am coming, and really prepared to give my people the real education programme that will develop us in our own pace.

     

    “Yes, we have a pace and every nation has a pace of development and you don’t jump the gun.

     

    “I am also believing that if we give our people real and solid education and give them opportunity for empowerment;  especially empowerment that is linked to agricultural development, then we will make our people self-sufficient,” he said.

     

    He listed health, road infrastructure, rural development, youth and women empowerment as areas that would receive key attention if he is elected governor.

     

    “If you are not healthy you will not be able to attend to other human needs, and so we will give serious attention to the health sector by providing adequate health facilities to enhance our health services,” he added.

     

    Edeze also said that his administration would initiate policies and programmes that would stimulate economic growth and development as well as job creation for the youths. (NAN)
