  • Senate steps down 2024 FCT Supplementary Budget

    Abuja, June 5,2024(NAN) The Senate on Wednesday stood down the 2024 FCT Supplementary Budget of ₦98.5 billion, over lack of details on  projected revenue and expenditure in  the budget document presented to lawmakers.

    Senate Leader, Opeyemi Bamidele (APC-Ekiti) had presented the proposed estimate without a detailed break down of the expected revenue and expenditure.

    Opeyemi in his presentation,  said the bill was read for the first time on May 15.

    He said the FCT 2024 supplementary budget was to consolidate on the magnitude and scope of ongoing projects simultaneously within the city center  and across six area councils.

    This, he said, was to ensure the Renewed Hope Mantra for a befitting capital city for Nigeria and Nigerians was achieved accordingly.

    Contributing, Sen. Ede Dafinone (APC- Delta) and Sen. Sani Musa (APC-Niger) raised concerns over lack of details on the budget document presented to the lawmakers.

    Musa specially said the budget document did not indicate how revenue was generated and utilised in the previous budget.

    He said details of budget performance of previous budget was not also captured in the supplementary budget.

    President of Senate, Godswill Akpabio acknowledged non inclusion of the budget details.

    However,when the budget was put to a voice vote, the “nays” were loudest but Akpabio did not hit the gravel.

    Opeyemi, thereafter,  explained that Chairman of Senate Committee on FCT Sen.Ibrahim Bomai had  details of the budget but the details was not part of the lead debate that was given to him to present at plenary.

    Following his explanation, the budget was stood down to allow for provision of details going forward (NAN) (www.nannews.ng)

  • JDPC launches project on gender mainstreaming in decision making

    Mangu (Plateau State), June 5, 2024 (NAN) The Justice Development and Peace Commission (JDPC) of the Catholic Diocese of Pankshin in Plateau, has launched a new project to promote gender mainstreaming in decision making process.
    The project  is tagged ”Accessible and Equitable Justice for Women and Youth: Mainstreaming Women and Youths in Public Policy Decision in Mangu and Barkin-Ladi”.
    The News Agency of Nigeria (NAN) reports that the launch was held on Wednesday in Mangu.
    The Coordinator of JDPC, Rev. Fr. Basil Kassam, said that the project will be implemented in collaboration with the Catholic Caritas Foundation of Nigeria (CCFN) and the Social Justice and Human Development for Peace Initiative of the Catholic Archdiocese of Jos.
    He added that the project, funded by the Catholic Agency for Oversea Development (CAFOD), will run for 12 months in two communities each in Mangu and Barkin-Ladi.
    ”This project will help us to understand the dynamics of gender equality; that in whatever we do, we should support and carry everybody along, particularly women and youths.
    ”If women and youths are carried along in decision making at all levels, everything will be successful in the society.
    ”The goal is to build the dignity of women and youths to have access to information and decent livelihood.
    ”It is not to create grounds for unhealthy competition bewteen men and women in the communities or instill radical ideology in the hearts of the youths.”
    He explained that the project is an initiative where men see women and youths not in a restrictive sense but inclusive and participatory sense.
    Mr Jude Akwo, who spoke on behalf of CCFN, said that the project would build the capacity of women and youths in decision making, tackle violence against women, as well as empower them.(NAN) (www.nannews.ng)

    Kaduna, June 5,2024(NAN) The Kaduna State Sustainable Urban and Rural Water Supply Sanitation and Hygiene (KD- SURWASH) has sought the collaboration of the media organisations in the state to ensure the sustainability of its projects..
    Its State Communications Officer, Affiong Edim spoke on Wedesdayn in Kaduna during a media lunch with Heads of Media Organisations and Directors of Programmes.
    She said the aim of the lunch was to build and maintain cordial relationships with media workers in the state with a view to achieving effective reportage for the benefit of the citizens in the state.
    Edim said the role  of the media in any society cannot be over emphasized as they were a very important vehicle to drive  messages and deliver them to the citizenry.
    She said SURWASH, as a developmental programme has the major objective to increase access to water, sanitation, and hygiene services.
    According to her, it also aims to strengthen sector institutions in two result-areas in the seven participating states that include Delta, Ekiti, Gombe, Imo, Kaduna, Katsina and Plateau.
    Edim said, “The strategy aims to ensure that all Nigerians have access to sustainable and safely managed WASH services by 2030, in compliance with the Sustainable Development Goals (SDGs) 6.1 for water and 6-2 for sanitation.
    “This is achievable with the use of two financing instruments: Investment Project Financing (IPF) for capacity improvements and Programme for Result (PforR), which will drive results generation.
    ” ​For us in Kaduna State we have commenced the first phase of construction in health centres and schools.”
    She stated that preparation to commence construction work in communities and other institutions across the implementing local government areas was ongoing.
    Edim said, “With this development, we need our people to utilize these facilities, not just utilizing but judiciously utilizing, take ownership and ensure they are sustained. “
    Also speaking, the state Coordinator of the project, Mr Esau  Ambinjah, said SURWASH was a World-Bank supported programme.
    He said that it was a transformational step towards achieving Nigeria’s goal to ensure that all Nigerians have access to sustainable and safely managed WASH services.
    According to him this will be as enshrined in the National Action Plan of the Federal Government of Nigeria.

    Ambinjah said SURWASH has introduced a result-based approach that simultaneously incentivizes establishing and operationalizing key policies, regulations and institutional reforms.
    This, he said, was required for improved sector performance alongside the necessary infrastructure construction and rehabilitation.
    “The programme uses two financing instruments namely:  Investment Project Financing (IPF) for capacity improvements and sector strengthening and Programme for Result (PforR).
    ”Which will drive results generation under various Disbursement Linked Indicators (DLIs) after verification by an independent Verification Agents (IVA).
    ” The programme became effective on 14th January 2022 with an implementation period of six years,” he said
    According to  Ambinjah,  the  development objective of the programme was to increase access to water, sanitation, and hygiene services.
    He added,”And to strengthen sector institutions in ttwo result areas in the seven participating states of Nigeria (Delta, Ekiti, Gombe, Imo, Kaduna, Katsina and Plateau.
    “The strategy aims to ensure that all Nigerians have access to sustainable and safely managed WASH services by 2030, in compliance with the Sustainable Development Goals (SDGs) 6.1 for water and 6-2 for sanitation.”
    The coordinator said following the commencement of the programme in the state ,all the 23 local government areas were requested to submit their expression of interest (EoI) to participate in it line with the selection criteria of the World Bank.
    Ambinjah said,, ”All the LGAs submitted their EoIs and they were appraised in line with the selection criteria and six LGAs came up with the highest scores and emerged winners
    ”’The pilot LGAs are Chikun, Igabi,Jaba, Jema’a,Sabon Gari and  Soba.”
    He listed the expected results at the end of the programme, including  the estimated numbers of beneficiaries under the programme/
    He said, ”There are 6,100,000 people to be  provided with basic drinking water services. 1,400,000 people were provided with access to improved sanitation services.
    ”Others are 500 an open defecation free- verified communities,  2,000 schools and health care facilities to be provided  with improved WASH services.”
    In his remarks, the  Commissioner for Public Works and Infrastructure, Ibrahim Hamza, said the programme was all  about ensuring sustainability.
    Represented by the Permanent Secretary,Ashiru Abdul, Hamza assured of the state government’s commitment for the sustainability of the project.
    He said, ” If the programme is successful, everything will be fine because health is wealth.
    ” We are giving 100 per cent support to ensure the success of the project in the state as we give attention to health,water and sanitation and hygiene.” (NAN) (www.nannews.ng)

    Abuja, June 5, 2024 (NAN) Hon. James Sule Permanent Secretary, Federal Ministry of Arts, Culture and Creative Economy, has reaffirmed Nigeria’s commitment to fostering lasting mutual ties through cultural diplomacy.

    Sule said this on Wednesday in Abuja during the “Energy China – Nigeria Dance Competition Final ” hosted by the China Cultural Centre and China General Chambers of Commerce in Nigeria in collaboration with China Energy International Group Nigeria Co., Ltd.

    According to him, Nigeria’s rich cultural heritage and diverse traditions are essential elements that can be showcased globally through cultural diplomacy.

    “By collaborating with China, a country with a long history and rich cultural legacy through cultural diplomacy, Nigeria aims to enhance its cultural influence and facilitate cross-cultural dialogue that transcends political and economic boundaries.

    “We believe that by promoting cultural diplomacy, we can build connections that span continents, promoting understanding beyond politics and economics,” Sule said.

    According to him, Nigeria aspires to be a beacon of artistic innovation, a hub where diverse voices converge, and a place where cultural exchange thrives.

    Sule assured that with the unwavering support of the Ministry of Art, Nigeria was committed to fostering enhanced cooperation and collaboration with China to strengthening their partnership through cultural diplomacy.

    Also speaking, Mr Li Xuda, Director of China Cultural Centre in Nigeria, said,” China views cultural diplomacy as a key component that can not only go beyond political, religious and cultural boundaries, but also play an important role in multinational cultural exchanges.”

    According to him, Nigeria is a land of rich and colorful cultural heritage which gives opportunity for cultural exchanges to thrive.

    “Nigeria, long celebrated for its festivals, music, sculptures, literature, film, and dance, is seen by China as an essential partner in advancing its cultural diplomacy objectives in Africa.

    “By nurturing cultural exchanges and forging cultural connections, China envisions a more profound bilateral relationship with Nigeria in the future,”Li said.

    Mr Li Baisheng, Managing Director from China Energy, expressed appreciation to the Embassy, the China Cultural Centre judges and participants for their strong support towards China-Nigerian cultural exchanges.

    He noted that since entering the Nigerian market in 1999, Energy China had actively participated in the development of Nigeria’s power and infrastructure field.

    “Energy China is also committed to promoting economic, trade and cultural exchanges and cooperation between the two countries to reach the goal of sharing Chinese harmony, and performing Nigeria-China,”he said.

    The News Agency of Nigeria(NAN) reports that the Bwari Dance Group, Nigeria and Wang Ao from China, both emerged tops,with each group cashing home the star prize of N500,000.

    Abuja, June 5, 2024 (NAN) President Bola Tinubu says, the FCT Minister, Nyesom Wike “is one of the best appointments ever made in the history of the current democratic dispensation.

    The President stated this on Wednesday in Abuja, during the inauguration of the Inner Southern Expressway (ISEX) and the Outer Southern Expressway (OSEX), known as the first phase of Goodluck Ebele Jonathan Expressway

    Represented by his Vice, Kashim Shettima,  the President described Wike as ‘a force of human nature’, adding, “love him, hate him, but you can’t ignore him, because at every point in time he is redefining the meaning and concepts of modern leadership.

    The President commended Wike and his team, for their dedication and hard work in delivering many projects, including the expressway in less than one year.

    Tinubu reiterated the commitment of his administration to engendering progress and prosperity.

    He said that the extension of the ISEX represented more than just a road, but, symbolized connectivity, accessibility and opportunity.

    ” It also signifies our unwavering determination to bridge the gab between the urban and rural areas in ensuring that development was not confined to city centres but reaches every corner of our great nation.

    ” We celebrates not just the completion of yet another road project by the Federal Capital Territory Administration (FCTA), but also the commitment of our administration to endangering progress and prosperity.

    “Today’s commission is the fourth completed roads that we proudly unveiled in the Federal Capital Territory, all executed in less than one year.

    Security guard, 24 others charged with undergraduate’s murder

    Ibadan, June 5, 2024 (NAN) An Iyaganku Magistrates’ Court, Ibadan, on Wednesday remanded a security guard at Ajayi Crowther University, Oyo, and 24 others for allegedly killing a student of the institution.

    The security guard,  Femi Oladoye, and the others are charged with conspiracy and murder.

    The Magistrate, Mrs Olabisi Ogunkanmi, did not take their pleas for want of jurisdiction.

    She directed the police to return the case file to the state director of public prosecutions for advice.

    Ogunkanmi adjourned the case until July 8 for mention.

    Earlier, the prosecutor, CSP Funke Fawole, told the court that the defendants  committed the offences on May 24 at 9.00 p.m. in the university.

    Fawole alleged that the defendants unlawfully caused the death of a  22-year-old student, Mr Jefry Akro, by beating him with planks and  wire.

    She alleged that Oladoye and a male porter in the university, Kehinde Olabusuyi (one of the suspects),  failed to rescue Akro from aggrieved students who eventually beat him to death.

    She said that the offences contravened Sections 516 and 324 of the Criminal Laws of Oyo State, 2000. (NAN)

  • Army debunks alleged mass killing in South East

    Abuja, June 5, 2024 (NAN) The Nigerian Army (NA) has denied  allegation of mass killing in the South Eastern Nigeria, as alleged by Simon Ekpa, a self acclaimed leader of the proscribed Indigenous Peoples of Biafra (IPOB).

    This is contained in a statement by the Director, Army Public Relations, Maj.-Gen. Onyema Nwachukwu, on Wednesday in Abuja.

    Nwachukwu said that Ekpa, one of the  leaders of the IPOB terrorists had been carrying out  mischievous and systematic campaign of calumny against the  army.

    He said that Ekpa had through spurious and unfounded claims, raised alarm in a viral video alleging that troops of Nigerian army were carrying out mass killing of innocent Igbos and dumping them in the river.

    According to him, the report also contained some unimaginable and not well couched falsehood targeted at whipping-up negative sentiments against troops and inciting anarchy in the South East region.

    “Contrary to the falsehood being spread from the devious propaganda machinery of the desperate and self-serving terrorists’ leader, the army wishes to state that it has conducted a comprehensive investigation on the allegations made by the devious infamous leader and his associates.

    “Accordingly,  we wish to  categorically refute these baseless claims by throwing more light on the occurrence.

    “In the first  instance, the troops in the video footage are not personnel of the Nigerian Army as the  insignia visible on their berets clearly identifies them as personnel of the Nigerian Navy, who were engaged in a routine test firing of a weapon system mounted on a vehicle.

    “In order to ensure safety of other road users and commuters, the troops took precautionary measures by halting vehicular movement along the road, until the test firing was safely concluded.

    “Observers were also kept at a safe distance, maintaining transparency and prioritizing the safety of all involved,” he explained.

    Nwachukwu said that preliminary findings also indicated that the occurrence took place in the South West region of the country and not the South East as advertently portrayed by the alarmist propagandists.

    He added that there was no evidence to support the assertion that individuals were being shot at in the river, nor had there been any report from local communities regarding the discovery of corpses in the area.

    “Consequently,  the army wishes to enjoin the public to disregard the unfounded claims and irredeemable falsehood  being propagated by Simon Ekpa and his associates, whose apparent objective is to disseminate misinformation and incite unrest,” he added.

    Nwachukwu said the army and indeed,  sister services and other security agencies  remained steadfast in their commitment to maintaining peace and order, ensuring safety and security of all citizens in the country.

    According to him, the Nigerian army is vigilant and prepared to counter any attempt to destabilize the southeast region.

    “We reaffirm our dedication to protecting the lives and livelihoods of all Nigerians and will continue to work tirelessly to uphold peace and order.

    “We encourage the public to seek verified information and not be misled by those who aim to incite violence and disorder.

    “We salute the courage and patriotism of well-meaning and law-abiding ndigbo, domiciled in the South East and across the nation.

    “Despite the brazen atrocities and threats being perpetrated by Ekpa and his terrorists group, these patriotic Igbos have  continued to build bridges of peace and harmony across the country and promoting our national ideal of a united Nigeria.

    “The Nigerian army remains a pillar of stability and security, committed to the well-being of the nation and her people,” he said. (NAN) (www.nannews.ng)

  • Reps demand living wage for workers, differ on strike approach

    Abuja, June 5, 2024(NAN) The House of Representatives has demanded a living wage for Nigerian workers rather than the Federal Government’s proposed minimum wage.

    The lawmakers,  however,  differed on the approach adopted by organised labour during the two-day strike by shutting down the national grid and closing the nation’s airports and  health sector.

    Rep. Ali Jesi (APC-Gombe) had moved a motion in Abuja on Tuesday on the urgent  need to consider the  imperatives of fixing a living wage for Nigerian workers to ameliorate current economic hardship.

    Presenting his motion, the lawmaker commended the labour unions for their commitment toward negotiating a new minimum wage for Nigerian workers at such critical period and resolved to call off the strike in the interim.

    He said that in line with the provisions of Section 3(4) of the Act, the extant minimum wage which commenced on April 18, 2019 has expired after five years on April 18, 2024.

    He, however, called for a further review of the existing Act.

    Contributing to the debate, Rep Aliu Madaki (NNPP-Kano),  noted that what the Nigerian workers needed was a living wage and not a minimum wage.

    He added that the Federal Government should be able to pay the living wage,  considering the economic situation in the country.

    Rep. Kingsley Chinda, Minority Leader of the house said: “Can we say as  leaders,  we have carried out the purpose of governance which is hinged on security and the welfare of the people.

    “Have we provided these basic needs which is our primary purpose of being elected, can someone who is earning N50, 000 depend on such with the high cost of house rent,?”

    According to him, we must be realistic by providing living wage for workers, it is sad that the government is proposing a minimum wage.

    He, however, cautioned the labour unions against   overstepping boundaries, adding that switching off national grid was not in the interest of the people they are fighting for.

    “Some people are on life support at the hospital; some were at the airport to board flight but could not make it due to the strike.”

    He urged the lawmakers to expedite action on the yet to be proposed minimum wage amendment bill once it was brought before it.

    “Let us pass the minimum wage bill with the speed at which we pass the national anthem, the bill should be recalled and passed  with the speed of light.”

    Rep. Stanley Adedeji (APC-Oyo) said that  following the shutting down of the national grid as a result of the strike, there was need to criminalise such act.

    According to him, you cannot go on industrials action and kill people.

    Rep. Benjamin Kalu, the Deputy Speaker of the house, who presided over plenary,  said that people who were on essential services should not go on strike.

    He said  it was against the law for electricity workers, hospitals, airports among others to go on strike.

    He added that embarking on strike by those mentioned could have  negative effects and disrupted activities.

    Adopting the motion, the house urged government to redirect the focus of the negotiations from fixing a new minimum wage to fixing a realistic living wage for Nigerians,

    The house further urged the government to consider the downward review of electricity tariff, to reduce the suffering of Nigerians.

    The house also  referred the matter to the its Committee on Labour and Employment, to get back to it in one week.(NAN)www.nannewsmng

    Ibadan, June 5, 2024 (NAN) An Iyaganku Magistrates’ Court, Ibadan, on Wednesday ordered remand of a security guard, Mr Ibrahim Olayiwola,  for alleged murder.

    Olayiwola is facing a two-count charge of conspiracy and murder.

    The Magistrate, Mr Maruff Mudashiru, did not take his plea for want of jurisdiction.

    He directed the police to return the case file to Oyo State Director of Public Prosecutions for advice.

    Mudashiru ordered that Olayiwola should be kept in a custodial facility pending the advice.

    He adjourned the case until Aug. 28 for mention.

    The prosecutor, Insp Femi Oluwadare, had told the court that the defendant committed the offences on Dec. 6, 2023, at  4.00 a.m., at Oja-Oba area of Ibadan.

    Oluwadare alleged that the defendant unlawfully caused the death of 27-year-old  Ramoni Yusuf by beating him with sticks.

    He said that the offences contravened  Sections 516 and 319 of the Criminal Laws of Oyo State, 2000. (NAN)

    By Edith NwapAbuja, June 5, 2024 (NAN) Dr Tony Ojukwu, SAN, Executive Secretary,National Human Rights Commission (NHRC) says torture is a grave violation of human rights that has no place in any civilised society.

    Ojukwu said this on Wednesday in his welcome address at a- two -day strategic meeting on prevention of torture in Nigeria .

    He said the event marked a significant step towards strengthening national efforts and mechanisms towards preventing torture.

    He added, cruel, inhuman and degrading treatment or punishment.

    Ojukwu said the event was organised to bring stakeholders together to deliberate on how to prevent torture in Nigeria.

    ” Torture is a grave violation of human rights that has no place in any civilised society.

    ” It inflicts unimaginable suffering on its victims and undermines the very fabric of our society.

    ” It is instructive to mention that on July 27, 2009, Nigeria became a Party to the Optional Protocol to the Convention against Torture (OPCAT) committing to establishing a National Preventive Mechanism (NPM) to prevent torture and ill-treatment in places of deprivation of liberty ” he said.

    Ojukwu said Article 17 stated that each State Party is under the obligation to maintain, designate or establish independent national preventive mechanisms to prevent torture at domestic level.

    He added that Article 18(4) stated that parties establishing NPMs should give due consideration to the United Nations Principles Relating to the Status of the National Institutions for the Promotion and Protection of Human Rights otherwise known as ” the Paris Principles).

    ” Accordingly, in April 2023, the National Human Rights Commission (NHRC) has been designated as Nigeria ‘s NPM.

    ” This strategic meeting on prevention of torture in Nigeria represents a critical step towards fulfilling Nigeria ‘s commitments under the OPCAT and enhancing the protection of human rights in places of deprivation of liberty.

    ” By engaging stakeholders and fostering collaboration, we aim to build a robust and effective NPM that upholds the dignity and rights of all individuals that have been deprived of their liberty ” he said.

    Ojukwu noted that it is significant to engage with stakeholders from diverse sectors to ensure a comprehensive and inclusive approach to the issue.

    Joining through virtual representations Abdallah Ounnir, Head Africa Regional Team and Country Rapporteur for Nigeria- United Nations Subcommittee on Prevention of Torture expressed his joy on formation of NPM.

    He called for the ratification of the Protocol.

    Similarly , by virtual representation, Ms Lisa Henry, Secretary General , International Rehabilitation Council for Torture Victims (IRCT) said NPM was a recommendation to the government of Nigeria.

    She added that as an organisation, their work is to advocate for the prevention of torture.

    Also speaking, Mr Gad Peter, executive director, CLEEN Foundation said that Nigeria is a country where culture tends to encourage torture but everyone thinks it is associated only with uniform personnel.

    ” You know that men torture women and women torture their maids.

    ” So we have the tradition of how people with impunity take actions they should not take against other persons.

    ” To also prevent torture, we must embrace technology. Some of the challenges leading to a policeman slapping you, asking you to come and defend yourself is because they lack the resources for diligent investigation and then, the society is putting pressure on them ” he said.

    ” We have been engaging the African Commission on human and Peoples rights and torture was one of the issues of concern.

    ” We want torture to be eradicated immediately in Nigeria and Africa, we are still engaging with the Commission.

    ” We know, with with NPM and this level of dedication we will see the end to torture.
