    Tinubu @ One Year: Oil and gas feat, expectations

    On his inauguration on May 29, 2023, President Bola Tinubu, who is also the Minister of Petroleum Resources, began his administration by announcing the removal of subsidy on Premium Motor Spirit (PMS), popularly known as petrol.

    The implications are that the fuel subsidy removal would free up financial resources for other sectors, incentivise domestic refineries for more petroleum products, and reduce dependency on imported fuel and channel funds for development of critical projects.

    It is clear that the president stepped on toes with the subsidy removal, as it ended nefarious activities and dealt a big blow on economic saboteurs, especially those in the oil and gas sector.

    It also deprived them of their ill-gotten profits.

    The saboteurs usually smuggled the subsidised petroleum products to neighbouring African countries and sell them at exorbitant prices.

    However, Nigerians are yet to reap the benefits of the fuel subsidy removal, as they currently face hardship, sufferings and economic downturn due to the removal.

    Fuel is being sold at exorbitant rate by marketers because of the high cost of refining the crude outside the country, as Nigerians earnestly await oil production by our refineries.

    The coming on stream of the 20 billion dollars Dangote Refinery with a refining capacity of 650,000 barrels per day (bpd) in the third quarter of 2023 was a plus to the country’s oil sector.

    Though the company has begun pumping refined Automotive Gas Oil (Diesel) and aviation fuel or Jet A1 but yet to begin supply of fuel to bridge the gap and cushion the inadequacy in the sector.

    Though presently, the sector has witnessed some landmark achievements.

    The Federal Government had on Dec. 21, 2023, announced the mechanical completion and flare start-up of the Port Harcourt Refining Company Limited (PHRC).

    Sen. Heineken Lokpobiri, the Minister of State for Petroleum Resources (Oil), who disclosed this during an inspection of the refinery, said the development would herald the production of petroleum products, though Nigerians are still awaiting its full commencement.

    The minister said that the mechanical completion of the Port Harcourt Refinery Company was a milestone achievement, with refining operations set to commence within the next quarter.

    He said similar advancements were underway for the Warri and Kaduna refineries aimed at supplying petroleum products domestically and to the Sub-Saharan market, thus eliminating the need for imports.

    “In collaboration with security agencies and host communities, we have tackled the menace of oil facility vandalism and crude oil theft.

    “Ensuring a steady supply of petroleum products without scarcity has been a priority achieved through our work with NNPC, Nigerian Midstream and Downstream Petroleum Regulatory Agency (NMDPRA) and other agencies.

    “Furthermore, with the president’s approval, we have secured Abuja as the host city for the proposed Africa Energy Bank’s headquarters.

    “I have addressed critical issues such as subsidy removal and the sustainable supply of petroleum products, scarcity is now a thing of the past.

    “Once our refineries, including modular and private monolithic refineries, become operational, we will cease importing petroleum products, thereby, strengthening the naira,” he said.

    Lokpobiri, recently, while giving an update on the achievements in the oil and gas sector in the past one year of this administration, based on the Renewed Hope Agenda, Number 4 of Mr President, which aims to unlock the natural resources of Nigeria for economic prosperity, listed further achievements.

    He said the foremost achievement was the significant increase in oil production, adding that on assumption of office, production was at approximately 1.1 million barrels per day (bpd), including condensates.

    “Today, I am proud to report that we have increased our production to approximately 1.7 million barrels per day (inclusive of condensate).

    “This increase is a testament to our relentless efforts to streamline operations and resolve conflicts among stakeholders,’’ the minister said.

    Lokpobiri listed the steps taken to increase crude oil production to include; efforts toward revamping redundant oil assets to active status; continuous engagement with the International Oil Companies (IOCs) and others in resolving industry disputes.

    According to the Minister, the Federal Government engaged local communities with critical assets on the need to protect the assets to reduce oil theft in the country.

    He said that the Federal Government consolidated on existing security framework with private security firms and government security agencies for pipeline surveillance.

    These, he said led to sharp decline in crude oil theft and thus increased production for export.

    During this period, we also experienced the coming on stream of OMLs 13 (Sterling Exploration) and 85 (First E&P), with the respective assets reaching first oil in the development of their licences.

    These assets are expected to produce an average of 20,000 and 40,000 bpd respectively.

    He said that investments commitment to the tune of five billion dollars and 10 billion dollars respectively in deep-water offshore assets; and 1.6 billion dollars investment commitment in oil and gas asset acquisition was secured.

    Lokpobiri said that the Federal Government has been working diligently to eliminate the bureaucracies and bottlenecks that had stifled investments for over a decade.

    According to him, the Federal Government has been providing ministerial consent to companies to divest some of their equity in their assets to companies of proven technical and financial capability.

    The year under review also witnessed the presidential ground breaking of the 350 megawatts Gwagwalada Independent Power Plant (GIPP) project which was necessitated by the need for delivering gas toward additional power generation capacity.

    The project, being undertaken by the Nigerian National Petroleum Company Ltd (NNPC), will enable gas supply to the plant which is expected to come through the Ajeokuta-Kaduna-Kano (AKK) Gas Pipeline, currently at advanced stage of construction.

    The president also recently inaugurated three critical gas infrastructure, which included the ANOH-OB3 CTMS gas pipeline and ANOH gas processing plant in Assa, Ohaji/Egbema in Imo State and the expansion of the AHL gas processing plant 2 gas project in Kwale in Delta.

    The projects, being undertaken by the NNPC Ltd. and partners in line with Tinubu’s commitment to leverage gas to grow the economy will add 500MMscf/d gas production capacity to the country and increase the available gas pipeline network by 23.3 kilometres

    The increased oil output has been applauded by experts, who also highlighted expectations.

    Assessing the administration, an Economic Expert, Dr Chijioke Ekechukwu said although there was an improvement in the last one year in the oil and gas sector, but a lot more could still be achieved.

    “The removal of subsidy has reduced the multiple unwholesome malpractices associated with the subsidy and has availed more funds available for the government to deal with its obligations, although we hear subsidy still exists.

    “The fight against oil theft has enhanced productivity of oil, though we are still far away from the installed capacity and even from the Organisation of the Petroleum Exporting Countries (OPEC) quota of 1.7 mbpd assigned to Nigeria,’’ he said.

    Ekechukwu decried high prices of petroleum products, which however, have contributed to high inflation rate among other factors.

    He advised that the economy could rebound significantly in the next one year if we could produce crude oil exceeding the OPEC approved quota and end importation of petroleum products by making all the refineries to produce up to installed capacity.

    “The government can end all manners of gas flaring and converting same for local use, end oil theft or even reduce same to barest minimal.

    “Ensure all redundant oil Wells are bidded for and leased accordingly, then reduce corruption and increase transparency in the oil and gas industry,’’ he advised.

    Mrs Nkechi Obi, the Group Managing Director and Chief Executive Officer (CEO), Techno Oil, hailed the Federal Government for the ongoing reforms in the sector. .

    “It is obvious they inherited an economy that was on a free fall and will need much time to patch the mistakes of the last government. There will be light at the end of the tunnel.

    “My only advice would be for the Tinubu government to lead by example in the area of transparency and cohesion, reduce ethnic conflicts and encourage more collaboration among private and public sector,’’ she said.

    The Techno Oil GMD called for fair competition among private sector unlike the previous government that allowed forex to be traded at different rates for different persons and companies, adding that the current government should provide a safe environment devoid of security risk.

    Obi urged the Federal Government to reverse its directive, which placed imported Liquefied Petroleum Gas (LPG) cylinders and other components on custom duties and Value-Added Tax (VAT) payment exemption list.

    She described the directive as a clear market distortion, adding that the indigenous manufacturing companies would not be able to compete with the dumping of substandard cylinders from Asia.

    “As a matter of urgency, the government should impose duty on imported LPG cylinders.  The six manufacturing companies of cylinders have created jobs and wealth and the government should not make it a wasted effort.

    “All the efforts are eroded by that single policy. We can meet the demand of the country,’’ she said.

    An economist, Mr Yusha’u Aliyu,  said the global expectation for the industry was centred on stability in energy supply, especially by the International Energy Agency (IEA).

    “However, demand is expected to rise, especially due to Gross Domestic Product (GDP) high forecast in most advanced economies.

    ” Meanwhile, expanding gas project in sub Saharan Africa, notably the AKK Project in Nigeria, is expected to shape world supply and consumption,’’ he said.

    According to Mr Olabode Sowunmi, an oil and gas expert, the refineries are expected to produce or refine crude in 2024, and what they should produce should augment and significantly affect what is being imported.

    In his views, there were a lot of activities without motion, adding that the downstream was the only area of the industry that affects the common man; so fuel price should be made affordable.

    He called for transparency and harmonised work in the sector

    According to some other experts, Nigeria is expected to intensify effort in the programmes concerning energy transition and rapid shift to more sustainable sources of energy and emergence of technologies to reduce carbon intensity of the fossil fuel.

    Nigerians are also expectant of the construction of the 25 billion dollars Nigeria-Morocco Gas Pipeline Project which aims to link Nigeria to the European market.

    It is expected that the ongoing establishment of Compressed Natural Gas (CNG) stations and vehicles will gain more ground at different points to reduce carbon foot print and provide cheaper alternative fuel to motorists to alleviate the pains and challenges currently faced by Nigerians. (NAN)

  • 2 indigent SLUK students get ASUU scholarship

    Dutse, June 10, 2024 The Academic Staff Union of Universities, Sule Lamido University Kafinhausa (SLUK) chapter, has offered scholarships to two indigent students of the institution.

    The university’s Public Relations Officer (PRO), Mr Sadiq Lawan, disclosed this in a statement on Monday in Dutse.

    Lawan said that under the leadership of Dr Mustapha Hussaini, ASUU, SLUK chapter, was committed to making a difference.

    He said that the gesture was a holistic approach to education, and in acknowledgement of the multifaceted challenges being faced by students.

    The PRO said that the scholarship was a proactive step towards creating a just and equitable educational landscape where economic difficulties would not hinder access to opportunities and intellectual growth.

    He said that out of the 13 students that applied for the scholarship, Usman Abdulhamid from Science Education Department and Amir Mustapha from Accounting Department were each considered suitable for the award of N200,000.

    Lawan said that the screening committee also deemed it fit to give the remaining 11 students who applied for the scholarship an assistance of N20,000 each.

    He said that the Vice-Chancellor of the university, Prof Muhammad Ibrahim-Yakasai, was committed to the academic growth of the students.

    The PRO listed the students that benefitted from the N20,000 assistance to include, Mubarak Salisu; Abdullahi Idris, Muhammad Ibrahim, Aminu Muhammad and Idris Musa.

    Others were, Nura Muhammad, Hassan Abubakar, Maryam Muhammad, Hassan Musa and Zainab Adamu. (NAN) (www.nannews.ng)

    Abuja, June 10, 2024(NAN)The ECOWAS Court has dismissed an application filed by former National Security Adviser, retired Col. Sambo Dasuk., praying the court to compel Nigeria to enforce its judgment delivered in his favour on Oct.  4, 2016.

    The News Agency of Nigeria (NAN) reports that the court had in the judgment declared Dasuki’s arrest and detention by the Nigerian government unlawful and a violation of his rights.

    Justice Sengu Koroma, the Judge Rapporteur, while delivering judgment in Abuja on Dasuki’s application for enforcement, dismissed it on the ground that the court lacked jurisdiction to entertain or enforce the earlier judgment.

    Koroma said the court was guided by laid down procedures regarding the enforcement of its judgments as enshrined in the Community Law, and the proper party to institute an enforcement failure claim.

    “Having thoroughly assessed the claims and constitutive texts of the Court, it lacks the competence to adjudicate the present claim,” the court said.

    NAN reports that in the suit marked: ECW/CCJ/JUD/23/16, Justice Friday Nwoke had declared the government’s action against Dasuki as “arbitrary, unlawful, a mockery of democracy and the rule of law, and a violation of local and international rights to liberty.”

    The court had further held that the government’s action violated Dasuki’s rights under the African Charter of Human and People’s Rights (ACHPR) and the International Convention on Civil and Political Rights (ICCPR).

    It, therefore, ordered the release of all the seized properties of the applicant, as well as the payment of N15, 000,000 damages to him.

    Following the federal government’s failure to comply with and enforce the said judgment, the applicant, therefore, filed the application before the court for its enforcement.

    Earlier at the hearing of the matter, the federal government denied the applicant’s allegations, stressing that the properties being claimed by Dasuki were subjects of ongoing criminal proceedings, which he did not disclose in the suit.

    The respondent’s counsel had argued that the government had already fulfilled its obligations, adding that the court’s Chief Registrar had issued a Writ of Execution, making the relief prayed for by the applicant unnecessary.

    The panel, which comprised Justice Edward Asante (presiding), Justice Sengu Koroma (Judge Rapporteur), and Justice Ricardo Claúdio Gonçalves (member), awarded no costs to parties in the suit.(NAN)(www.nannews.ng)

    Maiduguri, June 10, 2024 (NAN) Borno indigenes leaving the Internally Displaced Persons’ (IDPs) Camps have called for greater security as they return to farm for this year’s cropping season.

    A cross-section of the farmers and fishermen made the call in separate interviews with the News Agency of Nigeria (NAN) at the Muna Camp in Maiduguri.

    NAN reports that the State Government recently commenced the evacuation of the internally displaced persons to their recovered ancestral homes.

    The people said they were looking forward to a secured environment to engage in massive agriculture this season to ensure adequate food for their families and state at large.

    Mustapha Bukar from Marte said: “Life is really hard now with the current inflation.

    “We hope as we go back home there’s adequate security for us to resume farming, fishing and livestock rearing activities.

    “That’s the only hope as we have the vast and fertile land to pick up our lives again after staying in camps for several years due to the insurgency.”

    Ibrahim Buba from Gwoza and Modu Mukhtar from Bama lauded the military and other security agencies for their efforts in restoring relative peace for people to return and farm.

    They, however, asked for more intensive military operations to clear the remnants of insurgents still posing threats to farmers.

    “There is still a vast land for farming activities that are not accessible due to threats from remnants of insurgents.

    “We need massive and sustained clearance operations by security to enable thousands of farmers to access their farms for more food production.

    “This is to help us escape the rising threat of hunger being predicted, if nothing was done to improve security,” Buba said.

    Fati Abba from Jere and Tijjani Bulama from Konduga said there were still incidents of attacks on farmers clearing their farmlands, in spite of a recent 10-day clearance operations by the military.

    “We need another massive clearance operation and, if necessary, the establishment of military bases in strategic areas in bushes around Sambisa forest and other dangerous areas to protect farmers and fishermen.

    “Agriculture is the major opportunity left for millions resettled to recover from poverty, hence allowing the remnant of insurgents to continue to pose threats to agriculture is dangerous,” Bulama said.

    Habu Ibrahim in Jere also called for an intensified clampdown on the remaining insurgents to enable motorists to operate smoothly on the Maiduguri-Bama-Banki Road as well as Maiduguri-Gwoza-Mubi Road, Maiduguri-Dikwa-Ngala Road and Maiduguri-Damboa-Biu Road.

    “Everything possible needs to be done to ensure these federal roads are fully operational like the Maiduguri-Damaturu Road.

    “Our security must not allow terrorists to continue to pose serious threats to the return of normalcy in the Northeast.

    “These terrorists overcame the administrations of former Presidents Godluck Jonathan and Muhammadu Buhari with similar threats.

    “They should not be allowed to do the same to Tinubu’s administration,” Ibrahim said. (NAN)(www.nannews.com)

    Tokyo, June 10, 2024  (Xinhua/NAN)  Japan’s transport ministry has inspected  Honda Motor Co.’s headquarters in Tokyo after the company and other automakers admitted to carrying out improper tests for vehicle certifications required for mass production.
    According to local media reports, after the inspections, the Ministry will decide whether to impose administrative punishments to prevent a recurrence.
    It would also determine if recalls are required by examining whether the affected vehicles meet its safety and environmental performance standards, the report said.
    Honda said vehicle tests for 22 models were improperly conducted, including the reporting of falsified data.
    None of its current models are affected, according to the report.
    Honda became the fourth company to be inspected under the road transport vehicle law following Toyota Motor Corp., Yamaha Motor Co. and Suzuki Motor Corp., a week after five automakers unveiled safety tests were not conducted in line with government specifications.
    A total of 38 models manufactured by the five automakers are affected.
    Six of the affected models produced by Toyota, Mazda and Yamaha Motor are currently on the market and the ministry has ordered shipments to be halted, the report said.
    The ministry wiould commence a probe into Mazda Motor Corp. soon, it added.
    The latest misconduct was disclosed after the ministry instructed 85 automakers and parts suppliers to investigate whether certifications were acquired properly, following a series of similar scandals that hit Toyota group firms in 2022 and later.  (Xinhua/NAN)(www.nannes.ng)

    Canberra, June 10, 2024 (Xinhua/NAN)  Australia will attend an international conference on the humanitarian crisis in Gaza, the government confirmed on Monday.
    Foreign Affairs Minister Penny Wong announced that Anne Aly, the minister for early childhood development and minister for youth, will represent Australia at the conference in Amman, Jordan, that has been convened by Jordan, Egypt and the United Nations (UN).
    Wong said that Egyptian-born Aly was chosen because of her lived experience and understanding of the conflict in the Middle East.
    They said in a joint statement that Australia has been clear that Israel must comply with the orders of the International Court of Justice and allow the provision of basic services and humanitarian assistance to Gaza and reiterated calls for the war to end.
    “The humanitarian situation in Gaza is catastrophic. Over one million Palestinians are facing catastrophic levels of food insecurity and around 1.7 million people have been displaced, many several times over.
    “Humanitarian access remains grossly inadequate,” Aly said.
    Since the beginning of the conflict,  Australia has committed 62.5 million Australian dollars (41.1 million U.S. dollars) in humanitarian assistance to the region, including 41 million Australian dollars (27.0 million U.S. dollars) to address urgent needs in Gaza. (Xinhua/NAN)(www.nannes.ng)

    Jerusalem, June 10, 2024 (Xinhua/NAN)  Israel’s centrist War Cabinet Minister, Benny Gantz, announced his resignation from Prime Minister Benjamin Netanyahu’s emergency government and called for new elections.
    In response, Netanyahu released a statement saying that “Israel is in an existential war on several fronts.
    “Benny, this is not the time to abandon the campaign.”
    In a televised press conference, Gantz accused Netanyahu of prioritising his political survival over a ceasefire deal that would secure the release of about 100 hostages held in Gaza.
    “Unfortunately, Netanyahu is preventing us from advancing toward the real victory,” said Gantz.
    “Strategic decisions are met with hesitation due to political considerations.”
    Echoing increasing public protest against Netanyahu’s government, Gantz called for a new round of elections in the fall.
    He urged Netanyahu to set an agreed date to hold them.
    “Don’t let our people to be torn apart,” he said.
    Gantz’s decision to withdraw his centrist party from Netanyahu’s far-right coalition left it with extremist ministers, including Itamar Ben-Gvir and Bezalel Smotrich, who advocate for reoccupying the Gaza Strip and expanding Israeli settlements there.
    Gantz’s resignation followed a May ultimatum he issued to the right-wing prime minister, demanding that Netanyahu develop a clear post-conflict strategy for Gaza, where Israel has been conducting a fatal assault, and agree to a hostage-ceasefire agreement. (Xinhua/NAN)(www.nannes.ng)

    Baghdad, June 10, 2024 (Xinhua/NAN) An Iraqi court has issued death sentences to seven drug dealers, including a foreigner.
    “The Central Criminal Court issued a verdict to execute seven drug dealers, including a foreigner, who were convicted of trafficking narcotic substances,” the Supreme Judicial Council said in a statement, without specifying the nationality of the foreigner.
    The council noted that the convicts were sentenced to death for importing and exporting narcotic substances from neighboring countries.
    The chaos and conflicts that have engulfed Iraq since the U.S. invasion in 2003 impeded Iraqi governments from effectively addressing the threat of drugs.
    In May 2023, Iraqi Prime Minister Mohammed Shia’ al-Sudani underlined the importance of waging “a war on drugs.

    Tripoli, June 10, 2024 (Xinhua/NAN) Libyan Prime Minister Abdul-Hamed Dbeibah has emphasised the importance of consolidating the efforts of all government institutions to enhance oil production.
    The prime minister made the remarks in a meeting with Farhat Bengdara, chairman of the Libyan National Oil Corporation (NOC), according to a statement by the Libyan government.
    To bolster oil production, Dbeibah also issued instructions to support the Libyan private oil sector and to “increase the efficiency of Libyan workers,” the statement added.
    During the meeting, Bengdara confirmed that NOC has set a goal to increase production to two million barrels per day by the end of next year.
    As of Sunday, its daily oil production stands at 1,250,775 barrels, according to the company.
    Oil and gas exports are the primary source of income for Libya.

    Parìs, June 10, 2024 (Xinhua/NAN) French President Emmanuel Macron has announced the dissolution of the National Assembly, following defeat of his party in 2024 European Parliament (EP) elections, according to local media report.
    “I have decided to give you back the choice of your parliamentary future through the vote. I am therefore dissolving the National Assembly,” Macron said in a short speech.
    “This is a serious, weighty decision. But it is above all an act of trust,” he added.
    He added that the elections to the National Assembly are to take place in two rounds on June 30 and July 7.
    Macron’s Renaissance party gained 15.2 per cent of the votes in 2024 European Parliament elections, far behind far-right National Rally who received 31.8 per cent.
    “The unprecedented gap between the presidential majority and the leading opposition party reflects a stinging disavowal and rejection of the policies led by Emmanuel Macron,” RN President Jordan Bardella said after the EP elections results were unveiled, quoted by local media.
    “We’re ready for it. I call on French people to join us in forming around the RN a majority in the service of the only cause that guides our steps: France.” parliamentary party leader of RN, Marine Le Pen, said Sunday evening on social media platform X.
