    Lagos, Sept. 24, 2018 (NAN) Former Technical Director of Athletics Federation of Nigeria (AFN), Omatseye Nesiama, has become a Technical Official Level One Lecturer in the International Association of Athletics Federations (IAAF), thus becoming the third Nigerian to attain that status.

    The News Agency of Nigeria (NAN) reports that Nesiama, a retired Navy Commodore, has just passed the qualification examination organised by the African Athletics Development Centre held from Sept. 18 to Sept. 22 in Nairobi Kenya.

    Reacting to the development, Nesiama told NAN that he was grateful to God for passing the examination, adding that his exposure to various competitions management contributed to his success.

    “I am thankful to God for the opportunity to continuously contribute my quota at a higher pedestal to the development of technical officiating in athletics in Africa as a whole and Nigeria.

    “The experience I garnered over the years due to my exposure to different types of competition management came to bear during the class and in the examinations,” he said.

    Nesiama said that he had been mandated to work in conjunction with the AFN to organise Level One training for technical officials in Nigeria.

    NAN reports that Nesiama has joined the rank of Prof. Lucas Ogunjimi and the late Alex Onyewiewu as the only Nigerians that have qualified as the IAAF Technical Official Level One lecturers.

    NAN also reports that Nesiama was appointed in 2017 as one of the International Technical Officials to serve on the Confederation of Africa Athletics ITO panel from 2018 to 2021. (NAN)

    Dutse, Sept. 24, 2018 (NAN) No fewer than five persons have died in an auto crash involving three cars along Birninkudu-Kano road in Birninkudu Local Government Area of Jigawa.

    The News Agency of Nigeria (NAN) reports that the incident occurred at about 7 p.m. on Sunday at Kwanar Gangare.

    When contacted, SP Abdu Jinjiri, Jigawa Police Command spokesman, confirmed the incident.

    He said that an articulated vehicle and three other cars were involved in the accident. (NAN)

    Abuja, Sept. 24,2018(NAN) The Transmission Company of Nigeria (TCN) says the current power outage in some North East states was due to a tripping, caused by a fault on the Jos-Gombe 330kv transmission line.
    TCN General Manager, Public Affairs, Mrs Ndidi Mbah stated this in a statement on Monday in Abuja, adding that the problem occurred shortly after the annual scheduled maintenance on the transmission line.
    According to her, the line tripping occurred at about 19:09, on Sept. 22, shortly after it was re-energised.
    She said efforts were being made by TCN line engineering crew to resolve the problem and restore the transmission line accordingly.

    “TCN shot down on Sept. 22, to undertake the annual scheduled maintenance on the 330 kv transmission line from Jos to Gombe.
    “After the maintenance work had been completed by combined engineering maintenance crew from Gombe and Jos transmission substations, the transmission line was reclosed and energised at about 15:09 hours on the same day at 19:09 hours.
    “However, the line tripped due to a fault on the line and TCN quickly initiated the patrol of the transmission line to detect and rectify the fault,’’ Mbah said.
    She said efforts were ongoing to rectify the problem so as to reclose and energise the 330kv transmission line.
    The News Agency of Nigeria (NAN) reports that states affected by the outage include Bauchi, Gombe, Adamawa, Borno, Yobe and Taraba.(NAN)

    Abuja, Sept. 23, 2018(NAN) The National Assembly has rescheduled resumption from its annual recess from Sept. 25 to Oct. 9.

    This is contained in a statement by the Clerk to the National Assembly, Mr Mohammed Omolori on Sunday.

    Omolori explained that the postponement was due to activities of primary elections by political parties.

    He said, “this is to inform all Distinguished senators and Honourable members that resumption of plenary session earlier scheduled for Tuesday, 25th September, has been postponed to Tuesday 9th October due to activities of primaries of political parties.

    “All distinguished senators and honourable members are expected to resume plenary session by 10 a.m. on the 9th of October, please.”

    The News Agency of Nigeria(NAN) reports that the national assembly proceeded on its annual vacation on July 24 and was expected to resume on Sept. 25.(NAN)

    Abuja Sept.23 2018(NAN) A civil society organisation , YIAGA Africa, says the Independent National Electoral Commission’s (INEC) official announcement on votes cast for the Osun gubernatorial election is overall consistent with its observation.

    Dr Aisha Abdullahi, Co-Chair of YIAGA Africa’s Watching The Vote Osun Election Observation Mission, said this in a statement made available to the News Agency of Nigeria on Sunday.

    Abdullahi said the group’s Watching The Vote (WTV) project was an initiative to monitor the credibilty of elections across the country, using its Parellel Vote Tabulation (PVT) Method.

    She said that the PVT produced an estimated range based on the untainted polling unit results collected from a representative statistical sample of polling units.

    She said this range was calculated, using long established statistical formula.

    ” However, because the PVT is based on the untainted results from polling units, the official results must fall within the PVT’s estimated range for them to reflect the ballots cast at polling unit.

    “Thus, if the official results fall within the PVT’s estimated ranges, then the official results accurately reflect the ballots cast at polling units but if the official results fall outside the PVT’s estimated ranges, then the official results were changed. ”

    Abdullahi said that YIAGA Africa deployed 500 stationary observers in pairs to a representative statistical sample of 250 polling units and 31 mobile observers located in all 30 LGAs of Osun.

    “The WTV Result statement is based on reports from 247 of 250 which is 99 per cent sampled polling units.

    “YIAGA AFRICA had noted in its pre-election statement that the Osun Governorship election would  be keenly contested and largely determined by swing LGAs and a small margin in the difference of votes between the top contesting parties.

    “Our preliminary estimates indicated that turnout for the Osun gubernatorial election will be between 45.0 and 47.8 per cent based on official turnout figures collected from the statistical sample of polling units across the 30 LGAs in the state.

    “As such YIAGA Africa can verify that INEC’s official turnout of 45.7 per cent falls within WTV’s estimated range and accurately reflects the turnout of voters.”

    Abdullahi said that at dawn on, Sept. 23, YIAGA Africa WTV findings had also indicated that no party or candidate would receive more than 37.4 per cent of the vote share.

    She said that based on the total votes announced so far by INEC, YIAGA Africa’s statistical analysis considering the margin of errors showed that the All Progressives Congress (APC) should receive between 33.6% and 37.4 per cent of the vote.

    She said that the Action Democratic Party (ADP) should receive between 5.7 per cent and 8.9 per cent of the vote.

    She added that the Peoples Democratic Party (PDP) should receive between 32.5 per cent and 36.9 per cent of the vote while the Social Democratic Party (SDP) should receive between 15.1 and 19.7 per cen of the vote.

    Abdullahi said that the rejected ballots fell outside YIAGA AFRICA’s range of 4.1 per cent to 5.3 per cent but given the rerun to be held at cancelled polling units and the closeness of the election, it likely did not affect the overall outcome.

    “It is important to highlight the counting process at polling units was transparent and included representatives from the political parties that received the most votes.

    ” At 98 per cent of polling units the polling officials showed how every ballot paper was marked to everyone present.”

    Abdullahi said that during counting, in 96 per cent of polling units, there were no recorded incidents of intimidation, harassment against the polling officials.

    She said that by 4:00 p.m., counting of gubernatorial ballot papers had finished in 78 per cent of polling units and at 99 per cent of polling units APC, PDP and party agents countersigned the result forms.

    On average, 12 polling agents were present at the observed LGA Collation Centres during the collation process and they countersigned the results.

    She said that in all 30 collation centres, no party agents disagreed with the results declared.

    Abdulahi said that YIAGA Africa WTV for the Osun election focused on providing information on the election day process to build citizens confidence and to verify the accuracy of the official results.

    She said that the importance of the result statement was hinged on the need to ensure that the official results for the Osun gubernatorial election truly reflected the ballots cast at polling units.

    She said that YIAGA Africa was committed to confirming the official results if they reflected the ballots cast at polling units and exposing manipulation if the results were changed during the collation process.

    “However, it is important to note that the election is not over and outcomes yet to be concluded,” she said. (NAN)

  • “Olojo” festival: Ooni enters 7-day seclusion

    Ile-Ife (Osun), Sept 23, 2018 (NAN) The Ooni of Ile Ife, Oba Adeyeye Ogunwusi, on Sunday began seven-day seclusion preparatory to the celebration of the 2018 “Olojo” festival.

    “Olojo” festival is the celebration of first dusk and dawn and creation of the universe.

    The Ooni is expected to appear to the public after the seven-day seclusion with the sacred “Aare” crown, worn once in a year by the king.

    Before beginning the seclusion, Ooni had visited ‘Ilemole’ a shrine in Moore for prayers.

    He thereafter moved to the seclusion where he would remain incommunicado for the seven days.

    Earlier in his palace, the royal father told newsmen that the seven-day seclusion would be used to pray for the town, Osun state and the entire Nigeria.

    Oba Ogunwusi congratulated the people of Osun for conducting themselves peacefully before, during and after the governorship elections in the state.

    He lauded the electorates especially youths for not engaging in violence during the elections held on Saturday.

    The monarch also congratulated the Independent National Electoral Commission (INEC) on the conduct of the peaceful polls.

    “We have seen through this election that power belongs to the people and by the grace of God, very soon the peoples’ choice will emerge as the state governor.

    ” The Osun governorship election was conducted peacefully without bloodshed, this is unprecedented,” he said.

    Ooni said the Osun election should be used as a template for the 2019 general elections.

    He appealed to Osun citizens to also ensure a peaceful conduct of the rerun election as declared by INEC. (NAN)

    Mr Yekini Nabena, the APC National Publicity Secretary, announced this in a statement on Sunday in Abuja.
    He added that duly registered party members were to collect their permanent membership cards from their various wards.

    The All Progressives Congress(APC) has described as baseless, the call by the Peoples Democratic Party (PDP) that its candidate be declared the winner of the inconclusive Osun governorship election.

    The PDP National Publicity Secretary, Kola Ologbondiyan, said that the party’s candidate, Sen. Ademola Adeleke, should be immediately declared winner of the election.

    Mr Yekini Nabena, the APC National Publicity Secretary said the APC rejected the PDP demand.

    “We hereby reject the PDP’s baseless calls that the inconclusive Osun governorship election is announced in its favour,”he said.

    Nabena, however, called on Osun electorate, party supporters and members to remain upbeat and focused on the task of consolidating on the APC change administration in the state in the lead up to the re-run election.

    This, he said, they should do by voting for the victory of Gboyega Oyetola, the APC governorship candidate.

    He applauded Osun electorate, the INEC, security agencies and relevant stakeholders over the conduct of the election, noting that the election was largely peaceful inspite of some reported irregularities.

    The APC spokesman said the party would continue to improve on its electoral processes, particularly correcting some irregularities witnessed in the election.

    He commended President Muhammadu Buhari’s administration for continuously exhibiting its commitment to ensure that elections were more peaceful, transparent, credible and acceptable.

    This, he added, was a departure from the situation under past PDP administrations where the people’s will was subverted and elections were often manipulated.

    PDP had at a news conference in Abuja on Sunday, rejected the declaration by the Independent National Electoral Commission that the governorship election was inconclusive.

    Prof. Joseph Fuwape, the Returning Officer for the Sept. 22 election made the declaration in Osogbo.

    Afuwape, who is the Vice Chancellor of the Federal University of Technology, Akure (FUTA), while announcing the results of the election, said that Sen. Ademola Adeleke, the candidate of the Peoples Democratic Party (PDP) scored 254,698 votes.

    He said Alhaji Gboyega Oyetola, the candidate of the All Progressives Congress (APC), scored 254, 345 votes.

    He said the election was declared inconclusive because of cases of ballot boxes snatching that occurred in some polling units during the election.

    The returning officer mentioned the affected polling units to include Ife North, (one polling unit), Ife south, (two polling units), Orolu,( three polling units) and Osogbo, one polling unit.

    He said a total of 3498 votes were cancelled in the seven affected polling units

    Abuja ,Sept.23,2018 (NAN) A coalition of civil society organisations (CSOs), called the Nigeria Civil Society Situation Room, has expressed worry over the Independent National Electoral Commission’s (INEC) delay in collating the Osun governorship election result.

    The Convener of the Situation Room, Mr Clement Nwankwo in a statement on Sunday said there was need for INEC to change the trend on collation of results and use of electronic method.

    Nwankwo also expressed concern that the result collation took place mostly at night.

    It would be recalled that INEC had declared the Saturday election inconclusive following the low margin between the leading political party in the poll and the runner’s up.

    The Peoples Democratic Party (PDP) had scored 254, 698 to lead the All Progressive Congress (APC) which polled 254, 345.

    “On collation of results, Situation Room is concerned that the process of collation is delayed and appears to happen mostly at night.

    “This is when the political parties, candidates, observers and other election stakeholders may have depleted away from observation of the process, especially with fears of insecurity.

    “This trend needs to change and INEC should consider an improvement and innovation in its processes that will enable the collation of results in as much of daylight as possible and thus reduce night time election activities.”

    Nwankwo called on the INEC to open up its e-collation method to independent observers and other stakeholders in the electoral process to eliminate the present suspicion that now clouds the use of the said e-collation system.

    He said that this would create an understanding of this aspect of the election process and win support for its use.

    “To further increase the credibility of election results, INEC will need to return to its previous practice of immediate publication of polling unit election results .

    “As well as publising all of the comprehensive details of collated results, including the Form EC60E, on its website and to be accessible to all.

    “Situation Room also calls on INEC to ensure that its announcement of the introduction of Braille for voting is made operational across the country and that all persons with disabilities are able to vote during elections,” he said

    Nwankwo, said the Situation Room deployed observers across the 30 local government areas of the state to monitor the election .

    He said that incidents of vote buying reoccurred in the Osun State elections, even though at a reduced and less brazen manner.

    He called on INEC to intensify the training of the different cadres of its staff to enhance their understanding of election duties and increase their confidence and ability to respond to election day challenges.

    He, however, hailed INEC on early commencement of the voting process, adding thag polling units across the state opened early for accreditation and voting.

    He commended the people of Osun, the political parties and the security agencies on their good conduct.(NAN)
