  • Deportee apologises for assaulting immigration officers at Lagos airport

    Deportee

    By Solomon Asowata

Lagos, Dec. 20,2018 (NAN) A Nigerian deported from Italy, Mr Tony Lucky has apologised to the Nigeria Immigration Service (NIS) for assaulting its officers at the Murtala Muhammed International Airport, Lagos on Dec. 14.

A top official of the NIS told the News Agency of Nigeria (NAN) on condition of anonymity that Lucky in the apology promised not to engage in such unruly conducts in future.

The source said contrary to a video currently trending on the social media, officers of the NIS were only trying to carry out their statutory duty of profiling people deported back to Nigeria.

“His name on the ECOWAS Traveling Certificate (ETC) is Tony Lucky. He arrived aboard a Turkish Airline flight on Dec. 14.

” In the course of immigration profiling, he became violent insisting that he has no reason to be asked questions about his details.

“He had no passport on him and was not ready to answer any question about the passport or give information about himself, more so as none of the names on the ETC is a Nigerian name,” the source said.

According to the source, when Lucky was told that it is compulsory that he supply his detailed information and also have his finger prints on the back of the ETC, he became violent and tried to force his way out in order to evade immigration clearance.

“In the process, he landed a punch on one of our officers ACII D. Mamman,
    which led to mouth bleeding.

” He virtually assaulted everyone that came his way. It was a difficult task before we were able to take him to the duty room.

“At the duty room, he realised his mistakes because the probable effects of alcohol he consumed on the flight had subsided and he wrote an apology letter for his misbehaviour,” the source said. (NAN)

  • Ports congestion: NPA raises demurrage, rent-free days to cut financial suffering for importers

    Evacuation

    By Aisha Cole

Lagos, Dec. 20, 2018 (NAN) As part of efforts to reduce the financial burden that the congestion at the Apapa and Tin Can Island Port had brought on importers, the Nigerian Ports Authority (NPA) has announced increase in the number of demurrage and rent free days at ports.

In a statement signed by NPA General Manager corporate and strategic communication, Mr Adams Jatto,  the management said there will be an increase in rent- free period for cargoes housed in the terminals from the current period of three free days before commencement of rent charges to 21 free days before commencement of rent charges for a period of four months.
NPA also said, with effect from Tuesday, there will be an increase in the demurrage free period on return of empty containers from the current five days period to 15 days for a period of four months.

Jatto said that Shipping Companies should immediately deploy sweeper vessels to evacuate empty containers from the Port to clear the backlog of empty containers littering the country within four months.

The general manager said NPA encourages the use of Onne Ports for such sweeper vessels.

He said that the authority also urged the Nigerian Customs Service to commence the process of auctioning of overtime cargoes immediately.

“This is imperative as the Ports are meant to be transit and not storage facilities.

” These auctions should be carried out on the spot at port locations and every buyer would be given a stipulated short period to evacuate the cargoes out of the ports after which they will be re-auctioned.

“The terminal operators are however encouraged to negotiate and grant waivers to consignees to facilitate the evacuation of these cargoes to mitigate against the auctioning which will result in a total loss of revenue by the terminal operator and the loss of cargo by the consignee,” Jatto said.

The NPA spokesman said that the authority wishes to state that the these measures were emergency steps taken to immediate reduce the financial burden of congestion on citizens.

He said that the Federal Government proceeds to permanently resolve the congestion through the following: such as reconstruction of the port access road, the provision of trailer park and holding bays with e-call up system.

Jatto said that government would also the reduce congestion by enhancement of cargo evacuation using rail transportation and inland waterways with barges among others.

He further said that the Authority recognises the financial implications of these policies on the terminal operators and shipping companies and would consider a shift in the operational charges to ameliorate the situation of stakeholders.

Jatto, however, said that the Authority appreciated all stakeholders for their cooperation as they seek to put an end to the congestion at the Apapa and Tin Can Island Ports. (NAN)

  • `Buhari Plan,’ AfDB Initiative and North-East reconstruction

    NANFeatures/Vol.12/No.142/2018 (Dec. 20)

`Buhari Plan,’ AfDB Initiative and North-East reconstruction

News analysis by Chijioke Okoronkwo, News Agency of Nigeria (NAN)

Without doubt, the Federal Government has shown unwavering commitment to contain the Boko Haram insurgency which has brought untoward decimation to lives and property in the North-East.

Available statistics indicate that over the last decade, more than 20,000 persons had been killed, nine billion dollars worth of infrastructure destroyed, while no fewer than two million Nigerians had been displaced from their homes and communities.

The efforts aimed at tackling the Boko Haram menace, no doubt, had been in collaboration with foreign and contiguous countries as well as development partners.

However, what observers describe as one of the most integrated intervention is an African Development Bank (AfDB) Initiative, inaugurated recently.

Speaking at the launch of the AfDB-funded Inclusive Basic Service Delivery and Livelihood Empowerment Programme of North East-Nigeria, the Vice President, Prof. Yemi, Osinbajo, espoused the Buhari Plan, a grand design for North Reconstruction.

Osinbajo said that in 2018 alone, Nigerian Army’s Operation Last Hold, had helped 35,000 people to voluntarily return to their homes and communities, and commence the task of rebuilding lives and livelihoods.

`The President and Commander-in-Chief is determined to decisively address the recent escalation in terrorist activities. Already the Chiefs of Army and Air Staff are relocating to the North-East, to oversee a scaling-up of our efforts to end the insurgency completely.

“This, as you all know, has always been the president’s promise – to defeat Boko Haram and end the insurgency, and to rebuild and restore the North-East.  But there remain significant challenges especially to lives and livelihoods in the North-East, which is why we are here.

“Right from its inception, our administration has demonstrated commitment to rebuilding the North- East.

“In 2016, we unveiled the Buhari Plan, a comprehensive blueprint for the recovery and reconstruction of the region.

“The plan established the Presidential Committee on the North-East Initiative (PCNI) to coordinate all efforts by state and non-state actors, to comprehensively address the economic, social and humanitarian crises in the region.

“At the core of our efforts is the conviction that humanitarian interventions are not by themselves enough to bring about a radical transformation of the circumstances of the North-East region.’’

The vice president, said that the Federal Government believed in an approach that combined both humanitarian and developmental interventions, which meant combining short-term remedies targeted at vulnerable populations with solutions that looked well ahead into the future and address medium and long term challenges.

According to the vice president, the ideal approach is the one that addresses today’s issues, while simultaneously anticipating and devising solutions for tomorrow’s issues; such an approach not only wins the war but secures the peace as well.

He said that in practical terms, it meant taking steps to reinvigorate social services such as the provision of health care and education, the restoration of civil authority in liberated areas, and the promotion of livelihoods and human security.

“And this is where the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSIP), comes in.

“As more people return to their homes, the provision of essential services and job creation in safe locations will play a great role in ensuring that these returnees can get the basic tools and skills that they need to begin to rebuild their lives.

“The IBSIP, which will be implemented by the Federal Government of Nigeria and the African Development Bank (AfDB), is therefore an intervention focused on investing in infrastructural restoration, the reactivation of social services and the rejuvenation of livelihoods alongside the culture of enterprise which are necessary for sustainable post-conflict communities.

“Our goal is to achieve, through this project, transformative improvements in water, security, sanitation, food security, hygiene, nutrition, the provision of primary health care, basic education, access to markets, entrepreneurship and job creation.’’

He said that the  Buhari Plan identified key areas of critical impact which guided the design of intervention programmes in the North-East.

Osinbajo said he was excited to note that the AfDB had, in the design and implementation of the IBSIP, keyed into the Buhari Plan, and was funding projects that would benefit an estimated 14 million affected people, including over 2.3 million Internally Displaced Persons.

He said that in line with the Federal Government’s focus on the vulnerable, 80 per cent of the targeted beneficiaries were women, children and youth.

The vice president said that the government was also paying special attention to rural households in the local government areas affected by the insurgency.

“It has been gratifying to note how enthusiastically our friends and partners have rallied to our support, mobilising resources to tackle the crisis in the North-East.

“The AfDB is investing roughly 258 million dollars in the effort to activate critical impact areas of recovery in the North-East identified in the Buhari Plan,’’ he said.

On his part, Akinwumi Adesina, President, AfDB, said that the programme was developed in response to the Federal Government’s plans for the North-East.

Represented by Ebrima FAAL, Senior Director, Nigeria Country Department, Abuja , said that the programme was a good example of effective partnership between the Government of Nigeria and the development partners.

He said the programme would be fruitful as it had strong and dedicated teams to drive it to a successful conclusion.

Adesina said that the bank remained a strong partner of the federal and state governments in their efforts to restore livelihoods in the North-East.

“ For instance, throughout the period of heightened conflict in the region with two performing programmes in Yobe and Taraba states.

“The experience gained and lessons learnt from implementing these two projects are incorporated in the design of the current intervention.

“The Inclusive Basic Social Service Delivery and Livelihood Programme seek to curb fragility aggravated by the insurgency in the North-East.

“The programme is fully aligned with four of the five priority areas of the Bank known as the Bank’s High fives — Light and Power Africa, Feed Africa, Industrialise Africa, Integrate Africa, and Improve the Quality of Life of Africans.’’

According to him, the programme addresses the improvement of quality of life of the population of the North-East Nigeria through the restoration of basic services.

He said that the programme ensured equity by providing access to basic services for all.

The AfDB boss said that the programme also incorporated special gender considerations by ensuring that women were active participants in all stages of the project and providing training for women and youth entrepreneurs to increase their chances for employment and business opportunities.

He said that in  addition, the programme would  address rural electrification as it included integrated energy systems for pumping of water; lighting for institutions and community centres; providing for cold chains in health units, among others.

“An estimated population of 14 million affected people including about 2.3 million IDPs (of which 53 per cent are women, and 57 per cent are children) are expected to directly benefit from the basic service delivery interventions in health and nutrition, education, water and sanitation.

“Over 9,000 IDPs and heads of vulnerable households will receive direct assistance for their economic reintegration and livelihoods.

“Over 2,000 Small and Medium Enterprises (79 per cent women) will be reached to develop and enhance their businesses; 2,900 construction artisans and mechanics working in the informal sector will be supported to enhance quality and productivity and 2,000 unskilled youth will be trained in economic skills for employment and job creation.

“The challenge now is on the implementing agencies to deliver the basic services necessary for quick recovery of the North-East.

“I can assure you that the Bank in close collaboration with the World Bank, the Islamic Development Bank, the UN System and other development partners is well prepared to support the implementation of the project,’’ he said.

He said that the Bank had been building the capacity of the implementation teams of the five states over the last two months.

Earlier, in his welcome address, Tijjani Tumsah, Vice Chairman, Presidential Committee on the North-East Initiative, said that the programme aside physical infrastructure, human capacity would also be boosted.

Sharing similar sentiments, Gov.  Mohammed Abubarkar of Bauchi State, expressed appreciation to Buhari’s led-administration for coming up with the  Buhari Plan.

Abubakar commended the AfDB initiative, and expressed optimism that it would tackle most of the daunting challenges confronting the North-East.

The governor pledged his commitment toward ensuring the successful implementation of the programme.

Observers say that restoration of security in the North-East is a sine qua non for any meaningful reconstruction; hence the need for stability to herald the planned rehabilitation of the region. (NANFeatures)

Group urges security agencies to rescue bishop abducted in Rivers

    Abduction

Port Harcourt, Dec. 19, 2018 (NAN) The police and other security agencies in Rivers, have been enjoined to rescue Bishop Clement Ekpeye of Ahoada Diocese of the Anglican Communion,  who was abducted on Tuesday by unknown persons.

A body named, Tonye Cole Campaign Organisation (TCCO), a political group with sympathy for the All Progressives Congress (APC), made the call in a statement issued in Port Harcourt.

The statement was signed by Mr Ogbonna Nwuke, the TCCO Spokesperson in Rivers.

It said: “we urge the Rivers State Police Command and other security agencies to do the best that they can to rescue him.

“We are however, disturbed that under the watch of this government, kidnapping has degenerated so low that a Man of God who has dedicated his life to the service of mankind can be so brutally assaulted by thugs.

The group stated that the abductors were acting on the orders of their “godfathers.’’

“We have learnt that the priest was taken from his residence, beaten and forced into his car by the hoodlums who took him to an unknown destination.

“We recall that the gentle and respectable priest whose whereabouts are yet unknown was received, and prayed with Pastor Tonye Patrick Cole, flag bearer of the APC when he visited the area.

“We have also learnt that since Pastor Cole visited the area, the priest has received threats from persons at large,” TCCO stated.

The group said it had joined Christians and other Nigerians to pray for the safety and immediate return of Ekpeye to his loved ones and the church,

“Despite efforts by security agencies to keep the state safe, highly unsavory elements disguised as leaders have persisted in their quest to create fear and insecurity.

“Our people are not game to be hunted down and killed neither are they slaves to be sold or exchanged for ransom.

“Jobs and prosperity cannot be built on the foundations of insecurity. Accordingly, we are urging all men and women of goodwill to rise up against this terror in Rivers State.

“Enough of this malaise,’’ the group added. (NAN)

“4G comes with tons of benefits: it will accelerate economic and commercial activities; it will boost personal and professional productivity; it will help in creating more entrepreneurs.

“It will offer the youth a big leverage to express their creativity and talent; it will improve the overall quality of life and connect more people to their dreams.

Ogunsanya had earlier during a visit to the Gov. Nyesom Wike of Rivers, said Airtel had rolled out its 4G technology in major cities across Nigeria to make the organisation the largest 4G network.

“We bring our 4G Network to you and the people of Rivers State! I make bold to say we have the best and largest 4G Network in Nigeria.

    By Millicent Ifeanyichukwu

Lagos, Sept. 27, 2018 (NAN) Bala Mohammed, coach of Coast Shooters of Nigerian Army and participants in the ongoing 2018 Prudent Energy Handball Premiere League have commended the Handball Federation of Nigeria (HFN) for good a competition venue.

The News Agency of Nigeria (NAN) reports that the HFN event, which kicked off on Wednesday at the indoor and outdoor courts of Rowe Park Sports Centre, Yaba, will end Oct. 7.

Mohammed told NAN that the courts were standard and made the atmosphere friendly for the male and female teams to play their matches.

“The choice of this sports environment is very good because it is friendly, neat and the handball courts are standard, which is making play to go smoothly.

“Everywhere is lively and full of activities because of number of matches going on concurrently in the indoor and outdoor courts of this venue, 11 matches are played daily.

“The Sam Ocheho HFN led board is doing well, living up to expectations within the period of time they took office and its an effort worthy of commendation,” he said.

He said he was delighted to have his team participating in the league, adding that it created an enabling environment to assess players’ form and team’s growth in the sport.

The COAS Shooters coach whose team defeated Niger United 28-24 in the opening match, said he worked hard on his players after their performance at the first phase league held in Abuja in April.

“The return of the premiere league has restored our hope, our performance at the first phase exposed our technical lapses after we lost to this same Niger United.

“We went home after that loss and intensified our training for this final phase and with that mindset, my players exhibited their skills and the match ended in our favour,” he added.
