Lassa Fever: Delta confirms death, says no cause for alarm
    Death
    By Carol V. Utulu
Asaba, Sept. 17, 2018 (NAN) The Delta Ministry of Health has confirmed the death of a woman who allegedly manifested symptoms of Lassa fever virus.
Dr (Mrs.) Isioma Okoba, Chairman of the State’s Primary Health Development Agency, made the disclosure at a media briefing on Monday in Asaba.
“The woman, who is now deceased, is from Umolu community in Ndokwa East Local Government Area; she reportedly took ill on Aug. 18, 2018 and was admitted at the Kwale General Hospital.
“Her condition deteriorated and she was transferred to the Federal Medical Centre, Asaba, the following day.
“When she was not getting better, we took her samples and sent to the laboratory in Irrua, Edo, for analysis but before the result could come out, she passed away,” Okoba said.
The chairman of the Delta PHDA said when the result of the laboratory analysis finally came out, it was confirmed that the deceased had lassa fever.
“After the death of the woman, we went to Umolu community and also visited the Kwale General Hospital where the deceased was first admitted to do contact tracing with a view to ensuring the disease is not spread.
“We took her family members into observation as well as the medical officers that treated the woman at the Kwale hospital; two of the nurses that had contact with the woman later developed symptoms of the fever.
“So, we took samples from them and sent it for laboratory analysis in Irrua, where we are still expecting the results.
“Meanwhile, the two patients are currently under medical care and they are responding to treatment, pending the outcome of the test,” Okoba said.

The chairman, however, assured the people of the state that the ministry was working to ensure there was no outbreak of the disease and appealed to the residents not to panic.
She said the ministry had mobilised its disease surveillance officers in the 25 local government areas to go round and report any symptoms of the disease, if found, for prompt action.
“There is no need for panic, the state government is onto of the situation.
“We are working round the clock to guard against spread; our surveillance officers in the communities are working too,” she said.
Also speaking, the Commissioner for Health, Dr. Mordi Ononye said the state government recently released funds for the construction and furnishing of an Isolated Ward at the FMC, Asaba, to handle isolated cases.
“The administration of Governor Ifeanyi Okowa is committed to the protection of the health of the people of the state.
“So, presently we are doing a lot of interventions in checking the spread of diseases in the state.
“Part of the efforts is the ongoing construction and furnishing of a special ward at the premises of the FMC, Asaba, to accommodate isolated cases of deadly diseases so that they do not spread,” Ononye said. (NAN)

  • Masari urges NYSC members to enlighten others on peace, unity

    Youths
    By Zubairu Idris
Katsina, Sept. 17, 2018 (NAN) Gov. Aminu Masari of Katsina State has urged National Youth Service Corps (NYSC) members to intensify efforts toward enlightening other youths on peaceful coexistence and unity in the country.

Masari made the plea in Katsina on Monday at the closing ceremony of the NYSC Orientation Course for 2018 Batch B Stream II for corps members deployed to Katsina and Zamfara States.

“My patriotic corps members; the exposure in camp has made you to understand the youths from diverse ethnic groups.

“You are, therefore, in a better position to tolerate one another, cultivate the spirit of love, peace and unity of our dear nation,’’ he said.

Masari, represented by his Special Adviser on Youth Development, Alhaji Ibrahim Khalil, urged the corps members to cultivate cordial relationship with their host communities in their places of primary assignments.

He explained that corps members, who contributed immensely to Community Development Projects would always be in the memories of those communities for what they had done to them.

“I urge you to explore the needs of your immediate communities and discuss with the opinion leaders of those communities on how to execute the projects,’’ the governor said.

In her remarks, the NYSC Coordinator in the state, Hajiya Ramatu Sanda, said that about 1,745 corps members in the camp were deployed to both Katsina and Zamfara States.

She said that the corps members were mostly posted to education, health and infrastructure sectors, which were among the priority sectors of the state government.

Sanda, therefore, urged the corps members to present themselves to their employers as those who are ready to work in their establishments.

“If you exhibit positive attitude toward your employers, they will go extra length to ensure that you are happy, protected and generally comfortable throughout the service year,’’ she said. (NAN)

  • Buhari urges African countries to improve ports infrastructure

Buhari urges African countries to improve ports infrastructure

    Ports

By Aisha Cole and Taiye Edeni

Abuja, Sept. 17, 2018 (NAN) President Muhammadu Buhari has
Advised African countries to improve on ports infrastructure and utilise all natural maritime endowments to facilitate trade.

Buhari made the plea on Monday in Abuja during the first Regional Conference of International Africa Ports and Harbour (IAPH) with the theme: “Africa Ports and Hinterland Community.”

He said that interconnectivity would improve African countries’ economic competitiveness as targeted under the Economic Recovery and Growth Plan.

Buhari advised that every port should have the complement of rail infrastructure.

“To complement the improvement in trade facilitation, we have improved on upgrading infrastructure.

“Our projection is that by the end of 2021, we will have standard gauge railway across the main North-South trading route.

“The same level of serious attention is being given to the improvement of road infrastructure.

“At the moment, 25 major highways and 44 roads are under construction across the six geo- political zones of the count just as we have insisted on the simulation activities on our inland waterways.

“Major inland river channels are being dredged with adequate channel markings for ease of navigation all the way through the Eastern and Northern parts of the country.

“That is the only way to go if we plan to remain competitive in the maritime industry.

“I want to implore participants at the conference to see themselves as people opportuned to stand in positions of responsibility on behalf of Africa,” the president said.

Buhari said that maritime sector was central to facilitation of trade and total integration of Africa for development.

The Minister of Transportation, Mr Chibuike Amaechi, urged African countries to optimise the comparative advantage of their maritime endowments.

Amaechi said that it should be understood that optimising maritime potential was totally dependent on efficient transportation of cargo from ports of destination into the hinterland.

“We are therefore committed to the multi-modal system of transportation from all our ports by improving on the extension of our railways to facilitate the ease of transportation from ports to hinterlands.

“We have started test operations in Warri and other places two months ago. We have reconstructed some railways for standard gauge to further open up the nation’s hinterlands.

“With the development of dry ports in Kano and Kaduna, with direct rail connection, cargoes and containers now easily transmit to Northern Nigeria.

“This also extends to Chad, Niger Republic in our determination to promote transshipment of cargoes to Niger Republic.

“We are also partnering with the government of Niger Republic in the reconstruction of Maadi, Niger Republic, from Kano to promote regional motivation of trade,” he said.

Amaechi said that solid minerals and some agricultural produce were already being exported from Ikorodu Lighter Terminal through Apapa port in Lagos.

The Managing Director, IAPH, Mr Patrick Verhoven, said that Africa was the second largest and second most populous continent with six of the 10 fastest growing economies in the world.

According to him, improving hinterland connection is not merely a matter of “hardware”.

“It is also about investing in “software”, namely people’s skills and Smart IT with 50 per cent of Africa’s 1.2 billion people under the age of 20 and a workforce of 504 million expected by 2020,” Verhoven said.

He told the participants to ensure that the port industry attracted the right status as well as made the best use of innovations in digitisation, stressing that the use of data was of equal significance.

The Vice President of IAPH, Ms Hadiza Bala-Usman, said there was no doubt that “Africa holds a special space in the global space with 39 of the 54 countries on the continent endowed with littoral assets”.

Bala-Usman, who is also the Managing Director, Nigerian Ports Authority (NPA), said that the development of the continent was to a large extent, tied to optimal exploitation of its vast maritime resources.

According to her, determinant factors for determing ports are the speed and seamlessness with which owners of cargoes are able to move their consignments out of the ports.

She said that Africa needed some work to be done in that area and urged participants to open their minds to speak out and learn new things that would justify the meeting.

Bala-Usman recalled that IAPH was established to promote development of ports and create worldwide synergy for effectiveness among all member countries through strong member relationships.

The News Agency of Nigeria (NAN) reports that in its 63-years of existence, the association had grown into a global alliance, representing 180 member’ ports and 140 port-related businesses in 90 countries. (NAN)

  • N500m money laundering charge: Court adjourns trial of 2 PDP chieftains to Oct. 26

    Adjournment
    By Sandra Umeh
Lagos, Sept. 17, 2018 (NAN) A Federal High Court in Lagos on Monday adjourned until Oct. 26 the trial of Clement Faboyede and Modupe Adetokunbo, chieftains of the Peoples Democratic Party (PDP), charged with money laundering.

Faboyede, the Ondo State Chairman of PDP, and Adetokunbo, the Director-General of the party’s 2015 campaign organisation in the
state, are being prosecuted by the Economic and Financial Crimes Commission (EFCC), over alleged N500 million money laundering.

The EFCC had arraigned them on June 29 on a three-count charge bordering on money laundering.

They pleaded not guilty to the charges and were granted bails in the sum of N50 million each.

The trial of the accused could not, however, continued on Monday following the absence of the trial judge, Justice Saliu Saidu, who is
said to be away for the annual judges’ conference in Abuja to kick off the new legal year.

Consequently, the case was adjourned until Oct. 26 for trial.

The accused, according to the prosecution, committed the offences on March 27, 2015.

They were said to have conspired to accept cash payment of N500 million which exceeded the amount allowed by law without going
    through any financial institution.

The offences contravened the provisions of Sections 16, 16 (2) and 18 of the Money Laundering (Prohibition) Act, 2011 (as amended by

  • Farm Lab Initiative to prepare youths as agribusiness entrepreneurs – Synergos

    Agribusiness
    By Kudirat Musa
Abuja, Sept. 17, 2018 (NAN) Synergos Nigeria, an agriculture transformation supporting group, says its Farm Lab Initiative is designed to prepare youths between the ages of 18 and 35 years to become agribusiness entrepreneurs .

The Country Director of Synergos, Mr Adewale Ajadi, said this in an interview with News Agency of Nigeria (NAN) in Abuja on Monday.

He said that the Farm Lab Initiative was implemented under the State Partnerships for Agriculture (SPA) project of Synergos, in conjunction with the Federal Ministry of Agriculture and Rural Development.

“SPA and ministry are organising an Agriculture Boot Camp on Livestock Farming to give interested young Nigerians between the ages 18 and 35 an opportunity to become agribusiness entrepreneurs at no cost.

“The policy intervention in this project is on livestock production and entrepreneurship education.

“Part of the challenges facing agriculture is how to secure the interest of young people in agriculture. How do we show them that agriculture is a viable means of getting employment and becoming an entrepreneur?

“The Youth Farm Lab Initiative is designed to target young persons in Ogun, Oyo and Lagos states,” he said.

Ajadi said that the programme would have about 150 youths, adding that it was designed to give the beneficiaries two-month training in goats, pigs and snails production via an entrepreneurial approach.

“There would be practical classes in Lagos, involving six weeks of basic education, one week of field work and two weeks of internship. The goal of the project is to let the beneficiaries understand what it takes to go into livestock and snail production.

“They will also acquire extra knowledge about the things they need in terms of health care support for the kinds of animals they breed.

“The programme will also develop plans for employment or start-up of businesses, while interacting with potential financiers who can fund the beneficiaries’ projects.

“We do not have funds to give out but other programmes like FADAMA can take up the programme and expand it; we are providing this for those that have the means to expand on it,” he said.

Also speaking, Mr Victor Adejoh, Synergos Field Manager, said that the initiative was to encourage youths to engage in agriculture.

He said that Synergos was working closely with the Federal Ministry of Agriculture and Rural Development to support these young people.

He added that the ministry was providing a linkage between Synergos and the youth, giving technical support, building the farmers’ capacity and making agriculture attractive to the youth and women.

“The 50 candidates have been selected to participate under the first batch of this agric innovation lab project. The same applies to the second and third batches; making the total number 150 candidates.

“We really want youths and women to be fully involved in developing Nigeria’s agriculture sector because they have what it takes to develop the sector.

“Besides, women and youths are obviously ready to work with any technology that is presented to them.” (NAN)

FG restates commitment to AMES-Edo Inland Dry Port
Port

    By Deborah Coker

Benin, Sept 17, 2018 (NAN) Few months to the inauguration of the AMES-Edo Inland Dry Port, the Nigerian Shippers Council (NSC) has reiterated the Federal Government’s commitment to see to the operation of the project.

Mr Glory Onojedo, the NSC Deputy Director, Public Private Partnership (PPP), said this in Benin on Monday.

Onojedo spoke during the physical inspection of the project by the Infrastructure Concession Regulatory Council (ICRC) and the NSC at Agbonmoba community near Benin.

He also restated the commitment of the NSC Director General to the implementation of the project, saying that it was the wish of government that export cargo would start originating from the various states across the country.

He said that ports in the hinterland would assist in decongesting ports and roads in Lagos.

Onojedo said that government concessioned six inland dry ports in 2006 and which were currently at various stages of completion.

He said that the AMES-Edo Inland Dry Port had fulfilled substantially most of the requirements for a PPP, adding that the project was already awarded a four-star status few months ago.

“By this, it means the project is ready to go and the full might of the Federal Government is behind the project,” he said.

Mr Humphrey Azeke of the ICRC, gave assurance that the council would continue to provide the needed guideline for the regulation and implementation of the project.

Mr Kelvin Uwaibi, the Senior Special Assistant to Edo Government on Investment Promotion, said that the state government was working assiduously to see that businesses in the state thrive.

He said that the state was anxious to see the commencement of activities at the port.

Dr Charles Akhigbe, the Chief Executive Officer, Atlantique Marine Engineering Services (AMES), the Promoters of AMES-Edo Inland Dry Port, said the project, among others, would help accelerate socio-economic transformation of Edo and the South-South in general.

He said it would also drive export business of the state as well as assist in reduction of overall cost of transit cargo to landlocked neighbouring states and countries.

He said that this was because investigation had shown that 70 per cent of cargo cosigned to the Lagos Port complex was destined for the hinterland.

The News Agency of Nigeria (NAN) reports representatives of the Federal Ministries of Transport and Finance, South-South Chambers of Commerce and Benin Chambers of Commerce were at present at the event.

The others represented were Nigerian Export Promotion Council, Edo State Export Cluster and representatives of the host community.

  • FEATURE: Osun governorship election: Beyond political intrigues, calculations of 2014

    NANFeatures/Vol.12/No.105/2018 (Sept. 17)

Osun governorship election: Beyond political intrigues, calculations of 2014

By Victor Adeoti, News Agency of Nigeria (NAN)

Image result for elections in Osun It is no longer news that 48 political parties will participate in September 22 governorship election in Osun, more than twice of 20 political parties that did same in Aug. 9, 2014, the results of election which favoured the ruling All Progressives Congress (APC).

But the concern of the 1,682,495 registered voters in the state has been about which among the political parties will produce the state governor to be sworn-in in Nov. 27.

Political observers, nonetheless, believe that no fewer than five political parties out of the number are strong.

The contenders in the perceived strong political parties include Gboyega Oyetola of the ruling All Progressives Congress (APC), Sen. Ademola Adeleke; Peoples Democratic Party (PDP), Mr Moshood Adeoti; Action Democratic Party (ADP), Sen. Iyiola Omisore; Social Democratic Party (SDP) and Alhaji Fatai Akinbade; African Democratic Congress (ADC).

If administrative acumen, political experience, exposure, performance and power of incumbency are anything to go by in the election, political observers rate Oyetola high.

Oyetola, the Chief of Staff of Gov. Rauf Aregbesola since 2010, won the APC direct primary on July 21, with 127,017 votes to defeat other 16 aspirants.

According to some political public officers, Oyetola can be described as the engine room of Aregbesola’s administration that played pivotal roles in infrastructural development of the state.

The power of incumbency is also a plus for him as he has the support of all Aregbesola’s cabinet members who are working for him, they observe further.

Of course, contesting on the platform of the ruling APC, it is expected that Oyetola will enjoy federal might.

In the calculations of the political stakeholders in the state, Oyetola has a chance of becoming the next governor of the state given that is from Osun Central which has the highest population in the state.

These advantages, notwithstanding, there are some perceived hindrances to this; the recent gale of defection of chieftains and members of his party to ADP, ADC and other parties.

Among the defectors include the immediate past Secretary to the State Government, Moshood Adeoti, the party’s Vice Chairman Azeez Adesiji, Chairman of Local Service Commission Peter Babalola, Sen. Bayo Salami and Mr Ademola Ekundayo, Chairman APC Integrity Group, among others that worked for Aregbesola’s victory in 2010.

Political analysts note that these elements, of course, will no longer support Aregbesola’s candidate — Oyetola.

Another contentious issue is non-payment of salary, gratuity and pension in the administration that Oyetola participated, which led to the introduction of a modulated salary regime since 2015.

The hardship that citizens of the state have experienced by non-payment of full salary and pensions has led to loss of confidence in APC, analysts observe.

Sen. Ademola Adeleke, seeking election on the platform of the major opposition PDP in the state, won the party’s primary on July 21, with 1, 569votes to defeat Dr Akin Ogunbiyi, who scored 1, 1562.

Political observers believe that Adeleke will be leveraging on the goodwill of his late brother, Sen. Isiaka Adeleke, to win the election.

They note it is on this platform that the younger Adeleke got people’s vote on July 9, 2017 that guaranteed him victory which earned him the senatorial seat to replace his elder brother after his demise.

They also recalled that the late Adeleke was representing Osun West Senatorial district at the Senate before his death on April 23, 2017.

According to him, a similar scenario is likely to replay in this governorship election because the Adeleke supporters may still work by sentiment and vote for the PDP.

Also, the demand by the people of Osun West Senatorial District that the zone is the next to produce the next governor might also work for Adeleke since he falls within the zone.

In spite of this, critics of Adeleke believe that PDP cannot be said to enjoy absolute chances of victory during the election.

According to them, the choice of Adeleke for governor in Osun has been shrouded in controversy occasioned by the allegation that he forged his secondary school certificate.

Even, some aggrieved members of the party filed suits seeking an injunction at the Osun State High Court to prevail on the party at the national level to withdraw his candidacy, the note.

Although the plaintiffs later withdrew the case and the matter was settled out of court, there are insinuations from certain quarters that somebody who does not have a school certificate may not have adequate intellectual capacity to govern the state.

Another contending party is ADP that presents Mr Moshood Adeoti, the immediate Secretary to the State Government, as governorship candidate.

Adeoti is one of the 17 aspirants that contested the APC primary and lost, although observers insist that he withdrew shortly before the primary, he later defected to ADP on July 23.

If the zoning sentiment “West lokan’’ (It is the turn of the West) is popular, then Adeoti has chances because he is from Iwo in Osun West Senatorial District, analysts note.

Osun West had had a stint in the governorship once when the late Isiaka Adeleke from Ede spent only two years in office as the first civilian governor.

Since then, Osun Central Bisi Akande and Olagunsoye Oyinlola took their turns; Akande spent four years in office and Oyinlola took over from him and spent seven years in office.

By further analysis, Osun East has taken its turn with Aregbesola who will soon complete eight years in office.

Altogether, Osun Central alone got 11 years, Osun East had eight years while Osun west got only two years, if Adeoti is favoured by this analysis, then he has a platform to contest.

Also, the clamour to accord Osun West a fair play if the people of the state would work by zoning arrangement may leave victory arena open to Adeoti and Adeleke who are both from Osun West.

However, political pundits note that Adeoti has a better chance since he is from Iwo that has never tasted it but the late Adeleke from Ede, Osun West had had it once.

Apart from this calculation, observers insist that Adeoti’s background as a grassroots politician is a big plus for him.

On the other hand, critics allege that Adeoti was a part of government that threw the people into hardship due to non-payment of salaries, pensions and gratuity when he served as Secretary to the State Government.

Sen. Iyiola Omisore, a former PDP member who defected to SPD on May 20, is also a force to reckon with in the governorship election.

Omisore has been seeking for the governorship seat since 1999 when Akande clinched the Alliance for Democracy ticket and he (Omisore) became the deputy; since then, he has not given up the battle.

With this background, analysts say he has the chance of winning because he has full support of his people in Osogbo and Ile-Ife where he comes from.

Based on the sentiment of determination and his love for civil servants when he was deputy governor, observers believe that he may do well at the poll.

However, his longstanding controversies with the PDP, where he was a landmark politician can be his albatross.

In addition, zoning arrangement does not favour him because he is from Osun East which had enjoyed an eight-year tenure featuring Aregbesola.

Alhaji Fatai Akinbade, the ADC candidate allegedly has the backing of former president Olusegun Obasanjo and Prince Olagunsoye Oyinlola.

Akinbade, a grassroots politician, contested PDP primary and lost but resigned his membership of the party on July 24.

Akinbade was former Secretary to the State Government in the days of Oyinlola and commissioner for works, being a significant figure in Oyinlola’s development strides in the state.

Also, if picking a female as running mate will boost number of women voters, then his choice of Mrs Olamide Oloyede as his deputy can be a winning strategy.

All in all, on Sept. 22, the die is cast and the stage is set for the political gladiators to test their might but the question among the residents of the state now is who will occupy Bola Ige House in the governorship election? (NANFeatures)

Court dissolves 25-year-old marriage over husband’s irresponsible behaviour

    Marriage

    By Aisha Gambo

Kaduna, Sept. 17,2018(NAN) A Kaduna   Sharia Court,  sitting in Magajin Gari, on Monday dissolved the marriage between Nuhu Usman and Rashida Aminu, over Nuhu’s failure to cater for the family.

The judge, Malam Musa Saad, dissolved the union after listening to both parties and their guardians.

Saad ordered Usman, the respondent, to give N10, 000 monthly allowance and a sack of corn monthly to Rashida, the petitioner.

“Based on the proof presented to court and the respondent not denying the allegations against him, I hereby dissolve the union between Nuhu Usman and Rashida Aminu,” he said.

Rashida had on Sept. 5 told the court that her husband had abandoned her and their nine children for more than a year.

She said her parents had been the ones taking care of her and the children.

“I want this honourable court to dissolve our marriage because of his irresponsible behaviuor,’’ she said.

In his response, the respondent said he was a driver that travels inter-states to make ends meet, adding that he sends money at intervals

“I sent N30, 000 to her within the period she filed the case,’’ he said.

Usman who said he still loved his wife, prayed the court to give him more time to reconcile with her.

The judge had earlier requested the presence of the parties’ guardians, while only the petitioner’s guardian, Magaji Audu showed up.

Audu, who stated that he was the one that gave the petitioner out to marriage, explained that Usman had been irresponsible since after the marriage?

” Rashida’s father had given him a car to drive so that he could provide food for his family, but he lost the car”, he said.

According to Audu, Usman in 2003  in writing, agreed to be of good behavior  and a responsible husband, after a misunderstanding he had with his wife.

He presented the written agreement to the court, which was shown to Usman. (NAN)
