  • Airlines operating in Nigeria record 19,323 delayed flights in 6 months

    Flights
By Adekunle Williams and Solomon Asowata
Lagos, Sept. 26, 2018 (NAN) The Nigerian Civil Aviation Authority (NCAA) on Wednesday said airlines operating in the country recorded 19,323 cases of delayed flights in six months in 2018.

The regulatory agency said that the airlines also cancelled 348 flights for various reasons during the period under review, that is January to June.

Capt. Muhtar Usman, the NCAA Director-General, made the disclosure at an Interactive Forum with Aviation Agencies and Airlines’ Information Managers in Lagos.

Usman said: “The eight domestic airlines recorded a total of 16,880 delayed flights with 253 cancellations.

“Also, 33 airlines on the international routes recorded 2,443 delayed flights and cancelled 95 flights.’’

According to him, flights can be delayed or cancelled for safety and operational reasons, especially during adverse weather conditions, but they must be done in accordance with standard civil aviation regulations.

He said that all airlines had been warned against incessant flight delays and cancellations.

Usman said that aviation authorities were also working toward creating a more enabling environment for their operations.

He said that NCAA had also intensified its economic and safety regulations on the airlines in line with the Nigerian Civil Aviation Regulation Act.

Usman said: “Airlines must render their monthly financial obligations in line with the provision of aviation regulations. Airlines must submit financial health returns.

“Also, violation to safety regulations is viewed seriously by NCAA.’’

The director-general said NCAA had begun the process of streamlining aviation charge, saying that the charges were quite moderate when compared to other countries.

“There are some existing charges in other countries that are not applicable in Nigeria and this is not to overburden airlines,’’ Usman said.

He said the goal of NCAA was to continue to collaborate with other agencies and stakeholders in order to create a robust aviation industry that could contribute more to Nigeria’s Gross Domestic Product (GDP). (NAN)

  • Osun rerun: Vote your conscience, group urges Osun people

Osun rerun: Vote your conscience, group urges Osun people
    Conscience
    By Taiye Agbaje
Abuja, Sept. 26, 2018 (NAN) The National Coordinator, Proactive Gender Initiatives (PGI), Esther Uzoma, has urged the people of Osun to vote their conscience in Thursday’s governorship rerun election in the state.

Uzoma, who made the call on Wednesday in an interview with the News Agency of Nigeria (NAN) in Abuja, also called on the political actors to abide by the rules of the game.

According to her, the people of Osun should realise that the state is bigger than any political party.

‘’I will advise the Osun people to vote knowing that their conscience is bigger than any money that anybody will offer them. Let them vote their conscience.

‘’I will also advise all the stakeholders to abide by the rules of the game.

‘’Therefore, the excesses, the exuberance of political parties must not jeopardise the interest of Osun people.

‘’The Osun people should go out on Thursday, queue up quietly and vote.

‘’They should not let the political actors disrupt the holding of peaceful election in the affected polling units,” she said.

Uzoma, who is also a legal practitioner, enjoined the police and officers of other security agencies that would be deployed for the poll to ensure good conduct.

‘’My advice to the security agencies is to ensure that they are not destructive.

‘’They should conduct themselves in a professional manner just like they did on Sept. 22; they maintained law and order and even arrested some vote buyers and vote sellers.

‘’I will expect the Nigeria Police to up their game and ensure that the election is not disrupted,” she said.

NAN reports that INEC had declared the governorship election in Osun inconclusive because “the margin between the two leading candidates is 353, which is lower than the number of registered voters in the affected areas”.

The rerun election slated for Thursday is to hold in seven polling units across four local government areas.

The Returning Officer and Vice Chancellor of the Federal University of Technology, Akure (FUTA), Prof. Joseph Fuwape, said Sen. Ademola Adeleke of the Peoples Democratic Party (PDP) scored 254,698 votes, while Alhaji Gboyega Oyetola of the All Progressives Congress (APC) scored 254, 345 votes and Sen. Iyiola Omisore of Social Democratic Party (SDP) followed with 128,049.

Prof Fuwape said “Based on the results collated by the Returning Officer, the margin between the two leading candidates is 353 which is lower than the number of registered voters in the affected areas.

Extant law and INEC Guidelines and Regulations provide that where such a situation occurs, a declaration may not be made. (NAN)

    By Edith Nwapi

Abuja, Sept. 26, 2018 (NAN) An FCT High Court in Maitama on Wednesday fixed Nov. 8 for ruling on a motion filed against a police sergeant, Gabriel Achimi charged with alleged murder.

Achimi , 37, of Mubushi, Abuja was arraigned on a one count charge of culpable homicide.

Justice Sunday Aladetonyibo adjourned the matter following a motion filed by Achimi’s counsel, Mr Akin Akintan seeking the court to strike out the case and discharge the defendant.

The motion further prayed the court to alternatively grant bail to the defendant having been in detention since Feb. 27, 2018, when he was arraigned.

Akintan in the motion reminded the court that the prosecution had failed to appear in court since the arraignment of the accused.

“The defendant has been in detention for a long time now without trial and the prosecution does not care. There should be a limit to the lethargy of the prosecution ” he submitted.

The judge said the case against the defendant was a murder case which must be carefully followed.

Earlier, the prosecuting counsel, Mr Donatus Abah had alleged that on May 10, 2017 at about 8pm, Achimi shot one Ishaku Musa, a commercial motorcycle rider at Gishiri junction, Abuja.

  • Great Britain, Argentina given wild cards for 2019 Davis Cup finals

Great Britain, Argentina given wild cards for 2019 Davis Cup finals
    Davis Cup
London, Sept. 26, 2018 (Reuters/NAN) Argentina and Great Britain, recent winners of the Davis Cup, were on Wednesday handed wild cards to compete in next year’s finals of the revamped competition.
Argentina, 2016 victors, and Britain, who won the previous year, have been selected to join the four semi-finalists from this year’s edition in the climax to the 2019 event.
The four semi-finalists are: champions France, finalists Croatia, Spain and United States.
Those nations will be joined in the new week-long, 18-team finals in November 2019 by 12 more who will secure their places from dozen qualifying ties.
The dozen qualifying ties are to be drawn on Wednesday in London and will be staged in February.
Argentina and Britain were due to compete in the qualifiers but will now be spared that hurdle after the Davis Cup steering committee gave them a straight pass into the finals.
Australia and Switzerland, the highest-ranked unseeded nations that lost in the 2018 World Group playoffs, will take their place as seeded nations in the qualifiers.
The makeover of the premier team event in men’s tennis has been made by the International Tennis Federation (ITF), in partnership with the investment group Kosmos.
Kosmos is founded by Barcelona and Spain football player Gerard Pique.
The steering committee has given wild cards to two nations with a rich Davis Cup history and a bit of star power.
The committee is made up of Pique, former Spanish player Galo Blanco, ITF president David Haggerty and ITF vice president Rene Stammbach.
Argentina, led by Juan Martin del Potro, won their first title in 2016 in their fifth Davis Cup final while the British team won their 10th title thanks to an inspired performance from Andy Murray.
Kosmos is promising to invest more than 90 million pounds into the Davis Cup and grassroots tennis.
The idea of the revamp is to attract the biggest names to the finals, with both Murray and Del Potro fitting that bill.
With Switzerland and Australia now seeded, it also improves the prospects of the likes of Swiss duo Roger Federer and Stan Wawrinka, and Australian Nick Kyrgios featuring in the finals.
The last of the finals to be staged under the traditional format will see France attempting to defend their crown against Croatia in Lille on Nov. 23-25. (Reuters/NAN)

  • Speed limiter: FRSC arrests over 129,000 offenders in two years

Speed limiter: FRSC arrests over 129,000 offenders in two years

    Arrests

    By Kelechi Ogunleye

Abuja, Sept. 26, 2018 (NAN) The Federal Road Safety Corps (FRSC said   it had  arrested 129, 060 offenders for failure to install the Speed Limiting Device (SLD) on their vehicles and for speed limit violation in the country.

The News Agency of Nigeria (NAN) reports that the FRSC began implementation of the speed limiter policy on Feb. 1, 2017 to address the issue of speeding blamed for 50 per cent of road accidents in the country.

The Corps believes that controlling vehicle speed would cut road accidents by 50 per cent, in addition to reducing the impact of crashes when they occur.

Mr Bisi Kazeem, the spokesman of the FRSC, in an interview with the News Agency of Nigeria (NAN), in Abuja, said that the arrests for the various offences were made from 2016 till date.

“The figure for the combined offence of failure to install Speed Limit Device and speed limit violation as submitted above from 2016 till date is 13,305 in Abuja, and 129,060 in Nigeria,” he said.

Kazeem noted that the enforcement of the Speed Limiting Device began on Oct. 1, 2016 in Abuja and all other field Commands.

He explained, however, that it began with a subtle enforcement before a full-fledged enforcement commenced nationwide, adding that the enforcement in Abuja covered all routes plied by commercial vehicles.

The spokesman said the purchase of the device by vehicles owners was encouraging, adding, however, that there were still few complaints about the price.

“Commercial vehicles are purchasing the device.”If you buy a car worth millions, I think a gadget to safeguard it at less than N25,000 should be affordable.

“However, a few, especially NURTW, still complain about the price of the device which is dictated by market forces of demand and supply.

“The FRSC is not involved in the sales of the device. However, efforts are ongoing to ensure that the NURTW officials liaise with local manufacturers for consignment for members,” he said.

In terms of compliance, Kazeem said that the Corps had yet to completely ensure that all commercial vehicles installed the device, adding that it might take a little while for the Corps to look in the direction of private vehicles.

“Data has shown that commercial vehicles are more prone to crashes as a result of speed violation.

“Due to poor supervision and central control system by the management of fleet operators, most of the drivers tamper with the device.

“Sometimes they even disconnect the device immediately they leave the terminal.

“Aside the fleet operators which the Corps has successfully regulated, there are other commercial vehicles which do not operate from registered parks.

“It is a challenge ensuring that these sets of commercial vehicles install the device.

“However, the Corps is doing its best through its field operatives to clamp down on these drivers,” he said.

He advised motorists to always patronise certified vendors to calibrate the device, adding that if not properly installed, it would jerk the vehicle, which may affect the gear box.

According to Kazeem, the benefits of installing the device were enormous as it aids crash reduction; reduction in economic waste and reduces damage on the “road furniture’’ and surface, as well.

He also said that the device reduces fatalities and also brings down the rate of overcrowding on health facilities by crash victims. (NAN)

  • Demographic Dividend: Role of religious, community leaders

Demographic Dividend: Role of religious, community leaders
    A News Analysis
    By Mustapha Sumaila
    Demography
Abuja, Spet. 26, 2018 (NAN) Religious and community leaders remain incontrovertible moral beacons, expected to show exemplary life by being upright, trustworthy, honest and disciplined, among other values, to their respective followers.

For this reason, over the years, religious leaders in the country have been entrusted with overseeing development projects in their communities.

For instance, religious leaders play significant roles alongside traditional rulers in sensitising people in their communities to accepting polio vaccination across the country.

In view of this, the United Nations Population Fund (UNFPA) recently organised a national conference to woo religious leaders to key into the project of harnessing demographic dividend in the country.

The conference, entitled: “Harnessing demographic dividend for sustainable development in Nigeria; the role of Muslims religious leaders’’, addressed some key issues relating what the roles of religious leaders ought to be.

Demographers describe demographic dividend as economic growths that may result from changes to a country’s age structure.

They argue that shift in age structure are driven by a transition from people living short lives and having large families to living long lives and having small families.

“When households have fewer children that they can take care of and a larger number of family members have decent jobs, the household can save and invest more money, then the economy will grow,’’ they observe.

The UNFPA’s Regional Director, West and Central Africa Regional office, Dr Mabingue Ngom, therefore said that community leaders must be the driving force for Nigeria also to attain demographic dividend.

Ngom explained that for a successful demographic dividend in Nigeria, religious and traditional rulers must lead the change.

According to him, sustainable change happens at local level and no one can make any change on demographic dividend without the leadership drive of community leaders.

“The religious and traditional leaders lead the community, therefore, they must lead this change and henceforth we want to see it at the community level and Nigeria has taken a bold step by launching demographic dividend.

“UNFPA values this partnership; this gathering is important because of the need to work with local communities and their leaders,’’ he said.

The regional director also underscored the need to create space for young people for the achievement of demographic dividend in the country.

“Put young people first; not only saying it, but by acting it and giving them space and place to operate and there must be the presence of the youth in the budget and policies, as well as in decision making.

“There is need to create space for the girl-child to be part of the force, therefore, we must invest in the girls and give them chance to grow or else it will be difficult to see the growth we envisage,’’ he said.

Ngom emphasised that the demographic dividend was a holistic approach to ensuring that the needs of youth in terms of health, education, jobs and empowerment were addressed as part of the country’s contribution to attaining the Sustainable Development Goals.

“Global engagements, regional engagements specifically informed of UNFPA’s engagements and partnership with religious leaders towards harnessing demographic dividend, including family planning and reduction of maternal mortality,’’ he observed.

In his remarks, the Sultan of Sokoto and President General, Nigerian Supreme Council for Islamic Affairs, Alhaji Sa’ad Abubakar III, called for training of community leaders on demographic dividend to properly educate the populace.

Represented by the Emir of Shonga, Alhaji Haliru Yahaya, the sultan explained that the capacity of community leaders must be built and empower them with the right information to disseminate to their subjects on demographic dividend.

“The engagement of community leaders is important and such leaders must be convinced in what the demographic dividend is all about.

“They must be empowered with the right information that demographic dividend programme is not meant to reduce the population of Islamic nations.

“When they are equipped with such right information, they will carry out sermons on Sundays and Fridays in ensuring the attainment of demographic dividend,’’ he observed.

The religious leader noted that Islam encouraged having children, but it was a sin to have children that you could not cater for in terms of providing them with basic needs of life.

The sultan emphasised on the need to make concerted effort to ensure education, health and empowerment of women and young people were put in proper perspective in achieving demographic dividend in the country.

He urged religious leaders to preach to people to give birth to children they could cater for not children that would be thrown to the streets as beggars.

Abubakar noted that attention must also be paid to the reproductive health of women and well being of the young people.

Prof. Salisu Shehu, who represented Nigeria Supreme Council for Islamic Affairs at the conference, said that it was time to work to save the lives of women and children through improving in productive and maternal health.

Speaking on harnessing demographic dividend, the scholar said that Islam had perspective on quality and quantity children.

He warned that no one should be giving birth indiscriminately at the expense of quality, noting that having children one could not cater far would be a sin.

“When you produce, ensure they are qualitative by ensuring their biological nutrition, good health and give them psychological-intellectual by giving them education as well as moral and spiritual.

“We frown at distribution of condoms to the youth because overtime, that act has encouraged flirting in the society,’’ he explained.

Prof. Isaac Adewole, the Minister of Health, nonetheless, appealed to religious leaders to support the change by embracing this effort to harnessing demographic dividend in the country.

Adewole observed that available record had shown that efforts and role of religious leaders had helped for improved family planning in the country.

He promised that the Federal Ministry of Health would continue to work with UNFPA to continue in engaging stakeholders in that regard.

He also commended the present administration for empowering women and the youth and by affording the girl-child quality and affordable education. (NANFeatures)
