  • Govts, others initiate measures, as flood continues to ravage states – NAN Survey

     

    Abuja, Sept.20, 2018 (NAN) The raging flood, which has affected at least 12 states across the country, remains worrisome not only to the victims but also the government, as Rivers Niger and Benue continue to rise in volume, according to National Emergency Management Agency (NEMA)

    The current flood pattern, which experts say has shown indices of a similar natural disaster of 2012 in many parts of the country, has left hundreds of victims with tales of woes, with many others living in fear.

    A survey by the News Agency of Nigeria(NAN) showed that some lives have been lost while  farms, houses and livestock destroyed as floods ravage communities most parts of North-Central Nigeria, the region said to be most hit in this year flood.

    NAN correspondents who visited some of the affected areas in the region, report that many communities, especially those contiguous to Rivers Niger and Benue, have been submerged and in the process, victims have been relocated to camps opened by respective governments or seek refugee with relations.

    The agency reports that worst hit states are: Kogi, Niger, Taraba, Benue and Plateau with Kogi having Lokoja, Ibaji, Koton-Karfe, Bassa, Igalamela, Omala, Ajaokuta, Ofu and Idah councils so far affected.

    Residents of the affected local government areas have been relocated to the Internally Displaced Persons (IDPs) camps or taking refugee with friends and relations house.

    Parts of the Lokoja-Abuja road has also been threatened by the ever increasing floods.

    According to Alhaji Alhassan Aiyegba, Executive Secretary,Kogi State Emergency Management Agency (SEMA), 64 communities have been submerged by the flood.

    “There are camps for the displaced persons, but the situations gets worse every minute,’’ Aiyegba said.

    Mr Sanusi Yahaya, the Commissioner for Environment and Natutral Resources, in the state also told NAN that the situation was becoming much frightening as more communities were being submerged in Lokoja, the state capital.

    “Government has set up a camp for the flood victims in Lokoja, the capital city. The worst hit areas are Wada Estate and the Old Poly Quarters,’’ he said.

    He said that the state government was collaborating with relevant stakeholders to ensure that relief materials and the essential facilities were provided in the camp.

    “We have had challenge of water supply, but that has been resolved.

    “Light and a clinic are other challenges because the camp has not been connected to the national grid

    “But since it is an emergency, we will be solving the problems as they are identified.

    “Accommodation is still adequate for the number of people that are in the camp so far, and the camp can still accommodate more people.

    “Officials of NEMA visited the IDP camps in Koton-karfe few days ago and on their way to Lokoja with other team sent by the Federal Government,” Yahaya said.

    The commissioner advised residents of flood-prone communities to immediately relocate to safer places to avoid loss of lives and property.

    Yahaya noted that all the indices in place before the 2012 flood occurred had manifested.

    Mr James Ahmadu, Director of Relief and Rehabilitation of the Kogi State Emergency Management Agency, told NAN that the flood victims had been trooping into camps in Lokoja in their large number since it was set up.

    Ahmadu said that the data of the victims were being accommodated as they arrived, adding that about 100 households had arrived the camp.

    “Many victims are still coming with  majority of them being women and children,” Ahmadu said.

    Mr Umar Zakari, the Camp Leader, said that most of the victims were from Adankolo quarters where he said property, foodstuff and farms were totally destroyed by flood.

    He commended the state government for the temporary accommodation provided for victims and urged relevant stakeholders to join with government to cushion the effect of the natural disaster.

    “We thank government for providing water, but we need food, mosquito nets, light and clinic. Our children are getting sick,” Zakari said.

    NAN reports that Kogi government had earlier set up five camps in Kotokarfe, where about 64 communities have been submerged by flood.

    Among the submerged communities are highly populated settlements like Akpaku, Akpo, Ajara, Banda, Kpakpasu, Ozale, Opkakere, Agbawu and Adabode, among others.

    Meanwhile, the Chief Judge of the state, Justice Nasir Ajanah, has disclosed that the High Court complex, in Koton-Karfe was among structures submerged by flood.

    He said the court would be relocated “to ensure that the development does not affect the dispensation of justice.“

    Ajanah, while assessing the extent of damage on the submerged complex, also said that the relocation became imperative to arrest the perennial breaks in the administration of criminal justice in the area.

    “The busiest prison yard in the state is located is this town. So, it is important that we relocate the court from here to another location within the town.

    “That is the most important thing to do now because this is a very busy place”, he said.

    Ajanah said the cost of putting up a new complex for the High Court and the Chief Magistrate’s Court in Koton-Karfe would be included in the state supplementary budget.

    He expressed optimism that the supplementary budget would be approved and money released.

    Meanwhile, as more displaced persons rush to IDPs camps in the state, the Nigerian Medical Association (NMA), Kogi chapter, has donated drugs to victims camps in Kogi and Kotonkarfe.

    Dr Kabiru Zubair, the state Chairman of the association, handed over the drugs to local government officials at the camps in Ogbakwu and Edeha communities.

    Zubair said: “We decided to visit the IDPs camps in Kotonkarfe to support and sympathise with them.

    The visit is also to educate them on hygiene in order to maintain clean environment and avoid outbreak of communicable diseases.

    “Today, we have donated drugs such as Vitamin C, anti-malaria, antibiotics to the camps’ to aid in the management of some common diseases likely to occur in this kind of situation.

    “We have also sensitised them on health education in order to avoid outbreak of cholera and other communicable diseases, because prevention is better than cure.”

    The chairman also said that the chapter was also collaborating with the state government to provide manpower in the clinics in the camps.

    According to him, doctors will be on ground in all the camps throughout the period of the flood to ensure that patients are well managed.

    “Those that have serious cases will be referred to the General Hospital, Kotonkarfe, Kogi Specialist Hospital,Lokoja or Federal Medical Centre (FMC), Lokoja.”

    The situation appears the same in Taraba where hundreds of farmlands have already been submerged.

    Our correspondent, who visited some of the areas in the state reports that the situation had been compounded by the release of water from Lagdo Dam in Cameroun with hit Local Governments being Gassol, Ibi,Lau and Karim Lamido.

    In Gassol, flood has destroyed mass of farmlands while the council Chairman, Mr Yahuza Yau, confirming that two bridges had been damaged.

    Yau said that the council has set up a committee to compile the list of villages affected while residents of villages along river Benue have been advised to relocate.

    Benue, severely hit last year, flood is also facing similar experience this year, though on a much smaller scale so far.

    NAN investigation also revealed that Wadata, High Level, Wurkun, Guma, Otukpo, and Logo Local Governments, hit last year, had yet to suffer major flood damage this year. .

    However, to forestall colossal damage, the Benue State Government has dug drainage in most parts of Makurdi and constructed several canals where flooding was massive last year.

    According to Emmamnuel Shior, Executive Secretary, Benue State Emergency Management Agency, major water channels have been opened to avoid floods.

    He said people were being sensitised to take care of the environment and avoid building near river or blocking water ways.

    NAN learnt that Makurdi International Market was being prepared for people that might be affected by floods.

    At the city centre, NAN found that people in flood-prone areas had mobilised themselves to evacuate blocked drainage.

    In Niger, NAN found a more devastating situation with Bosso Local Government with record of some deaths.

    In Shiroro Local Government, the story was devastating with communities like Nungu, Ungwan Bagudu, Rafin Gora, Mashigi, Ungwar-Abok submerged by flood while the IDPs were sheltered at the Zungeru Primary School.

    In Lapai Local Government Area, it was a picture of farms, houses and livestock destroyed but Gov Abubakar Sani, who visited the area promised to look into ways to control the menace.

    In Plateau, floods were being experienced in the traditional areas comprising Ungwan Rogo and other settlements along Bauchi road.

    Alhaji Alhassan Barde, the Executive Secretary,Plateau Emergency Management Agency, blamed the recurrent flood in the area on residents’ stubbornness.

    “People get unnecessarily stubborn; they keep building houses along waterways and in water logged areas, year after year.

    “Sometimes, they ignore advice to relocate in the face of imminent danger, until it is too late. This is sad,’’ he lamented.

    The Commissioner of Environment, Abdullahi Abbas, however, told NAN that everything was being done to check the menace.

    “The flood was devastating in the past, especially in 2012; we do not want a repeat.’’(NAN)

    Abuja, Sept. 20, 2018 (NAN) The Nigeria Security and Civil Defence Corps (NSCDC) FCT Command, has assured people in the Federal Capital Territory of their safety, as members of the embattled Shiite group resume their protest in Abuja.

    The News Agency of Nigeria (NAN) reports that the Shiite protesters, among other demands, have called for the release of their leader, Ibrahim El-Zakzaky, who has been in police custody since 2015.

    David Akinbinu, the FCT Command Public Relations Officer (PRO) told NAN in an interview on Thursday that personnel of the Defence Corps were effectively monitoring the movement of the protesters, especially in and around the Central Business District.

    NAN also reports that the protesters were seen rallying around the Sheraton Hotel, in the FCT, creating anxiety and panic among some people in the territory.

    Akinbinu, however, urged residents and visitors not to panic as the NSCDC and other security agencies were on standby to ensure adequate security.

    “Our officers are on the ground and have been deployed to the nooks and crannies of the FCT.

    “They are on patrol and are also going round the territory to ensure everyone is safe to go about his or her normal legitimate activities.

    “The FCT is safe, as you can see people moving about without any untoward restrictions, ” he said. (NAN)

    Manchester, Sept. 20, 2018 (Reuters/NAN) There was an unfamiliar look to the Manchester City bench for Wednesday’s Champions League 2-1 loss to Olympique Lyon, with the suspended Pep Guardiola forced to watch from the stands and his assistant Mikel Arteta prowling the technical area.

    Whether that unusual arrangement had any influence on untypical performance from City, who lacked zip and inspiration as they struggled to break down the French side, is a matter of pure guesswork.

    But stand-in coach Arteta wasn’t in the mood to be drawn on it.

    “I have no idea. The reality is Pep wasn’t here and we lost the game. I can’t tell you what would happen if he was here,” the Spaniard told reporters.

    Arteta, linked with the vacant Arsenal manager’s job following Arsene Wenger’s departure, insisted City were ready for the game.

    “We were very aware of Lyon’s strengths and weaknesses. We were well prepared. We weren’t prepared to be 2-0 down at the break, but you have to react,” he said.

    “There is zero margin for errors in the Champions League – you make a mistake and you are punished.

    “If you don’t win duels, play simple balls, you will suffer – today was another example of that,” he said.

    City definitely looked far from the form which brought them their record-breaking Premier League title run last season.

    “We didn’t feel the flow around the team. We missed the right pass and didn’t find consistency.

    “We felt under threat every time we lost the ball, that can bring the confidence lower,” said Arteta.

    He added that his players were certainly fired up for the game as they seek to improve on last year’s quarter-final loss to Liverpool.

    “We were ready for the game, keen to start to Champions League because the way we ended it last season really hurt,” he said.

  • Man arraigned over alleged N144, 000 contract fraud

    Abuja, Sept. 20, 2018 (NAN) A man, Michael Igbode, who allegedly obtained N144, 000 under false pretences, on Thursday appeared
    in a Karmo Grade 1 Area Court, Abuja.

    Charged with a two-count offence of criminal breach of trust and cheating, the accused, who resides at Saburi Deidei area of Abuja,
    pleaded not guilty.

    But Police Prosecutor Ijeoma Ukagha insisted that the accused committed the offences as he collected N144,000 to buy
    materials for the partitioning of an office.

    She alleged that the accused converted N83, 700 out of the money to personal use and refused to complete the job.

    According to her, the complainant, Sunday Omachi of Infinity Security Company, Utako, Abuja, reported the case at Utako
    Police Station on Sept. 13.

    The offences contravened Sections 312 and 322 of the Penal Code.

    The Judge, Alhaji Inuwa Maiwada, granted bail to the accused in the sum of N100, 000 with one surety in like sum.

    Maiwada said the surety must present any valid means of identification. as part of the bail condition.

    Hearing in the case has been adjourned until Oct. 22. (NAN)

  • Kano Hisbah Board intercepts 12m bottles of beer – Official

    Kano, Sept. 20, 2018 (NAN) The Kano State Hisbah Board confiscated over 12 million bottles of beer from importers of the commodity in the state within the last seven years.

    The Board’s Commander General, Sheik Aminu Daurawa, made this known in an interview with the News Agency of Nigeria (NAN) in Kano on Thursday.

    He said that the board was able to intercept the commodity in 800 operations carried out by its Enforcement unit across the 44 local government areas of the state.

    “As you know, the Penal Code Amendment Law of 2004, No 4, Section 401, prohibits throughout the state manufacture, distillation, possession and disposal.

    “The law also prohibits, haulage, consumption of all brand of intoxicating liquors, trade sprits and any other intoxicating substance,’’ Daurawa said.

    He said the operations which were part of efforts to ensure compliance with the law, had also led to arrest of a number of vehicles used by the suspects in bringing the illegal commodity into the state.

    “During the operations, we were able to intercept 48 trailers, 120 cars, 63 motorcycles, 25 tricycles and 50 jerry cans used for carrying the assorted beer,’’ Daurawa said.

    The commander general said the board had so far destroyed 7.4 million bottles out of 12 million bottles of assorted beer as directed by the courts that handled the cases.

    He said the cases of the remaining 4.7 million bottles of the illegal commodity were still pending at the various courts.

    “So far, 140 vehicles have been returned to their owners after the payment of fines following the disposal of some cases by the courts.

    “Even though some recalcitrant importers of the illegal commodity are devising new ways to beat our people, we will continue to intensify efforts to track them down.

    “Even last week we intercepted no fewer than 17, 000 bottles in four trailers which will soon be taken to court for appropriate prosecution”, Daurawa said. (NAN)

    Lagos, Sept. 20, 2018 (NAN) A 27-year-old cashier, Franca Aikponbhoa, who allegedly stole N688,000 belonging to her employer, Diamond Bank, on Thursday appeared before a Tinubu Magistrates’ Court in Lagos.

    The accused, who is facing a two-count charge of conspiracy and theft, pleaded innocence to the charges.

    The Prosecutor, Sgt. Hafsat Ajibode, told the court that the accused committed the offences on June 17, at about 10:30 a.m. at Diamond Bank, Broad Street branch, Lagos Island.

    Ajibode said that the accused conspired with a customer now at large, to steal N688,000 belonging to the bank.

    She said that the accused on the day of the incident reported that the said amount was missing from her cubicle.

    “When the CCTV footage was played, it showed that a male customer, who saw her leaving her desk, went to stand in front of her cubicle.

    “The customer stretched his hands and picked the bundle of money she left on her desk and walked out of the bank.

    “The accused who knew it was only her cubicle that was functioning in the bulk room, and that there were no security guards around, left the money and her desk unattended to,” she said.

    The prosecutor said the offences contravened Sections 287 (7) and 411 of the Criminal Laws of Lagos State, 2015, which stipulated seven years and two years imprisonment respectively for offenders.

    The Chief Magistrate, Tajudeen Elias, admitted the accused to N500,000 bail with one surety in like sum.

    He said that the surety must be gainfully employed and must be a relative of the accused.

    The case was adjourned until Sept. 27 for mention. (NAN)

  • Man, 29, in court over alleged N8m fraud

    Lagos, Sept. 20, 2018 (NAN) A 29-year-old businessman, Oluwatobi Idowu, was on Thursday docked before an Ikeja Chief Magistrates’ Court for allegedly obtaining N8 million from Daniel Oyemosu with false pretext of securing him visa.

    The accused, a resident of Hospital Road in Ogijo area of Ogun, is being tried for conspiracy, fraud and stealing.

    The Prosecutor, Asp. Clifford Ogu, told the court that the offences were committed in March 2017 at Ketu, Lagos.

    Ogu said that the complainant was introduced to the accused when he wanted to secure an America visa for his family.

    “The accused promised to deliver the visa for them within a short time after the negotiation.

    “The complainant sent N8 million to the accused bank account and he promised to deliver within a short time,’’ he said.

    Ogu added that the accused had been on the run, and refused to pick the complainant’s calls and the case was reported at the police station.

    “The accused was arrested after a useful information about his whereabouts,” he said.

    The offences contravened Sections 280, 314 and 411 of the Criminal Law of Lagos State, 2015.

    The accused, however, pleaded not guilty to charges.

    The Chief Magistrate, Mr J. A. Adegun, however, granted the accused bail of N250, 000 with two sureties in like sum.

    Adegun, adjourned the case until Oct. 4 for mention. (NAN)

    Abuja, Sept. 20, 2018 (NAN) A Gudu Grade 1 Area Court, Abuja, on Thursday dissolved the 2-year-old marriage between Doyinsola Adebiyi and Adebiyi Kayode, because of the latter’s  extra marital affairs with their maid.

    Doyinsola, a resident of Federal Housing Lugbe, Abuja, prayed the court to dissolve her  2-year-old marriage because of her husband’s extramarital affair with their maid.

    The 26-year-old housewife told the court  that the maid confessed to aborting two pregnancies for Kayode and that “she is currently three months pregnant for my husband.”

    Doyinsola said that on hearing about the extra marital affairs, she became agitated and left her matrimonial home in Lagos State for Abuja.

    “Two months after I  left the house, my husband married a 20-year-old woman and never bothered to look for me,” she said.

    Kayode, 51, residing in Adegbe, Lagos, who never appeared in court, wrote a letter to the court through his lawyer, authorising the court to grant his wife’s request.

    He added that since she abandoned her matrimonial home, the court should dissolve the marriage.

    The judge, Mr Abdul Bello, consequently dissolved the marriage. (NAN)

  • Man, 38, docked over alleged N23m car fraud

    Lagos, Sept. 20, 2018 (NAN) A 38-year-old Kareem Ogiagha, on Thursday appeared before an Ebute Meta Chief Magistrates’ Court over alleged N23 million car fraud.

    The accused is facing a four-count charge bordering on deceit, fraud and false pretext.

    The Prosecutor, J.O. Hobonu, Counsel from the State Criminal Investigative and Intelligence Department (SCIID), said that the accused committed the offences between Dec.6 and Dec.13, 2017.

    Hobonu said that the accused and one other still at large obtained the sum of N23 million from Abiola Lawal, the complainant.

    “He agreed to deliver a 2017 brand new Toyota Prado Jeep to Lawal.

    “But instead, he delivered a 2015 Model giving excuse that market price had increased and that the money given to him could not purchase the 2017 Model,” he said.

    The offences contravened Sections 1, 287, 314 and 323 of the Criminal Law of Lagos State, 2015.

    Ogiagha pleaded not guilty to the charges.

    The Chief Magistrate, Mrs A.O. Adedayo, admitted the accused to a bail of N1 million with two sureties each in like sum.

    Adedayo said that the sureties must be gainfully employed and show evidence of tax payment to the Lagos State Government.

    She has adjourned until Oct. 10 for mention. (NAN)

  • Osun poll: Security beefed up at INEC, CBN in Osogbo

    Osogbo, Sept. 20, 2018 (NAN) Ahead of the Saturday’s governorship election in Osun, security has been beefed up around the Independent National Electoral Commission (INEC) office along Gbongan/Ibadan Road, Osogbo.

    Heavy security presence was also noticed at the entrance of Central Bank of Nigeria(CBN), a few kilometres away from INEC office on Thursday.

    The News Agency of Nigeria (NAN) reports that two armoured personnel carriers were stationed at the entrance of INEC office.

    Both mobile and regular policemen were also stationed at strategic locations around the INEC office.

    The road leading to CBN office was manned by men of Counter Terrorism Unit (CTU) .

    One of the security personnel, who spoke with NAN on condition of anonymity, said since the sensitive materials for the election had arrived CBN, there was the need for more security around the bank.

    NAN also reports there was heavy police patrol around in Osogbo, the state capital, with armoured personnel carriers stationed at strategic places.

    NAN recalls that the Inspector General of Police, Mr Idris Ibrahim, had on Monday at a stakeholder forum, said 18,426 police had been deployed to Osun for the election.

    Meanwhile, some residents in the state have appealed to political stakeholders to allow peace to reign before, during and after the election.

    The residents said that since the election was not a do-or-die affair, the politicians should play by the rule of the game.

    Mr Ola Ayanwale, a civil servant, appealed to political parties, their candidates and supporters to allow peace to reign.

    Ayanwale said since the aim of every politician is to serve, there was no need for them to be desperate.

    Mrs Dupe Ibiwoye, another resident, appealed to politicians not to allow their personal ambition to destroy the future of the state.

    “I appeal to them to allow peace to reign in this state. They should not see the election as a do-or-die”, Ibiwoye said.(NAN)
