  • Elderly: NSCC commits to inter-generational networking

    Networking
    By Collins Yakubu-Hammer
Abuja,  June 21, 2024 (NAN)  The National Senior Citizen Centre (NSCC),  has restated  its commitment to boosting inter-generational networking to enhance justice, safety and well-being of older persons in the country.
Its Director-General,  Dr Emem Omokaro, pledged the commitment at the intergenerational networking event on ‘Elder Justice Advocacy’ in Abuja on Friday.
The event, with the theme: “Building National Youth Support Network for Senior Citizens”, was organised by the commission in collaboration with the Ministry of Youth Development.
The NSCC boss underscored the importance of integrating statistics in planning to enable the planners to have a clear direction, vision and mission for projects.
According to her, the 14.8 million population of the older persons in Nigeria will skyrocket to about 29.8 million by 2050.
“And population aging has implications on the individual, family, society and the nation. And this cuts across the socio-economic sector of the country.
“And because of the accelerated rate of non communicable diseases at old age and multiple morbidity, older persons are prone to impairment.
“Imagine if that huge population is growing without health care service, empowerment, income, skill, etc; the implications are  that we will have a large population of vulnerable, needy and poor older people.
“Also, the implications will be on families that will be overburdened, and you will have a working population whose savings are compromised.
“Therefore,  it is good to begin with legislation,  policy formulation, plan of action, etc to build a foundation to ensure older persons have access to care; and that is what we are doing and will continue to do,” she said.
Also speaking,  the Permanent Secretary of the Ministry of Humanitarian Affairs and Poverty Alleviation, Mr Abel Olumuyiwa Enitan, said the laudable initiative was a pointer to NSCC’s determination to develop a mechanism of engagement.
According to him, the mechanism and institutional framework is to ensure sustainable and effective awareness creation, sensitisation, advocacy as well as transformative preventive education.
“This is in keeping with the national policy on ageing, road map, national plan on ageing and project activities which the centre is intentionally implementing.
“It is also significant that the agenda for the dialogue is centred around volunteerism and how we all can join the vanguard to safeguard senior citizens’ dignity, safety, worthiness and continue engagement in our various communities.
“I am pleased to inform you that the unveiling of the Elder Justice Charter and Plan of Action is significant and commendable. It provides the vision, mission and guidance for the community of volunteers.
“Older persons’ rights are not negotiable and must be upheld. The Charter seeks to facilitate a growing support network and commitment to mobilising Nigerians to campaign for age friendly environments to various sectors.
“I would like to encourage youths, women organisations, educational institutions and NGOs working in various and relevant fields to key into the national framework,  processes, programmes and stakeholders,” he said.
The News Agency of Nigeria (NAN) reports that Enitan was represented at the event by the Director of Special Duties in the ministry,  Mrs Agnes Aneke.
The event attracted officials from the Ministry of Youth Development, NAPTIP, the community of senior citizens,  Ministry of Health and other relevant stakeholders.
NAN also reports that the highpoint of the event was the unveiling of the ‘Elder Justice Charter and Plan of Action, Youths Debates and Skits Competition’, among others. (NAN) (www.nannews.ng)

  • Germany’s state governments look to trim radio programming

Germany’s state governments look to trim radio programming

    Programme

Berlin, June 21, 2024 (dpa/NAN) Germany’s state-level governments want the public broadcasting system to cut down number of radio programmes as part of a broader reform.

This is aimed at making the system more cost-efficient.

The coordinator of Germany’s Broadcasting Commission of the Federal States, Heike Raab, told dpa on Friday.

He said that there have been discussions about consolidating special-interest public television channels and limiting the number of smartphone apps operated by the public broadcasters.

He said the Germany, public broadcasting is funded by a fee charged to households and is governed under a treaty between all 16 German states.

The broadcasting commission, controlled by the states, determined the general structure of public broadcasting in the country.

Although the broadcasters themselves operate with journalistic independence and control the content of their programming, he said.

“We will reduce the number of radio programmes,” Raab told dpa, although he did not specifically name any targeted reductions.

The commission planned to present recommendations to Germany’s 16 state premiers in October.

Recently, the regional broadcaster Hessischer Rundfunk announced that it was planning to have fewer than the current six radio programmes in the long term.

The cost-savings push came amid controversy over efforts to raise the monthly mandatory household contributions from 18.36 euros to 18.94 euros (19.72 dollars to 20.24 dollars), which some state leaders oppose.

Raab said the commission was looking to redefine the mandates for some public broadcasters.

To also eliminate some redundant programming and encourage more cooperation with educational and cultural institutions.

“We are strengthening everything relating to cooperation and efficiency,” he said.(dpa/NAN) (www.nannews.ng)

  • How Nigeria can become green industrial powerhouse

An Analysis by Salif Atojoko, News Agency of Nigeria (NAN)

The terminology ‘Green industrial economy’ does not resonate with many Nigerians, particularly because the country presently, at best, is a green industrial upstart.

The country is confronted with a myriad of climate-related challenges, stemming from the encroachment of rising sea levels on coastal regions to devastating floods impacting agriculture and displacing communities, carbon emissions and pollution, among others.

President Bola Tinubu acknowledges persistent hurdles due to conflicts in Europe and the Middle East, affecting energy and food security, impeding cooperation from wealthier nations to support sustainability efforts in less developed economies.

The Federal Government , therefore, seeks strategic partnerships and increased investments, and actively pursues private capital and support from international initiatives including the Climate Finance Leadership Initiative and global infrastructure programmes.

The question agitating the minds of many discerning individuals now is can the Federal Government achieve growth in employment and income, driven by public and private investment into such economic activities, infrastructure and assets that allow reduced carbon emissions and pollution, enhanced energy and resource efficiency, and prevention of the loss of biodiversity and ecosystem services?.

The good news is that experts believe that this is achievable and Nigeria can, indeed, become a green industrial powerhouse in the foreseeable future.

But for that to happen, Prof. Chukwumerije Okereke, Professor in Global Governance and Public Policy, University of Bristol, says Nigeria will  have to scale up climate finance.

He says the Federal Government must as a matter of necessity establish a clear policy framework or strengthen the existing one.

Okereke says Nigeria can also create incentive for renewable energy, efficient use of green infrastructure development and the strengthening of the mechanism of governance to ensure transparency, accountability and the efficient use of climate finance.

According to him, there is also the need to develop financial instruments tailored to local needs such as green bonds that can attract domestic and foreign investors.

Okereke, who is also an expert in Climate Justice, Green Growth, Climate Policy and Low Carbon Development in Africa, said that the government could leverage public funds to attract private investment.

“One of the ways to do this is to de-risk an investment so that private sector investors can put their money there with a guarantee that if anything happens, government will come to their aid,” he said.

The don says the government can also identify and prioritise sectors that have the highest potential for climate impact and economic development.

He advises the government to strengthen partnerships by fostering strong collaboration between government and international donors and NGOs.

The don notes that if the country is to get it right in attracting climate finance, it has to put its house in order.

“The government should make sure that the right people are appointed; those who know what they are doing. They should not be playing politics in this sector.

“The international partners know when we are serious and when we are not serious,” Okereke adds.

Also, Ms Helen Brume, Director for Project Finance and Assets Based Finance at Afreximbank, says that to attract climate finance to the country, the government must put in place appropriate regulatory framework that allows investors to recoup their investments in a sustainable way.

Brume says political stability and appropriate infrastructure are required to attract investors into the climate finance ecosystem.

For the Executive Director of Climate Action Africa, Ms Grace Mbah, the ability to prepare bankable projects is needed to attract climate finance.

According to her, Nigeria has been trying to access the Green Climate Funds (GCF) for a couple of years, adding that some of the procedures are strict because they want their funds to really meet their target.

To become a green industrial powerhouse, Mr Taiwo Adewole, an Environmental Consultant, agrees that the Federation Government must encourage and scale up private sector investment for climate and nature.

He says there is a need to shift capital investment in linear economy and encourage circular economy through private sector mobilisation.

“Another step is collaboration and partnership with international institutions.

“The new mechanisms expected to be put in place to achieve transparency and innovative application of available resources are the steps the government is taking already.

“This is by setting up the Presidential Committee on Climate Change and various appointments related to climate finance.

“If the committee is given a free hand to operate, it would attract investment capital from the public or private, national or international, bilateral or multilateral,” he said.

He adds that the Climate Finance Committee should not just be on paper but practical and attract higher rating for the country.

As part of the new mechanism to fast track the Federal Government’s climate initiatives, President Bola Tinubu appointed Chief Ajuri Ngelale, as the Special Presidential Envoy on Climate Action (SPEC), and followed it up with the establishment of the Presidential Committee on Climate Change.

Ngelale, who has hit the ground running, believes that through cooperation between Nigeria and international partners, Nigeria can become a green industrial powerhouse over the next ten years.

Ngelale had a productive meeting with the U.S. Head of Delegation to the United Nations Climate Conference and Principal Deputy Special Envoy for Climate, Ms. Sue Biniaz, in Bonn, Germany, in June.

“We shared views concerning tangible next steps to be taken toward leveraging large-scale climate financing instruments to drive Nigeria’s green industrial agenda in the years ahead.

“We have much work to do in the form of putting in place new mechanisms to achieve a truly transparent and innovative application of available resources to meet our objective of attracting new and de-risked investment capital from around the world.

“I am confident that we have the team to deliver on this for the country. One step at a time,” Ngelale said.

He had said the U.S. Principal Deputy Special Envoy for Climate was joined in the meeting by Mr Trigg Talley, who serves as the Managing Director for Negotiations and Director for the U.S. State Department’s Office of Global Change.

Indeed, the Federal Government is not taking the climate action lightly. During the COP28 World Climate Action Summit in Dubai, President Tinubu reiterated the far-reaching implications of climate change on the West Africa’s most pressing issues.

The President has also demonstrated his commitment to reinvigorating a cleaner and more resilient nation.

Nigeria’s proactive stance toward a greener global landscape was underscored by the launch of the Carbon Market Initiative, a testament to its dedication to sustainability.

The country’s participation in the African Carbon Market Initiative further reinforces its commitment towards environmental responsibility, showcasing a readiness to engage in global climate solutions.

President Tinubu emphasises the imperative for partnerships to foster a green economy in Africa.

Leveraging resources like the EU’s Global Gateway programme and the US Build Back Better World initiative is critical for sustainable development and global market access.

Advocating for fairness and cooperation, President Tinubu urges developed nations to honour their commitments, especially contributing to the Loss and Damage Fund and the 100 billion dollars annual climate financing pledge.

With appropriate partnerships, collaboration, investments, and initiatives already in place, Nigeria is certainly on its way to becoming a notable green industrial nation. (NANFeatures)

  • Rivers: Lawmakers want Rep. Ugochinyere punished

    Sanction

    By EricJames Ochigbo

Abuja, June 21, 2024 (NAN) The Rivers Caucus in the House of Representatives has urged the leadership of the house to discipline Rep. Ikenga Ugochinyere (PDP-Imo) for allegedly spreading “falsehoods” on the escalating political crisis in Rivers.

In a statement  by the leader of the caucus, Rep. Dumnamene Dekor (PDP-Rivers), the caucus alleged that Ugochinyere also engaged in spreading held-truth in the media.

According to the caucus leader, Ugochinyere had thrown caution, decorum, and responsible conduct, expected of the high office he now occupies, to the wind.

Delay said his interventions in the media were laden with blackmail, half-truths, outright lies, misinformation and disinformation, and malicious propaganda.

The lawmaker explained that Ikenga’s prejudicial media statements also constituted a thoughtless assault on due process and ongoing judicial processes aimed at resolving the disagreement in Rivers.

Dekor said the conduct of Ugochinyere impinged on the privileges of members of the caucus,  integrity of the house itself, and constituted a reckless violation of sections 49 and 72 of the Constitution.

“The attention of the Rivers Caucus has been drawn to yet another unfortunate and misleading press briefing by Rep. Ikenga Ugochinyere on Tuesday, June,  18, on the ongoing disagreement between the Governor of Rivers and the House of Assembly, and latterly, Local Government Chairmen.

“To begin with, Ugochinyere is not from Rivers, so his political value is unquestionably non-existent, except to those who are naive enough to fall for his cheap gimmicks.

“The current situation in Rivers does not concern him in any way because he is from Imo, a state that is grappling with myriad political and social issues of its own in respect of which Ugochinyere cannot find his voice.

“The disagreement in Rivers has never been brought to the floor of the House of Representatives to warrant other members’ intervention in a debate.

“His actions impinge on the privileges of members of the Rivers caucus, the integrity of the house itself, and constitute a reckless violation of the constitution vide sections 49 and 72.

“We,  hereby,  publicly call on the leadership of the House of Representatives to take urgent steps to discipline Ugochinyere,” he said.  (NAN)

  • Lagos hosts African forum on air pollution

    Forum

    By Fabian Ekeruche
Lagos, June 21, 2024 (NAN) The air quality stakeholders in Africa will convene in Lagos for a five-day CLEAN-Air forum to discuss the pressing issue of air pollution in the continent.

The forum is expected to attract over 300 participants from over 40 cities in 40 countries.

This is contained in a statement signed by Dr Rose Alani, Lead, University of Lagos Air Quality Monitoring Research Group (AQMRG), on Friday in Lagos.

The statement said the participants represent the air quality communities in practice in Africa comprising different stakeholders including policymakers, representatives from civil society organisations, the private sector, development partners and the scientific communities.

It said the forum would take place from July 8 to July 12.

The statement said the forum would foster knowledge sharing and transdisciplinary collaborations, while emphasising the need to strengthen regional networks and multi-regional partnerships for sustained interventions for clean air in African cities.

The statement said the forum is organised by AirQo, a pan-African research initiative at Makerere University, Uganda.

It added that it would be hosted by the Air Quality Monitoring Research Group (AQMRG) and EUEPiN from the University of Lagos, Lagos State Environmental Protection Agency (LASEPA) and UrbanBetter, among other stakeholders.

It added that the forum built on the success of its inaugural event in Kampala, Uganda, in 2023, which brought together participants from over 31 cities worldwide.

“A study from the Global Burden of Disease indicates that air pollution is responsible for around 1.1 million deaths annually in Africa.

“It has become the second leading cause of death on the continent, largely due to rapid urbanisation and industrialisation.

“However, air quality experts point out that Africa lacks the resources and capacity to develop and implement effective measures to address air pollution in its cities,” the statement said.

It quoted Prof. Engineer Bainomugisha, the AirQo Project Lead, as saying that the CLEAN-Air Forum underscores the urgency of addressing and championing clean air in Africa’s urban environments.

“The forum will provide pathways to air quality management for African cities and increase awareness of air quality and air pollution issues for better health outcomes in Africa,” Bainomugisha said.

It quoted Alani as saying that 39 air quality monitors have been installed in Lagos City providing real-time air quality data.

Alani noted that access to real-time air quality data and ongoing research is crucial in developing effective strategies to mitigate air pollution.

“This forum will enhance our efforts to discuss how we can create sustainable air quality interventions and improve public health outcomes not only here in Lagos but across the continent,” Alani said.

The statement said the week-long forum would feature plenary sessions discussing evidence-informed policy development for air quality management in African cities, health impacts of air pollution in Africa and knowledge-sharing sessions to advance science-policy interface and public awareness of air quality.

It said that Dr Babatunde Ajayi, the General Manager,  LASEPA,  would be one of the keynote speakers.

According to the statement, Ajayi said the forum presents a unique opportunity to accelerate our ongoing efforts to tackle air pollution in Lagos.

“Lagos is Nigeria’s largest city and Africa’s largest megacity, and with its rapid urbanisation comes various challenges.

“We are committed to addressing air quality issues in the city.

“Together with our partners from the University of Lagos, we have installed an air quality monitoring network to provide real-time data on the status of air quality in Lagos.

“With this data we have reliable information that we are using to inform sustainable interventions to improve the quality of air in Lagos,” it said.

The statement also said that the Lagos Metropolitan Area Transport Authority (LAMATA) will be participating in the forum.

It quoted Mr Abimbola Akinajo, the Managing Director, LAMATA as saying: “At LAMATA, we are committed to transforming urban mobility in Lagos.

“The transport sector plays a vital role in air quality and our participation in the CLEAN-Air Forum underscores our dedication to sustainable transport solutions.”

The statement quoted Dr Muyiwa Gbadegesin, Managing Director, Lagos Waste Management Authority, as saying that the authority is committed to implementing effective waste management strategies that not only keep Lagos clean but also significantly improve air quality.

“Proper waste management is crucial in reducing pollutants and ensuring a healthier environment for all.
“Our involvement in the CLEAN-Air forum highlights our commitment to innovative solutions and collaborative efforts that drive sustainable development and protect our communities from the adverse effects of air pollution,”  Gbadegesin said. (NAN)(www.nannews.ng)
