    Abuja, Sept.23, 2018 (NAN) Sen. Ali Ndume, the All Progressives (APC) Senator representing Borno South in the Senate said the Senate under the leadership of Dr Bukola Saraki had failed Nigerians.

    Ndume stated this while speaking at the News Agency of Nigeria(NAN) Forum on Sunday in Abuja, adding that Saraki and Yakubu Dogara, Speaker of the House of Representatives, had privatised the legislative arm of government.

    “I really want to admit that we have failed in our responsibility to the people somehow, but we the members are not responsible for that.

    “It is more of the responsibility of the leadership that shut down the Senate abruptly because of personal issues.

    “It is very unfortunate. The Senate is the Nigerian Senate, it is not the senator’s Senate; it is not Saraki’s senate,” he said.

    Ndume added that it was very unfortunate that the Nigerian National Assembly had been reduced to Saraki and Dogara.

    He further added that Saraki and Dogara had privatised and personalised the Nigerian legislative arm of government which should not be the case.

    “They have privatised and personalised the institution, and the reason we were elected to be there, had been relegated to the background.

    “This is very unfortunate, but I want Nigerians to know that the Senate had not been shut down by the Senators or members of House of Representatives.

    “The Senate was shut down by Saraki and Dogara and they should be held responsible for that,”Ndume added.

    The Senator while expressing sadness that the Senate was yet to reconvene, stressed that the Senate must move on without Saraki.

    He, however, said that he had made concerted efforts to see how the senate could reconvene, especially to consider about five matters of national importance, but without success.

    According to him, the matters were abandoned by the National Assembly before it proceeded on the long recess.

    “We tried everything to get the Senate President or the leadership to reconvene the Senate, but that had not been successful,” the lawmaker said.

    Commenting on the recent registration of 23 more political parties by the Independent National Electoral Commission(INEC, Ndume said, “It is the immaturity in our democracy that led to the volume of parties we have”.

    “If our democracy is getting matured, it will shave the parties to a point where we will have may be two, three or four political parties.

    “I am an advocate of having less than five political parties, because some of these parties are not parties actually,” he said.

    He noted that some of the political parties did not have offices in Abuja and the 36 states of the federation as required by law.

    “I do not know what happened to the law, and because the law that set up INEC clearly defined the procedure for forming a political party.

    “The law says you must have office in each of the 774 Local Government and office in all state capitals, including the Federal Capital Territory (FCT),” he said.

    He noted that such office according to the law, must meet certain standard.

    The News Agency of Nigeria(NAN) reports that the recent registration of 23 more political parties by INEC had brought the total number of parties in the country to 91.(NAN)

    Abuja, Sept. 23, 2018 (NAN) Sen. Ali Ndume, (APC-Borno South), says that Dr Bukola Saraki, President of the Senate, has no justification to retain the seat, since he has defected to the opposition party.

    He said that Saraki should know that he was not supposed to retain the position of President of the Senate, saying that he could not “eat his cake and have it’.

    Ndume, who stated this at the News Agency of Nigeria (NAN) Forum in Abuja on Sunday, said that Saraki lost all rights to retain the seat since he had defected to the Peoples Democratic Party (PDP).

    He said the only thing that could save Saraki from being impeached and remain as President of the Senate, was a vote of confidence from his colleagues.

    “I think that is the only thing he can do may be; he did that before, let him try it; let him call for vote of confidence from us, his colleagues.

    “I assure you that he will not get the majority, “Ndume said, adding that he was disappointed in Saraki.

    He described the statement credited to some politicians that Saraki could only be impeached by two third of members of the house, as not only wrong, but also a total misconception.

    The Senator stressed that since Saraki decided to leave the APC for PDP, he should have left the position as he could not be in a minority party and be President of the Senate.

    Ndume recalled that as minority leader in the House of Representatives when he defected to PDP from the All Nigeria Peoples Party (ANPP), he resigned from the position without being asked to do so.

    He said it was natural that he left the position because he could not move from the minority to the majority and still be a minority leader.

    He said Saraki could therefore, not move from majority to minority and still be the President of the Senate.

    Ndume noted that there should only be one Senate President who is supposed to come from the majority political party, adding that it was an aberration and abnormal for someone in the minority to lead the majority.

    “I am still thinking and hoping that Saraki will do the right thing and the right thing is for him to relinquish that position for the majority to preside,“ he said.

    NAN reports that Saraki while leaving the APC in July on his twitter handle, said: “I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the APC.”

    Saraki had alleged continued persecution as one of the reasons he was leaving the APC.

    Mr Adams Oshiomhole, the APC National Chairman, while reacting to the development on Aug. 14, said that Nigerian Senate could not be subjected to minority rule.

    He noted that there was nowhere in the world where minority had presided over majority in the house, adding that the honourable thing for Saraki to do after defecting to the opposition PDP, was to step down. (NAN)

    Abuja, Sept. 23, 2018 (NAN) Sen. Ali Ndume (APC-Borno) has commended the Nigerian military for concerted effort at eliminating Boko Haram.

    Ndume gave the commendation when he appeared on the News Agency of Nigeria (NAN) flagship programme in Abuja.

    He said the move by the Chief of Army Staff, Lt.-Gen. Tukur Buratai, in ensuring collaboration with the Nigerian Airforce and other agencies had helped a great deal.

    He added that the relocation of the operational headquarters of the military was a major factor in the defeat of Boko Haram.

    However, he called on them to concentrate on three black spots of “the deep Sambisa forest, the Lake Chad fringes and the Mandara Mountains.

    He said the sect, which was still active in those areas for obvious reasons, must be brought to its knees.

    “The resurfacing  of the sect is more in Northern Borno. These are the fringes of Lake Chad.

    “I am suspecting that because of the money they got from the ransome allegedly paid, their proximity to international terrorist organisation, Nigeria bordering Mali and Niger and the open, vast and porous borders, they are buying and transporting light arms.

    “Also, they are getting money from the businesses around Lake Chad that they have taken over. They are now the ones involved in the cattle business and all that.

    “Those are the areas they get money from. With this money they are able to fund their operations,” he said.

    On concerns that the sect had not been completely eliminated, the lawmaker said fighting insurgency was different from fighting conventional war.

    He said, “we have been fighting insurgency in the North East which is different from the conventional war where you know you  have soldiers belonging to a particular group that you can identify.

    ” Besides, insurgency is not happening only in Nigeria. It is happening in Afghanistan, Syria and all that. Like the case of Afghanistan, the case has been going on for some years now.

    “Insurgency is not conventional war and cannot be easily eliminated. Even in Afghanistan, insurgency has been technically defeated but not completely eliminated.

    “So in the Nigerian case it is the same. Boko Haram has been technically defeated.

    “As someone from the North East and particularly from the epicentre of Boko Haram, I can tell you that this government has succeeded in defeating Boko Haram although has not eliminated it.

    “What we are working on now is to eliminate it.

    “Unfortunately the sect, especially those that are from the purported Shekau and that of Mamanur in the Lake Chad fringes, have something they are holding on to that is very sensitive and important to the Nigerian government.

    “We are suspecting that the remaining Chibok girls, numbering about a hundred are still  with the Shekau’s faction.

    “Mamanur’s side was responsible for the adoption of the Dapchi girls and they are still holding on to Leah Sharibu.”

    Ndume, however, expressed optimism that the war would soon come to an end.(NAN)

    Abuja, Sept. 23, (NAN) Sen. Ali Ndume, has said that the All Progressives Congress (APC) is not factionalised in any of its state chapters as is being reported.

    Ndume, who represents Borno South in the Senate, said this at the News Agency of Nigeria (NAN) forum on Sunday in Abuja, adding that the party was at peace and united across the federation.

    He, however, admitted that the party might be having crisis in some of its state chapters, which he said, was normal in every political setting and even among families.

    “I do not think the party is factionalised in some of its state chapters as is being report.

    ‘`Yes, there are crisis in some state chapters, there is no doubt about that, but there is crisis everywhere, there is crisis every time, even in homes and families.

    “It is normal, sometimes you have quarrel with your wife or one of your children there is crisis.

    “If your wife refuses to talk to you or decide not to even cook for you, that does not mean you have a faction in your house,“ he said.

    He maintained that it was normal, especially when interest came to bear at this critical time when politicians were looking for tickets to stand for elective positions in 2019.

    Ndume added that naturally, in such a situation, there would be crisis, but stressed that the party`s leadership had the capability to address any crisis that came upon it.

    He said the APC had the capacity and internal mechanism to get over any crisis that confronted it.

    Citing the alleged crisis in Taraba and other state chapters of the party, Ndume said; “we will get over it.

    “It is just that we are in the storming period now, where we are about to land and it is natural, but is not like we have faction.“

    He expressed confidence in the leadership of Mr Adams Oshiomhole, the APC National Chairman, saying that he had the ability to move the party forward.

    He said Oshiomhole was committed and doing well, and putting all his energy into running the party.

    “But of course, he is a human being, and when you have a unionist running a democratic institution or a party like the APC, then, there is a problem of balance between unionism and politics.

    “That is one of the problems he is facing, and you know the Adams nature again, the union people, it is like every union leader normally is somebody that is extrovert, that talks much, that is it, but I think he is doing well,“ Ndume said.

    On the gale of recent defections, the Senator said it was unfortunate that the Nigerian political foundation was not built on political ideology which was supposed to be the first and the most important thing.

    He noted that from 1979 to 1983, we had politics that had some kind of ideology, saying that while the then National Party of Nigeria (NPN) was known to be some kind of conservative or capitalist, other parties were known to be more of a socialist.

    Ndume said among this was the defunct People’s Redemption Party (PRP) known to be more of a socialist party, adding that these days, political parties were just more of a platform.

    He, however, added that it was only now that the APC was trying to move itself towards government of socialism or to progressive government as the name implied.

    “And as you can see now, the PDP is moving towards the ideology of capitalism or conservative people, this is happening a bit naturally, but this is supposed to be the first thing.

    “The party is supposed to be set or based on ideology, that is why in all the parties, you do not hear anybody talking about manifesto or  ideology, because they are not there in the first place.

    “And therefore, cannot be referred to or deferred to in what the parties are doing,“ Ndune said.

    This, he said, was the reason most political parties, especially opposition parties, were playing trivial opposition and waiting for the party in government to do something that they could debate and lash on.

    He, however, maintained that the only thing that was supposed to drive the democratic process was credible opposition which according to him, is presently lacking.

    “The PDP is trying to play that role, but they have issues of credibility, they are opposing, but they lack credibility to be opposition or a minority party so to say,“ he said.(NAN)

    Abuja, Sept. 23, (NAN) Sen. Ali Ndume has said that lack of updated membership register is a challenge to the adoption of direct primaries being advocated by leaders of the All Progressives Congress (APC) to elect its candidates for 2019 general elections.

    The Senator, who represents Borno South in the Senate, said this at the News Agency of Nigeria (NAN) forum in Abuja.

    He added that while direct primaries was the best alternative in a democracy because it deepened the process and reflected the views of party members, adequate preparations must be put in place before it could be adopted.

     

    Ndume said such preparation was critical to ensure the adoption of direct primaries which guaranteed that every party member had opportunity to participate in deciding who would fly the party`s flag at various levels.

    “There are challenges in some states; first of all, we were not adequately prepared for the direct primaries nationwide.

    “There must be some recognition precedence before you implement the direct primaries and that is where the greatest challenge of APC is

    “We embarked on members’  registration, but we have not really done that to a level where it can be effectively used for primaries.

    “I give you an example of my state, or myself personally; right now, I have a membership slip, but I do not have a membership card, “ the Senator said.

    He noted that with just a membership slip, the party`s membership data base could be exposed to the challenges of security and manipulation, especially when a member tried to log in on the web.

    Speaking further on the adoption of indirect primaries, the Senator said states that might  be comfortable with the direct primaries because of challenges could get the party`s approval on the mode of primaries they wanted to adopt.

    “ Like in my state, we don’t have updated membership card and you know we have security challenges in the North East, where some local governments are still not very safe.

    “We have instances of suicide bombings here and there, even though we thank God that we are running to three months or more now, without incidence of suicide bombing in Borno.

    “But we have to take all the necessary precautions, after all, the people that will be involved in the indirect election were elected by party members,” he said.

    Ndume noted that Kano, Kaduna, Niger and some other states had already adopted the indirect primaries to elect the party`s candidates at all levels.

    The Senator while commenting on the party`s membership registration, said the South West had advantage because the party`s leaders in the region, especially Bola Tinubu, founded the mobilisation and registration of

    Mr Adams Oshiomhole, the APC National Chairman on Sept. 12, said the party now had a new membership data base.

    He disclosed this to President Muhammadu Buhari at the party`s national secretariat when he came to submit his Presidential Expression of Interest and Nomination forms to re-contest the presidency in 2019.

    Oshiomhole who said the APC currently had 15.6 million registered members across the country, added that the party under his leadership, took advantage of modern technology to come up with a new membership data base.

    “Today to talk about the size of our party, the largest party in the world and in Africa, we need to have evidence that can be verified by a third party or by members.

    “We have taken advantage of technology to produce what I believe is the best or the first in Nigeria, “ he said.

    The APC national chairman added that the party membership data base was designed to ensure that the membership status of anyone could easily be verified at the touch of a bottom.

    Oshiomhole maintained that with the development, the APC had credible and verifiable persons to conduct direct primaries on the basis of its membership register. (NAN)

    Lagos,Sept.22,2018(NAN)The Governor’s Advisory Council (GAC),the highest decision making body of the All Progressives Congress (APC)in Lagos met on Saturday night where it resolved the chapter must hold its primary to determine its governorship candidate.

    The News Agency of Nigeria(NAN)reports that the decision put paid hopes that the party would clear the coast for Gov. Akinwunmi Ambode ‘s bid by asking his challengers to step down from the race.

    NAN reports that a former Commissioner for Training and Establishment in the state ,Mr Jide Sanwo-Olu ,allegedly backed by Asiwaju Bola Tinubu is Ambode’s main challenger while a former Commissioner for Works and Infrastructure ,Dr Obafemi Hamzat is also in the race .

    A chieftain who attended the 22-member GAC meeting held at Tinubu’s residence and pleaded anonymity told NAN that the party insisted that Ambode must go through the primary with others.

    “We met and deliberated extensively on the governor”s second term bid and our forthcoming primary .

    “And after the deliberations ,we resolved that the party should hold the primary to pick it’s candidate because that is just the right thing to do.

    “We are a democratic party that believes so much in internal democracy ,so think we should allow everyone to sell themselves to members who will eventually determine their choices “,he saId.

    The Chairman of the party in the state ,Alhaji Tunde Balogun told NAN that although he was present at the meeting ,he was not authorised to speak on the outcome.

    “Yes,the GAC met today and made some decisions, but I will not speak on the outcome because I have not been asked to do so.

    “Chief Abayomi Finnih would address the press on Monday on the outcome. He has been appointed and he will give you all the details”,he said.

    London, Sept 23, 2018 (Reuters/NAN) Britain’s Anthony Joshua delivered a devastating technical knockout in the seventh round to defeat Russian Alexander Povetkin at Wembley Stadium on Saturday and retain his WBA, IBF, WBO and IBO world heavyweight championship belts.

    In front of about 80,000 fans, Joshua moved on to 22 fights unbeaten in his professional career by handing the 39-year-old Povetkin only his second defeat but his first by TKO.

    Joshua, returning to the arena where he knocked out Ukrainian Wladimir Klitschko in April, 2017 to become a unified heavyweight world champion, was given a hero’s reception by the almost capacity crowd.

    However, early on it was the smaller challenger who appeared the more inspired by the occasion, despite the constant boos and jeers from the partisan crowd.

    Povetkin caught the Briton late in the first round with an uppercut on the nose.

    Both men had won Olympic gold medals, but it was the youthful energy of the 28-year-old Joshua which proved decisive as Povetkin visibly tired halfway through the contest.

    Joshua began dictating with his movement from the fourth round and started to find his range with his right hook.

    That was what did for Povetkin, the WBA mandatory challenger, in the seventh when a fearsome right-hander from Joshua landed square on his jaw and sent the Russian to the canvas.

    He got back to his feet but not for long as an onslaught of punches from the champion led referee Steve Gray to intervene one minute and 59 seconds into the round and give Joshua his 21st win by knockout.

    “Povetkin is a very tough challenger, he proved that tonight with good left hooks and counter punches,” Joshua said from inside in the ring.

    “I came in here to have fun, and give it my best, I knew he was strong to the head but weak to the body. I was just mixing it up.

    “It could have been seven, maybe nine, maybe 12 rounds to get him out of there. But the ultimate aim was to be victorious.

    “I got my knockout streak back,” he added, having been taken to 12 rounds for the first time in his previous fight against New Zealand’s Joseph Parker in Cardiff in April.

    The fight is the first of a two-match deal Joshua has agreed to stage at Wembley Stadium, with the second due to take place in April next year.

    However, his plan to become the undisputed world heavyweight champion may have to wait a little longer.

    Owerri, Sept. 22, 2018(2018) The Chairman, Imo State Council of Traditional Rulers, His Royal Majesty, Eze Samuel Ohiri, on Saturday described the Vice President, Prof. Yemi Osinbajo, as one of the best vice presidents Nigeria ever had.

    Ohiri expressed this view while receiving Osinbajo at his palace in Owerri where the vice president also had a town hall meeting.

    He said that the vice president had creditably acquitted himself in the way he piloted the affairs of the country any time President Muhammadu Buhari was not in the country.

    “I want to thank you, especially for the way you held forth for Mr President the last time he stepped out of the country.

    “The way you conducted the affairs of the country; people are talking about you in the world.

    “Unarguably, you are one the best vice presidents we have ever had.

    “We are proud of you,’’ he said

    In his remark, Gov. Rocha’s Okorocha of Imo expressed appreciation to Osinbajo for honouring him by visiting the state on a day the governor was marking his birthday despite the vice president’s busy schdule.

    He said that the state government had initiated a ‘one community one project’ programme aimed at taking governance to the grassroots.

    Okorocha said that the programme was in consonance with the various economic empowerment programmes of the Federal Government.

    “I wish you will be here on Monday; I had planned for you to hand over first cheque of our one community one project – a partnership between the communities and the state government to set one small scale industry in every community.

    “So, we are looking at in the next six months, to build about 645 Small and Medium Enterprises (SMEs).

    “Imo State Government will give 40 per cent of the take off fund which is 4 million; to all the 645 communities which is 4 million and their cheques will be released starting from Monday with the release of the Paris Club. Some are into farms, poultry, and snail farming among others

    “Your Excellency, I know with your economic empowerment projects, these communities will benefit,’’ he said

    Responding, Osinbajo thanked Imo traditional rulers, the governor and Imo State people in general for their usual hospitality.

    He said that various completed and ongoing projects in the state typified how states could partner with the Federal Government in driving development.

    Imo state a perfect example of the cooperation that should exist between all tiers of government; the state government and the traditional rulers here have demonstrated how we should work together.

    “On our way here, we had been to the International Cargo airport, which was approved by the Federal Government and built by the Imo State Government – the first of its kind in the country

    “The Imo Cargo airport is a very important infrastructural development because not only does it represent the commercial hub of the South East, it is also central place to the economy of Nigeria.

    “I will also commend the state government for the Air force hospital built by Imo State Government and handed over to the Federal Government,’’ he said.

    Osinbajo had shortly after touching down at Imo airport, inspected the ongoing International Cargo project before proceeding to inaugurate a 200-seater hospital built the Imo State Government and donated to Nigerian Air force.

    The vice president also inaugurated the TraderMoni Scheme at the Relief Market, Owerri.

    Afterwards, Osinbajo proceeded to the Rocha’s Foundation, Owerri where wards from all over the foundation in Nigeria and across Africa, held a colourful 56th birthday celebration for their benefactor, Okorocha.

    Delivering a lecture titled, “ The Advantage of the Disadvantage’’, Osinbajo encouraged the less privileged not to despair but to work hard and have faith in God.

    He said that many notable personalities in Nigeria and world over were orphans that never gave up.

    According to the vice President, there is merit in being able to give and commended Okorocha for his philanthropy, especially in giving free education to indigent children.(NAN)

  • NiMet predicts rains, thunderstorms for Sunday

    ABUJA, Sept. 22, 2018 (NAN) The Nigerian Meteorological Agency (NiMet) has predicted chances of rainfall and thunderstorm activities over most parts of the country on Sunday.

    NiMet’s Weather Outlook by its Central Forecast Office (CFO) on Saturday, predicted cloudy morning over the central cities with thunderstorms and rains over Ilorin, Yola, Jalingo and Gombe.

    It predicted scattered thunderstorms over the central western flank and cloudy over eastern flank later in the day with day and night temperatures of 26 to 33 and 15 to 26 degrees Celsius.

    The agency predicted partly cloudy to Cloudy morning over the northern states with day and night temperatures of 33 to 36 and 22 to 25 degrees Celsius.

    It also predicted scattered thundery activities over some parts with cloudy conditions over Maiduguri, Damaturu and Nguru later in the day.

    According to NiMet, Southern states will experience thunderstorms over Owerri, Umuahia, Awka, Enugu, Abakaliki, Akure, Oshogbo, Ado, Ibadan, Shaki and Iseyin with rains over PortHarcourt, Calabar, Uyo, Eket, Ikom and Yenegoa in the morning.

    “Scattered thunderstorms and moderate rains are likely over the entire region during the afternoon and evening hours with day and night temperatures of 28 to 33 and 20 to 25 degrees respectively,” NiMet predicted. (NAN)
